Conference, Charging Ahead: Setting
the Gold Utility Standard. I expect this to
be an excellent investment of your time,
and I thank you for being here. Our goal
today is to focus on the massive changes
impacting the electric utility industry and
to discuss strategies on how best to meet
the changing customer expectations and
challenges effectively.
SCPPA has taken a new approach to its
annual meeting since it was last held 10
years ago in 2008. The objective for today is to not only brainstorm
ideas and facilitate discussion among municipal utilities, but to
also collaborate among different staff responsibilities within the
utilities. The best solutions often come from looking at the same
problem from very different perspectives. We hope you embrace
that collaborative discussion and information sharing today.
SCPPA’s mission is: to provide collaborative advocacy, value
added services and joint procurement to enhance operation
efficiencies and increase saving for its members. Together,
municipal utilities will be more competitive and cost effective to
meet the needs of the local communities we serve.

ARLEN ORCHARD
CHIEF EXECUTIVE OFFICER & GENERAL MANAGER

Before joining SMUD, Arlen was an attorney with
the Sacramento firm Downey Brand. He received
his juris doctorate degree from the University
of California, Davis School of Law, a bachelor’s
degree in political science from the University of
Nevada, Reno, and attended UC Davis’s Graduate
School of Management. He is a member of the
American Bar Association, the California Bar Association, and the
Energy Bar Association, a Washington, D.C. -based organization of legal
professionals in the energy industry.
DAVID WRIGHT

LOS ANGELES DEPARTMENT OF WATER AND POWER
David H. Wright is the General Manager of the Los
Angeles Department of Water and Power (LADWP).
Mr. Wright provides leadership for the utility in
providing reliable and competitively priced water
and electricity while continuing to maintain and
implement environmentally conscious policies and
priorities.
speakers Mr. Wright came to LADWP to serve as the Senior Assistant General
Manager of the LADWP’s Power System in February 2015. Shortly
thereafter, he became the Chief Operating Officer, overseeing the Water
and Power Systems, and operations of the Information Technology
Services, Supply Chain Services, Human Resources, Fleet Services, Equal
Employment Opportunity Services, the Communications and Marketing
and Community Affairs Division, Project Management Division, and
Customer Service Division.
Prior to joining the Department, Mr. Wright worked at the Las Vegas
Valley Water District as Deputy General Manager and Chief Financial
Officer from September 2013. He has a broad-based knowledge of
both water and electric utility operations and worked for the City of speakers
Riverside, California for approximately 25 years, most recently as the
Public Utilities General Manager, a position he earned after being Deputy
Public Utilities Director and Public Utilities Chief Financial Officer for
nearly 12 years. He joined the City of Riverside in 1988 and held a number
of positions within the finance department, including serving as the City
Controller.
He holds both a bachelor’s and master’s degree in Business
Administration, conferred upon him by California State University,
Fullerton.
Mr. Wright has been a part of and enjoys long-standing relationships
with the leaders of various utility-related organizations such as the
Southern California Public Power Authority (SCPPA): He was also SCPPA
president in 2008; was president and is a long-standing member of the
California Municipal Utilities Association (CMUA). He has also been on
various committees of the Riverside Chamber of Commerce from 1998
to 2013.
LADWP is the nation’s largest municipally-owned utility, serving more
than 4 million Los Angeles residents. LADWP has provided water and
power services to residents and businesses in Los Angeles for more
than 100 years.
DUKKU LEE
GENERAL MANAGER
ANAHEIM PUBLIC UTILITIES
Dukku Lee has been with Anaheim Public Utilities
since 1999, and has served as General Manager since
2013. Anaheim Public Utilities serves electricity and
water to over 350,000 residents, 15,000 businesses
and over 24 million visitors annually. He has 25 years
of experience in the utility industry, and previously
worked for Southern California Edison and Paragon Consulting Services.
He is the current President of Southern California Public Power Authority
and is a registered Professional Electrical Engineer in the State of
California.

DIRECTOR, ADVANCED ENERGY SOLUTIONS
SACRAMENTO MUNICIPAL UTILITY DISTRICT
Mr. Hamzawi is the Director of the Advanced Energy
Solutions group and oversees the implementation
and delivery of SMUD’s customer-facing Distributed
Energy Resource programs, which include energy
efficiency, distributed generation and storage,
demand-response, electric vehicle, and green
pricing products.
Mr. Hamzawi has been with SMUD since 1999 and has worked the field of
energy in both the private and public sectors for more than 30 years. He
is a graduate of the University of California Davis, School of Engineering,
and also holds a Masters Degree in Engineering from the University of
Colorado at Boulder.

