MESSAGE FROM CHAIRMAN

My sincere gratitude for the confidence placed in our 2022-2023 new line up. I wish to extend
my deepest appreciation to all the fellow members/sponsors for their past strong support in
our annual activities and hope that they will continue support our activities under this new
term. We are now entering into endemic by 1st April 2022, hopefully we can have more physical
activities like what we have pre-pandemic 2020 with the new norm of SOP.
Fellow members, we all know that people everywhere are presented with various different
scenarios and face different challenges right through the years, especially during this testing
times. At RISM, we too are not excluded. Our 2022/2023 new line-up are ready to listen,
explore, communicate and share ideas and solutions for the betterment of our institution.
I belief that from Northern to the Johor Branch, from the west to the East Coast Branch,
Peninsular to Sabah and Sarawak Branch, each and every member share a common vision that
we have supported, defended, sustained and upheld tightly over the years – that is to be a
professional institution of world class status, the centre of excellence in surveying and
related services throughout Malaysia. And I believe, only by coming together as one will we
achieve our vision, and that it high and far.
My fellow members and compatriots. Just as how we advocated passion and togetherness, we
at RISM NB in turn shall continue to promote the general interests of the profession as well as
to maintain and even extend its value and expediency to the benefit of the public at large.
We shall continue to dedicate ourselves and be of service to the organization and society.
Thus, I would like to take this opportunity to urge our senior members to look after our junior
members and encourage them to take part as committees or sub-committees in our RISM NB
events and activities. It is vital that we have a mixture of the young with the seasoned in the
team, so we are capable of injecting fresh ideas, more spark and creativity that would propel
us to a whole new horizon. The experience of our senior members will prove to be the
cornerstone in guiding the whole team towards the right direction, going farther and growing
ever stronger.
For me, I would and had personally gone down to ground level to mingle with the new
members, understand their goals, and help them to achieve more with their affiliation with
RISM. The common questions or feedbacks that I received whenever I tried to invite them to
take up more responsibilities with this organization are:
“What could I benefit from RISM?” - I would always answer them that there are loads of
benefits, but they are intangible ones, such as an opportunity to build character, leadership,
network, and to gain more knowledge.
And if they were asking why they need RISM, I would remind them how they would miss the
organization especially during MCO.
If I was asked what’s the one lesson I learned, I would sincerely say that there is a need to
initiate more engagements with various other agencies in order for the government to
recognize us as essential.
Our new line-up will try our best to conduct more activities, CPD talks, technical visits,
engagement with government agencies, social events and continue promote our profession. As
a new Northern Branch Chair, I am far from perfect, and I will need the unsparing support,
cooperation and trust from all members here. But I pledge to serve you well, with all of my
heart and to the best of my abilities. I look forward to the years ahead with confidence. To my
teammate, let us work together as a TEAM for a better RISM NB. Thank you.

29TH ANNIVERSARY DINNER

RISM Northern Branch has held it’s post
pandemic anniversary dinner on 20 August
2022 at Shangri-La Rasa Sayang, Penang.

3R is this year anniversary dinner theme, in
which “3R” represented Revitalize, Ready
and Rejoice.

Revitalize - A new beginning, in line with the concept of Revitalize, the
logo is designed with a pupae emerge into a beautiful butterfly which
symbolic new life.
Ready - RISM wished all our member are ready with post pandemic
challenge.
Rejoice – RISM wished all the attendees to have a fun-filled and
enjoyable night!
The 3 also representing 3 years celebration as we were unable to
organize anniversary dinner in year 2020 & 2021.

EXCHANGE OF VIEWS

A DELEGATION from the Royal Institution of Surveyors Malaysia (Northern Branch) paid
a courtesy call on Chief Minister Chow Kon Yeow in Komtar today. Its chairman Loo
Choo Beng and his members brought up several issues which they hoped the state
could help resolve them. One of them, he said, was about lease renewal premiums.
“We hope that a standard formula for lease renewal premium calculation can be
established to smoothen and increase the process of lease renewal application. “An
appeal’s board can also be set up to provide an opportunity for the applicants to appeal
if they are unsatisfied with the premium charged,” he said. Loo also took the
opportunity to congratulate the state for attracting record investments' “The state has
made a great effort in bringing in the investments,” he said.
Other members, who were present, also raised issues related to the conversion from
leasehold to freehold for housing schemes, urban renewal, and transportation. Among
those present were deputy chairman Neoh Wen Wan, secretary Datuk Zahry Shaikh
Abdul Rahman, treasurer Loo Choo Wei and immediate past chairman Leong Chee Mun.
Other members included Tan Kok Yew, Datuk Lim Chien Aun, Datuk Saw Soon Kooi,
Chuang Kuang Han, and Lim Beng Hai. Chow said he would look at the issues and
suggestions raised, adding that the state would do its best to assist.

On 13 October 2022, RISM Northern Branch visited JPPH
Department. Amongst the scope of our discussion this morning
are challenges facing by valuer, sharing information and more
future collaboration between private and government
practitioners.

DRAFT LOCAL PLAN (ISLAND) 2030

RISM Northern Branch was invited to join the launching of publicity and
public participation programme for the Draft Local Plan (Island) 2030
(DRTPP2030) in Georgetown on 20 October 2022.
The Local Plan is an official document that contains a list of
comprehensive development planning strategies on the Penang Island
until year 2030.
Our members were invited to provide their feedback and opinion from 14
October 2022 to 13 December 2022 at two (2) venues which known as
the Syed Al-Attas Mansion and Makerspace in Balik Pulau with the
initiatives to drive Penang towards a smarter, greener and harmonies
state.

On 26 November 2022, RISM Northern Branch organized a CPD talk
cum technical visit to GTWHI. The session was informative, scientific
and interactive. The following topics has been deliberated by
respective speakers:-

Heritage Incorporated present about the George Town UNESCO
World Heritage Site, the Outstanding Universal Value of the site,
the role George Town World Heritage Incorporated, the
Conservation Management Plan a.k.a Special Area Plan and
examples of Heritage Building Conservation and Technical Briefing
Guided Tour at GTWHI building.

• Topic 2 – Mr Derik and Ms Tin from CAO Industrial Sdn Bhd
present about the lime putty system

• Topic 3 – Mr David and MS Nadia from Graphenstone Far East Sdn
Bhd present about the wall treatment, waterproof and painting
system

Commissioner of Building, MBPP on 15 December 2022. The
matter discussed are as follows to ensure proper management and

• to have regular dialogue session or engagement with RISM to

discuss the current management issues affecting the industry
