Editorial | "Kpekpe - Togo 2016, for a valuation of diasporic initiatives"
The Togolese Diaspora should be the forgotten among development
actors in Togo, to the point that neither the players nor public policies and
strategies to actually take it for what it is in the economic and social
development of the country?
Could it be more active, more visible or it impresses only by the presumed
effectiveness of its informal contributions in cash or in kind? A lot of
legitimate questions asked by many analysts and informed observers
interested in the dynamics of migrations and diasporas.
Indeed, in recent years, the Government of Togo, like other countries,
convinced that mobilizing diaspora has a positive effect on developing
countries, is working to intensify its cooperation with the diaspora
communities for a better capitalization of their contributions. Thus,
optimizing the contributions of the diasporas for the socio-economic
development of the country is gaining today some interest.
Particularly in Togo, the government's desire was manifested in 2010 by
the institutionalization and the execution of the program called "Diaspora
Initiatives", recognizing the important role of its citizens living abroad in the process of reconstruction and
recovery of the economic growth of an emerging Togo.
Referring to the results of this laudable initiative, it has become essential to reaffirm unequivocally that the
Togolese Diaspora, whatever its motivations, is a force for development. Its contributions, whether in the form of
transfers of funds or contributions in kind are significant sources of funding for the development of Togo, even if
they seem barely perceptible.
It is clear from the above that to make the Togolese Diaspora a genuine national development actor, there is a
need to set up in motion a project that could lead to the establishment of a real bridge between the Diaspora and
Togo key socio-economic and political players. This project, which will open the door to a dynamic and
constructive dialogue, will eventually allow the togolese diaspora and other national stakeholders to renew an
atmosphere of mutual trust while walking together on the path of development as desired by all.
The Diaspora Socio-Economic Forum (DSEFO) is a Pan-African platform for the promotion and valorisation of
diaspora contributions for the profit of countries of origin. Through the project "Kpekpe - Togo 2016", the DSEFO
aims to launch an initiative that will establish the framework awaited exchange and partnership between the
socio-economic and political players of Togo and their diaspora, so that the later becomes one of the major levers
of an emerging Togo at all levels.
With its potential, its expertise and its diversity, the Togolese Diaspora wants to open and reveal as full citizens at
this meeting, willing to work together and to undertake more for an emerging Togo.
Political actors and administrative authorities, economic operators and business leaders, investors and presidents
of chambers of commerce, representatives of economic and trade institutions, experts and consultants, teachers
and researchers, doctors and engineers, project leaders and philanthropists, etc. , this forum is yours. We
strongly welcome you at this important appointment of exchange and sharing for the socio-economic
development of Togo.

TOGO IN BRIEF | Economic Outlook
Togo is a country in West Africa, bordered to the west by
Ghana, on the north by Burkina Faso and on the east by
Benin. Its population currently is about 7 million inhabitants
with a recorded growth rate of 2.8% per year. With a gross
national income per capita of 1,180 dollars per year ($
International at current prices in 2013), the Togolese economy,
more and more diverse is booming. It is an ideal gateway to
regional markets of the Economic and Monetary Union of West
Africa (UEMOA) and the Economic Community of West
African States (ECOWAS), vast market of more than 300
million people.
Overview of the Togolese economy *
The gross domestic product (GDP) is estimated at 5.5% in
2014 and should reach 5.7% in 2015 and 5.9% in 2016 under
the combined effect of investments in economic infrastructure
and reforms in the agricultural sector. The new Scantogo-
Mines industrial complex, with a capacity of 5000 tons of
clinker per day, will put an end to the poor performance of the
sector (-9.8% in 2014) with an increase of the production of
69.4% and 46.3% in 2015 in 2016. However, the global and
potential growth rate at over 5.0% in the short and medium
term could be slowed by the lack of control stakes of the
presidential elections in 2015 brought in a context of political
debate around the issue of limiting the presidential term.
The 2015 edition of the report of the World Bank, Doing
Business, shows that Togo is among the ten economies of the
world who have made the most progress on the business
climate by making a jump of five places to be ranked 149th in the world. The Togolese Revenue Authority (OTR)
has undertaken several reforms in its administration including: the declaration of assets of its agents; the
establishment of a hotline and an e-mail to collect taxpayer complaints; and payment of tax revenues through
banking channels.
The government is omnipresent throughout the chain of power values with companies that work with highly
administered prices. These prices are both lower than the cost price and too high (148 XOF [CFA Franc BCEAO]
/ kWh) to attract private investment. Since independence, Togo has never published review law. Settlement bills
for 2007, 2010, 2011, 2012 and 2013 were produced, but have not yet been debated in parliament, the skills
required in the context of this type of government control exercise lacking.
On December 31, 2013, Togo had 92 microfinance institutions (MFIs) with a loan portfolio of 117 billion XOF. The
beneficiaries of MFIs account for 43% of the Togolese population, against 16% for all the countries of the West
African Economic and Monetary Union (UEMOA).
The relative share of urban population in each region increases gradually as one approaches the Maritime region
where the capital city Lomé is located: Savannah region, 5% urban; Kara region, 8%; Central region, 7%;
Plateaux region, 12%; Maritime Region, 68%. The vast majority of the poor (78.9%) live in rural areas. In 2014,
the Maritime region, which covers only 11% of the territory, collecting 98% of tax revenues, employs 82% of
doctors and 86% benefits of electric power in the country.
Togo is the only WAEMU countries which did not tested decentralization whose effective starting in 2016 will be
key to meet the challenges of spatial inclusion.

