that time Dr. Bennett has been a practice owner of two clinics in southeastern MN,
and has been actively practicing bovine medicine throughout his professional life.
He recently sold his bovine practice in Plainview, although he is still practicing full time,
and has retained his ownership stake in a small animal practice in Rochester. Throughout his career
Dr. Bennett has continued to develop his professional acumen and, in the process with his business
partner, built one of the most progressive dairy practices in the state offering a full range of clinical,
consulting, and diagnostic services. The large animal clinic has hosted many, many students over
the years as well. In addition to serving local livestock owners, he has been sought after for large
herd consulting on a more regional basis as well as some international work. Dr. Bennett enjoys an
excellent reputation not just among local colleagues, but he has also been drawn into instruction
at conferences for national associations and at the U of MN CVM. He has lectured at the MVMA

Letter of Veterinary Technician Licensure Support

By Dr. Ann Brownlee, Grand Avenue Veterinary Center

Every day our doctors arrive at work at our very busy small animal practice in St. Paul and the hum
and vibe of the day are already in place. Clients have been dropping animals off, the phones
are ringing, the sounds of laboratory equipment starting up, and the discussions of the upcoming
day, with laughter and easy conversation are heard throughout the building. Our client services
representatives are rock solid, we have a fantastic level of support in a group of enthusiastic
veterinary assistants, but today I want to focus on the incredible skill, knowledge, and professionalism
of our certified veterinary technicians.

As a former board of director of the MVMA, a clinic owner, an active member of the MVMA
Veterinary Technician Committee, and former board member of Animal Humane Society and Animal
Emergency and Referral Clinic (two of the largest employers of veterinary technicians in the state),
I have a perspective on the veterinary technician shortage that I would like to share with fellow
veterinarians.

Many discussions on the veterinary technician shortage are currently focused upon the closing of
schools that provided the education for this career. I would suggest that as employers we should
FLIP THE NARRATIVE and put our energy toward the retention of the incredible individuals who have
already chosen this career path. You may be surprised to learn that there are minimal-to-no waitlists
at the five accredited veterinary technician programs currently in Minnesota and western Wisconsin.
We know that veterinary technicians have among the highest turnover rate in the health care
industry. The reasons for this unfortunate statistic include job dissatisfaction, salary, and burnout.

As employers and partners in veterinary care, I have found that there are ways to maintain
engagement of our certified veterinary technicians, retaining them in the field and creating
an environment in which their skills are utilized improving production and profitability. This is a
responsibility that I encourage veterinarians in Minnesota to address as we struggle during this
workforce crisis.

In our clinic, two of our certified veterinary technicians have been with us for over 20 years, one
over 15 and the other two just under and over five years. We have five veterinary assistants currently
employed, three of whom are currently in online veterinary technician training programs as they
have been inspired by their CVT coworkers. We created an environment where professionalism
and leadership of our CVTs are recognized. By engaging and paying them appropriately we have
supported them to grow in their careers to achieve both elusive retention and promote important
inspiration for newcomers.

Our next step is to fully support the Veterinary Technician Workforce Enhancement Act (HF2553) to
maintain our workforce. Please visit the MVMA website (mvma.org/veterinary-technician-licensure)
and learn more about this, your questions and concerns will be addressed in the eight articles that
Dr. Balay has written detailing this legislation
and the many benefits that it provides for the
veterinary industry. In addition, there are a number
of upcoming Town Hall Meetings planned around
the state because we all know that in-person
conversations are better than curbside!

By recognizing the considerable skills of veterinary
technicians and elevating their profession to the
level of licensure we will retain these individuals
who already love their work and want to continue
in their chosen career.

Minnesota Opportunities Covering Your Bases with Face-to-Faces
for Veterinarian Engagement
Burnout, New “Normal”, and Mental Health

On September 23rd, MVMA MOVE and POTL
groups teamed up to host a small event of
DVMs at a Minnesota Twins Game in an event
suite. The attendees were able to watch the
game and connect with their peers. There
was a special guest, Athena Diesch-Chham,
MSW, LICSW, who was able to speak with
attendees on the importance of mental
health. Mrs. Diesch-Chham worked at the
University of Minnesota College of Veterinary
Medicine as a Veterinary Social Worker for 9
years.

