Esteves W ith the ultimate goal of creating and institutionalizing a knowledge center that is diverse, convenient, with free access to all available information on local governance, the DILG Aurora and its LGRRC "Tambuli" officially inked its collaborative partnership with the Aurora Multi-Stakeholders Advisory Committee (MSAC) on February 24, 2023 at the AMCO Beach Resort, Brgy. Buhangin, Baler, Aurora. With the official signing of the Memorandum of Partnership Agreement, the Aurora Multi-Stakeholders Advisory Committee is now officially composed of members from the Wesleyan University of the Philippines headed by Ret. Judge Benjamin Turgano from WUP Main Branch with Dra. Estrella Buenaventura from the Aurora branch; agencies namely PNP Aurora headed by PCol Myles Angel Pascual, AFP 91st IB Sinagtala Battalion headed by LTC Julito B. Recto, Jr., represented by Cpt. Candidato Paduman, BFP Aurora headed by Supt. Cambronero, CESE expressed his gratitude and excitement towards the MSAC official partnership. “We are excited with the future collaborations, sharing of insights and co-implementations of programs, projects and activities for the benefit of the people of Aurora.”, he said. “Under the signed MOA, Aurora MSAC will be the convergence mechanism to harmonize and streamline the efforts of signing parties in making positive change in the communities of the province. We believe that no matter how small our contribution to a cause is, if we put it together, we can turn our dream into reality and there is no fight that we cannot win.”, he highlighted. The MOPA signing shall be the igniting engine of a more significant partnership between the DILG Aurora LGRC and the MSAC to help initiate steps towards building organizations as Knowledge Centric Organizations (KCO) to promote the culture of knowledge sharing and learning; contribute to LGRRC Aurora's relevant local governance knowledge products, good practices and its replication; improve socioeconomic conditions via means of knowledge sharing; and effectively transform each organization into becoming a more productive and transformative development partners. As the TAMBULI positions itself as a learning hub by institutionalizing knowledge management and encouraging a culture of learning, sharing, and replication of best practices in local governance for its clientele with the aim of customizing knowledge products and services to the needs and demands of clients, the official collaboration between the DILG and its MSAC shall achieve the end goal of fostering communities that are safe and secure, business-friendly and competitive, environment-friendly and climate change-adaptive, and transparent and responsible local governments.

NOVERAS CONVENED THE AURORA PEACE AND ORDER COUNCIL AND ACTIVATES EMERGENCY OPERATION CENTER FOR THE SEMANA SANTA 2023 PREPARATION on March 29, 2023 at the Sangguniang Panlalawigan Hall, Provincial Government of Aurora. In anticipation of the 2023 Holy Week celebration in Aurora and the influx of tourists from all over the country, the PDRRMO, MDRRMOs from the different municipalities, PNP, and the BFP presented their plans for their preparedness efforts in terms of traffic management, health protocols and deployment of personnel on visita iglesia sites and major tourist destinations in the Province. The Aurora EOC activated its #OPLANSumVAC from March 30, 2023 to April 10, 2023. Issue No. 29 1st Quarter 2023 By: LGOO II Gerald Esteves I n a bid to fully exercise their authority in managing the Sangguniang Kabataan (SK) financial operations, the Department of Interior Local Government - Aurora, conducted SK Mandatory Special Training for 19 SK officials, treasurers, and secretaries in the Province of Aurora, on February 8, 2023 at the DILG Aurora Conference Room. Initiated by the DILG Aurora, through the LGRCTambuli, the Special Training Program was designed to train and input knowledge to some elected and appointed SK Officials who failed to attend the SK Mandatory Trainings last March 23, 2019 and those who were newly appointed and those succeeded new positions. The mandatory training covers modules and lectures on five (5) topics which includes: Decentralization and Local Governance; SK History and Salient Features; Meetings and Resolutions; Planning and Budgeting; and Code of Conduct and Ethical Standards. Newly-appointed SK Officials of all barangays nationwide are required to attend and participate in the SKMT before they can assume office pursuant to Republic Act No. 10742 or the SK Reform Law. 5 DILG Aurora personnel headed by OIC PD Ener P. Cambronero, CESE, participated in this year’s 1st Qtr National Simultaneous Earthquake Drill on March 09, 2023. DRR Focal Person, LGOO V Florenz