understanding of situations where deadlines need to be strictly observed, gaining advanced skills in delegating,
planning work tasks according to importance with the ability to work productively in a high pressure, fast paced
environment.

Demonstrating resourcefulness and initiative, I enhanced my organisation skills with customers by offering
competitive finance options at GE Money, selecting the right product, explaining the features/benefits and
achieving business in a fast paced, time restricted environment. As an accredited Financial Advisor, I was
responsible for determining the best deal and closing the sale on every opportunity presented, resulting in
numerous awards and commendations for my efforts on numerous occasions.

In November 2009 whilst employed in my current role as a Procurement Project Officer at the Department of
Justice and Attorney General, I discovered the Department doesn’t have written process maps for tendering
processes, instead they follow other government department’s process maps. I demonstrated initiative and
discussed this issue with Department’s Director who provided me with an opportunity to design and implement a
project on process maps for tendering processes with a 4 week deadline. I managed and developed this project
whilst undertaking my regular day to day duties and responsibilities. During the project, I was actively involved in
creating a user friendly, efficient and user-friendly way to publish tenders. In order to achieve intended results and
positive change, I analysed various Department’s process maps. In addition, I communicated with all departments
and Project Managers related to tendering and prepared a draft plan which I e-mailed to all involved parties
requesting feedbacks and suggestions. Within three weeks, I prepared the final draft and forwarded to the
Department’s Director for final review. The outcome was very positive as the Director was extremely pleased with
my contributions. I was commended for preparing the project within the designated time frame and my ability to
communicate with all department and management, gaining approval and acceptance through effective team work,
interpersonal and negotiation skills.

Dedicated to ongoing continuous improvement, I believe it is important to challenge procedures and ways of
working on a regular basis to determine if there is a better, more efficient way of performing tasks, maximising
organisation and productivity. It is by way of this ongoing assessment that the quality of the service I deliver and
the quality of work I prepare is of the highest standard achievable.

Over the past 13 years, I have consistently demonstrated a highly flexible approach with the ability to work on
multiple tasks simultaneously and handle frequent interruptions together with competing deadlines and changing
work priorities. I accommodate an organisation undergoing rapid change and provide responsive services to meet
customer needs within agreed organisational objectives whilst meeting APS Values and the APS Code of Conduct.

Whilst previously employed as a Client Services Officer at NSW Department of Commerce - NSW Procurement, I
captured customer dissatisfaction and recorded problems through the compliance database system, following
issues through to effective settlement, whilst working on multiple tasks simultaneously and handling frequent
interruptions with competing projects and deadlines.

Additionally as a Client Support Officer, I received a telephone call in February 2009 from a Australian Public
Service agency complaining that a government supplier was charging more than the contract price. Committed to
resolving the issue with balancing my regular day to day duties, I raised a performance management and
investigation against the supplier in question then proceeded to take details of the caller and supplier including item
details. I conducted thorough a investigation regarding the issue by matching with an invoice and copy of contract
then referring the report to the Project Manager to raise a performance management for this particular supplier.
Following the completion of the investigation, I contacted the government agency and explained the situation and
outcome in detail whilst handling interruptions with other client enquiries and day to day work tasks. A performance
management plan was raised against the supplier and the government agency’s Contact Officer was content with
the outcome, thanking me for my efforts in making effective decisions, taking action and resolving problems that
proved challenging.

3. Advanced level knowledge and ability to operate MS Office software packages – this includes Outlook,
Excel, Word, PowerPoint, Project and SharePoint.

Demonstrating a high level of attention to detail, I offer advanced technical and computer skills with the ability to
acquire new skills and knowledge quickly and easily, proficient using various Windows Operating Systems,
Microsoft Word, Microsoft Outlook, Microsoft Excel, Microsoft PowerPoint, Microsoft Access and in-house
government and finance industry software.

At the NSW Department of Commerce as Client Services Officer, I dealt with a client that called to reset his
password in order to access the e-tendering website. I managed to set his password and assist him in gathering
information regarding the existing tender. Educating the client with the policy and procedures to attend the tender, I
recorded customer interest in the database system ‘Quantum’. I also sent a detail e-mail to the customer with step
by step explanation of NSW Government tendering system. The customer highly appreciated my legendary service
skills as a new support person of the team.

