The Jamaica Institute of Financial Services (JIFS) was established as The Jamaica Institute of Bankers
(JIOB) in 1977 by the Bank of Jamaica and the Commercial Banks. In 1999 the Jamaica Bankers
Association (JBA) assumed full responsibility for its operations. The name change took effect in May
2010 and reflects its mandate to support the financial services industry through training (Financial
Services Training Institute), research (Research Club) and social exchange (Finance Club).

Its Executive Committee comprises senior heads of human resources of the financial services sector who
provide guidance regarding its activities.

Through The Financial Services Training Institute, JIFS offers a number of short-term training courses
and seminars as well as certification programmes from internationally recognized institutions. It has a
wide cadre of facilitators both locally and overseas and offers training both on the open market and
tailored for in-house purposes.

Who is the JBA?

Established in 1973, the Jamaica Bankers Association (JBA) is the professional industry representative body
for commercial and merchant banks in Jamaica.

The JBA’s principal purpose is to advocate for sound regulatory policies that will foster a vibrant and
competitive environment for the benefit of the customers of its members and by extension the nation. The
JBA accomplishes this through dialogue and partnership with government representatives to shape the
regulatory and legislative framework in which members operate. At the same time, the JBA ensures its
members are informed on how developments may affect their businesses, and looks for opportunities to
increase public awareness and understanding of the role and benefits of the financial services sector.

The JBA also aims to ensure continued public education through the promotion of financial literacy, thereby
allowing banking customers to make well-informed financial decisions.

Overview

As we embrace the new digital era, it is important for financial institutions and other organizations to
understand how to properly maneuver this landscape brimming with both opportunities and unseen
risks. Success will require greater collaboration, adaptability, effective management of risks, discipline
to stay the course of our planned actions and continuous strengthening of the guardrails to ensure a
robust and safe local financial system and, by extension, the world.
Managing and ensuring effective compliance has become more challenging and expensive for most
financial institutions as well as other organizations as technology advances, regulation increases and
the talent to manage it all becomes harder to find. As such, organizations must seek to collaborate
through managed services which can be more effective and provide leaders with the confidence and
flexibility to focus on adding value through innovation.
In this regard, adaptability is now a must have skill for organizations, employees, and customers alike
as entities refresh and retool to pivot to the brutal changes brought on by the global pandemic.
As we seek to tackle the risks posed by money-laundering and terrorist activities, our risk manage-
ment initiatives and programmes must be bolstered to ensure relevance, effectiveness, and efficiency.
Our plans must be reviewed and revised more frequently to benefit from the several opportunities
that will present themselves from time to time.
Discipline to stay the course despite the unpresented challenges will be the adhesive that keep our
strategies in focus. As launderers, terrorists and other criminal elements launch countless attacks,
financial institutions, together, must continue to implement cutting edge technology to ensure the
security of all stakeholders.
The future, though uncertain, is vibrating with opportunities for organizations to successfully maneu-
ver the money-laundering and terrorism risks from all sources by playing the right cards.

Terrorism (CFT) Virtual Conference which is being hosted by the Jamaica Bankers’ Association (JBA)
in collaboration with the Jamaica Institute of Financial Services (JIFS).

Presenters Profiles

Mrs. Kalilah Enriquez Kalilah Reynolds is Jamaica’s leading and most influential
Reynolds business and finance journalist, receiving the highest award
Journalist from the Press Association of Jamaica in that category in 2017,
2018 and 2019. After serving twenty years at several traditional
& Entrepreneur media organizations in Jamaica and her native Belize, Kalilah
branched out on her own, launching Kalilah Reynolds Media
(KRM) and kalilahreynolds.com. KRM is the Caribbean’s first fully
digital, multimedia business news organization, with a vision to
help Caribbean people create and maintain personal wealth and
prosperous economies by making business and finance easy to
understand. It’s flagship programmes are Jamaica’s #1 rated
business show, Taking Stock, and the financial education
programme, #MoneyMondaysJa. Kalilah is a published author of
two books, and has an M.A. in Communications Studies from the
University of the West Indies, and a B.A. in Journalism from
Fordham University in New York City, both with distinction. She’s
also a mom of three beautiful children, and wife to the world’s
best husband.

