Chicago Transit Authority (CTA)
Red Purple Modernization - Phase One

Start Date Arcadis is the managing partner of Elevated Solution Partners — a joint venture with
January 2019 Jacobs Engineering and Ardmore Roderick — to serve as Chicago Transit Authority’s
(CTA) Owner’s Representative for the first phase of the Red and Purple Modernization
Completion Date (RPM) program. This $2.3 Billion project is the largest capital improvement project in CTA
2026 history.

Construction Cost The project corridor is a 9.6-mile stretch of track that was built nearly a century ago. The
$2.3 Billion aging infrastructure requires frequent maintenance, which is costly and hinders service.

The program will be completed in phases, allowing CTA to maximize improvements while
minimizing impacts on riders and the community. Construction on the first phase is set to
begin in the second half of 2019 and finish in 2025. It will include:

• Red-Purple Bypass: A bypass will be built north of the Belmont station to address
significant capacity constraints caused by a 112-year-old track junction where the
Brown Line intersects with the Red and Purple lines. It will carry northbound Brown
Line trains up and over Red and Purple Line tracks, allowing for more train service to
reduce overcrowding and delays.

• Lawrence-Bryn Mawr Modernization: Four aging stations (Lawrence, Argyle,
Berwyn and Bryn Mawr), along with the existing four-track alignment will be rebuilt.
The new stations will include modern amenities and elevators to make them
accessible to riders with disabilities. The new track structure will provide better
clearance over the existing streets and wider station platforms improve train speeds
and service reliability.

• Track Work: The project will also repair the slow zones along the entire corridor and
include a new high capacity signal system from Belmont Station to Howard Yard. New
interlockings will provide operational flexibility along the alignment.

Chicago Transit Authority (CTA)
Construction Management Task Orders

Chicago, Illinois

Since 2013, Arcadis has been managing the construction of various infrastructure elements of the CTA
capital construction program including stations, power and way facilities and rail and bus support
facilities such as bus and rail station locations, track and signal systems, and yard locations. Arcadis has
been selected for the following task orders.

77th Street Bus Repair Facility

Start Date Arcadis provided construction management services for the building envelope
June 2014 repairs and a roof replacement for the Bus Garage Unit 2, and Unit 9 at the CTA
South Shops Bus Maintenance Complex.

March 2015 The project required the removal of approximately 410,000 SF of existing built
up roofing system and the installation of a new modified bitumen membrane

Wilson Transfer Station Reconstruction

Start Date Arcadis was the construction manager for the $203 million station CMAA
October 2013 reconstruction that included a new transfer station with two island Achievement
platforms and realignment of all four mainline tracks. The station has
Completion Date modern amenities and is fully accessible with a new station house located AWARD
January 2018 on the south side of Wilson Avenue and two auxiliary entrances at
Sunnyside Avenue and north side of Wilson Avenue. The project Infrastructure
Construction included the rehabilitation of the historic Gerber Building. This project Greater Than
Cost represents the Chicago Transit Authority’s (CTA) largest ever single station
$203 Million reconstruction project. All of this was accomplished in the dense urban $25 Million
environment of Chicago’s Uptown neighborhood and all completed while the 2019
station remained open to the public as an active rapid transit facility. Service
was maintained throughout the 42-month construction duration.



Garfield Station Reconstruction

Start Date This $50 million project restores the original Garfield station house on the south side of
December 2017 Garfield Boulevard as well as create improvements to the station itself including elevator
and escalator enhancements, extensions to the platform canopies and more.

November 2020 The oldest ‘L’ station facility and one of the oldest public transit stations in the country,
Garfield was first built as part of South Side Rapid Transit’s extension to the World’s
Construction Cost Columbian Exposition in 1892.

The project will improve the environment for commuters by extending platform canopies;
upgrading platform accessibility, including elevator and escalator improvements; and
installing public art and landscaping to transform the customer experience.

Art Work / Architectural Finishes

The Garfield Gateway Project includes visually
enhanced architectural features embellished with
new art work by renowned Chicago artist, Nick
Cave.

