THE ESTABLISHMENT OF THE DEACONS’ CONFERENCE OF BALTIMORE AND VICINITY & ITS’ AUXILIARIES -WALL OF FAITHUnder the leadership of our Immediate Past President, Deacon Emanuel Brown, with the blessings of the Deacons Conference, we sought to induct The Mount Lebanon Baptist Church into our Wall of Faith. However, due to the pandemic, known as COVID-19, we prayerfully canceled several of our banquets with the hope of better days. We informed Mount Lebanon’s Pastor, Dr. Franklin Lance, about the postponement and he graciously acknowledged the circumstances. In the interim, Deacon Brown’s term expired and President Joseph Miller’s term began. Without hesitation, President Miller embraced the Induction of the Mount Lebanon Baptist Church into our Wall of Faith. In 1934, a group of forward-thinking Deacons came together to form the Deacons’ Union for fellowship, education, and encouragement. However, the local pastors of that day resoundingly rejected the concept; hence, the Deacons’ Union had no meeting place. However, the Founding Pastor of Mount Lebanon, Reverend Hiram Edmund Smith, stepped out on faith and enthusiastically invited the Deacons’ Union to meet at Mount Lebanon’s Church building. Ironically, Mount Lebanon was only ten years old when it extended this generous invitation to the Deacons’ Union. Pastor Smith did not charge the Conference any fees for conducting meetings at Mount Lebanon. Pastor Smith made Mount Lebanon our home every second Thursday of the month with the option to change as necessary. Since Pastor Hiram Smith’s generous invitation, the Mount Lebanon Baptist Church has been home to the Deacons Conference in three of its four locations without interruption and under all three pastors. As a result, the Deacons’ Union had the opportunity to recruit, train, and instruct new and seasoned Deacons, Deaconesses, laywomen of God, youth, and young people. Many youth and young people who came through the Deacons’ Conference are now prominent and active members of their respective churches. Subsequently, the former Deacons’ Union became the Baptist Deacons Conference of Baltimore and Vicinity and Its Auxiliaries. Also, in 1964, after the passing of Pastor Smith, Reverend Olin Preston Moyd became Mount Lebanon’s second Pastor. Pastor Moyd was known as the Pastor who went from a “G.E.D. to earning his Ph.D.,” and he specialized in Christian education. Dr. Moyd continued the relationship with the Deacons Conference for another forty years. In 2005, Reverend Franklin Lance, D. Min., succeeded Dr. Moyd as the third Pastor of the Mount Lebanon Baptist Church. Dr. Lance has committed to maintaining the same relationship with the Deacons’ Conference as his predecessors. However, this generation of Deacons has enjoyed the benefits of Dr. Lance attending our meetings and closing each year with a powerful and encouraging year-end message from the Lord. Dr. Lance has also participated in our installation of officers and he has maintained that anything that the Mount Lebanon Baptist Church and he can do for the Conference they will do. Accordingly, it is the Baptist Deacons’ Conference of Baltimore and Vicinity and Its Auxiliaries esteem privilege to induct the Mount Lebanon Baptist Church into the Conference WALL OF FAITH. Therefore, under the Authority of President Joseph Miller, Parent Body President, based upon Mount Lebanon’s consistent selfless acts, unwavering support, and commitment to affording the Conference a home to learn and grow, it is on this 20th day of October 2023, the Deacons Conference gratefully and humbly acknowledge the Mount Lebanon Baptist Church as the “first Church” to be inducted into the Deacons’ Conference Wall of Faith. Reflections of the President Moving Forward, Building On Our Past Dearly Beloved, It is truly my pleasure and honor to greet you as President of The Baptist Deacons Conference of Baltimore & Vicinity and its’ Auxiliaries. In the precious name of our Lord and Savior, Jesus The Christ, I welcome you to our Annual Awards and Scholarship Banquet as we celebrate 85 years. Thank you for your support. As I thought about this momentous occasion, the