053 regarding the "Implementing Guidelines on the
Safety Seal Certification Program for this Department
and the Local Government Units as Issuing
Authorities", all public and private entities are
enjoined to increase compliance with the minimum
public health standards for the safety and welfare of
employees, clients, and consumers as the country
gears toward the safe reopening of the economy.
The Safety Seal Certification Program as provided in
the IATF Resolution No. 87 and JMC No. 21 – 01 s. 2021 of
DOLE – DOH – DILG – DOT – DTI is a voluntary
certification which affirms that an establishment is
compliant with the minimum public health standards
set by the government and encourages the use of
StaySafe.ph digital contact tracing application.
The Safety Seal Certification is valid only for 6 months
and is allowed for renewal as long as the office /
establishment passed the minimum requirements
needed for the program.

PROJECT
The Province of Aurora, taking the challenge of PRRD
for a collaborative effort between departments and
agencies in this fight against COVID-19, conducted
the Provincial Roll-out of Online Webinar Episodes of
the BHERT-FRIENDS Project, today May 3, 2021.
This activity, also known as BHERTs – First
Responders in Ending NCOV Diseases (BHERTs
Friends) Project, aims to enhance and capacitate the
Barangay Health Emergency Response Teams
(BHERTs) in the Province.
The one-day webinar session was sliced into two
episodes: 1. “Engaging BHERTS for a Safer
Community” and 2. "BHERTS in Action: Safeguarding
the Community”
The two episodes highlighted functions of BHERTS,
the National Vaccination Program, and the Contact
Tracing Program as discussed by representative from
the Provincial Health Office.

In light of the SC Ruling on the Mandanas-
Garcia petition, LGUs shall receive

PILOT TESTING
The ongoing upgrading of the platforms used for the
evaluation is one of the sustainability strategies for the
Seal of Good Local Government (SGLG) implementation. A
field test was done to acquire data on the functionality of
the online database and the convenience of use of primary
assessment documents. The said field testing findings will
be utilized to develop the LGPMS-SGLG tools and
implementation techniques.

Cognizant of the important role of the barangay in the overall
development and transformation of the community and of the nation,
the Department shall implement the 2021 Pilot Testing of the Seal of
Good Local Governance for Barangay (SGLGB) to encourage and challenge
barangays to scale up its performance and practices of good governance
that accord primacy to the principles of accountability, transparency,
performance and effectiveness.
As such and in compliance to DILG Memorandum Circular No. 2021-074,
DILG Aurora conducted Table Validation for the entries of the eight (8)
pilot barangays for 2021 SGLGB implementation.

CESO V led the Provincial Road Clearing Validation
Team of the Province of Aurora composed of the PNP,
BFP and CSO in assessing the road clearing efforts of
the Municipality of Baler, on March 01, 2021.
Under DILG Memorandum dated January 19, 2021
road clearing operations in areas under modified
general community quarantine (MGCQ) should be
fully enforced, which means the implementation of all
the road clearing components. This is to validate the
compliance of component LGUs with the PRRD’s
national directive to clear all roads from illegal
structures and other obstructions.

AAWWAARRDDSS Lupong Tagapamayapa Incentives Awards (LTIA),
which was established pursuant to Executive Order
No. 394 series of 1997, is an annual activity conducted
in recognition of the Lupons who demonstrated
commitment and dedication in the implementation of
Katarungang Pambarangay (KP) in their locality.
LTIA aims to strengthen the KP as an indigenous
conflict resolution structure at the grassroots level
through grant of incentives to outstanding Lupons.
To assess the best performing Lupons, LTIA Awards
Committees at the municipal and provincial levels
were created.
Pre-assessed entries of the provincial nominees were
presented for the finalization of results prior to the
endorsement to the Regional Office.
The Lupong Tagapamayapa of Barangay Umiray,
Dingalan was hailed as the Provincial Winner for the
1st-3rd Class Municipality Category.

BALER: 2021 LGU
TARGET FOR CUCPD
Out of 8 Municipalities in the Province of Aurora, the Local
Government Unit of Baler was targeted for Capacitating Urban
Communities for Peace and Development (CUCPD) Program, a
platform for convergence and collaboration among stakeholders at
the local level aimed at improving the institutional capacity of
LGUs to undertake development-oriented and context-sensitive
peacebuilding programs to resolve the local issues of the most
vulnerable sectors.
Starting 3rd quarter of 2021, through the assistance of the DILG,
the local government unit of Baler was capacitated to upscale
governance and collectively champion the cause of sustaining
peace and development with the sectoral representatives from
youth and student, labor, urban poor, and women.
Based on the data gathering and prioritization of programs, the
LGU through the local Task Force to End Local Communist Armed
Conflict (ELCAC), implemented programs as well as evaluated
programs to empower youth, the labor and poor, and the women
sector.

Executive Order No 70 issued by Pres. Rodrigo Roa
Duterte entitled “Institutionalizing the Whole-of-
Nation Approach (WNA) in attaining inclusive and
sustainable peace, creating a National Task Force to
End Local Communist Armed Conflict, and directing
the adoption of a National Framework.
It further states the need to establish WNA in
addressing the root causes of local armed conflict by
prioritizing the delivery of basic government
services, social development packages, and the
construction of needed infrastructure in pursuit of
the country’s peace agenda.
Thus, the Retooled Community Support Program
was formulated in order to strengthen the CSP
initiatives of the military and making the effort

fully implement the programs with necessary
knowledge, there is a need to capacitate the LGUs,
National Government Agencies, People’ Organization
and Community.

SBDP consists of the farm to market road, potable
water system, health center and electrification.

CESO III graces DILG Aurora's conduct of Locally
Funded Project Assessment and Calibration cum
Provincial Team Conference for the month of October .
In an interfacing activity that coincides the DILG
Aurora conduct of the DILG Quarterly LFP Calibration,
the DILG Aurora headed by Atty. Ofelio A. Tactac, Jr.
CESO V welcomes the newly installed DILG R3 Regional
Director, Karl Caesar R. Rimando, CESO III.
RD Rimando took the chance to speak about his humble
beginnings and many professional experiences that
molded his current career. As the new leader of DILG
Central Luzon, he also voiced his thoughts on how, the
DILG, as a team will carry our banners in providing
services to our clienteles.
