LGCDD Narrative Accomplishments for 1st Quarter 2021 - as of March 31

COMPREHENSIVE DEVELOPMENT PLAN (CDP)

The Comprehensive Development Plan (CDP) contains the 6-year strategic direction and
developmental priorities of an LGU. It covers five (5) development sectors, namely: Social,
Economic, Infrastructure, Environmental and Institutional, providing a convergence
mechanism to to integrate or derive NGA-mandated plans and other sectoral or thematic
plan.

To capacitate the LGU Planning Teams, provision of technical assistance is provided to
enable LGUs to formulate/update its CDP consistent with the intent of DILG-NEDA-DBM-DOF
JMC No. 1, s 2016 and other relevant issuances.

PROVISION OF TECHNICAL ASSISTANCE

From January to March 2021, the division monitored eighteen (18) LGUs provided with
technical assistance on CDP formulation, through the Provincial Offices:

Sanggunian were invited and assisted in their participation to Newly-
Elected Officials - Weninar Executive Sessions (NEO-WES): Public-Private Partnership (PPP)

SUSTAINABLE DEVELOPMENT GOALS (SDG)

SUSTAINABLE DEVELOPMENT GOALS–FAMILY-BASED ACTIONS FOR
CHILDREN AND THEIR ENVIRONS (SDG-FACEs)

Formerly dubbed as Millennium Development Goals – Family-based
Actions for Children and Their Environs in the Slums (MDG-FACES), the
SDG-FACEs focuses on communities in developing methods and
strategies in addressing poverty, with mothers taking the lead in reaching
the goals as they are tasked to monitor progress by submitting a child monthly report card
and a quick action guide for the family.

On March 18, 2021, the Local Government Academy conducted the Online Orientation on
Sustainable Development Goals – Family-Based Actions for Children and Their Environs
(SDG-FACEs) to organize and orient SDG-FACEs Regional Team to have an in depth
understanding of the SDG-FACEs Program and its implementation strategy.

The activity was participated by the Region’s SDG-FACEs Regional Team, headed by Asst.
Regional Director Elpidio A. Durwin, CESO IV, LGRRC2 Manager, and SDG Provincial Focal
Persons, Cluster Heads and MLGOOs of 1st - 2nd Class Municipalities with RSCP barangays
as project sites.

IMPLEMENTATON OF LOCAL ORDINANCES

Local legislation and the implementation of legislative measures both share vital roles in
gaining the feats in the delivery of local government programs and services. As such, LGUs
are duty-bound to legislate measures that are necessary for an efficient and effective local
governance and ensure the proper implementation of the said measures.

As the prime catalyst in strengthening the capabilities of LGUs with an important role to play
in advocating good governance, DILG Region 02 embarked on an initiative that will monitor
the implementation of local ordinances and analyze the results in order to come up with
findings and recommendations that will be utilized by the LGU in the advancement of its
service delivery and will serve as a guide for this Department in its provision of interventions
that will further augment the capabilities of LGUs.

The table below shows the submission status of the LGUs as of March 31, 2021, as a result of
the implementation of this project:

Based from the data, 83.67% of all 98 LGUs have already completed, submitted and
reviewed by the Regional Office, while 14.29% are still in the process of finalizing their
submissions.

The two (2) remaining LGUs without submission yet are the Provincial Government of
Cagayan and Municipality of Villaverde in the Province of Nueva Vizcaya.

SECTORAL UNIFICATION, CAPACITY BUILDING, EMPOWERMENT
AND MOBILIZATION (SUCBEM)

SUCBEM is one of the DILG-led clusters of the Regional Task Force to
End Local Communist Armed Conflict (RTF-ELCAC) which
implements programs that strengthen and reinforce good
governance and peace and sustainable development for all
sectors of the society, particularly marginalized groups.