GENERAL MANAGER
BURBANK WATER AND POWER
Mr. Jorge Somoano, General Manager, holds a
Bachelor of Science degree in Electrical Engineering
from the California State Polytechnic University,
Pomona and a Masters degree in Business
Administration from Woodbury University. He
has been in the municipal utility field for over 30
years having held significant positions with the City of Vernon Light
and Power Department and Riverside Public Utilities. Mr. Somoano’s
previous experience included managing conservation programs, rates,
resource procurement & planning, and engineering. Mr. Somoano joined
Burbank Water and Power on November 2, 2009 as one of BWP’s
Assistant General Managers.

KATHY KNOOP speakers
PRINCIPAL ENVIRONMENTAL SCIENTIST
SALT RIVER PROJECT
Kathy Knoop is a Principal Environmental Scientist
at Salt River Project. She is the coordinator for all
aspects of SRP’s electric vehicle program including
program design, customer support, system impacts,
fleet and employee programs. She reports regularly
to executive staff and presents to both internal and
external audiences to assist them with a greater understanding of the
issues surrounding electric transportation, electrification, sustainability,
climate change and environmental programs. During Kathy’s 25 years at
Salt River Project as a both senior chemist, environmental scientist and
sustainability analyst she has also worked on supporting environmental
compliance for SRP’s power plants and developing SRP’s greenhouse
gas emission reporting procedures for the Climate Action Registry.
Kathy was born in Phoenix, Arizona and attended Arizona State
University. She holds a Master’s Degree in Environmental Management
and Bachelors degree in Chemistry.
KELLY NGUYEN
DIRECTOR OF GAS AND ELECTRIC
VERNON PUBLIC UTILITIES
Kelly Nguyen has been serving the City of Vernon as
the General Manager of Public Utilities (VPU) since
August 2016. The City of Vernon owns and operates
its own utility offering electricity, natural gas, water
and fiber optic services to Vernon-based businesses
and residents. Ms. Nguyen is the first female in the
history of the City of Vernon to head the utilities department. She believes
VPU can be a great partner to its customers by focusing on building
relationships and collaborating with customers. Her main objective is
to ensure Vernon customers continue to receive highly reliable services
with competitive prices.
Ms. Nguyen has worked in the power industry for almost 20 years
with most of those years in the public municipal utility field. Prior to
becoming the General Manager of VPU, Ms. Nguyen served as the
Director of Energy Systems at the Southern California Public Power
Authority (SCPPA) where she spearheaded the energy procurement
process on behalf of the SCPPA member agencies and managed the
development of 18 associated renewable energy projects. During her 5
years at SCPPA, Ms. Nguyen also managed nine SCPPA committees that
provided her the rare opportunity to learn about the 12 publicly owned
member utilities and their inner-workings.
Prior to SCPPA, Ms. Nguyen served in various capacities in the energy
sector trading and scheduling, resource planning and procurement,
compliance and other areas. She worked for Anaheim Public Utilities for
over 11 years; California Energy Resource Scheduling that was created
by the state during the energy crisis; and the California Power Exchange
that was created when California began deregulating the electricity
market in 1996.

NIKKI STONE speakers
OLYMPIC GOLD MEDALIST , AUTHOR, MOTIVATIONAL SPEAKER,
AND CORPORATE TRAINER
At the Olympic Winter Games in Nagano, Nikki
Stone became America’s first-ever Olympic
Champion in the sport of inverted aerials. What
made this performance so unbelievable, was the
fact that less than two years earlier, a chronic injury
prevented her from standing, much less walking or
skiing down a slope at almost 40 miles per hour.
Her tenacity and refusal to step down from a challenge brought Nikki
back to the top of the freestyle skiing podium. This top spot was far
from foreign to Nikki, as throughout her career she earned 35 World Cup
medals, eleven World Cup titles, four national titles, two yearlong Aerial
World Cup titles, and a World Championship title. She also became the
first pure aerialist ever (male or female) to become the yearlong Overall
Freestyle World Cup Champion.
In addition to her skiing endeavors, Nikki is also a Magna Cum Laude
undergraduate of Union College in New York and a 4.0 Suma Cum Laude
graduate of the University of Utah in the field of Sports Psychology.
Her aerial retirement is less than restful, as she trains other Olympic
athletes in speaking skills, hosts group skiing adventures, counsels aspire
elite athletes in sports psychology, participates in numerous sponsor
promotions for major national and international companies, and devotes
time to charities such as “Right To Play”, “Make-A-Wish Foundation”,
and “Breast Cancer Research”. You may have seen Nikki in one of her
televised commercials or in one of her many television appearances on
shows like Late Night with David Letterman and the Today Show. Nikki
now resides in Park City, Utah and still remains very involved with the
Olympic movement by sitting on eight different Olympic, Sports, and
Philanthropic Committees. The majority of Nikki’s time is dedicated to
encouraging and inspiring audiences around the country -- explaining in
detail how she achieved success and they can do the same when they
“Spread Their Wings”.