Mr. Jerome Smalling Jerome’s diverse and senior experiences in banking comes to
President, bear as he leads the JMMB Bank into a new era, being charged
with planning, directing and controlling the operations of the
Jamaica Bankers Bank in accordance with JMMB’s goals and objectives. As
Association(JBA) evidence of his stellar leadership, Smalling has successfully
guided the bank through application process for upgrade of its
merchant banking license to commercial banking license and
its subsequent operation as a commercial bank.

He holds an MBA and a Bachelor’s degree in Business &
Professional Management from the H. Wayne Huizenga
Business School, Nova Southeastern University, Florida, USA.
Jerome is also a fellow of The Institute of Canadian Bankers and
completed executive training at The University of Pennsylvania's
Wharton Business School. Jerome currently serves as the
President of The Jamaica Bankers’ Association. He also serves
on the Board of his Alma Mater, Munro College.

Presenters Profiles

Mr. Robert Peri Robert is Citi’s Director of U.S. Sanctions Compliance and is
Director - responsible for leading the bank’s global implementation of U.S.
sanctions programs. He also acts as Citi’s primary interlocutor to
Global Sanctions the Treasury Department’s Office of Foreign Assets Control
Regulations (OFAC), the U.S. sanctions authority. Robert manages Citi’s
Sanctions Intelligence Unit, which conducts analysis on the
potential sanctions exposure of Citi’s clients, and its Global Level
3 transaction review team. Robert is also responsible for leading
internal investigations into any potential U.S. sanctions issues
and for responding to administrative subpoenas from OFAC on
behalf of the bank.

Robert joined Citi from the U.S. Department of the Treasury
where he held a variety of positions, including Director of Global
Affairs in the Office of Terrorist Financing and Financial Crimes.
During his time at Treasury, Robert served as the head of the U.S.
delegations to the Asia Pacific Group on Money Laundering, the
Eurasian Group on Money Laundering, and the Likeminded
Group on North Korea Sanctions. He also served as an expert
assessor for the Financial Action Task Force’s 2015 Mutual
Evaluation of Malaysia. Robert holds a Master’s of Science in
Foreign Service from Georgetown University and a Bachelor’s of
Arts in History from the University of California, San Diego.

Ms. Celeste McCalla Celeste McCalla joined Bank of Jamaica in 2002 and shortly
Senior Legal Counsel, thereafter was fully assigned to the banking/financial services
supervisory functions of the Bank of Jamaica. Her
Bank of Jamaica responsibilities include providing legal support for Bank of
Jamaica’s supervisory functions regarding the banking sector
and other financial services regulated by the Bank of Jamaica
and for monitoring the compliance of these persons with their
responsibilities under their governing legislation and with the
AML/CFT laws; the development of related policy and assisting
with the review and proposals for enhancements to the
legislative and policy framework under the BOJ’s purview. Ms.
McCalla also provides support to the areas of monetary policy
regarding reserve requirements for the banking sector and
foreign exchange dealings oversight.

Ms. Julia Yansura Julia Yansura is the Program Manager for Latin America & the
Program Manager, Caribbean at Global Financial Integrity, a Washington, DC-based
think tank that produces analysis of illicit financial flows.
Latin America & Yansura currently leads a project researching financial crimes
The Caribbean, across 33 Latin American and Caribbean countries, and is the
Global Financial author of the recent report, "Narcotics Proceeds in the Western
Hemisphere." Prior to joining Global Financial Integrity, Yansura
Integrity conducted research and implemented projects related to the
financial services sector in Latin America. Her background
extends beyond AML/CFT to include remittances, de-risking,
financial inclusion and economic informality. Ms. Yansura
received a Master of Arts in Latin American Studies from
Georgetown University’s School of Foreign Service. She also
holds a certificate in Migration, Refugees, and Humanitarian
Crises from the Institute for the Study of International Migration
at Georgetown University.

Mr. Selvin Hay Selvin Hay is currently, the Chief Technical Director (CTD) of the
CD, Chief Technical Financial Investigation Division, (FID). As head of the division he
has responsibility for providing strategic lead to the activities of
Director, financial investigators, forensic accountants, analysts, lawyers
Financial Investigation and computer forensic specialists. The FID has as its mandate,
the investigation of Money Laundering offences and financial
Division, activities related to terrorism. It is also tasked with sensitizing
Ministry of Finance and monitoring financial institutions on their compliance with
the Proceeds of Crime Act regarding suspicious transactions
and threshold transactions – a function carried out by the
Financial Intelligence Unit.