From January to March 2021, the SUCBEM Cluster members attended

COMMUNITY-BASED MONITORING SYSTEM-ACCELERATED POVERTY
PROFILING (CBMS-APP)

The Community-Based Monitoring System (CBMS) is an organized process of
data collection and processing at the local level and of integration of data
in local planning, program implementation and impact monitoring. It is a
system that promotes evidence-based policy-making and program
implementation while empowering communities to participate in the
process.

The Department provides capacity building support to LGUs on the implementation and
use of CBMS for various thematic concerns e.g., grassroots participatory budgeting,
comprehensive development planning, disaster risk reduction and management.

For the 1st Quarter, there were five (5) LGUs in the region provided with technical assistance

BUILD BACK BETTER TASK FORCE

President Rodrigo Roa Duterte signed on November 18, Executive Order No. 120 creating the
Build Back Better Task Force to ensure post disaster rehabilitation and recovery efforts of
typhoon-hit areas.

There are six (6) Key Result Areas (KRAs) identified to expedite the preparation, implementation
and monitoring of the Post-Disaster Rehabilitation and Recovery Program for typhoon-
affected areas aligned with the Recovery and Rehabilitation Planning Guide (RRPG). The
Department is a member of all KRAs and is the lead agency for KRA 5: Strengthened
Governance through Broad-Based Citizen Input.

To ensure proper implementation, Regional BBB Management Task Force, Technical Working
Group (TWG) and Secretariat for KRA 5 was created on January 27, 2021, headed by Regional
Director Jonathan Paul M. Leusen, Jr.

KRA 5 has four (4) Components handle, namely:
1) Mainstreaming DRR-CCA in the Local Development Plans;
2) Enforcement of policies on the No-build Zone;
3) Broad-based Citizen Input; and
4) Monitoring of LGU Compliance.

Series of consultation meetings and workshops were facilitated by the Division which discussed
the short, medium and long-term target PPAs of the region and proposed funding as specified
in the draft implementation plan of KRA 5.

PUBLIC SAFETY CONTINUITY PLAN

Public Service Continuity Plan (PSCP) is in response to the call for government agencies to
continue the internal capacities, recovery requirements and strategies of an agency or
institution to continuously function during emergency or disaster incidents.

In coordination with the Office of Civil Defense Region2, an orientation with the TWG Tean was
conducted on February 24, 2021, participated by all Divisions of the DILG Regional Office. It
was then followed up with series of workshops to be able to come up with the Draft PSCP.

As of March 31, 2021, consolidation of Workshops 4 & 5 Outputs from the different divisions is
being facilitated.

EASE OF DOING BUSINESS (EODB)

BUSINESS PERMITTING AND LICENSING SYSTEM (BPLS)

To periodically monitor and assess compliance of local government units (LGUs) to the
standards set by Ease of Doing Business and Efficient Government Service Delivery (EODB-
EGSD) Act or Republic Act No. 11032 and DILG-DTI-DICT JMC 2016-01: Revised Standards in
Processing Business Permit and Licenses in all Cities and Municipalities, quarterly compliance is
submission of BPLS Compliance Monitoring Report is being monitored online.

Further, in compliance with Memorandum dated December 2, 2020 from the Office of SILG,
same report was also required to be updated online weekly, every Thursday, as reference for
SILG for weekly meetings of the President with select Cabinet Members.

As of March 31, 2021, 100% cities/municipalities were monitored compliant to the FY 2021
Weekly and 1st Quarter BPLS Compliance Monitoring Report submissions.

On January 26, 2021, an Orientation on MC 2021-004 “Revised Guidelines on Motor Vehicle
Acquisition by Local Government Units” was conducted by DILG Central Office and
participated by Regional Process Owners.

The Division immediately conducted February 1, 2021, the Division conducted the
Orientation on DILG MC No. 2021-004 "Revised Guidelines on Motor Vehicle Acquisition by
LGs participated by Provincial Process Owners.