Cave’s multi-disciplinary artwork was remixed into
design patterns via various materials applied to
key architectural components of the station such
as the station house mosaic ceilings, fused glass
platform windbreaks, lenticular columns and the
exterior of the station’s steel elevator towers.



4G Subway Cellular Upgrades

Start Date Arcadis provided construction management services for the upgrade
December 2014 to 4G technology, the latest generation wireless technology, in the 12
miles of underground subway and 24 miles of individual tunnels of
Completion Date the CTA’s Red and Blue lines. CTA’s Red and Blue lines’ previous
February 2016 cellular infrastructure dated back to 2005.

Construction Cost Arcadis’ role was to provide full construction management of the
$32.5 Million design, procurement, construction and closeout of the project. We
oversaw the design, managed submittals, reviewed and approved
invoices and schedules, issued and managed bulletins, coordinated all
communications, RFIs, issues, change orders, and other project
documentation.

Our field engineers were scheduled to oversee all work in progress,
often on a 24 hour schedule, which included a number of weekend
reroutes of the subway train during the installation of over 50 miles
of radiating cable on the tunnel walls utilizing a series of work trains
with custom-made drilling equipment.

103rd Street Bus Heating System
Upgrades and BAS Installation

Start Date Arcadis provided construction management services for the selective removal
2013 of existing heating facilities and replacement of the heating facilities and
installation of a Building Automation System.
Completion Date
2014 The project included the removal and replacement of building heating system
which consisted of 13 air handling units with hot water heating coils and two
Construction Cost natural gas fired boilers and associated pumps and accessories. The project
$9.8 Million also includes the installation of 6 new makeup air units with interlocked
exhaust fans and the installation of a Building Automation System (BAS). The
new BAS will control the new air handling units, boilers and makeup air units
and monitor the buildings existing fire alarm system, overhead doors, electrical
system, bus fueling system, and bus washing facilities.

Roof Replacements at Harlem and
Des Plaines Rail Shops

Start Date Arcadis provided construction management services for the roof replacement at
March 2015 both the Harlem and Des Plaines Rail Shops. Arcadis provided construction
management, office/field engineering support, safety oversight and quality
Completion Date assurance to CTA Infrastructure of the Roof Replacements at Harlem and Des

CTA Operations on a daily basis to ensure construction activities did not interfere

METRA Construction Management Task Orders

Since 2013, Arcadis has been providing various construction management task orders for Metra. These include stations,
bridges and yards. In addition, Arcadis implemented a Project Management System.

Project Management Consulting Services

Chicago, Illinois

Start Date Arcadis provided project management services to Metra to lead and
January 2013 support the implementation of a Project Management System. Phase 1 services
included the analysis, improvement, and documentation of system requirements
Completion Date definition for a Program Management System that best addresses Metra
2015 specific needs; Metra’s organizational structure and the definition of the
related roles and responsibilities; a comprehensive training plan; and a data
Construction Cost management plan including recommended integration with other Metra systems.
$194 Million
Arcadis implemented e-Builder for one specific project as a test for Metra
commuter rail service to evaluate the PMIS. Arcadis performed an initial
assessment of the Metra project delivery methodology and made
recommendations based on best practice experience and alignment with improved
business processes at Metra. We configured the PMIS to manage on construction
project at Metra for evaluation of budget/cost controls, RFI management,
Submittal Review and Non Conformance tracking. The evaluation period lasted
one year and covered the project from start to end.

UP North Line Deering Bridge

Chicago, Illinois

Start Date Arcadis is providing construction management for the rehabilitation of the Deering
January 2018 Bridge. Built in 1916, this bridge is of historical significance. It is a three-tracked
bridge that was once a moveable bridge. It is still in operation but no longer
Completion Date navigable. The Bridge carries Metra (METX) and the Union Pacific Railroad (UP).

Flossmoor Station Reconstruction

Flossmoor, Illinois

Start Date Arcadis provided construction management services for the METRA
May 2014 reconstruction of the Flossmoor Station on the Metra Electric District AWARD:
Line. The work included the removal and reconstruction of
Completion Date approximately 580 lineal feet of elevated island platform between Construction
April 2015 Metra’s existing mainline tracks, removal and reconstruction of Manager of
platform shelters at the platform stairways and the construction of a

station and on the northwest side of Flossmoor Road

• A new stairway for the northeast side of the depot



Z-100 Bridge Over the Fox River

Elgin, Illinois

Start Date Arcadis is providing construction management for the rehabilitation of the
February 2018 Z-100 Bridge. The improvement will replace the existing single-track bridge
with a double-track bridge built to modern design standards.