thought came to me that for 85 years we have been moving forward and building on our past so our future will be strong. Today I look at the word forward and say yes we have been moving forward with God. Psalms 32:8 says, I will instruct thee and teach thee in the way which thou shalt go: I will guide thee with mine eye. • We move forward with God by trusting and letting Him direct our path. • We move forward by growing: Study to show thyself approved unto God a workman needed not to be ashamed. II Timothy 2:15 • We move forward by progressing: Be ye therefore transformed by the renewing of your mind. Romans 12:2 • We move forward by excelling: Isaiah 40:31 But they that wait upon the Lord shall renew their strength; they shall mount up with wings as eagles; they shall run, and not be weary; and they shall walk, and not faint. • We move forward by advancing: Your Word is a lamp unto my feet and light unto my path Psalms 119:105 • We move forward by continuing: Be steadfast unmovable always abounding in the work of the Lord. Yes we move forward with God on a rich legacy. I have had the privilege of serving under all the Past Presidents with the exception of , Deacon Sidney Johnson. Deacon Sidney Johnson was our founding President. Our beloved President Deacon J Martin Capehart, served for 25 years. He made the Deacons Conference an organization to be reckoned with; a name in every Church in Baltimore and famous around the nation. Deacon Alvin Bagley, who took over at a tough time, held this Conference together and rebuilt it numerically and financially. Deacon Bagley established our Scholarship Program. It was Deacon Bagley who encouraged and put me to work in this Great Conference. Thank you, Deacon Bagley, for all your support and encouragement over the years. Deacon James Gardner, Our great orator and teacher. My teacher and mentor poured out so much knowledge not just to me but anyone who would listen. Deacon Gardner established workshops and opportunities all over Baltimore and Vicinity. Then there is Deacon Emanuel Brown, a leader extraordinaire. Deacon Brown showed us what it means to press on, to trust God and to walk by faith. Deacon Brown showed us what it means to move forward with God. He showed us that with God all things are possible. Not only did he lead us forward through COVID, but he also led us forward while dealing with extraordinary personal issues. He brought and embraced new technology to the Conference. He introduced us to teleconferencing and video conferencing. He introduced new giving platforms and improved our processes. I thank God for the past that I now have an opportunity build on. I look forward to seeing how God will use me to add to the rich legacy of this great Conference. Walk With The King Joseph G. Miller, President

- HONOREE - Lifetime Achievement Award Deacon Emanuel Brown, Hon. The Lord blessed Deacon Brown to marry the former Rhonda L. Thompson on August 11, 1979. They share the joy of two adult children: Bryan A. Thompson (daughter-in-love - Geralda Viviane Thompson) and Tisa A. Brown. Also, they are the proud grandparents of one grandchild: London L. Thompson. Additionally, they have been blessed with a host of godchildren and one unofficially adopted grandchild – Ms. Tiffanie Murray. Deacon Brown was born on his grandfather’s farm in Florence County, South Carolina. His late parents, Deacon Ulyssee M. Brown and Deaconess Hallie M. Brown moved the family to Baltimore, Maryland, when Emanuel was three years old. The family grew from three children to a total of seven. Deacon Brown attended Baltimore City public schools and graduated from the esteemed Baltimore City College High School. “City forever!” After high school, Deacon Brown delayed his educational pursuits and joined the United States Air Force, and he was honorably discharged after four years of service. He concluded his active-duty tenure as the Non-Commissioned Officer In Charge of the Seymour Johnson AFB Honor/Color Guard program. However, Deacon Brown continued his military commitment for another twenty-four years in the Air Force Reserve Program. During this tenure, Deacon