CAREER PROSPECT AND THE FUTURE CARRER FOR QUANTITY SURVEYOR 1.1 Quantity Surveyors Consultants Public Services Contractor Commercial Company Education Sector Quantity Surveying services is required in building construction, civil engineering and mechanical & electrical engineering works. Their roles include ascertaining that the budgets are reasonable, identifying areas of possible cost risks and laying out avenues for mitigation, coordinating and making final cost reports at important stages of projects, identifying potential areas for value engineering, procurement of works of contractors, negotiating project activities, and assist in agreement on terms and conditions of construction works. In addition, they help in drawing up of construction contracts and handling change orders, including settling final project accounts. Career prospects for quantity surveyor can be broken down into five main areas: Pg1
QUANTITY SURVEYING CONSULTANTS Practically as a quantity surveying consultants is conducted either the quantity surveying firm is opens a specialized firm that offers quantity surveying consulting services or run in collaboration with other professionals in providing releted services. At this time, many quantity surveying consulting firms have been established in our country. To set up a quantity surveying firms, a Quantity Surveyor is subject to the regulations of the Board of Quantity Surveyors Malaysia. Quantity Surveying consultants are involved in providing efficient project financial management and providing cost consulting services for employers and designers throughout the construction process. PUBLIC SERVICES The public service comprises the federal government, state government, local government, state development corporations, statutory bodies and etc. In the federal government, quantity surveyors working in government departments and agencies such as the Public Works Department, Irrigation and Drainage Department, State Economic Development Corporation, City Hall, Municipal Council and others. CONTRACTOR Estimates the project cost and participate in the tender Review contract documents Cost control during project implementation Carry out consultations with sub-contractors Identify the materials and quantity required for ordering materials Preparing interim payment claims Preparing claims for variation of work Evaluation and payment for sub-contractor work Provide advice in the event of a dispute Managing contractual issues The role of quantity surveyors in contractor companies is as follows: Most of the large contractors in the country have their own quantity surveyor. With the quantity surveying services, all activities can be carried out smoothy especially in the process of entering the tenders and also assisting contractors in matters relating to contracts and budgets. COMMERCIAL COMPANY Commercial companies require the services of a quantity surveyor in their company especially in managing matters related to tenders and contracts. Among these are related companies are real estate developers, oil and gas related companies, insurance companies, banks and so on. EDUCATION SECTOR In this sector, quantity surveyors are involved as lecturers in higher education institutions, as an instructor at the industrial training centers or as staff that handles the construction process of related educational complexes Pg 5
1.2 THE FUTURE CAREER FOR QUANTITY SURVEYOR Quantity surveying profession has changed over time to adapt to the changing and increasing requirements of project owners Advancing quantity surveying depends on its ability to respond to the changes or adjustments in the international construction business environment. The QS roles have significantly changed over the times to adapt to the changing nature of the construction industry Part of the reason for this change was to meet the ever-changing needs of the clients and to beat the competition from other construction professionals such as architects or engineers. Maintaining global relevance and significant improvement require the quantity surveyors to review their work operating to capture and adjust to imminent changes in areas such as their professional ethics, practices, and overall level of expertise Pg 6
1.2 THE FUTURE CAREER FOR QUANTITY SURVEYOR (CONT'D) Following is a reasons for future career growth of quantity surveying profession: ·Economic improvement with more openings in areas such as sustainable design and construction. ·New regulations favoring the construction industry, e.g., improved ethical standards. ·Construction professionals preparing for the future as the construction industry is rising from current economic. ·Increase in the scope of quantity surveyor services in the challenging and dynamic construction industry environment. ·Wider international acceptance of British style quantity surveyor and even those project owners who put engineers as jack of all trades do realize that quantity surveyors provide far much better services than other construction professionals in meeting owner’s needs. ·Current technological trends in IT that have helped in streamlining construction office practices thus reducing wastes and resulting in good use of resources and overall improvement towards profitability. ·Globalization is enabling quantity surveyor to adopt best international construction practices. 1.3 PROFESSIONAL BODY GOVERNING QUANTITY SURVEYING PROFESSION IN MALAYSIA There are two main organizations in Malaysia to regulate the quantity surveying profession, ie the Board of Quantity Surveyors Malaysia (BQSM) and The Royal Institution of Surveyors Malaysia (RISM). Board of Quantity Surveyors Malaysia (BQSM) is a statutory body, established by an Act of Parliament namely the Registration of Quantity Surveyors Act 1967 (also known as Quantity Surveyors Act 1967), responsible for: Prior to 1982, BQSM was known as the Board of Surveyors which was set up under the Registration of Surveyors Act of 1967 1.3.1 Board of Quantity Surveyors Malaysia (BQSM) the registration of Quantity Surveyors and firms and bodies corporate practicing as consulting Quantity Surveyors; and ·the regulations of the Quantity Surveying profession in Malaysia, ·safeguarding the interests of the public and the rights of registered Quantity Surveyors and Quantity Surveying practices. The said Board of Surveyors was responsible in regulating both the Quantity Surveying and Valuation professions in the country. Pg 8
