SECRA Thailand Workshop The Project ‘SECRA’ or ‘Strengthening University-Enterprise Collaboration for Resilient Communities in Asia’ is co-funded by the Erasmus+ Programme of the European Union. It aims at tackling the often ad hoc, episodic quality of universityenterprise collaboration (UEC) in the field of disaster resilience in the project’s partner countries, Sri Lanka, Thailand, and the Philippines. Faculty of Engineering, Naresuan University, host the SECRA Thailand Workshop. The workshop is planned to discuss policy which is related to University-Enterprise Collaboration (UEC) and Disaster Resilience (DR) issue among partner countries as well as to update work packages in the project among partner countries. The participants come from partner countries, for instance, Estonia, Philippines, Sweden, Sri Lanka, United Kingdom and Thailand. The workshop will be held on 6th – 10th February 2023 at Room EN617, Faculty of Engineering, Naresuan University, Phitsanulok, Thailand. It leads by Associate Professor Dr. Sarintip Tantanee (Acting President, Naresuan University), the Country Lead of the Project. (Highlight) Keynote Speaker 1 : Prof. Dr.Kanok Wongtrangan Topic: "University-Enterprise Collaboration for Disaster Resilience in Thailand" Prof. Dr.Kanok Wongtrangan is a former member of Thai National Assembly. He has over 30 years of experience in Higher Education particularly the issues relating to policy and network. He also experienced in executive position in several prestige companies in Thailand. His important experiences are; professor of the Faculty of Political Science, Chulalongkorn University; Deputy Permanent Secretary of Higher Education; Managing Director of Robinson Public Company Limited; CEO of Family Mart Company Limited; Chairman of Advisor to Governor of Bangkok (Mr. Apirak Gosayodhin); Advisor to Prime Minister (H.E. Abhisit Vejjajiva). His initiatives, for instance; are Establishment of Suranaree University of Technology; Network for Hugher Education Development Project; Public System Improvement Project; Reverse Brain Drain Project; Establishment of Information Technology Campus of Ministry of University Affairs; ASEAN University Network Project. Keynote Speaker 2 : Mr. Bill Ho Topic: "University-Enterprise Collaboration for Disaster Resilience in Global Context" Bill Ho is the Director of the ADPC Academy with Asian Disaster Preparedness Center (ADPC), an autonomous international organization that works to build the resilience of people and institutions to disasters and climate change impacts in Asia and the Pacific. Bill has over 20 years of professional experience in both the private and the public sector in Asia and North America regions. Working with a team of capacity and curriculum development specialists, he is supporting countries in the Asia and the Pacific region on the implementation of the Sendai Framework for Disaster Risk Reduction (SFDRR), the Sustainable Development Goals (SDGs) and the Paris Agreement in Asia and the Pacific region with a focus on training to ensure institutional capacity is strengthened for long term impact on the ground. He has worked with numerous international development partners, International Financial Institutes and private charitable foundations mobilize resources for such efforts. NU UEC Visiting (1) Unit of Startup and Innovation Services: USIS Short description: As Government set the roadmap to develop the regional economy by means of research and innovation development. In the past, there was lack of collaboration between university and private sector such as local enterprise and industries, which is the obstacle for developing innovation. Therefore, Startup and Innovation Project were established by Faculty of Engineering Naresuan University with the aim to build the ecosystem supporting Bio Circular Green (BCG) economy in order to serve industrial sectors in Lower Northern regions of Thailand. The ecosystem comprises of maker space, workshop and idea center to help SME tech startup company, and public sectors to create and develop an innovation. Presenter: Asst. Asst. Prof. Dr. Ananchai Ukaew took the position as the associated dean of engineering for the faculty of engineering at Naresuan University. He is also a director of Development and Research of Innovative Vehicle Engineering (DRIVE) unit, which is one of the 18 research units established in the engineering faculties and 8 center of excellent (COE). He received an honor with Royal Thai Government Scholarship to study in the United States for 11 years and got his Bachelors, Master and Ph.D. degrees from Lehigh University in Pennsylvania, USA in Mechanical Engineering. His main expertise is in automotive engineering, system engineering, and mobility solution. He is currently responsible for building an ecosystem to support frontier research, collaboration between domestic and international organization and help faculties to develop new deep tech for commercialization. He is also in charge of USIS for supporting faculties, start-up units and local entrepreneurs as co working and tech workshop spaces. Asst. Prof. Dr. Somlak W. Kielarova is an expert in applying product design, industrial engineering, BCG and AI to help jewelry industry. She earned her PhD in Design and Manufacturing from the Asian Institute of Technology in the year 2007. She was awarded a Postdoctoral research grant at Politecnico di Torino in jewelry engineering. She has established a Research Unit for Industrial Design, Decision and Development – iD3. She won the Inventor Research Award from Thailand Research Council from for her research work “J-Gen Jewelry