Additionally as a Client Services Officer, I provided data entry support to the Service Administrators in setting up
clients’ operating configurations in Client Services systems, involved in entering new data in client information
systems, updating data and identifying and maintaining data integrity in accordance with Commerce and CSC
record management practices.

4. Previous experience providing support to a procurement or purchasing team would be highly regarded.

With a wealth of experience providing support to a procurement team, I take responsibility for achieving outcomes,
meeting targets, contributing to meetings, mentoring/training staff, accountable for advice, leading by example and
devising ways to improve workplace systems and procedures such as client service standards. Whilst employed in
procurement and supervisory roles across the public and private sector, I have been involved in managing a large
client caseload and consistently remained up to date with the process and details of each case, making effective
decisions using professional judgement, assessing client’s needs whilst devising solutions and approaches in a
range of situations. Identifying and uses resources effectively, I apply and build professional expertise with a
proven track record for working independently and delivering quality outcomes with limited direction or supervision,
whilst ensuring closure and delivers on intended results.

Currently at the Department of Justice and Attorney General as the Procurement Project Officer since July 2009, I
have received numerous commendations from senior management and achieved exceptional results for the
organisation. My ability to take responsibility for producing an identifiable, measurable result, accepts ownership of

presented the report to the Contact Manager, proposing a new service label agreement for all the leakage
products, putting barriers in the buying system (Smartbuy) to ensure that outside of contract price are not available
for viewing. The Contact Manager was very pleased and appreciated my cost saving strategies, providing me with
the opportunity to develop and manage an associated project.

Commonwealth Procurement Guidelines.

I have demonstrated an advanced understanding of current policies, procedures, legislation, standards and
guidelines including Government Procurement Policy, Legislation and Administration including the Commonwealth
Procurement Guidelines through my extensive experience in the Australian Public Service in recent years. I am
aware that The Commonwealth Procurement Guidelines (CPGs) establish the core procurement policy framework
and articulate the Government's expectations of all departments and agencies subject to the Financial
Management and Accountability Act 1997 (FMA Act) and their officials, when performing duties in relation to
procurement.

I understand that there are three key types of documents which set out and explain the Government’s procurement
policy framework which include: (i) the CPGs, issued by the Finance Minister, which establish the procurement
policy framework; (ii) Finance Circulars, issued by the Department of Finance and Deregulation (Finance), which
advise of key changes and developments in the Government’s procurement policy framework; and (iii) a range of
web-based and printed guidance documents, developed by Finance to assist agencies to implement the
Government’s procurement policy.

Demonstrating a high level of self awareness and a strong commitment to personal development, I have
successfully completed various training including Project Planning & Management Certificate, Procurement
Certificate-level 2, PS 146 - Compliance Solutions, Master of Business Administration and a Diploma in Basic
Computer Science together with recent training with the Department Of Justice and Attorney General such as
Mastering Purchasing Fundamentals and Negotiation, Managing Supplier Performance and Supply Management.

Whilst employed as a Client Support Officer, Staff Grade 3/4 at the NSW Department of Commerce - NSW
Procurement, I supported client e-tendering, i-tendering, Smartbuy and various Procurement Hubs and also
provided a high level of administrative support to procurement management that demanded an understanding of
contract administration and the relevant laws and regulations.

Assisting with evaluating and checking projects and operations for compliance to requirements, I have actively
contributed to the development and revision of procedures, standards and guidelines in various administration,
customer service and procurement roles undertaken in the public and private sector since 1996. I understand and
adhere to the Code of Conduct, EAPS, EEO Policies and OH&S requirements, complying with approved record
management practices and APS Values.