Zaira B. Buenconsejo and Safety Officer, LGOO II Gerald Philip DC. Esteves facilitated the earthquake simulation. DILG Aurora LFP engineers afterwards conducted the inspection of the office building to ensure the safe return of the personnel. The NSED is one of the government’s efforts in promoting disaster preparedness in the community. T he DILG Aurora, through the Provincial LGRC Tambuli, partnered with the DSWD Aurora for the conduct of the PROVINCIAL ORIENTATION ON THE GUIDELINES IN SUPPORT OF THE IMPLEMENTATION OF THE PANTAWID PAMILYANG PILIPINO PROGRAM (4Ps) on March 22, 2023 via Zoom Video Teleconferencing Platform. LGOO V Maricar Janice Perez and LGOO II Gerald Philip Esteves facilitated the activity to reorient the Municipal Advisory Committees in the Province of Aurora on the DSWD-DILG Joint Memorandum Circular No 2022-001 dated May 5, 2022 from Former DSWD Secretary Rolando Joselito D. Bautista and Former DILG Secretary Eduardo M. An o regarding the "Guidelines in Support of the Implementation of the Pantawid Pamilyang Pilipino Program (4Ps)". Ms. Joanne Ramos Mateo, Social Welfare Officer IV/Provincial Link for the Province of Aurora served as the resource person for the activity. As stated in the JMC, the City or Municipal Advisory Committee shall monitor the compliance of LGUs with the provisions of the JMC and shall submit a quarterly monitoring report to the DSWD Regional Office and/or Provincial Advisory Committee. This undertaking is part of the commitment of the office, in partnership with the DSWD Aurora to ensure that the households are properly supported to achieve an improved level of well-being and sustainability to lead an independent life. 6 Issue No. 29 1st Quarter 2023 M arch 31 marks the culmination ceremony of the Women’s Month Celebration in the Province at the Provincial Government of Aurora Capitol Grounds, Baler, Aurora. This year’s theme, "WE for Gender Equality & Inclusive Society", highlights the building of an environment that provides equal opportunities to all Filipinos and equipping them with skills to participate fully in an innovative and globally competitive economy and to endeavor the gains achieved for both men and women, assess actions towards gender equality and look forward to steps that must be taken to ensure progress in empowering both men and women. The program, graced by Tarlac Governor, Hon. Susan A. Yap, highlights the oath-taking ceremony of the Aurora Women’s Federation. The DILG and the Province of Aurora joins the whole nation as WE begin this new era with the hope and ambition for Gender Equality and an inclusive Philippines.


7 P ersonnel of DILG Aurora headed by OIC-Provincial Director, Ener P. Cambronero, CESE convened on March 24, 2023, for the conduct of Provincial Team Conference (PTC) for the month of March. The team's accomplishments in the implementation of the Department's programs, projects, and activities (PPAs) for the First Quarter of FY 2023 are highlighted during the Team Conference. This is to consistently identify better methods and approaches to implement the PPAs for the next quarter. This also served as the venue to officially welcome the new DILG Aurora family member, ADA IV Gerardo M. Gonzales. The activity highlighted the discussion of DILG Aurora's Operations Plan and Budget for FY 2023 by LGOO V Maricar Janice C. Perez, and presentation of updates on various PPAs under Monitoring and Evaluation Section (MES), Capability Development Section (CDS) and Finance and Administrative Section (FAS) facilitated by Section Chiefs and the Program Focal Persons. The MATYAG which stands for the MAHUSAY AT TAPAT: YARDSTICK FOR ACCOUNTABLE GOVERNANCE program was also discussed by the MES Unit. MATYAG shall serve as the Department’s accountability program for the barangays. Given that barangays serve as partners of the national government in responding to development challenges at the grassroot level, it is important to ensure that they have the ability to perform their duties and functions by knowing their current capacities as well as the issues and problems being experienced by the barangays, among others. Cambronero provided clarifications on matters concerning peace and order situation in the Province in line with the upcoming SUMVAC 2023, Barangay Councilor's League, GAD programs and provisions of technical assistance. Acacio, in a fun and heartwarming retirement tribute held on March 24 during the DILG Aurora Team Conference. LGOO VI Acacio, formerly the DILG Municipal Local Government Operations Officer in the Municipality of Casiguran, Dinalungan and Dilasag, officially signed off on his 32-year an outstanding performance in terms of program implementation. With warm messages and greetings