Brown served as the administrative specialist in the Headquarters Reserve program at Andrews AFB. Further, Deacon Brown served as a member of several intelligence units in and around the Washington, D.C. and Northern Virginia areas. He retired as a Master Sergeant. At the end of his Reserve career, one of the Colonel’s presented him with a United States flag that flew over the U.S. Capitol. Following his active-duty commitment, Deacon Brown earned his Associate of Arts Degree in General Studies from Harford Community College where he also played on the basketball team. Deacon Brown earned an academic fellowship/scholarship to the University of Baltimore where he earned his Bachelor of Arts degree in Political Science and Master of Public Administration Degree and he played on the University’s Division One basketball team as a walk-on. While completing his master’s degree, the University of Maryland Francis King Carey School of Law accepted Deacon Brown as a first-year full-time law student. There, Deacon Brown earned his Juris Doctorate in Law. While completing his educational pursuits, the University of Baltimore appointed Deacon Brown as the Veterans Programs Director, where he served for approximately five years. Deacon Brown entered the legal profession as a judicial law clerk for the Honorable Kenneth Lavon Johnson. Afterward, Deacon Brown joined the State’s Attorney’s Office under the leadership of the Honorable Kurt L. Schmoke, the Honorable Stuart O. Simms, and the Honorable Patricia Coats Jessamy. Under these leaders, Deacon Brown served as a trial prosecutor, Felony Team Captain, and Sex Offense Unit Division Chief. The Honorable Parris N. Glendening appointed Deacon Brown to the District Court in 1998, where he served as a trial judge, and he also served as the Judge In Charge of the Civil Division until the Honorable Martin O’Malley appointed him to the Circuit Court in 2007. Deacon Brown concluded the last five-plus years of his Circuit Court career as the Judge in Charge of the Juvenile Court’s Division. In May of 2023, after twenty-four years of dedicated service, Deacon Brown retired and accepted Senior Judge status, allowing him to continue presiding over cases as needed. During his tenure as an Assistant State’s Attorney and Judge, Deacon Brown gave lectures at several universities. He also helped facilitate Teen Court by providing space for scholar students and troubled students to come together at the District Court Civil Division building to address minor indiscretions and misdemeanors in a courtroom atmosphere.


Further, he also worked with young law students to help them prepare for mock trial and moot court competitions. One of those teams nearly swept all the awards and accolades at a national competition. Deacon Brown grew up in The Mount Moriah Baptist Church in Baltimore. He is a product and member of the historic Sunday School, now under the leadership of his former Junior Class teacher, Minister Elizabeth Able. He was a member of the Sunday School choir and the Junior Male Chorus. The late Pastor Arthur J. Benn identified Emanuel Brown as a candidate for the Diaconate Ministry and ordained him in 1988. After his ordination, Deacon Brown attended and graduated from the Baltimore School of the Bible as one of its honor students. Deacon Brown has served as the secretary and is now co-chairman of the Diaconate Ministry under the leadership of our fourth Pastor, Reverend Stephen Michael Smith. Deacon Brown served as the founding Chairman of the Black History Committee, advisor to the youth and young adults for one year, the first basketball team coach, athletic director, member and former president of the Male Chorus, substitute Sunday School teacher, and assistant New Members’ teacher. Additionally, Deacon Brown has served as an advisor to the Courtesy Guild, the Ushers, and assistant advisor to the Music Ministry. Deacon Brown joined the Baptist Deacon’s Conference of Baltimore and Vicinity and Its Auxiliaries in the early 1990s. His father’s membership in the former Deacons’ Union and his late Uncle Emanuel Miller and Aunt Gracie Brown’s encouragement