The highlight of the night was when MVMA
Assistant Executive Director, Kelly Andrews,

Getting to the Bottom of the Veterinary Technician Shortage in Minnesota

“Veterinary Technicians Workforce Enhancement Act”

By Dr. Al Balay, Chair, MVMA Veterinary Technician Committee

The MVMA Veterinary Technician Committee introduced legislation leading to the licensure of
Veterinary Technicians during the 2021 legislative session. We expect that this legislation will be on
the 2022 Minnesota legislative agenda. Be sure to check out the resources available on the MVMA
website for more information. You will also find contact information if you have questions or concerns.
In this article #8 in the series, we share an update of survey results, upcoming activities, and some
responses to the concerns expressed in the surveys.

Thanks to all of you that responded to the MVMA survey in September. That survey is still open if you’d
like to give your input. As of mid-October, there have been almost 800 responses with 26.5% from
DVMs and 70.6% from CVTs. There has been representation from small and mixed animal practices
as well as specialty practices, research facilities, and academia. We are pleased that almost 70% of
survey respondents indicated that they are aware of the legislative initiative. However, that means
that 30% were not aware of what MVMA and MAVT are doing in this initiative. We have upcoming
events to help continue to get the word out. There is one regional Town Hall Meeting remaining
coming in Duluth on December 4th. In October and November Town Hall Meetigns were held in
Rochester, Marshall, and Detroit Lakes. Check the MVMA website for more information. Additionally,
there will be several sessions for all MVMA and MAVT participants at the annual meeting in February
2022. We’ll be presenting other ideas to retain and utilize veterinary technicians as well as updates on
the legislative initiative.

The survey has also revealed that 70% of respondents support the initiative to license veterinary
technicians. There have been almost 250 comments expressed with some consistent themes or
questions. Many respondents expressed concerns that licensure will not improve the workforce
situation and have said that we should focus on helping more colleges start veterinary technology
teaching programs. At the September 2021 meeting of the MVMA’s veterinary technician committee,
all four Minnesota vet tech programs as well as the Northwood Technical College program in New
Richmond, Wisconsin were represented. All five schools are attempting to maximize admissions, but
many do not have full enrollment and the majority shared that they do NOT have a waiting list of
applicants. A new school is not the solution at the moment! We must figure out how to engage and
retain those that are in the career.

Recent MVMA’s staff analysis of CVT renewals reveals that we are barely keeping even with the
number of CVTs not renewing compared with the new certifications. Very concerning! We know that
licensure is not the only answer to maintaining technician numbers. The MVMA and MAVT leadership
believe that licensure and title protection will help retention, but it is critical that the issues that cause
technicians to leave the career field be addressed. Salary, benefits, utilization, the opportunity for
career advancement, and burnout are pieces of the puzzle. Please read Dr. Ann Brownlee’s article in
this newsletter on her ideas to utilize and retain veterinary technicians in her practice (see page 15).
20

Other concerns identified in the survey include fee costs. Kim Horne, CVT, and I met with the Board
of Veterinary Medicine in September. The Board expects the licensure fees to be quite similar
to the current voluntary certification fees. The Board is predicting a cost of $100 for a two-year
license. The initial application will be higher because every license applicant will need to have a
Criminal Background Check (CBC) completed as well as sit for a State, open-book, jurisprudence
examination. This one-time initial application fee is currently expected to be $87.50 for the CBC
and open-book exam. While meeting with the Board, they also supported a recommendation of
15 hours of continuing education every two years. The process used for CE will be like that used for
the CE of veterinarians relative to the interactive vs. non-interactive credits, etc. This number of CE
credits is used by most other states that regulate veterinary technicians. We also feel strongly that this
number of credits will raise the standards of care for veterinary patients. We continue to get questions
or concerns about liability insurance. We are assured by the AVMA Professional Liability Trust that
veterinary technicians will NOT need their own liability insurance.

Last, it is important to state that licensing is NOT mandatory. If a veterinary technician chooses not
to get licensed, they can continue to do what they have been doing. The difference would be that
the title “Licensed Veterinary Technician” would be protected by the Veterinary Practice Act. The
title “Certified Veterinary Technician” would cease in Minnesota and no longer be valid to use. The
proposed legislation identifies those not licensed as veterinary technicians to be titled, veterinary
assistants.

MVMA and MAVT leadership believe that the time is NOW to license veterinary technicians to
help retain them in the career field. It is believed that licensure will attract applicants to veterinary
technician programs and promote greater numbers of graduates sitting for the Veterinary Technician
National Examination leading to more technicians exhibiting entry-level competency.