from his coworkers and family members, the retirement tribute highlighted the various stages of LGOO VI Acacio's personal and professional life. 8 T he Provincial Government of Aurora held the FY 2023 1st Quarter Joint Meeting of the PPOC, PADAC, and PTF ELCAC on March 8, 2023 at the SP Hall, PGA Capitol Compound, Baler, Aurora. DILG Aurora OIC Provincial Director Ener P. Cambronero presented updates on some DILG flagship programs such as the BIDA, RCSP and SBDP. LTC Julito Recto of the 91st Sinagtala Infantry Battalion and PMAJ Emilio Sison, representative from the Police Provincial Office (APPO), presented the updates on terrorism threats, insurgency, and peace and order situation in the Aurora Province, respectively. IAIII Roel M. Calayan, provided an update on the status of antiillegal drug programs and activities highlighting the Barangay Drug Clearing program in the Province. Other offices that presented their reports were BFP Aurora and DTI Aurora. Without objection from the members of the council, the following resolutions were also approved and adopted: • Resolution integrating the Revitalized PNP KASIMBAYANAN Program in the Provincial POPS PLAN 2023-2025; • Resolution Condemning the Actions and Activities of the CPP-NPA-NDF, its Front Groups and Affiliates, and other Forms of Terrorism, and Declaring their Presence Detrimental to Peace and Development in the Province of Aurora • Resolution encouraging Punong Barangays to include AFP as extended members of BPOCs; and • Resolution Reorganizing the PTF – ELCAC. Buenconsejo By: LGOO II Gerald Esteves D ILG Aurora orients the Provincial and Municipal Awards Committee on the 2023 Lupon Tagapamayapa Incentives Awards (LTIA) Updated Criteria and Guidelines on March 14, 2023 via Zoom video teleconferencing platform. During the activity, the updated pointing system was presented using the LTIA evaluation forms. The eight municipalities in Aurora were also prepared for the upcoming 2023 assessment using the updated criteria and guidelines. In his opening message, OIC-PD Ener P. Cambronero, CESE emphasized the significance of the Lupong Tagapamayapa. He said that the LTIA will strengthen the competencies of the Lupon Tagapamayapa as administrators of the Barangay Justice System or Katarungang Pambarangay. This will contribute greatly towards the realization of our common goal of maintaining community harmony, peace and order, and mutual cooperation. LGOO V Maricar Janice C. Perez and LGOO VI Jesus L. Vizconde, Jr., explained assessment criteria, documents to be submitted, and schedules for submission deadlines. The LTIA is a DILG recognition program that highlights the Katarungang Pambarangay as a grassroots indigenous conflict resolution method and rewards lupons for excellent performance. 10 The DILG Aurora capacitated more than 600 members of M/BDRRMCs of Aurora in Disaster Preparedness A s the Philippines is known to be one of the most exposed countries to tropical storms, the DILG Aurora, through its Local Governance Resource Center “Tambuli” organized an online training entitled “Aurora, Handa Ka Ba? Preparedness and Resiliency Enhancement: Promoting Accurate Response during Emergency (PREPARE)” on February 23, 2023, via Zoom Meeting Application. The training was participated in by more than 600 members of Municipal and Barangay Disaster Risk Reduction and Management Councils/Committees throughout the Province. To further extend the efficiency of council members, of PDRRMO, PAGASA (Philippine Atmospheric, Geophysical and Astronomical Services Administration), MGB (Mines and Geosciences Bureau), and DILG to share their expertise to capacitate and enable local governments in disaster preparedness and managing local weather disturbances. Atty. Anthony C. Nuyda, CESO III, Regional Director of DILG Central Luzon, also graced the activity and emphasized that, “Ang DILG ay palaging nakaantambay sa ating mga pamahalaang lokal upang magbigay ng anumang klaseng tulong tungo sa kaunlaran ng ating komunidad. 11 D ILG Aurora conducted the Re-orientation/ Coaching on the Utilization of the Electronic -Local Development Investment Program (E-LDIP) System on March 10, 2023 via Zoom Meeting Application. The E-LDIP system is a platform that allows digital encoding and generation of LDIPs. It also enables the generation of an annual LDIP, which serves as main inputs to the AIP preparation of concerned LGUs, as well as corresponding reports and analytics. LGOO II Reyner L. Buenconsejo discussed the overview of the E-LDIP system based on DILG MC 2022-115, while Engr. Rosanna Hernandez facilitated the system walkthrough of the LGU encoders. Rosanna Hernandez M arch 9, 2023 marks the Groundbreaking Ceremony of Farm to Market Road Projects under the DILG Local Government Support Fund - Support to Barangay Development Program (LGSFSBDP) of the National Task Force to End Local Communist Armed Conflict (NTFELCAC) in the Municipality of Maria Aurora for beneficiary Barangays Dianawan, Diaat, and Bayanihan. These barangays are among the 1,406 identified communities nationwide that were given Four Million Pesos (Php 4,000,000.00) by the national government through NTF-ELCAC to fund each of their priority infrastructure projects. 