1.3 PROFESSIONAL BODY GOVERNING QUANTITY SURVEYING PROFESSION IN MALAYSIA (CONT'D) In 1981, amendments were made to the Registration of Surveyors Actof 1967, and renamed it as "Registration of Quantity Surveyors Act of1967" and the Board of Surveyors as the "Board of Quantity SurveyorsMalaysia", also known as “Lembaga Juruukur Bahan Malaysia” in thenational language. Amendments have been made to the Quantity Surveyors Act and the Quantity Surveying Rules from time to time for further improvement of the statutory provisions in regulating the Quantity Surveying profession. 1.3.1 Board of Quantity Surveyors Malaysia (BQSM) (CONT'D) In order to safeguard the interests of the public, only suitably qualified person registered with the Board are allowed to offer Quantity Surveying services. Besides sole proprietorships and partnerships, the Board also registers body corporate which provides consulting Quantity Surveying services. BQSM also acts upon complaints against registered Quantity Surveyors who have infringed the code of professional conduct as laid down in the Quantity Surveying Rules which were gazetted in accordance with Section 26 of the Quantity Surveyors Act 1967. It is hoped that with the role played by BQSM, the expectations of the public in terms of quality service to be provided by Quantity Surveyors in Malaysia can be met and as a result, the interests of both the public and the profession can be adequately protected. 1.3 PROFESSIONAL BODY GOVERNING QUANTITY SURVEYING PROFESSION IN MALAYSIA (CONT'D) The functions of Board of Quantity Surveyors Malaysia are as follows: 1.3.1 Board of Quantity Surveyors Malaysia (BQSM) (CONT'D) Function of Board of Quantity Surveyors Malaysia (BQSM) ·to approve or reject applications for registration or approval to practise under this Act or to approve any such application subject to such conditions or restrictions as it may deem fit to impose; ·to order the issuance of a written warning or reprimand, the imposition of a fine, suspension, cancellation, removal or reinstatement in accordance with Part III and IV Quantity Surveyors Act; ·to fix from time to time with the approval of the Minister the scale of fees to be charged by registered Quantity Surveyors and firms or bodies corporate practicing as consulting Quantity Surveyors for professional advice or service rendered; ·to hear and determine disputes relating to professional conduct or ethics of registered, registered graduate or temporary registered Quantity Surveyors or to appoint a committee or arbitrator or arbitrators to hear and determine such disputes; ·to act as a stakeholder in a contract for consulting quantity surveying services, where deemed necessary by the Board; ·to determine and regulate the professional conduct and ethics of the quantity surveying profession; and Pg 10
1.3 PROFESSIONAL BODY GOVERNING QUANTITY SURVEYING PROFESSION IN MALAYSIA (CONT'D) The functions of Board of Quantity Surveyors Malaysia are as follows: 1.3.1 Board of Quantity Surveyors Malaysia (BQSM) (CONT'D) Function of Board of Quantity Surveyors Malaysia (BQSM) ·to appoint any person to represent the Board in any body or panel of examiners which may be appointed by an institution, body or society representing the profession, and to make recommendations to the Board in relation to examinations for the purpose of qualifying for admission to the profession; ·to hold or cause to be held professional development programmes for registered, registered graduate or temporary registered Quantity Surveyors to further enhance their knowledge in the latest developments relating to the profession; ·to appoint a body comprising of members of the Board, other persons and/or institutions as may be determined by the Board to accredit qualifications and to conduct examinations for admission to the profession; ·to appoint members of the Board to sit on any board, committee or body formed for purposes relating to the profession, and to appoint members of the Board to sit on the Board of Engineers and the Board of Architects in accordance with the relevant laws; ·to provide scholarships and other facilities for the promotion of learning and education in connection with quantity surveying, where deemed necessary by the Board; ·to authorise any person to investigate the commission of any offence under this Act or any rules made under this Act; Pg 11

1.3 PROFESSIONAL BODY GOVERNING QUANTITY SURVEYING PROFESSION IN MALAYSIA History for surveyors was made on the March 13, 1961, when these two bodies met at the Boardroom of the Royal Selangor Club resolved to form then The Institution of Surveyors (Federation of Malaya). At the E.G.M held on 19 th June, 1966, the name of the Institution was changed to the Institution of Surveyors Malaysia. His Royal Highness the Sultan of Selangor, Sultan Sharafuddin Idris Shah Alhaj Ibni Almarhum Sultan Salahuddin Abdul Aziz Shah Alhaj conferred the royal status to the then Institution of Surveyors, Malaysia (ISM) on 28 March 2011. This royal conferment is the first ever bestowed to any professional body or NGO in Malaysia. 1.3.2 Royal Institution of Malaysia (RISM) Subsequently, the former name, The Institution of Surveyors of Surveyors, Malaysia was changed to Royal Institution of Surveyors Malaysia (RISM). RISM is further elevated and needless to say proud to have His Royal Highness the Sultan of Selangor as its royal patron. The Surveyors were first recognized as a profession in 1885 with the setting up of the Survey Department. Prior to March 1961, there were two professional bodies representing surveyors, The Malayan Institution of Surveyors (the former R.I.C.S Federation of Malaya Branch) and the Institution of Land Surveyors.