August 2020 The Milwaukee West Line Fox River Bridge, located in Elgin, carries 49 Metra
commuter trains and up to eight Canadian Pacific (CP) freight trains each
Construction Cost weekday. The bridge was originally constructed in 1881.
$21.6 Million
The work requires close coordination between Metra, Canadian Pacific, and
the Contractor due to the track shift required to stage construction and install
new signal system and tracks over the new bridge.

We performed a underwater survey in coordination with the IDNR to search
for and identify Illinois State Threatened Spike and Black Sandshell mussels.
Other species of concern include the Indiana Bat and Bald Eagles.



Rock Island District West Embankment Bridges

Chicago, Illinois

Start Date Arcadis provided construction management services for existing bridge removal,
October 2017 bridge construction, access ramp construction and ADA sidewalk construction
along the Rock Island District Line from 37th Street to 57th Street. The work
Completion Date included removal of existing 100-year old steel bridge superstructures at 57th
February 2018 Street and partial removal, modifications and repairs of 100-year old steel bridge
substructures and superstructures at 37th, 39th and 51st Streets; construction of 2
Construction Cost new PPC deck beam roadway bridges along access road; sidewalk, driveways
$4.4 Million and ADA ramp constructions.

UP Northwest Cary Station

Cary, Illinois

Start Date Arcadis is providing construction management for the rehabilitation of the
Cary Metra Station.

The new facility will go up on the north side of the tracks — where most
Completion Date commuters gather and wait for trains. Chicago-bound commuters will still
November 2019 have to cross over from the parking lot to the new station, but now they’ll be
able to buy their tickets and stay out of the rain.
Construction Cost
$2.4 Million The station, on the UP Northwest Line between Chicago and the northwest
suburbs, also will include heated flooring, a covered waiting area, a platform
shelter and electronic parking fee collection boxes.

Weldon Yard
Drainage Improvements

Chicago, Illinois

Start Date Arcadis provided CM services for the Weldon Yard Drainage Improvements project.
June 2014 Weldon Yard is the location of the daily inspection shop for Metra’s electric District Fleet.
The yard is located at the south side of the downtown area in a heavily developed
Completion Date area. The drainage system for the yards was not maintained and had significant ponding
June 2015 during rain events that impacted Metra’s inspection operations.

Construction Cost Arcadis worked closely with Metra’s yard operations to schedule the contractors activities
$250,000 during weekend work windows when the yard activity is at its lowest. In addition
to coordinating with yard operations coordinating flagging and catenary power outages
for the weekend work required weekly meeting with Metra operations to review
the contractor’s work activities schedule for the weekend. The work included the
installation of a new drain lines and under drains under and adjacent to existing
tracks and the connection of building downspouts to the drainage system.

Oak Park Station Masonry Repairs

Oak Park, Illinois

Arcadis provided façade and building envelope repairs to the Oak Park Station on the UP West Line. The masonry
walls at this station were deteriorated and remedial repairs were required to prevent more extensive and more
costly damage. The project included demolition and reconstruction of some of the masonry walls and piers; the
installation of a new damage resistant stone base at the wall/platform interface; a partial resurfacing of the
platform; the application of a protective treatment on the masonry surfaces; and repairs to damaged lights and
associated conduit to improve lighting at the entrance to the station.

This work was scheduled to be completed prior to the winter holidays, but due to a concrete topping product
change, the work extended into the holiday season. The Village of Oak Park asked for the platform portion of the
project to be temporarily put on hold during the shopping season prior to Christmas. The masonry work continued
without any shopping interruptions to the public. The staging of the platform topping work to correct the drainage
was to be done by closing an entrance and a portion of the platform in order to scarify the existing platform
surface and apply the new concrete topping finish. The station remained open to the transit public during the
complete topping installation work.