WHAT’S NEW AT THE U?

NEWS FROM THE UNIVERSITY OF MINNESOTA COLLEGE OF VETERINARY MEDICINE

November/December 2021

Tuition Freeze Continues

DVM tuition is staying the same for resident and non-resident students for the second year in a row.
The College has held DVM tuition increases below 1% in seven of the last eight years for a cumulative
increase of 5.1% over that time. Meanwhile, the Consumer Price Index has increased 10.5% and the
Medical Price Index has risen 19% over that period.

Research Productivity Increasing

Working from home during the COVID pandemic allowed research

faculty to write more grants than is typical. Faculty submitted 213

grants during the FY2021 fiscal year—requesting over $103 million

in funding. That is a 19.3% jump over the previous year. Roughly

one-in-five proposals are funded. Last year 47 successful proposals

received just over $7.1 million. In total, College faculty published 196

manuscripts last year across a wide range of peer-reviewed scientific

Better Communication Key to Better Control of Dairy Cow Lameness

Management of lameness in dairy cows would benefit from increased
communication and collaboration between farmers, veterinarians,
and hoof trimmers—among whom there are varying perspectives
regarding roles in lameness control, according to a new study by
College researchers.

The study targeted those three stakeholder segments to find what

each profession perceives as the biggest barriers to effective

lameness management. It showed that farmers, veterinarians, and

which arriving at an agreed-upon definition is challenging; that the condition requires collaboration

to manage but lacks consistent communication between groups; and that some participants worried

lameness can also become normalized and overlooked by farmers.

24

Lameness in dairy cows represents a significant animal welfare concern and can lead to economic
losses for farms. It is the physical manifestation of any number of leg or foot conditions, including sole
ulcers, digital dermatitis, and foot rot, among others.

Identifying High-Risk Dogs in the ICU

Dogs with a higher red blood cell distribution width (RDW)
were more likely to die during a critical-care hospital visit
than those with a lower RDW, according to a new study by
College researchers. RDW measures the range in the volume
and size of red blood cells and is generally taken as part of a
complete blood count.

The results signal that the value of a dog’s RDW could be an Photo credit: Steve Woit
important indicator of the animal’s chance for survival when
presenting with a critical disease.

The findings were consistent in dogs across a range of diagnosis and diseases, and regardless of other
blood-health indicators save for one. Studies in humans have shown a similar correlation between
elevated RDW counts and “all-cause mortality,” or death of any cause. This is believed to be the first
such assessment of the association between RDW and mortality in dogs.

The findings are based on a retrospective clinical study of 5,183 dogs and 1,478 cats who presented
to the Lewis Small Animal Hospital for critical care between 2007 to 2017. Results for cats showed no
correlation between high RDW and in-hospital death.

QUICK TIP

What else can I do to get my hospital sold?

We currently have several clients with hospitals on the market that are just not attracting a
lot of buyer activity. We are asked repeatedly what more can be done to “get it sold”.
Unfortunately, we are in an economic period where we have more hospitals for sale than
interested buyers.

7 reasons we are having difficulty finding independent doctors to purchase hospitals:

1. The change in hospital operations due to COVID.
2. The challenge to find and hire associate doctors.
3. The challenge to find and hire staff members.
4. Compensation offered to associate doctors is really high right now. They can pick nʼ

choose which jobs they want, so there is no motivation to take on the additional
responsibilities and time commitment of owning a practice.
5. The volume of hospitals for sale far exceeds demand – largely due to the baby-
boomer generation all trying to sell at the same time.
6. Younger generations prefer to work less and live more, therefore, have less interest in
hospital ownership
7. Barriers have grown in some cities caused by rioting and lack of border control in
others - buyers donʼt want to enter these areas

I want you to be prepared. It could take years to find an individual veterinarian to purchase
your hospital. I have said for the past couple of years that we are going to see a number of
veterinary hospitals closing their doors. Sadly, this is happening, but…

Ways to increase the chances of selling your hospital:
• Increase the number of doctors at your hospital (2 is good, preferably 3+)
• Be willing to work for your buyer as an employed veterinarian
• Strive to reach our industry benchmark of 20% profitability
• Tidy up and make your hospital look as attractive as possible
• Be patient! Selling a veterinary hospital is not like selling a house. We do not have a