Shape Driver Plug-in for Generating Jewelry Design 3D Models using Generative Design and Artificial Intelligence Techniques” in 2021. Currently, she is an Assistant Professor at the Department of Industrial Engineering of Naresuan University. Furthermore, she serves in the position of Assistant Dean of Faculty of Engineering in Business Development. (2) Food Innopolis Short description:Conforming to the NU research strategy on the value addition of agricultural products in the Thai lower northern region, the Food Innopolis’s project is aimed to develop the deep technologybased businesses into the market to increase the competitiveness of the Thai food industry. NU Food Innopolis offers 5 service platforms including food pilot plant, future food lab, food maker space flavor innovation & sensory, and functional food & ingredients. The project participants from Thai food industries will gain benefits, knowledge and insights into the: (a) Establishment and development of food innovation businesses from deep technology; (b) Scientific knowledge and professional solutions from experts in research and technology development to the market in a short time; ( c) Research and development grants from accelerating business development processes;(d) Opportunities for funding and business partnerships, Finally, a strong connection with the national food innovation ecosystem. Presenter: Asst. Prof. Dr. Worasit Tochampa - - He is the dean of Faculty of Agriculture, Natural Resources and Environment, Naresuan University. He has been collaborative working closely with the Thai food industries and continuously conducting research works and innovations in developing food products and processes. 3


(3) Science Park Short description: Naresuan University Science Park was established to support technology transfer and research utilization from the University. The division is entrusted by Ministry of Higher Education, Science, Research and Innovation to act as a local agent facilitating local enterprise with science and technology knowledge and infrastructure to drive economic growth and social welfare. In addition, its mission is to incubate technology spin off company and innovation driven enterprise. Also, Naresuan University Science Park is assigned to bring government, private sectors, university and community to work coordinately and initiate local policy for sustainable development. Presenter: Dr. Sarawut Sattayakawee, Department of Agriculture, Natural Resource and Environment, Naresuan University - - Upon completion his PhD. in Biotechnology and Molecular Biology at University of Sheffield, He acquired BSc. and MSc. in Biotechnology at Imperial College London and University of Essex, respectively. He, recently, has been promoted to the position of assistant to the president in international relations and technology transfer. His research interest is on functional ingredients especially in the field of bioactive peptides, bioactive polysaccharides and their industrial applications in food and cosmetic. Daily Assessment (everyday) Name of organizers : Prof. Irene Lill & Dr. Virgo Sulakatko Irene Lill is Head of the Building Lifecycle Research Group within the Department of Civil Engineering and Architecture at Tallinn University of Technology. She has lectures in Building technology and Construction management. Major topics for consultancy and research: Construction management and economics, simulation modelling, management strategies in construction, Engineering education and language-cultural issues in engineering education, disaster resilience. Has experience in curriculum development as Assessor in the field of civil engineering and architecture. She has extensive experience being one of the project coordinators including involvement as a researcher in the many current and completed EU-LLP funded projects in the field of disaster resilience and academic networking. Virgo Sulakatko is a researcher at Tallinn University of Technology. He completed his PhD in 2019, which focused on decision making during construction process to increase the quality of a building throughout its life cycle. Since then, Virgo has worked in the fields of construction economics and digitalization. Aim of the session : The daily assessment sessions will collect feedback from the participants to evaluate the quality of daily events in order to improve our future sessions. Short description : Internal monitoring and evaluation will take place throughout the project. Project partners will continuously monitor and control the project processes, events and outputs in order to assess and evaluate project performance. These assessments will feed into regular performance reviews aimed at ensuring continuous performance improvement through the project. Outcome : All internal evaluations will be compiled into regular evaluation summary reports. The result will be input to the organizers to improve collaboration and quality of upcoming sessions. 4