significantly motivated him to join the Deacon’s Conference. God blessed him to serve under the leadership and mentorship of presidents and leaders such as the late local and National President J. Martin Capehart, President Alvin Bagley, President James Gardner, National President Robert Ransom, the late Deacon Hozie Watson, the late Deacon Eddie Hawks, and Deacon Cephas Prioleau, to name a few. He served as the Second Vice President for seven years, First Vice President for six years, and President for six years. He is now the Immediate Past President of the Deacons’ Conference. He continued conducting and soliciting others to present monthly workshops during his tenure as president. Under his leadership, gifted instructors presented in-depth lessons on various topics, including the Articles of Faith, the Church Covenant, the Hebrew names of God, and Galatians 5. During President Brown’s second term, the COVID pandemic began. President Brown, with the Executive Board and membership’s consent, suspended all in-person meetings. Thanks to our current President, Joseph Miller, and Immediate Past President of the Women’s Auxiliary, Deaconess Elizabeth Miller, we continued our meetings and hosted some workshops via conference call and Zoom. During this period, President Brown’s assignments included holding the Deacons’ Conference together and not overtaxing the members. The Conference returned to inperson meetings by the end of President Brown’s final term by the grace of God. After becoming a member of the Deacons’ Conference, Deacon Brown joined the National Baptist Deacons’ Convention of America, Inc., under the leadership of National President J. Martin Capehart. Deacon Brown now serves as the Deacons’ Convention Chairman of the Constitution and By-laws Committee and as a member of the Nominating Committee. Over the years, Deacon Brown has received numerous awards and commendations for his service in the Church, military, and the community. He has assisted in moot court practices and competitions, Teen Court, Law Links, and other related activities. In 2019, based on his overall body of service, the Baltimore City College inducted Deacon Brown into the school’s celebrated Hall of Fame. Deacon Brown finds great joy in serving the Lord and His people. He understands that “serving the Lord pays off both now and after while.” One of his favorite Scriptures is Micah 6:8: “He hath shewed thee, O man, what is good; and what doth the LORD require of thee, but to do justly, and to love mercy, and to walk humbly with thy God?” Deacon Brown gladly acknowledges that whatever he accomplished during his professional career and spiritual journey was by the Grace of God, the instructions and examples of his parents, the encouragement of his siblings, and the teachings of The Mount Moriah Baptist Church and Sunday School. Deacon Brown is deeply indebted to his wife, Rhonda, children, and grandchild for their patience! Lastly, Deacon Brown is grateful to his grandparents, uncles, aunts, cousins, and many others for the examples displayed and lessons taught him during his formative years.


BANQUET PREACHER Reverend Franklin Lance Dr. Franklin Lance is the Senior Pastor of the Mount Lebanon Baptist Church (MLBC) and President and CEO of Parks and People, Inc. As Senior Pastor since 2005, Dr. Lance has led MLBC through the creation of new ministries, and continued service to the Greater Mondawmin community. As President of Parks and People since 2019, Dr. Lance is continuing his long-time, invaluable service to the communities and residents. Dr. Lance is a Baltimore native, and is a well-connected and respected community leader in Greater Mondawmin and the overall City of Baltimore. He serves on the board of the Waterfront Partnership of Baltimore, Inc. He served on the board of KIPP Baltimore Schools, University of Maryland School of Pharmacy PATIENTS’ Steering Committee, and Baltimore City’s HIV/AIDS Commission. He is a Magna Cum Laude alumni of University of Maryland, Baltimore County (UMBC), and honors graduate of Howard University School of Divinity from which he holds M. Div. and D. Min. degrees.