Ms. Felecia Williams Felecia Williams is a Purpose and Career Alignment Coach,

Howard University.

Dr. Jide Lewis Dr Jide Lewis is currently the Chief Prudential Officer for the
Division Chief, Bank of Jamaica. He is a graduate of the University of the West
Financial Institutions- Indies from which he holds a PhD in the Economic Policy
Supervisory Division, Development Programme. In 2008, he was accredited as a
Bank of Jamaica Certified Financial Analyst (CFA) and was certified as Financial
Risk Manager (FRM) in 2005. He graduated from the University
of York, with an M.Sc. in Economics and Finance in 2001. He
began his career at Bank of Jamaica in 2004 where he has
served as an Economist/Senior Economist in the Financial
Stability Department and Chief Economist for the Economic
Information Publications Department.

Mr. Christopher Pryce Christopher Pryce is the Country Compliance Officer for Citi
Member JBA Jamaica.

Committee His initial professional career includes stints working as an
electrical engineer, as a supervisor in manufacturing operations,
and as an adjunct lecturer at the undergraduate collegiate level.

The substantial part of his 25 year professional career in Jamaica
has been in the area of corporate and investment banking. His
previous areas of responsibility span risk management, credit
administration, information security and quality assurance. For
the past 15 years, he has had senior management responsibility
for Compliance and AML regulatory risk at Citi Jamaica.

Major Keron Burrell Mr Burrell is currently the Director of the Policy and
Bank of Jamaica (BOJ) Methodology Department which is located within the Financial
Institutions Supervisory Division (FISD) at the Bank of Jamaica
Head, (BOJ). His career at the Bank of Jamaica began in 2008 as a
Policy & Methodology, Senior Analytical and Policy Officer, and he has held several
Financial Institutions positions within the Policy and Methodology Department until
eventually becoming its head. Mr Burrell’s team spearheads the
Supervisory formulation and improvement of prudential policy and standards
Division for issue to deposit taking institutions; as well as developing
methodologies to guide the Financial Institutions Supervisory
Division’s on and off-site supervisory procedures, in the context of
developments in the financial markets and international best
practices (as per the Financial Stability Board/Bank for
International Settlements or otherwise). Mr Burrell has
represented the BOJ in several international fora most notably
being Jamaica’s Representative to the United Nations
Commission on International Trade Law (UNCITRAL) Working
Group VI – Secured Transactions.

Ms. Laurie Wiggan Laurie is a Chartered Accountant and the Director of Compliance
Betting Gaming & Regulatory at the Betting, Gaming & Lotteries Commission
& Lotteries with oversight of compliance in the Jamaican gambling industry.
An experienced visionary leader with expertise in providing
Commission (BGLC) business solutions, Laurie has worked with licensees to ensure

constantly focuses on compliance and operational risk solutions.

Compliance A Chartered Accountant, Laurie has over 27 years of experience
in audit assurance, operational risk management, regulatory and
AML compliance. Laurie is a Registered Public Accountant and is

Association.
Before joining the BGLC, Laurie Wiggan worked in the Banking
and Financial Services sector as Head of Internal Audit.
Previously, she worked at KPMG in the Audit Assurance Services
where she was responsible for external audits and financial
management in a wide variety of industries in the private and
public sector.

Ms Shakeira Dunkley Shakeira N. Dunkley is a Legal Officer at the Financial
Financial Services Services Commission in Jamaica. Previously she was Legal
Commission Officer at the Betting, Gaming and Lotteries Commission,
Legal Officer where she was instrumental in the drafting of amendments
to the Betting, Gaming and Lotteries Act and the drafting of
the Anti-money Laundering and Counter-Financing of
Terrorism Guidance Notes for operators of twenty or more
gaming machines (gaming lounge operators). She sits on
the National Anti-Money Laundering Committee in Jamaica
and has a wealth of knowledge in of Jamaica’s Anti-Money
Laundering and Countering of Terrorism Financing
framework as well as international standards for same.

Shakeira is also an experienced presenter who has
conducted many training sessions on AML and the
regulatory requirements under the Proceeds of Crime Act
and its Regulations, and the regulation of virtual currencies.

