Biography of Candidate

Dr. Hattie L. Bailey began her Christian service in 1982 at Christian Life

Fellowship Baptist Church, under the leadership of Apostle Stanley Butler.

While at Christian Life Fellowship Baptist Church, she served as a Youth Sunday School
Teacher, Youth Leader, Leader of the Youth Usher Board, Women’s group leader, Deaconess,
and Evangelist.

She later served under the leadership of Apostle Ralph Long, who ordained Dr. Bailey as an
Elder. Under the guidance of Apostle Long, Dr. Bailey and her late husband, Elder Donald
Bailey established Full Gospel Fellowship Church of Deliverance, Inc. in June 1988. Apostle
Butler, Apostle Long and Bishop Golphin installed Dr. and Overseer Bailey as leaders of the
Church.

Several outreach services to the community were implemented. Project Success Youth Place
was implemented in 1999, which is a service to school-aged children. This program provides
academic tutoring and homework assistance to many children in the Baltimore City Public
School System and the surrounding counties. This program also includes a summer camp that
provides academic preparation to equip children for the next grade level. The children were
taken on various trips, which include the White House and the United States Capital, and so
many more fun trips and activities. Project Success has provided employment for hundreds of
unemployed people, and those looking for supplemental employment.

Dr. Bailey also implemented a GED preparation program, nursing home visitation service, a
two-year Bible College, a food pantry & clothing closet, an annual community festival, a
community youth choir, and the Donald S. Bailey Recreation Room, in memory of our
beloved Overseer.

Dr. Bailey served the Church part-time until 2003, after retiring from the Maryland State
Department of Corrections, where she had worked for 32 years. She retired as a Parole &
Probation Field Supervisor. Upon her retirement, she became a full-time pastor.

Her preparation for the roles that she has held include, receiving a BS degree in Education
from North Carolina Central University, a MS degree in Criminal Justice Administration
from Coppin State University, a MS degree in Ministry (Pastoral Service) from Lancaster
Bible College & Seminary, and a Doctoral degree from Family Bible College & Seminary.

Dr. Bailey’s service to the Body of Christ spans over a period of 40 years.

Reverend Dr. Nathan Scovens

Reverend Dr. Nathan Edward Scovens, Sr. is the spirited, gifted and anointed Pastor and Teacher of
Galilee Missionary Baptist Church. Dr. Scovens and his beautiful wife of 26 years, Wyvondalynn (Von)
Gilchrist Scovens, are the proud parents of two amazing sons Nathan, II and Joshua. He is a courageous,
dynamic, and visionary leader who hails from Baltimore, Maryland, and grew up in one of the toughest
communities of Charm City. Growing up in the inner city helped cultivate and mold him for a ministry
defined by taking risks, defying the odds and overcoming obstacles. He began his Christian journey at an
early age as he received his salvation at age nine and accepted the call to preach the gospel at age twelve.

Dr. Scovens has been serving as the fifth Pastor of the Galilee Missionary Baptist Church since 2007.
He holds a Bachelor’s degree in Social Sciences from Elizabeth City State University, NC, and a
Master’s and Doctorate degrees in Divinity from Jacksonville Theological Seminary, Jacksonville, FL. His
education, experiences in ministry and divine favor has helped him to guide the church through a period
of tremendous growth. Since his arrival, the church’s membership has tripled and even in the midst of a
national economic downturn, Galilee succeeded in building a new edifice and acquiring 28-acres of land.
Moreover, Dr. Scovens led the charge in negotiating to build a new, attractive and vibrant CVS Pharmacy,
creating one of the first commercial cornerstones of community re-development efforts for MLK, Jr.
corridor.

Dr. Scovens preaches, teaches and unequivocally believes that we’ve been blessed to be a blessing. His
altruistic spirit has become infectious in the ministry of GMBC. Being a strong advocate for missions
and reaching “beyond the walls” of Galilee, Dr. Scovens has widened the scope of Galilee’s ministries to
include a local, national and global impact. Consequently, Galilee has participated in mission and outreach
initiatives throughout the United States, within the Winston-Salem Community, Guyana, Liberia, Sudan
and South Africa. Bi-Annually he also has led several delegations to the Holy Land of Israel for Spiritual
Renewal Pilgrimages.

Serving and caring for people is not just a philosophy, but a standard for living and joy for Dr.
Scovens. Currently he serves as a Chaplain for the Winston-Salem Police Department, serves
on the Board of Directors for Family Services, Fellowship of Christian Athletes, Forsyth County
Sheriff ’s Department Resident Health and Wellness Council, General Baptist State Convention
of North Carolina, Ecclesiastical Advisory Council for Triad Pastors Network for Wake Forest
Maya Angelou Center for Health Equity and a Greensboro Housing Authority Hearing Officer.
He is a past board member for the S.G. Atkins Community Development Corporation, the United
Way of Forsyth County, Bethesda Center for the Homeless, Communities In Schools, and served
as the Statistician for the General Baptist State Convention of North Carolina.

Dr. Scovens is a proud member of the NAACP, SCLC, and Alpha Phi Alpha Fraternity, Inc. For his
outstanding community service to the city of Winston-Salem and the citizens it serves, he has received
many awards and recognitions. In 2014 he was awarded Man of the Year by the Chronicle, Church of the
Year in 2016 and honored in 2019 as an HBCU Living Legend.

The Charge and Examination

“In as much as the Holy Scriptures enjoin that no man can be placed hastily in the supervision
of the affairs of the church and in order that those here may know our mind and purpose
concerning this Sacred Office, you will, in the fear of God, answer the questions we ask you
in the name of Christ and this Church?”

Answer: I will

“Will you endeavor to live soberly, righteously, and Godly as an Overseer in the Church so
that you may be an example to all others in Christian Living?”

Answer: I will by the help of God.

“Will you give diligence to faithfully perform all the duties assigned to you as an Overseer
in the Church, according to the teachings and the direction of the Holy Scriptures?”

Answer: I will by the help of God.

“As we receive you into this fellowship as an Overseer in the Lord’s Church, do you promise to
work diligently with the leadership of our churches to advance the growth of our ministry?”

“Will you be faithful in prayer, and in the study of His Word that you may have the Mind

Thank You

As I come to the end of this phase of my journey, it is with much gratitude to God
for walking me through many valleys, taking me over various hills, and leading me
through those level paths.

I give Him thanks most of all, and to my Savoir, Jesus Christ for His friendship and
fellowship that’s gotten me to this place in my life and ministry.

There are also many people who have been with me from the beginning. It is you, my
earthly family that I want to say, Thank you. My blood family, friends, the Church
Community, and the many pastors that I have been fortunate to meet, in this great
journey of serving our Lord Jesus Christ. You all have been instrumental on this jour-
ney, and I could not have gotten here without you.

As I prepare for the second chapter, I pray that you all will continue your support as
I embark upon a new, and unknown assignment. With your continued support and
prayers, I know that I will make it to the next chapter.

Thank you all for sowing into my ministry over the past 34 years with your presence,
prayers, and financial support. Thank you, Full Gospel Fellowship Church, some of the
greatest people on earth, I look forward to serving you in a different assignment, and I
will continue to need your prayers and support. It has been my honor to serve you over
these many years.

I want to give special thanks to Apostle Butler, Apostle Long, Bishop Thomas, and the
Late Bishop Golphin, who have sown into my life very valuable lessons that I will carry
with me, as I continue this great missional journey.

Many, many thanks to all of you who have come to share in this celebration. May God
bless you and continue to grant you His abundant grace.
