By early 1946 this movement, called the Persatuan Perjuangan, or Struggle
Union, had achieved enormous popularity, leaving Sjahrir so isolated that he
felt compelled to resign as Prime Minister. His opponents, however, although
united enough to achieve his removal, were not united enough to replace
him. As soon as he had resigned and the Persatuan Perjuangan seemed
poised to initiate a program of radical reform, the coalition behind it began
to crumble. The political process was stalemated and Sukarno intervened to
reappoint Sjahrir as Prime Minister. Sjahrir in turn exploited the divisions
among his challengers to construct a somewhat broader government and in
this way survived the challenge. Once reinstated, moreover, he had Tan
Malaka arrested and detained without trial until September 1948. With
Sjahrir confirmed in power, negotiations with the Dutch became the
government’s first priority. Eventually, under pressure from the British who
desperately wanted a means of withdrawing from the Indies, the two sides
reached a grudging agreement at Linggajati in West Java in November 1946.
This agreement provided that by 1 January 1949 Indonesia would become
independent as a federation joining the Republic (on Java and Sumatra) and
two still-to-be created states of Borneo and the Great East (Sulawesi, Nusa
Tenggara, Maluku and West New Guinea).
