THIRU VIGNARAJAH

CANDIDATE FOR STATES ATTORNEY (BALTIMORE CITY)

BIO

The son of Baltimore City public school teachers, Thiru Vignarajah attended local
public schools (Edmondson Heights Elementary through Woodlawn High
School) before Yale University and Harvard Law School. He was President of the
Harvard Law Review and clerked for Supreme Court Justice Stephen Breyer
before beginning his career as a prosecutor in his hometown. He also served as
Chief of Major Investigations in the City State’s Attorney’s Office and as Deputy
Attorney General of Maryland, before becoming a litigation partner at DLA Piper
in Baltimore.

BIO

Lenora A. Dawson is a seasoned Public Administrator having worked and lead in
government and nonprofits for nearly two decades.


Lenora currently serves as Public Safety Chair for the NAACP MSC and is a board
member on the Justice Reinvestment Advisory Board. Lenora’s previous service
includes Board Chair for No Boundaries Coalition, board member for Advocates
for Children and Youth and panelist for the Roundtable on Community Change.
Lenora’s service while attending Morgan State University includes former Student
Advisory Council to the Dean of the College of Liberal Arts and Vice President of
Psi Chi.

Lenora earned her M.S. degree in Applied Psychology/Conflict Management and
Negotiation from the University of Baltimore. She graduated summa cum laude
with a B.S. in Psychology from Morgan State University.

HEALTH & FOOD JUSTICE

Individuals with insecure access to healthy and relevant
nutrition education experience significant barriers to
thriving. Residents identified access to low cost, high quality,
fresh produce as a major priority. We provide multiple points of
dignified access to fresh and affordable produce, and the
culturally appropriate nutrition and preparation education that
supports the creation of healthy and sustainable food habits.

YOUTH ORGANIZING & DEVELOPMENT

Youth who experience long-term positive relationships
with supportive adults see improved resilience, self-
esteem, and academic and professional outcomes. We
provide community organizing, professional development, and

to lead while supporting their community, exploring secondary
education & learning about new career opportunities.

SAM COGEN

CANDIDATE FOR SHERIFF (BALTIMORE CITY)

Sam Cogen is a longstanding public servant who started his 25-year career in
the Baltimore City Sheriff’s Office as an intern and was promoted within the
office eight times before retiring as Assistant Sheriff in 2021.


As the Assistant Sheriff for Baltimore City, Sam provided leadership to
operational units – where his duties ranged from violent offender warrant
apprehension to developing and fostering relationships with communities
across Baltimore City. Sam has received multiple awards in recognition of his
dedication to his profession and has completed a professional fellowship with
the Police Foundation in Washington D.C., Institute of Integrity, Leadership,
and Professionalism in Policing.


Sam lives in Baltimore City with his family and serves as the president of the
South Baltimore Neighborhood Association. In his free time, he enjoys hiking in
our State Parks.

CHINA TERRELL

CANDIDATE FOR STATE DELEGATE D-40 (BALTIMORE CITY)

BIO

Results set China apart from any other candidate. China is 100% focused on making
residents in Baltimore safer, healthier and wealthier. China is CEO of a national
nonprofit. She’s a corporate lawyer, wife and mother, and used to be a foster mom.
China is running for Delegate to the Maryland Legislature to represent District 40 (and
44A).
Working with residents and others, China has delivered to help make Baltimoreans:
Wealthier—
• $13.5 million for rebuilding Baltimore
• $1.5 million for small businesses, especially Black-owned
• $100,000 in forgivable and low-cost loans for entrepreneurs and nonprofits
Healthier—
• Four acres cleaned of environmental pollution
• Community greening plan raising $400,000+
Safer—
• A grass-roots campaign to keep three public schools from shutting down in 2022 • A

DELEGATE MARLON AMPREY

INCUMBENT FOR STATE DELEGATE D-40 (BALTIMORE CITY)

Delegate Amprey is a proud husband, father, attorney, former Baltimore public school
teacher, and 3rd generation resident of the 40th District. As your Delegate, he works hard to
create safe, healthy, affordable, and vibrant communities. Marlon has a deep commitment to
Baltimore and has been working towards leveraging his corporate, teaching, and non-profit
leadership experience to improve the communities his family has called home for more than
75 years.


Delegate Amprey served on the Advisory Board for the No Boundaries Coalition, working to
bring more fresh food options to West Baltimore, where we have too many food deserts.
Delegate Amprey also helped secure $300,000 in funding to support the new Baltimore
Unity Hall where No Boundaries will be able to expand its offices and work to support the
community. In 2021, Delegate Amprey helped get vaccines to our most vulnerable
communities by providing a vaccine clinic when the Governor was not getting enough
vaccines to Baltimore at the height of the pandemic.


In Annapolis, Delegate Amprey has introduced over 25 pieces of legislation and has passed
9 bills working on expanding opportunities in the 40th district, focusing on education,
economic development, transportation, and public safety. Along with the rest of his 40th
District Team, he has brought over $75 million dollars to the District to improve access to
transportation, education, housing, and healthcare.