SHARON B. GROVE
ASSISTANT GENERAL MANAGER, CUSTOMER SERVICE
LOS ANGELES DEPARTMENT OF WATER AND POWER
Sharon B. Grove joined the executive team at the
Los Angeles Department of Water and Power
(LADWP) in May 2012. She is helping to drive a
better customer experience across the Department
for the residents of the City of Los Angeles. Ms.
Grove brings many years of utility and customer
service management experience to LADWP.
Ms. Grove is responsible for leading the Customer Service Division
operations, directing and positioning customer experience strategies,
aligning business processes, deploying customer contact strategies,
promoting and managing efficiency programs and services, and
outreaching to low income communities. Ms. Grove is passionate about
customers and employees, and believes in transforming the customer
experience from previously performing transactions to actively
problem-solving and building relationships. Current efforts are focused
on Customer Journey Management, which, through the use of cross-
functional collaboration, will help to further build trust by creating a low-
effort and responsive customer experience.
Recent customer engagement efforts at LADWP include making the
service activation experience easier with a concierge moving service,
enhancing customer service centers to promote programs and maintain
a neighborhood presence, and opening up a customer engagement
lab at an innovation campus in Downtown Los Angeles, and facilitating
organizational customer journey mapping adeptness.
Ms. Grove holds a Bachelor of Science in Business and Economics
from Lehigh University, and a Masters of Business Administration from
Northwestern University Kellogg School of Management.

SUE KELLY speakers
PRESIDENT
AMERICAN PUBLIC POWER ASSOCIATION
Sue Kelly has been President and CEO of the American
Public Power Association (APPA) since April 2014.
Prior to becoming President and CEO, Kelly was
APPA’s Senior Vice President, Policy Analysis and
General Counsel. In that capacity, she helped APPA
and its members with energy policy formulation and
policy advocacy before the Federal Energy Regulatory
Commission (FERC), federal courts, and other governmental and industry
policy forums.
From 1998–2004, Kelly was a principal with the Washington, D.C. law firm of
Miller, Balis & O’Neil, P.C. She represented cooperatively and publicly owned
electric utilities and their trade associations, as well as other governmental
entities, assisting them with restructuring-related issues before the FERC,
federal appellate courts, and state public utility commissions. From 1995–
1998, Kelly served as the Senior Regulatory Counsel for the National Rural
Electric Cooperative Association (NRECA). She represented NRECA before
the FERC, state public utility commissions and courts, and served as a liaison
from NRECA to many industry groups.
In March 2008, she was appointed to a one-year term on the U.S. Department
of Energy’s Electricity Advisory Committee (EAC). She served a second
term on the EAC from June 2012 to April 2014. In 2010-11, Kelly served as
President of the Energy Bar Association. In January 2015, she was selected
to serve as an associate member on the Commodity Futures Trading
Commission’s Energy and Environmental Markets Advisory Committee. She
is currently serving on the Steering Committee of the Electricity Subsector
Coordinating Council, a joint industry-government group dealing with cyber
and physical security issues. She is also a member of the E Source Advisory
Board and the Board of Directors of the Center for Energy Workforce
Development.
Kelly is a frequent speaker on energy-related topics. She has given
presentations to many industry groups, including the National Association
of Regulatory Utility Commissioners, the Organization of PJM States, Inc.,
the Energy Bar Association, the American Bar Association, the American
Antitrust Institute, the E Source Forum, the United States Energy Association,
the Association of Women in Energy and the Harvard Electricity Policy Group.
She has also appeared before federal and state administrative agencies, and
testified before committees of the U.S. Congress and state legislatures.
Kelly was named one of Washington’s “Most Powerful Women” in the
November 2015 issue of Washingtonian magazine in the “Business, Labor,
and Lobbying” category. In March 2017, she was honored as Woman of the
Year by the Women’s Council on Energy and the Environment.
Kelly earned her J.D. degree with high honors from the George Washington
University in 1980, and her A.B. degree in Honors Interdisciplinary Studies
and Economics, magna cum laude, from the University of Missouri in 1977.
THOMAS OWEN BIALEK, PH.D., P.E.
CHIEF ENGINEER
SAN DIEGO GAS & ELECTRIC COMPANY
Tom received a Bachelor and Master of Science
Degree in Electrical Engineering from the University
of Manitoba in 1982 and 1986 respectively. He
also obtained a Doctor of Philosophy in Electrical
Engineering from Mississippi State University in
2005.
He is currently employed by San Diego Gas & Electric Company
(“SDG&E”) as a Chief Engineer. His present responsibilities involve
technology strategy and policy for transmission and distribution issues
including equipment, operations, planning, distributed generation
and development of new technologies. He was also the Principal
Investigator on DOE and CEC funded Micro Grid projects. He is also
a frequently requested external speaker and DOE R&D peer reviewer.
Tom was also recognized by Greentech Media in its inaugural 100 Top
Movers and Shakers in Smart Grid. In 2009 Tom was recognized with
SDG&E’s Cornerstone award and in 2010 received the Outstanding
Engineer award from the San Diego County Engineering Council.
He has held various positions with other North American utilities and
equipment manufacturers since graduating in 1982. His experience
includes electric utility design, planning and operation and equipment
design, development and manufacturing.
Tom is an IEEE Power Engineering and Dielectric and Electrical Insulation
Society member. Tom was also the former Failure Mechanism Technical
Committee Chair and Secretary of the Dielectrics and Electrical
Insulation Society and Working Group Member for Surge Arresters.
Tom is also a member of Phi Kappa Phi Honors Society. He is also a
registered Professional Engineer, Electrical Engineering, in the State of
California. He has authored a variety papers on a diverse of subjects
such as distribution fault location, surge protection of equipment and
testing of cables and has been awarded two patents.