My administrative experience in the Australian Public Service can be demonstrated in my current role as
Procurement Project Officer at The Department of Justice and Attorney General and previously as Client Support
Officer at The NSW Department Of commerce - NSW Procurement. Additionally, I offer 10+ years experience in
the private sector, assuming roles such as Account Manager (Commercial Lease/Automotive Finance), Retention
Officer, Business Finance Collections Officer and Business Development Officer, primarily throughout in the local
and international banking and finance industries. During this time, I have assumed a high level of administrative
responsibility, handling a broad range of tasks from advanced computer operation, financial and sales reporting,
client service management and enquiries handling, problem solving and complaints handling, preparation of
documentation, researching legislation and procedures, provision of accurate advice and information to internal
and external stakeholders, contributing to team meetings to senior procurement duties including staff leadership,
supervision, training and direction.

Previously at the NSW Department of Commerce - NSW Procurement, I received numerous enquiries from
customers and suppliers regarding NSWP and the use of the NSWP products, services and policies, responding by
form, email, fax, phone and directly providing results back to clients. During this time, I provided administrative
support to procurement management maintaining a strong knowledge of public sector purchasing, procurement
policy and practice using manual, electronic procurement systems and tools including e-tendering systems,
constantly acquiring new skills and knowledge, keeping up to date with changing requirements.

7. Previous experience providing support at the strategic level to a procurement team.

Having completed formal training in procurement and assumed procurement roles within the public service, I am
highly experienced providing support at the strategic level to a procurement team. At the Department of Justice and
Attorney General as a Procurement Project Officer, I communicate with a broad range of internal and external
stakeholders, whilst involved in building and maintaining a network of procurement offices across the Department
to facilitate effective communication of procurement issues and support for procurement policy and procedures. I
also manage and maintain a Contracts and Procurement Infolink site, responsible for issuing alerts to DJAG to
provide an accurate, current resource for officers purchasing goods and services. Competently preparing various
written documentation, I produce management reports for the Commercial Manager and Manager Contracts to
identify compliance and efficiency issues for further investigation.

Currently as Procurement Project Officer at the Department of Justice and Attorney General, one of the Local
court’s Purchasing Officer was complaining about their order. The Officer stated that after raising the order he
couldn’t modify or edit the order to make changes as needed. Listening to his concerns and asking relevant
questions to determine the problem, I discovered he lacked training. I noted the details of the client and advised
him I would call him back soon. I proceeded to educate the client step by step in the ordering process requiring me
to create a user-friendly step by step ordering process with screen dump and flow chart. I then e-mailed and
followed up with a phone call to explain the procedure in greater detail, ensuring he understood what was being
conveyed and that he could then perform the require functions. Through my communication and step to step
process provided, the agency officer was now very clear about the purchasing process, demonstrating the ability to
use the process effectively, resulting in a positive outcome. He thanked me for my service and commitment.

In October 2009 during my current employment at the Department of Justice and Attorney General as a
Procurement Project Officer, the NSW Sheriff’s office sent an urgent request to a Procurement Officer ordering
60,000 Sheriff Contact Cards. The particular office was absence hence the Contact Manager requested my
assistance. After conducting further investigations, I discovered that Department didn’t have any contact for
Sheriff’s cards. I immediately proceeded to report this to the Contact Manager and met with the Deputy Sheriff to
arrange a new contract for sheriff’s contact card. I explained that I was able to combine the sheriff’s contact card
with the existing printing contract achieving cost savings. Liaising with printing suppliers and raising RFQ, I
analysed all the received data as per Department Procurement guidelines then prepared a report for the Deputy
Sheriff’s with a draft proposal. The Deputy Sherriff was delighted with my skills and contributions in implementing a
successful new process, approving my proposal. He then signed a new agreement as a preferred supplier.

Over the past 13 years, I have gained an awareness of Government Procurement Policy, Legislation and
Administration including the Commonwealth Procurement Guidelines. I appreciate that Local Government
Procurement (LGP) was been established to provide a fully integrated procurement service to councils and
associated organisations in NSW. From October 2008 LGP also has the ability to assist Not for Profit Groups
across Australia with their procurement needs. LGP was established by the Local Government and Shires
Associations of New South Wales on behalf of its members to create a procurement operation dedicated to
meeting the specific needs of Local Government.

I understand that the Financial Management and Accountability Act 1997 provide the framework for the proper
management of public money and public property by the Executive arm of the Commonwealth. Public money and
public property is defined in the Act as money and property in the custody or control of the Commonwealth.