Currently, she is engaged in the conduct of the National Risk
Assessment and in the creation of a legislative framework for
Trust and Corporate Service Providers (TCSPs).

Mrs. Berdie Dixon-Daley, is the Director ofIntelligence at the
Financial Investigations Division (FID), Ministry of Finance
and the Public Service. She has held this post since April
2008. She joined the Unit as Senior Financial Analyst when it
was established in 2001 in the Office of the Director of Public
Prosecutions.

Mrs. Dixon-Daley has several years of working experience,
which spans the Manufacturing sector, the Financial Sector
and the Government Service.

Mrs. Cheryl Bazard Cheryl E. Bazard the Principal of Bazard & Co has gained
Principal Attorney, extensive wealth and knowledge and training in the area of
Bazard & Company Compliance, Corporate Governance and Anti -Money
Laundering Issues and has served as Regional Director of
(Bahamas) Compliance for a pan Caribbean Bank with presence in 16
countries, including The Bahamas, Cayman Islands Barbados,
Jamaica and Belize. She has Diplomas with Distinction from
The International Compliance Association in Compliance and
Anti-Money Laundering and is a Fellow of that Association.
She is also the founding President of The Bahamas
Association of Compliance Officers and a former member of
the Ethics Committee of the Bahamas Bar Association,
former Chairman of the Port Authority, former Chairman of
the Consumer Commission and Deputy Chairman of the
Public Defenders' Commission. Mrs. Bazard is also a former
Tutor at the Eugene Dupuch Law School and has served as a
Course Director. Her public service in the community
includes being a Board Member of the Bahamas Education
Loan Authority and a member of the Disciplinary Committee
of The Bahamas' Securities Commission.

Mr. Driss Temsamani Driss Temsamani is Region Head of Digital Channels and
Digital Channels & Enterprise Banking for Citi. He is also a member of Citigroup
Data Head, Treasury & Trade Solutions Latin America Executive
Citi Latin America Committee and responsible for the Data Innovation Agenda.

In his current role Driss is responsible for a full range of
digital and mobile enabled banking platforms for cash
management, liquidity investment services, working capital
solutions, commercial cards and trade to enable
multinational corporations, financial institutions and public
sector organizations to operate in the most connected and
efficient manner across 22 countries in Latin America and
more than 70 countries around the world.

Driss started with Citi in 1995 as Senior Business Interface
for the Corporate and Consumer Bank. He then became CIO
and Senior Vice President of Strategic Planning for Citigroup
e-Business Latin America. Before assuming his current role,
Driss held several positions with Citi including Region Head
of Business Management, Market Management, Business
Intelligence and Analytics.

Mr. Sven Stumbauer Sven is a globally recognized financial crimes expert and
Senior Advisor, forensic investigations professional with over 20 years of
experience around the globe. Prior to joining us, Sven was a
Norton Rose Fulbright Managing Director and Global Anti-Money Laundering and
Sanctions practice leader at AlixPartners.

Sven's industry experience includes: domestic and
international banks; broker/dealers; insurance companies;
trust companies; and hedge funds and payment providers,
focusing on corporate governance, regulatory compliance,
fraud issues, Anti-Money Laundering (AML), Office of Foreign
Assets (OFAC), Foreign Corrupt Practices Act (FCPA), the UK
Bribery Act (UKBA) and Foreign Account Tax Compliance Act
(FATCA) compliance.

Naadia White is the Vice President for Compliance,
Caribbean North & Central – Scotiabank Group Jamaica. In
this position she is directly responsible for overseeing
Scotiabank’s Compliance and AML/ATF programme in
Jamaica, Belize, Cayman Islands and the Turks & Caicos
Islands.

Ms. Naadia White Naadia has quite a diverse background - prior to joining
Co-Chair JBA Scotiabank where here career in Compliance began in 2006
Naadia held the positions of Assistant Director at the Bank
Compliance Committee of Jamaica and Deputy Superintendent of Police in the
Jamaica Constabulary Force.

She holds a Masters of Business Administration (MBA)
Degree from the Nova Southeastern University, a Bachelor
of Arts Degree (Honours) from the University of West Indies
and is a Fellow of the International Compliance Association
(ICA) and a Member of the Association of Certified
Anti-Money Laundering Association (ACAMS). An active
member of the Jamaica Bankers Association AML/ATF
Committee which she is co-chair.