THE TOGOLESE DIASPORA | The demographic and financial weight of the Togolese
Diaspora
The diaspora plays an important role in Togo's
development efforts. Nowadays, it is
estimated at two million people, of which 2/3
would be living in Africa. Compared to the
resident population in Togo which is seven
million, it would therefore represent nearly a
quarter of the total population, hence the
importance of this diaspora as indispensable
human resource for development.
Simple skilled workers or laborers, traders or
businessmen, doctors, teachers, engineers
and other professional executives,
international civil servants and officials under
other statutes, students or economic migrants
in host countries, mainly constitute what it is
appropriate to call Togolese from the outside, and usually designated by Togolese Diaspora.
Its contributions are substantial sources of promotion and development financing. The actions of the Togolese
Diaspora are of various kinds, but crystallize in the activities of economic, social and cultural. Remittances,
knowledge transfers and shipments of goods in kind, social economy activities are initiatives in which the member
of the diaspora and/or diaspora associations are engaged alone and/or in partnership with those of the host
country, for the benefit of the regions of origin.
The most important contributions of the Togolese Diaspora remains remittances. Thus, in respect of remittances,
according to estimates by the World Bank, remittances are respectively of the order of $340 million in 2011 and
2012, from $375 million in 2013 and about 190 $380 million in 2014.
These remittances, compared to a major aggregate national account, namely gross domestic product (GDP),
would account between 9 and 10% of it for the periods. Also, they have generated an average of more than 14
billion in tax revenues, reported the Central Bank of West African States (CBWAS). Finally, it should be noted that
for the past five years, total remittances from Togolese diaspora is 3 to 6 times higher than those of budgetary
support granted to Togo under aid by developed countries.
Referring to in kind transfers, the Diaspora participates directly in the development of countries through
construction projects such as schools, markets, health centers and other rural infrastructure (rural electrification,
construction of rural tracks etc.) . This form of participation covers much the areas of health, education and
information and communications technology (ICT). In these areas, the diaspora contribute by collecting
medicines, equipment and materials for these projects.
The Togolese Diaspora, whatever the underlying motivation, represents a significant force for the development of
Togo. The contributions, whether in the form of transfers of funds or contributions in kind, represent sources of
funding to capitalize for the socio-economic development of the country. However, contributions seem barely
perceptible despite their considerable level. This requires the construction of an overall dynamic that could help
strengthen the role and contribution of the Diaspora for the development of the country.