Topic: Policy Brief Development Name of the Organizers: Prof. Dilanthi Amaratunga, Prof. Richard Haigh and Thisara Geethika Perera, Global Disaster Resilience Centre, University of Huddersfield, UK Dilanthi Amaratunga is a Professor of Disaster Risk Management at the University of Huddersfield, UK. She is an internationally renowned leading expert in disaster resilience, with over 30 years of experience in the higher education sector. Currently, she heads the Global Disaster Resilience Centre at the University of Huddersfield, which is a global leader in interdisciplinary research, education, and advocacy to improve the resilience of nations and communities. Her research interests include; resilient cities; disaster risk reduction; capacity building; socio-economic measures for disaster risks. Richard Haigh is a Professor at University of Huddersfield. He joined the University of Huddersfield in 2014 as Co-Director of the Global Disaster Resilience Centre, now located in the Department of Biological and Geographic Sciences, School of Applied Sciences. This multi-disciplinary Centre is committed to excellence in research and collaboration to improve the resilience of nations and communities to disasters. His research interests are in field of disaster resilience in the built environment, with a focus on disaster risk governance and accountability, multi-hazard early warning and the last mile, convergence of disaster risk reduction and climate change adaption, and post-conflict reconstruction. 5


Thisara Geethika Perera is a Lecturer in the Department of Geography and currently, he is engaging in his doctoral studies in the Global Disaster Resilience Centre, School of Applied Sciences, University of Huddersfield, United Kingdom. He was able to secure the World Bank - AHEAD Scholarship for Ph.D. Studies on 2020. He has completed his bachelor’s degree at the University of Colombo and master's in Forestry and Environmental Management at the University of Sri Jayawardenepura. His main research interests are Health Geography, Disaster Management, and GIS & Remote Sensing. Aim of the session: The aim of the session is to train participants in advocacy and in particular the skill of writing policy briefs on key areas of University-Enterprise Collaboration. The specific objectives of the training are; (1) To develop participants understanding of how to take a key area and develop a coherent analysis and argument that advocates a set of actions or recommendations – the basis of a policy brief. (2) To improve participants persuasive writing skills, including grammatical standards, developing a coherent story line, and their ability to synthesize research to support the advocated position. Short description: The session covers half a day programme with the participation from the trainees from respective institutes involve in the project. This session includes hands on activity by three country teams (Thailand, Sri Lanka and Philippines) on developing their respective policy briefs based on their country reports. Facilitators deliver materials using Information and Communication Technology aids such as Power Point Presentations, and exercises in Word. These brief session will punctuate by questions and answers as well as interactive exercises and group work. Learning outcomes: At the end of the session participants will be able to (a) understand the difference between a policy brief and other types of knowledge; (b) describe the characteristics of a policy brief; (c) describe the structure and contents of a policy brief; and (d) conceptualize a policy brief about University – Enterprise collaboration. 6

At present, he spearheads the University's Innovation Arm - Invention, Innovation and Venture Creation Council (IIVCC) as it's Co-Chair. He also serves in the Researcher Advisory Council of ORCID Inc. and Advisory Board of STEMUp Foundation. Beyond the University, he functions as the Consultant for the IT for Humanities Project of the University Grants Commission of Sri Lanka (Funded by the AHEAD Project / World Bank for over LKR 300 Million) He also functions as the honorary secretary for BCS, The Chartered Institute for IT, Sri Lanka Section. Previously, he has held the positions of Chairman, IEEE Computer Society Sri Lanka Chapter, and General Secretary, Sri Lankan Academy of Young Scientists. His Research Interests include Information and Communication Technologies, Information Systems, E-learning, Human-Computer Interaction, Computer Networks, Information Security, and E-Governance. Jörgen Sparf is an associate professor in sociology, a founding member of the Risk and Crisis Research Centre at Mid Sweden University and a senior researcher at NTNU Social Research in Norway. Jörgen’s research primarily revolves around theoretical advancements in relational aspects of societal resilience at the organizational level. Empirically, he conducts research chiefly in two areas: (i) crisis preparedness and management and societal resilience and (ii) social networks and organizational relations. Within this field, Jörgen has conducted studies of policy formation and entrepreneurial agency at the local and national levels in Sweden. Jörgen has a strong track record in obtaining research grants within the field of disaster and resilience studies funded by national and European funding bodies. He is Sweden’s appointed national expert in the European Science and Technology Advisory Group, organized by the UNDRR (United Nations Office for Disaster Risk Reduction). Dhanuka Perera is a Lecturer attached to the Department of Entrepreneurship, Faculty of Management Studies and Commerce, University of Sri Jayewardenepura. Entrepreneurship and Innovation (CEFENI) a unit attached to the Department of Entrepreneurship. He is serving as both an Entrepreneur and an Academic interested in research in areas including Entrepreneurship, Small and Medium Scale Enterprises, and Technology with publications on ICT adoption models in SMEs, and the impact of Technology adoption on business performance. Prof. Irene Lill and Dr. Virgo Salakatko (see short bio. Page 4) Aim of the session: This session aims to provide an in-depth introduction to the monitoring tool that is the university–enterprise collaboration compass. Short description: The session