- HONOREE - J. Martin Capehart President’s Award Deacon Robert E Ransom Robert E. Ransom is an ordained Deacon and serves as Chairman of the Deacon’s Ministry at the Ebenezer Baptist Church in Baltimore, MD. He serves under the anointed leadership of Pastor Eric Taylor, Sr. Deacon Ransom was selected to serve as a deacon by Ebenezer in 1965 at the age of 21. He served as secretary of the Officials Ministry and Assistant Chairman of the Diaconate before his selection as Chair. He had served as Secretary of the Deacons Conference of Baltimore for almost 38 years – during the administrations of President Sidney Johnson, President J. Martin Capehart and President Alvin J. Bagley. He currently serves as Second Vice President under the leadership of President Joseph G. Miller and is one of the senior members of the local conference. Deacon Ransom became a member of the National Baptist Deacons Convention of America, Inc. and its Auxiliary in 1976 and served since 1978 in various Secretarial positions and as a Vice President. From July 2012 until July 2016, he served as President of that National Body. Deacon Ransom retired after nearly 38 years of service, as a Management Official of Constellation Energy Corporation. Deacon Ransom and the love of his life – Dorothy L. Ransom - have been married for over fifty-nine (59) years and are the parents of one daughter, Robin Marie Wormley; four grandchildren – Jonathan, Joshua, Jordan and the late Jewell Wormley and four great-grandsons and two great-granddaughters. His life scripture is found in the Book of Wisdom – Proverbs 3:5-6. “I Will Trust In The Lord” is his song of commitment.


- HONOREE - Lola Perkins Award Deaconess Elaine Thornton Davis Elaine Thornton Davis, a native of Baltimore, Maryland, is the daughter of the late William and Janet Thornton. Throughout her formative years and into her adulthood, she received invaluable guidance and mentorship at Ebenezer Baptist Church. In October 2001, she joined the congregation of Greater Gethsemane Missionary Baptist Church, led by Rev. Dr. Reginald Thomas Sr. Elaine's educational journey led her through Baltimore City Public Schools, culminating in her graduation from Western High School and Morgan State College (now University). Over a span of 31 years, she dedicated her career to the Baltimore City Public School System, where she served in roles ranging from classroom teacher to central office and school administrator. Her forwardthinking approach and genuine concern for others earned her the respect of students, parents, staff, and colleagues alike. Even today, Elaine continues to volunteer and substitute at her neighborhood schools, and, for nearly four decades, she has held a realtor's license specializing in Baltimore City and its surrounding counties. Beyond her professional commitments, Elaine plays an active role in Greater Gethsemane Missionary Baptist Church as a Deaconess, an overseer on the Visitation Ministry, and a member of the Women's Ministry. Elaine's commitment extends beyond her local community; she is an engaged member of the Deacons Conference of Baltimore and actively participates in the National Baptist Deacons Convention of America, where she serves on the Scholarship Committee. Her devotion to family remains paramount. She lovingly supports her husband, Deacon Clyde Davis, and cherishes her role as the mother of Lady Stephanie Thomas (Dr. Reginald Thomas), and the grandmother of Reggie Jr., Candace, and Kayla. Elaine lives every day with her favorite scripture in mind: “I can do all things through Christ who strengthens me” (Philippians 4:13).


- HONOREE - Sidney Johnson Award Deacon Gregory Prioleau “When thou passest through the waters, I will be with thee; and through the rivers, they shall not overflow thee: when thou walkest through the fire, thou shalt not be burned; neither shall the flame kindle upon thee.” Gregory Prioleau was born in Baltimore, MD to Cephus Prioleau, Sr. and Sarah Prioleau; originally a family of nine children, his Baby-Sis, Shierelle died in 1965 leaving four boys and four girls. In 1993, he married the love of his life, Desiree Angela Lloyd and they are the parents of a lovely daughter, his heart, Morgan Desiree Prioleau. Greg has three godchildren, Kendra, TJ and Shanise, whom he loves dearly. Brother Prioleau was raised in East Baltimore. He attended Baltimore City Public Schools and is a graduate of Northern High School. He earned an Associate’s of Arts Degree in Law-Enforcement at the Community College of Baltimore and attended Towson State University, where his areas of concentration were Public Speaking and Human Relations. Deacon Prioleau is a member of Fountain Baptist Church in Baltimore under the