CALIFORNIA ISO
Tom Cuccia has been with the California ISO for ten
years serving as the Lead Stakeholder Engagement
and Policy Specialist supporting initiatives to improve
or allow participation of solar, storage, demand
response, electric vehicles, distributed resources,
aggregation of resources, resource adequacy
and flexible capacity. In early 2017 Tom was promoted to an account
manager. He currently supports clients such as the municipal utilities,
Southern California Edison, California Department of Water Resources,
Western, Northern California Power Agency, California Municipal Utility
Association, Southern California Public Power Association, and the
Community Choice Aggregators. Tom serves as Board Secretary for the
St. Vincent DePaul Society of Placer County (Roseville), a 501(c)3 non-
profit. Prior to joining the ISO, Tom was the Director of Client Relations
with First Data. Tom graduated from the University of Wisconsin
Parkside with a BS in Administrative Management.
WAYNE GREENBERG
CHIEF EXECUTIVE OFFICER
ESOURCE
Wayne Greenberg is responsible for developing
and implementing high-level strategies, making
corporate decisions, managing the overall
operations and resources of the company, and
acting as the main point of communication between
the board of directors and corporate operations.
He has been on the board since 2007.
In the 1990s, Wayne piloted E Source to a position on the Inc. 500 list
of fastest growing companies prior to the sale of the company in 1999.
Since that time, he has been CEO of several companies, all in the energy
information sector. Those companies include Architectural Energy
Corp., a green buildings firm (now part of Carrier Corp.); WellDog, a
venture-backed data company servicing natural gas extraction; and
several portfolio companies under Enertech Capital Partners, a pioneer
in energy investing, for which he has been an adviser since 1998.
Wayne currently chairs a drone-enabled agricultural data start-up,
Agribotix, and was the chairman of the mediation and dispute-resolution
nonprofit CDR Associates. He was one of the founding board members
of the Colorado Cleantech Industry Association and on the association’s
behalf, in partnership with the National Renewable Energy Laboratory,
was the founding director of the Cleantech Fellows Institute.
Prior to focusing on energy, Wayne served as president of Shepard’s,
the legal publishing arm of McGraw-Hill, and held various senior
management positions at LexisNexis, the world’s largest provider of
online professional information. He has a BA in public communications
from Boston University and a JD and MBA from Tulane University, where
he also served as associate dean at the law school for 10 years.