will start with a background presentation and introduction to the UEC compass. We will present the workflow and the monitoring tool as well as an outline of the survey segments. After that, all participants will be asked to fill out the survey per unit of assessment in a workshop format. During the plenary that follows, we will compare and discuss the results as a means to receive feedback. This will be followed by strategic group discussions per unit of assessment, allowing the participants to further utilize the survey results. The final part of the session is dedicated to structured feedback and a brief discussion on how to go about a formal launching of the UEC compass. Learning outcomes: After participating in the session, the participants understand the compass elements, the function and components of the monitoring tool, and how to facilitate a UEC development based on the survey results. Prof. Dr. Evangelia Petridou & Dr. Chaminda Senarathna Bandara Evangelia Petridouis associate professor at Mid Sweden University, Sweden, and senior researcher at NTNU Social Research in Norway. She is co-editor of the International Review of Public Policy (IRPP). Her research interests center on policy process theories and specifically policy entrepreneurship, collaboration mechanisms in bureaucracies, and crisis management as a policy sector. She is the lead, co-lead, and is involved in, research projects funded by the Swedish Research Council for Sustainable Development, the European Union, and the Swedish Civil Contingencies Agency. She is an expert on policy entrepreneur(ship). She has published in Policy Studies Journal, Policy Studies, Journal of Contingencies and Crisis, Management, European Policy Analysis, among others. Bandara is a Senior Lecturer at the Department of Civil Engineering, Faculty of Engineering, University of Peradeniya. He was a research fellow at the National Research Council of Sri Lanka from 2012 to 2015. He worked as a Civil Engineer in several national and international organizations in several countries from 2001 to 2012. He is a Chartered Civil Engineer, member of the Institution of Engineers Sri Lanka and an Accredited Professional of the Green Building Council of Sri Lanka. His research areas include metal fatigue, steel buildings and bridges, damage assessment of structures, structural health monitoring, blast effects on structures, disaster resilience of structures and sustainability aspects of structures. 9


Aim of the session: The main objective of the session is to advance the work on the SECRA community of practice through (i) knowledge exchange (invited talks); (ii) information exchange (workshop), and a concrete way forward (analysis of workshop results) Short description: The session starts with an introduction from the organizers of WP3 on the concept of communities of practice. Two invited speakers follow: (1) ‘UEC Community of Practice in Thailand…Lesson Learnt from TNDR’ by Dr. Bhichit Rattakul, the President of Thai Network for Disaster Resilience (TNDR); (2) ‘UEC Community of Practice in Thai Local Government’ by Mr. Agrabol Sumangala, Head of Department of Urban Planning and Academic, Phitsanulok Office of Public Works and Town & Country Planning.The participants will then take part in a workshop for a hands-on exercise, which will feed into ways forward for the SECRA community of practice. Learning outcomes: At the end of this session, participants will be able to: critically think about the conditions that foster a vibrant community of practice; identify the stage that the group is currently in; develop concrete strategies for a future vibrant community of practice. Invited Speaker 1 : Dr. Bhichit Rattakul Topic: UEC Community of Practice in Thailand…Lesson Learnt from TNDR Dr. Bhichit Rattakul is the President of Thai Network for Disaster Resilience (TNDR). He also serves as a Special Advisor to Asian Disaster Preparedness Center. He has over thirty years of experience of industrial science and technology research in policy and management, disaster management, and environmental education and research. He has been elected as a member of the parliament of Thailand for three times, and has served as science and technology cabinet member of the Royal Thai Government. He has also served as elected governor of Bangkok as well as a board member in many state enterprises in Thailand. Topic: WP4-Equity and Diversity within Innovation and Enterprise Name of the Organizers: Dr. Sarita Jane Robinson Dr. Sarita Robinson is the Deputy Head of School for Psychology and Computer Science at the University of Central Lancashire. She completed her PhD in 2004, which focused on cognitive and neuroimmune changes in response to lifethreatening situations. Since then Sarita has continued her research within the field of disaster research, working closely with both civilian and military populations. Her research programme has focused on: (1) How people respond to emergency situations using a cognitive neuropsychology and psychobiology approach; (2) How psychology can be used to promote growth after trauma; (3) What psychosocial factors influence wellbeing and recovery following trauma. In addition, Sarita provides training and consultancy via her company DrSurvival and is frequently called as a TV expert to comment on human behaviour during survival incidents. Aim of the session: To ensure that more women and more early career researchers are involved in UECs in each institution. Short description:Innovation and Enterprise benefits when participants are drawn from a wider range of backgrounds. However, the results of the SECRA survey indicated that the majority of academic staff (as identified in WP1) taking part in UECs were primarily male lecturers aged between 45 and 54 years old. In addition, the majority (70%) of the 134 Enterprise partners who responded to the survey were male and 11