16 TAMBULI unveils PEACE to its partner agencies (PNP, AFP, BFP, and PDEA). With the commitment of the DILG Aurora in enhancing the performance of the Aurora LGUs in Peace and Order, AntiDrug abuse, and Public Safety, its Local Government Resource Center Tambuli launched its newest program under the CAPDEV quadrant: PEACE on January 18, 2023 at the DILG Aurora Provincial Office. “PEACE”, which stands for PERFORMANCE ENHANCEMENT PERFORMANCE ENHANCEMENT AND COMPLIANCE EVALUATION, is a DILG Aurora initiative under the Tambuli's CAPDEV programs, aims to improve the capability of local government units at all levels in ensuring Peace and Order and Public Safety within their locality. PEACE, as such, is a strategy to enhance the performance of local peace and order and anti-drug abuse councils in terms of the effective and efficient execution of their legal mandates. This will involve, among others, the provisions of technical assistance during the planning and implementation of tangible strategies and measures in the form of programs, AURORA – The Commission on Audit (COA) through its Special Services Sector - Performance Audit Office has conducted an evaluation on the implementation of National Climate Change Action Plan (NCCAP) last January 10-16, 2023, in which the DILG is one of the partner-implementing agencies. The selected LGUs for the audit are the Provincial Government of Aurora and Municipalities of Baler and Dinalungan. The audit team conducted interviews and focus group discussions with key officials and personnel of the selected LGUs. Survey questionnaires to gather relevant information from the residents and personnel of buildings and offices established for climate change related hazards was also administered. Projects of LGUs which aims to mitigate climate change effects such as flood controls and sea walls was also visited to check its sustainability and effectivity. This is to ensure that LGUs have assumed their role as frontline agencies in the formulation, planning, implementation of climate change action plans in their respective areas, consistent with the provisions of the Local Government Code, the Framework, and the NCCAP. The ability of the local governments to put in place initiatives to heighten accountability, transparency, and public participation in the implementation of climate change programs was also evaluated. 17 DILG AURORA TO RAISE... projects, services and activities (PPSA); Result Based Monitoring and Evaluations; and provision of incentives and awards to all councils that has shown exemplary efforts and innovations. During the launching, all key partners also presented their Peace and Order and Public Safety PPSAs accomplishments for 2022, targets for 2023, bottlenecks encountered during the implementation of their PPSAs, and recommended countermeasures that can be done to address the same. With this, the high functionality of the said councils will be sustained and improved which may be confirmed during performance audits. Issue No. 29 1st Quarter 2023 By: LGOO II Clarissa Hess T he DILG Aurora through its Local Governance Resource Center “TAMBULI”, piloted the 2023 Orientation on the DILG Programs: SUSTAINING EFFICIENT AND EFFECTIVE DELIVERY OF SERVICE (SEEDS) TOWARDS ACCOUNTABLE AND TRANSPARENT GOVERNANCE, via Zoom Video Teleconferencing Platform. The topics discussed are the Issuance of Department Authority to LGUs for the Purchase of Motor Vehicles; and Issuance of Department Authorization to Utilize Additional Confidential Funds of LGUs presented by LGOO II Clarissa G. Hess and LGOO V Madam Cassey N. Buenaventura, respectively. The activity successfully served as a venue to discuss updates and issuances, as well to address issues and concerns on the delivery of DILG Frontline Services. It was attended by Local Planning and Development Coordinators, Local Accountants, Local Budget Officers, BAC Chairman and Secretariat from the eight municipalities, and the Provincial Government of Aurora. Through SEEDS, local government units and its functionaries will be able to germinate knowledge on various DILG programs as the Department consistently provides effective technical and administrative services to promote excellence in local governance.

