Letter from Jim Brown, CEO

At present, we face a unique challenge. On March 18, it was announced that CyFair Medical Center would
be constricting its services. As a result of CyFair’s transformation from an acute care hospital to a freestanding
emergency department, we are experiencing a significant increase in inbound EMS transfers, increased need
for ICU capacity, and are on-boarding new medical staff. Additionally, to fill existing staff vacancies and to
expand our own capacity a number of displaced CyFair staff will be joining our team.

We value our relationship with local EMS and our hospital is heavily dependent upon these relationships as they
are our primary source of inpatient admissions. Given the increased dependence on North Cypress by our
local EMS, our new norm will be to assist these first responders with more than 500 transfers monthly. In February
which does not fully take into account the CyFair announcement, we experienced a 34% increase in EMS
traffic. While we are eager to serve our community and our EMS partners in light of this announcement, this
increased dependence places two potential strains on our hospital. First, we have to assure that we preserve
our relationships through this process. We have to be mindful of their offload times for which their units are out
of service to our community. We have to operate efficiently upon their arrival so that they are able to get back
on the road in a reasonable amount of time. It’s also imperative that we greet them, treat them with respect,
and openly communicate with them about any issues we may confront. Secondly, this surge in volume creates
some operational challenges. The most notable challenges to date have been ICU capacity and efficient
throughput of our patients originating in the Emergency Department. We are actively working through each of
these and they will remain top of mind in the coming months.

With the opening of ECC1 in the fall, we expanded our ICU capacity from 20 to 32 beds. In light of this present
situation, this additional capacity is critical. In addition to the availability of these beds, it has become evident
that our ECCs needed dedicated staff and leadership. Candace Wren has transitioned from the 3rd Floor to
oversee our ECC units. Her first task is to build a permanent team to staff these two units. We have interviewed
and will be transitioning a number of displaced CyFair staff into these roles. The regular utilization of these beds,
dedicated leadership, and the on-boarding of new critical care staff will allow us to provide a better service to
our patients in these areas.

With this transition, we have and will be welcoming a number of new physicians and staff. We began to see an
influx of proceduralists at the beginning of the year. The area most impacted by this thus far has been HOPD
where we have seen a significant increase in endoscopies. At present, we are on-boarding a number of
surgeons. As you interact with these physicians, please make them feel welcome. In the coming months, we
will also be welcoming many new team members. Please help us to share our vision of being the best as well as
helping to assure that they too find North Cypress a great place to work.

Please be patient in this time of transition. We will experience unforeseen challenges along the way, but I am
confident that we will be able to successfully absorb this current influx of patients and meet the long-term
needs of our community.