PROJECTS IN PROGRESS | Current projects and development perspectives
Since 2011, Togo has experienced three major
projects that have led to significant
investments: the expansion of the international
airport, the expansion of the Lomé port
infrastructure (passing two to three docks) and
the construction of a clinker / cement
manufacturing plant. Net flows of foreign direct
investment (FDI) from Togo rose from XOF 24.1
billion (1.5% of GDP) in XOF 2010-32.3 billion
(1.7% of GDP) in 2012, before declining to XOF
10.9 billion in 2014. The projection of FDI for
2015 is XOF 5.2 billion, which is the lowest level
since 2000.
Remittances from members of the Togolese
Diaspora increased 7% annually the past ten
years to reach 8% of GDP in 2014. This
represents XOF 182 billion, or more than once
the Official Development Assistance (ODA ) and
more than five times net FDI flows.
Togo has 22 major agro-industrial companies,
which represent less than 5% of the local
market, the rest being covered by imports. In
2013, the trade balance for the agricultural industry products was 44% deficit in trade with the countries outside of
West African States Economic Community (ECOWAS). In 2014, the Heads of State of 16 West African countries,
including Togo, signed the Economic Partnership Agreement (EPA) with the European Union. The agreement,
which provides for the abolition customs rights between countries, takes into account the development gaps
between Europe and Togo but raises concerns about the marginalization of the agricultural industry of the country
in decline for the past 30 years.
The components of aggregate demand are experiencing significant fluctuations in their contribution to the GDP.
Final consumption expenditure accounts for over 62% of growth, it is 3.4 points over 5.5% growth in 2014.
However, they should decrease in 2015 to represent -2.5 points over 5.7% of GDP, and -0.8 points on 5.9%
growth in 2016. T
he slowdown in final consumption will be offset by a strong contribution to investment growth (3.2% in 2015 and
3.1% in 2016) and foreign trade (4.9% in 2015 and 4.0% in 2016) due to the significant increase in the export of
clinker and its derivatives.
The growth rate of over 5% facing the Togo for the past four years reflects the end of the socio-political crisis
(1990-2005). GDP per capita Togo had declined by about 17% between 1997 and 2002. The recovery, which
actually began in 2010, has not helped regain pre-crisis level. The presidential election in 2015 was marked by a
political debate on the need to initiate a constitutional reform to limit the presidential term.

Kpekpe-Togo in 2016 is the largest meeting devoted to the
Togolese Diaspora. This key event, historical and
exceptional scope, remains the ideal framework to discuss
and reflect on the different strategies of involvement of the
diaspora in the socio-economic development for an
emerging Togo. It aims to create favorable conditions for
the full participation of the Togolese Diaspora in the
country’s development.
Specifically, it is about to :

• Present to the Togolese Diaspora the new face of an
emerging Togo through the government's achievements /to rediscover Togo by the Diaspora

Diaspora represents
• Organize meetings and establish business partnerships with the Diaspora

The central theme of Kpekpe - Togo 2016, "The
diaspora, lever for an emerging Togo", will
be divided into various sub themes showcasing
key sectors of the Togolese economy in line
with the offers of expertise and the know-how of
the Togolese diaspora: Agri-Business,
Economic Infrastructure and Public-Private
Partnership (PPP), Promotion of SMEs / SMIs
(Small and Medium Enterprises / Industries), IT,
Services, Renewable Energy and Sustainable
Development, etc.
A plenary conference and workshops for each
sub theme will offer participants a platform for exchange and sharing of expertise. To share the new

Going to Lomé, Togo's economic capital city
Lomé is an important economic center in the West African sub region. Airport development and the weight of its
activities in services radiate throughout the country and beyond the borders. With nearly two million inhabitants,
Lomé is located 200 km (125 miles) from Accra and 150 km (94 miles) from Cotonou.
The city has a deepwater seaport and an open free zone since 1968. Also, it has a world-class airport and a new
terminal as part of the renovation project of airport infrastructure, port and road. The airport is expanding through
the establishment of ASKY airline that made Lomé airport's main hub.
Passport, visa and vaccination book required
The biometric visa is required. We invite you to contact the Embassy of Togo in your country of residence.
It should be mentioned that foreign citizens from Togo by origin, holding a valid passport from their adopted
country and having a valid identity card, consular card or a Togolese passport are not subject to a visa
requirement.
The visa is issued in the embassies of Togo abroad or at the Lomé International Airport.
Visa applicants must submit proof of vaccination against yellow fever. Vaccines against hepatitis A and B, typhoid
and diphtheria-tetanus-polio are highly recommended. Please ask for advice to your doctor or at international
vaccination center.