LEARNING AND DEVELOPMENT

LGOO II APPRENTICESHIP PROGRAM

The Regional Office Training Team ensured assistance was provided to the apprentices on
the following Foundation Course modules:

These modules were the last two of the six modules of Component 2 – Foundation Course.
After the 14 apprentices of the 53rd Batch LGOO II Apprenticeship Program had
completed the modules, they went back to report to to their respective official stations
until their scheduled Comprehensive Examinations. Apprentices must pass the
comprehensive exam to be able to proceed to the next component, the Supervised
Field Work (SFW).

To prepare the apprentices for the said exams, the training team conducted a Two-day
Coaching/Review Session via Zoom on March 30 and 31, 2021. The whole coaching
session was devoted for the review of the topics discussed on all the modules of the
Foundation Course, case analysis, discussion of common issues and questions during
competency examinations.

MANAGEMENT SYSTEM ENHANCEMENT

The Division conducts its meetings weekly, every Monday to discuss accomplishments
from the previous week and activities of the week ahead.

LOCAL GOVERNANCE REGIONAL RESOURCE CENTER (LGRRC)

The Local Governance Regional Resource Center Region 2 (LGRRC2) is
designed to promote the culture of learning and knowledge sharing to
support the Department of the Interior and Local Government (DILG) in its
role as knowledge broker facilitators of capacity development
interventions to local government units.

With its mission to deliver quality capacity development interventions carried out by
competent and committed workforce and a consortium of a mutually collaborative
stakeholders through sustainable technology and break-through solutions for excellence
in local governance, LGRRC2 continues to make initiatives and efforts to achieve its goals
and adopts to the new normal.

The LGRRC2 Core Team had conducted two (2) meetings for this quarter, January 7 and
18, 2021. The Core Team also attended the virtual LGRC National Conference on January
21 - 22, 2021.

PROVISION OF TECHNICAL ASSISTANCE

In December 2020, the LGRRC2 was assessed and evaluated as to its capacity as the
knowledge-centric organization in delivering relevant knowledge and services to
promote excellence in local governance. As a result, it was recommended that LGRRC2
has to strengthen the area on the use of LGA Systems, especially on the LGA Monitoring
and Evaluation System (LGAMES) and Online Capdev Market System (OCDMS).

To be reoriented with the systems, the LGRRC2 invited the Local Government Academy
(LGA) to provide assistance in the navigation of the said systems during the conduct of
Online Orientation on LGAMES and OCDMS on February 17, 2021.

Then the Local Governance Regional Resource Center Region2 (LGRRC2) conducted
the Virtual Roll-Out on LGA Monitoring and Evaluation System (LGAMES) and Online
CapDev Market System (OCDMS) for System Users on March 4, 2021. It was participated
by the LGRRC2 Core Team and Technical Working Group (TWG), Regional Office
personnel (all divisions) and the Field Officers, particularly the Cluster Heads and Staffs;
Program Managers, Provincial Offices Unit Chiefs and Staffs of all Provincial Offices. As an
output of the activity, an action plan was discussed as to the target date for the
accomplishment of reports needed in the systems.

On March 19, 2021, the Local Government Academy (LGA) conducted an Online
Consultation Meeting re LGAMES Enhancement were attended by all LGAMES Regional
and Provincial Focal Persons and System Users nationwide.
The presentations included a refresher of the system and its areas for enhancements. A
workshop was facilitated wherein participants were provided a platform to raise
challenges encountered and provide inputs on the areas for enhancement.

MULTI-STAKEHOLDER ADVISORY COMMITTEE (MSAC)
One of the key components of LGRRC is the organization of MSAC, which serves as the
prime convergence point of various developmental partners in advancing good
governance at the local level. It aims to provide a platform for sharing and exchange of
knowledge and ideas and harness capacities of local government units to promote
effectiveness, efficiency, learning and innovations in local governance.
MSAC has been instrumental in carrying out DILG’s various deliverables and cognizant of
the stronger roles of key players in governance, especially under the new normal, MSAC
convened and reorganized during the Multi-Stakeholder Advisory Committee (MSAC)
Organizational Meeting cum MOA Signing via Zoom on February 9, 2021.