Ang BIDA Program ay isang malaking hakbang sa pagsupil sa iligal na droga sa mga komunidad, at itinatampok nito ang patuloy na pagsisikap ng pamahalaan na gawin ito nang napapaloob sa ating batas at may paggalang sa karapatang pantao, katuwang ng rehabilitasyon at pagpapabuti sa kanilang kalalagayan. Sa pamamagitan ng programang ito, hindi lamang nabibigyang-pansin ang usapin ng iligal na droga, kundi naisusulong din ang rehabilitasyon ng mga dating gumagamit ng droga at binibigyan sila ng pagkakataong magkaroon ng panibagong simula. Dapat nating kilalanin na ang pag-ahon mula sa impluwensiya ng droga ay isang malaking hamon, at nararapat nating suportahan ang ating mga kababayang sumusubok na humakbang tungo sa kagalingan. Ang pagsasakatuparan ng BIDA Program ay nangangailangan ng kooperasyon at suporta nating lahat, kaya’t nararapat na tayo ay magtulungan upang labanan ang banta ng droga at hikayatin natin ang ating mga kababayan na maging handa sa pagtulong sa pagsupil nito. Sa kadahilanang ito ay nakikiisa kami sa layunin ng BIDA Program na palayain ang ating mga komunidad mula sa banta ng iligal na droga. Ang BIDA Program ay isang malaking hakbang sa pagsupil sa iligal na droga sa mga komunidad, at itinatampok nito ang patuloy na pagsisikap ng pamahalaan na gawin ito nang napapaloob sa ating batas at may paggalang sa karapatang pantao, katuwang ng rehabilitasyon at pagpapabuti sa kanilang kalalagayan. Sa pamamagitan ng programang ito, hindi lamang nabibigyang-pansin ang usapin ng iligal na droga, kundi naisusulong din ang rehabilitasyon ng mga dating gumagamit ng droga at binibigyan sila ng pagkakataong magkaroon ng panibagong simula. Dapat nating kilalanin na ang pag-ahon mula sa impluwensiya ng droga ay isang malaking hamon, at nararapat nating suportahan ang ating mga kababayang sumusubok na humakbang tungo sa kagalingan. Ang pagsasakatuparan ng BIDA Program ay nangangailangan ng kooperasyon at suporta nating lahat, kaya’t nararapat na tayo ay magtulungan upang labanan ang banta ng droga at hikayatin natin ang ating mga kababayan na maging handa sa pagtulong sa pagsupil nito. Palispis, Ph.D., EnP and Provincial Board Members, Hon. Jennifer Araña and Hon. Annabelle C. TangsonPe’s inspiring journey as public servants and advocates for women empowerment. With their published testimonies, they described how we have made great strides in empowering women, and how there is still progress to be made. With voices like theirs leading the way, we can move forward with hope for an equitable future.


20 The Provincial Inter-Agency Monitoring Task Force (PIMTF) convened on March 15, 2023 at the Conference Room, Office of the Governor, Capitol Building, to confirm and submit the Provincial Audit Summary of the 2022 Child-friendly Local Governance Audit (CFLFA) results of the eight ( 8 ) Local Government Units (LGUs) in the Province of Aurora using the Seal of Child-friendly Local Governance Knowledge Management System (SCFLG-KMS). The Provincial IMTF is composed of the following members, namely: Provincial Governor, DILG, PSWDO, PPDO, PHO, DepEd, and CSO Representative. LGOO V Maricar Janice C. Perez, CFLGA Provincial Focal Person, gave a brief background on the CFLGA and its process per IMTF level. LGOO V Perez also presented the scores and overall ratings of the eight ( 8 ) LGUs as reflected in the system and discussed the concerns and issues raised by the LGUs during the audit proper. The PIMTF shall continue to support and provide technical assistance to the LGUs as we aspire more CFLGA passers in the Province of Aurora and in pursuit of our goal to have a Child-friendly Philippines. 21 As 2023 starts, so is the Seal of Good Local Governance (SGLG) season. With this, the DILG Aurora conducted the SGLG Exit Conference cum Preparatory Meeting on February 1, 2023 at the Governor's Conference Room, Baler, Aurora. Last year's assessment results were presented and updates/developments per governance area's indicators were discussed by LGOO V Florenz Zaira B. Buenconsejo, SGLG Focal Person, in order to ensure that the LGU complied with the minimum requirements of the Seal and prepare them for this year's assessment. Likewise, in his message, PD Cambronero challenged the LGU to strive more and to continue their dedication in the hopes of winning the most coveted award this year. SGLG is one of the Flagship Programs of the Department which aims to assess and confer LGUs that excel in showcasing excellence in local I governance. n pursuit of sustainable peace and inclusive development, the Enhanced Comprehensive Local Integration Program (ECLIP) Committee convened for its first meeting for CY 2023 on February 15, 2023 at the Governor’s Conference Room, Provincial Capitol Compound, Brgy. Suclayin, Baler, Aurora. The insurgency situation in the Province, reintegration status of former rebels to be productive citizens in the society, status of ECLIP Implementation, and the initiative programs of the Provincial Government was discussed during the activity. Also, part of the discussion is the conduct of monitoring and followthrough activities for the sustainability of the ECLIP Program and collaboration activities with different National Government Agencies for the provision of livelihood assistance to former rebel beneficiaries.