Delegate Amprey has championed and passed bills to get more illegal guns off the street,
obtain fair and equitable appraisal processes for properties, helped create the West North
Avenue Development Authority, and provided more mental and behavioral health providers
of color in our communities and our classrooms to combat trauma, addiction and
crime.

BRAXTON C. STREET

FOR STATE DELEGATE D-40 (BALTIMORE CITY)

BIO

Braxton C. Street is a dynamic educational professional in Baltimore City Public Schools.
Braxton has 8 years of experience as a highly-qualified, certified and tenured teacher
culminating as a 5th grade teacher at Furman L. Templeton Preparatory Academy
#125. He is a Baltimore native, graduating of Baltimore Polytechnic Institute (Poly).
After graduating from Poly, he matriculated through Morehouse College, earning a
Bachelor’s of Arts degree in Economics. Subsequently, Braxton earned his Master of
Science in Education degree from The Johns Hopkins University.


Presently, he is pursuing a Doctor of Education in Urban Educational Leadership from
Morgan State University. As a School Improvement Specialist for Baltimore City Public
Schools, he invests daily to support and advance educational equity and excellence in
Baltimore City. Braxton also participates in various professional, fraternal and social
organizations and initiatives around Baltimore and its surrounding areas. Braxton
resides in the Ashburton community.

KATHY SHULMAN

CANDIDATE FOR STATE DELEGATE

BIO

For more than three decades, Kathy Shulman has put her passion and skills to
work as a mission-driven social justice advocate. Kathy is running for State
Delegate to elevate the voices of residents on the issues they care about most.


Recently, Kathy has led St. Vincent de Paul’s efforts to build its social enterprise,
Good Harvest. Through Good Harvest, tens of thousands of low-income
children, homeless families, and senior citizens have benefited from millions of
free and healthy meals.


Previously, Kathy served as Executive Director of the Public Justice Center and
the Governor’s Office on Service and Volunteerism.


Kathy co-founded Harriet’s List, named after Harriet Tubman, that raised
hundreds of thousands of dollars for Democratic women running for office in
Maryland. She’s also served on boards of the Baltimore Orchard Project,
Hampden Village Main Street & Wyman Park Community Association.


Kathy received a B.A. degree from Brown University and a Master’s in Public
Administration from Princeton.

DELEGATE MELISSA WELLS

BIO

Delegate Wells currently serves as Deputy Majority Whip, 2nd Vice-Chair of the
Legislative Black Caucus, and Chairs the Black Caucus Legislative Review Board, as well
as, serves on the Environment and Transportation Committee.
Delegate Wells Has secured over $100 Million Dollars with Team 40 for the 40th
District, secured investments into Urban Agro-businesses for growing access to
healthy food & creating a pipeline of future entrepreneurs, has worked on legislation
around workers rights, tenants rights, expungement, traffic calming, expanding access
to opioid treatment programs, criminal justice reform, and protecting our aging in place
elders.
Delegate Wells works with the Baltimore Washington Building Trades Unions where she
works with Baltimore's underserved communities. She helps residents find
apprenticeships and family-supporting careers that provide the stability we all deserve.
Delegate Wells knows that creating opportunities for all Baltimoreans to participate in
building stronger communities and a more inclusive economy is the only way to ensure
a brighter future for Baltimore.

ROBIN D. BOSTON

CANDIDATE FOR STATE DELEGATE D-40 (BALTIMORE CITY)

BIO

I am Robin D. Boston and I am running for Democratic State Central Committee. I was
appointed to the State Central Committee in September 2019 as a non-voting member
and became a voting member October 2021. During my time on the Central
Committee, I have registered over 80 voters and worked on several campaigns.


Some of my other volunteer experience include:
volunteering at the Community Engagement Center from January -April 2022,
preparing taxes with the Cash Campaign for low income citizens; assisting with
National Night Out and other community events from 1990-present;
serving as a volunteer with NAACP activities;
serving on the board of the Parent and Community Advisory Board (PCAB) for
Baltimore City Public Schools;
serving on the board of No Boundaries Coalition;
serving on the board of the Reservoir Hill Improvement Council from 2011-2013;
volunteering at the Mt. Royal Elementary/Middle School from 1991-2012, serving as PTA
president and treasurer and assisted with Math Night and Mt. Royal Day.

CAMERON E. GREEN, SR.

BIO

Cameron E. Green, Sr is a resilient innovative socialprenur who advocates on behalf of
Baltimore youth and disadvantaged communities since his matriculating at the former
Northwestern High School.


Growing up in Baltimore was tough. Green walked through our neighborhoods since his
early youth. Alike most Baltimoreans, he has resided in multiple councilmanic districts.
This exposure early on fueled his passion for service to our community. Green is the son
of the late Yvette Robinson, who lost her battle with Breast Cancer in 2008. Green’s
mother was a single mother of 5 children. He and his siblings often watched her
struggle to pay bills, a lack of accessibility to healthy food, and inadequate child care.
Despite these struggles, she instilled values of respect, independence, and love in them.