over 35 years old. This session will build on the earlier webinar that was delivered in the summer and will examine in more detail interventions which we can implement to promote innovation and enterprise to academic staff from a more diverse range of backgrounds. The session will also note the reasons why it is important that University-Enterprise Collaborations and Business incubators which focus on disaster preparedness and recovery have academic staff from diverse backgrounds involved. During the session participants will also have time to create an action plan which will help them to increase equity and diversity with innovation and enterprise in their university. Participants will also have the opportunity to complete the Equity, Diversity and Inclusivity quiz which all SECRA participants need to complete Learning outcomes: (a) Identify and describe the equity, diversity and inclusivity (EDI) issues that university staff may experience when engaging with innovation and enterprise projects. Topic: WP4-Corporate Start-up Lab Name of the Organizers: Dr. Sarita Jane Robinson Aim of the session: (1) Sharing of good practice for Corporate Start-up labs. (2) Introduction and demonstration of Knowledge Vine to facilitate business start-ups Short description: Sharing of good practice for Corporate Start-up labs. As part of the SECRA project, universities need to set up a corporate start-up lab. During this session we will share good practice regarding good practice in relation to corporate start-up labs/business incubators. We will also undertake an activity designed to help with the development of business ideas. Introduction and demonstration of Knowledge Vine. The Knowledge Vine platform provides a forum for users to connect and virtually shake hands with colleagues working across the field of disaster research. Knowledge Vine is a great networking tool and can be used to identify research partners. Access to Knowledge Vine can also be shared with potential industry partners which in turn will help the industry partners locate suitable academics who can contribute to projects. In this session participants will learn how to login to Knowledge Vine, ask questions/request support and receive responses from other Knowledge Vine users. All members of the SECRA project can set up an account free of charge. Learning outcomes:(1) Participants will have gained knowledge regarding how to set up a corporate startup lab.(2) Participants will understand how activities can be used to develop business ideas. (3) Participants will have signed up to Knowledge Vine. (4) Participants will understand how to post a question and respond to a question posted on Knowledge Vine. 12

(Highlight) Excursion CIM Network Name of the Organizers: Dr. Yutthapong Tongpob & Ms. Saranporn Kirdkoh Dr. Yutthapong Tongpob - - Upon completion his Ph.D. in Anatomy and Human Biology at The University of Western Australia, Australia, he acquired B.Sc. (Radiological Technology) and M.Sc. (Anatomy) at Mahidol University, Thailand. He has been a teaching assistant internationally: (i) in 2012 at the Department of Cell biology and Anatomy, Faculty of Biomedical Sciences, University of North Texas Health Science Center, USA. (ii) at the School of Human Sciences, Faculty of Sciences, The University of Western Australia (from 2016 to 2021). He was also promoted to the assistant dean for the quality assurance affairs, and deputy chairman, Department of Anatomy. Since 2021, he has been promoted to the position of assistant to the president for research and innovation development. His research interest is on health and herbs relating to reproductive biology especially in the field of intrauterine growth restriction. He is also interested in anatomical pathology of systemic disorders i.e., diabetes melilites and dyslipidemia. Ms. Saranporn Kirdkoh - - She is currently a business law lecturer in International Business Management Programme Naresuan University International College where English is used as a medium. She got two Master of Laws in International Business Law from Newcastle University and in Business Law (International Programme) from Chulalongkorn University, Thailand. Her area of interest is in Intellectual Property Laws, grassroot economy and community development by implementing the Sufficiency Economy. She was appointed as a Deputy Director for Academic Affairs from 2010-2012 and Deputy Director for Administration from 2018-2022. She is also appointed as a steering committee in moving grassroot economy of Phitsanulok province under the Ministry of Interior. 13

It is also used as a place for meditation. (2) Green Jade SalaIt is a square Sala surrounded by big transparent mirrors in order to feel close to the natural atmosphere. (3) Green Jade Buddha ImageIt is a Buddha image in the Mara Vichai posture which is the art of Chiangsaen. This Buddha image was carved from jade with the Buddha's relics inside the head part. (4) White Jade Buddha Image; it is a Buddha image in the sitting posture which is built according to the Kantara art. The head part also contains the Buddha relics. (5) Lan Pho (Bhodhi Courtyard);this courtyard is full of Bodhi trees which are the spiritual anchor of the Buddhist. The Buddha become enlightened under the Bodhi tree that is why it has been so important and is always involved in the Buddhist ceremony.