leadership of a magnificent Man-of -God, Pastor, Dr. Marcus G. Jones. Brother Prioleau served as a trustee, and is currently serving as a deacon and choir member. Gregory loves working with the youth and young adults. One of his duties, which he enjoyed for years, was driving the church van. Additionally, he served on the Security and Media Ministries. All glory to God! Brother Prioleau served seven years in the Law Enforcement/Security Police Division of the Maryland Air National Guard. One of his greatest memories was a 1988 visit to Germany. Greg Prioleau was employed by the Maryland Transportation Authority Police, where he served as Patrol Officer, Detective, Public Information Officer, Patrol Supervisor, Dayshift Commander, Internal Affairs Investigator, and Commander. On two occasions, he received the “Distinguished Service Award” for his dedication to duty. After nearly 30 years, in 2013, he was blessed to retire from State Service. In 2016, he became employed by the Baltimore County Public School System at Parkville High School as a paraeducator. He retired from the position in June 2023. Since 2010, Brother Prioleau has been a volunteer at Roberta’s House, a grief-support organization located in Baltimore City, where he serves in many capacities. He was a member of the organization’s original Survivor Advocate Unit, which assists families whose loved ones have fallen to homicides in Baltimore City. He serves as camp leader for Middle School Boys at Camp Erin, a grief-camp for children six to seventeen-years-old. Additionally, he assists with the In-School Program, talking to elementary school children about their grief. He is one of the organizers of the most recent men’s grief-group, Men of Loyalty and Dignity or M.O.L.D. Deacon Greg is a member of the Baptist Deacons’ Conference of Baltimore and Vicinity and Its Auxiliaries and has taught deacons’ classes for the Maryland Baptist State Convention. Brother Prioleau loves God and spending time with his family, especially his wife and daughter. He loves cooking seafood, trying new recipes, and baking tasty desserts from scratch. He loves music, taking photos, fishing, golf, baseball, basketball, and football. He loves his South Carolina roots and often heads south to enjoy relatives and the country life. Gregory is a member of the Phi Beta Sigma Fraternity, Incorporated.

WOMEN’S AUXILIARY PRESIDENT Sister Eunice A. Brown serve as the President of the Women’s Auxiliary of Deacon’s Conference of Baltimore and Vicinity. She has been an active member of the conference since 1970. And was the President of the local Youth Department of Deacon’s Conference from 1980 to 1986. As a servant of God, became an assistant youth advisor for the youth department of the conference. Eventually she became the advisor. As the advisor, she worked with the Women Auxiliary as treasurer for several years. Eunice was on the conference scholarship committee and on the banquet committee. Also attended Spring & Winter revivals, Spiritual Summit, Prayer Breakfast and deacon ordinations. Sister Brown received the Leola Perkins Award in 2000. Sister Brown has also served as treasurer of the Youth Department of National Baptist Deacon’s Convention of America’s Inc. and served as one of the advisor and one of assistant director for the convention youth choir. She assist with youth registration and wherever she. is needed. From the national body First recipient of the Izetta King Award. Sis. Brown is a member of the Mount Moriah Baptist Church where Rev Stephen M. Smith serves as her pastor. As one of God’s servant, Sis. Brown was the secretary for the Sunday school department. In the past she was a member of the Sunday school choir. Also was assistant directness for the Sunbeam choir. She was assistant directness for the Good News Gospel Singers. Currently a student of Sunday School & Bible class. Sings on the church choir. Vacation Bible School. Sister Brown is a proud graduate of Western High School. Where she sang on Polytechnical & Western High School gospel choir. She also graduate of College of Notre Dame of Maryland earned BS in Business Administration with emphasis in accounting. Was a member of Christian Education. There she took classes, sang on youth choir, and was a member of the United Baptist Missionary Convention of Maryland of Women’s Auxiliary. Sister Brown serve on the Pre convention musical choir and prayer breakfast committee; attend the State Wide Institute and took classes. Sister Brown is a retiree from the Department of Defense. There she served 35 years. To God be the glory Praise ye the Lord. I will praise the Lord with my whole heart. In the assembly of the upright and the congregation. Psalm 111:1 KJV
