DESCRIPTION OF THIS LEARNING RESOURCE

This learning resource is created to encourage students’ independent exploration of the topic Jamaican Citizenship. This exploration will be done
through reading and viewing various visual aids such as photographs, charts and diagrams. Students will also be able to use this text to conduct
Web Quests, by clicking on the links embedded in each image, including the images on the cover page.

The large simple text and images are ideal for Grade 7 students. Students who are unable to read well or are auditory learners will be able to
access the labelled audio recordings of the content on each page which are tagged and stored in a dedicated Google Drive Folder. This is accessed
by clicking on the speaker icon in the upper right corner of the page. The recordings will be made accessible to each student in the class.

The combination of large text, diagrams, photographs and charts caters well to the visual learner and readers. Students who are kinaesthetic
Learners are able to navigate the content using the keyboard.

Students will be required to complete practical, hands-on activities such as applying for relevant documentation as well as presenting information
learnt using various media. Students will have options in the activities they complete. This will allow them to demonstrate their strengths and areas
of need. The images and examples utilised in the text also considers the cultural background of students in the class.

The Ministry of Education, Youth and Information is encouraging the use of the Google Suite in Jamaican schools. The audio files as well as the
activity and assessment sheets are all stored in the Google Drive. A multiple choice assessment activity is prepared for students to complete at the
end. Since Google Forms is used, the students and teacher will be given immediate feedback.

Citizenship.

Introduction

Jamaica is an island located in the Caribbean. It has a population of approximately 2.7
million people (STATIN, 2018). Another 1.3 million Jamaican nationals or citizens live
in other countries (IOM, 2018). Jamaicans have an ethnically diverse background,
hence our motto “Out of many, one people”. The citizens of Jamaica are called
Jamaicans.

A citizen is a legally recognised national of a country. Citizenship may be obtained in a

few ways. Let us explore to find out more!

Citizenship by Birth

This is the way that most of the population
of Jamaica can claim citizenship. They were
born in Jamaica. Once someone is born in
Jamaica, even if one or both parents are not
Jamaican, that person is a Jamaican citizen
and will be entitled to a Jamaican Birth
Registration Form from the Registrar
General’s Department.

Parents must register their child, ensuring
they are given a proper name. On
registering the child, a Birth Registration
Form or what is commonly called a Birth
Certificate is given.

Citizenship by Descent

This means citizenship may be obtained
because the person seeking citizenship has
one or more ancestors who are Jamaican
citizens. This person was however not born in
Jamaica, but in another country.

Citizenship by descent, is obtained through an
application process, whereby the applicant
has to prove that either their parent(s) or
grandparent(s) are citizens of Jamaica.

OR

Citizenship by Marriage

A non-national, who is a person born outside of Jamaica, may apply for Jamaican
citizenship, if they get married to a Jamaican citizen, who lives in Jamaica or in another
country.

The process of obtaining citizenship by marriage takes approximately two years after
all the required documents have been submitted.

Naturalisation & Registration

A person who was not born in Jamaica, and who does not have Jamaican ancestry, but
has been living and or working there for at least five years in total, may apply to become
a Jamaican citizen. This is the process of naturalising. Persons living in a country, who
are not citizens, are called aliens.

If persons are citizens of a commonwealth country, they undergo registration and
naturalisation to become Jamaican Citizens. These people must be of good character
and not be financially bankrupt. They must also be living in Jamaica for one year,
continuously, immediately before submitting the application. This process takes
approximately two years.

Citizenship in Case of Doubt

This occurs where someone born in Jamaica, was not registered at the time of their
birth. They will not possess any documentation, such as a birth certificate to prove their
citizenship.

These persons must prove their citizenship by having Jamaican family members who
are at least seven years older than them, identify them as Jamaican. These family
members must be able to provide detailed information about the applicant and their
family.

The Citizenship Ceremony & Documents to Prove Citizenship

Persons who apply for citizenship by naturalization must attend the Oath of Allegiance
or Affirmation ceremony. The ceremony provides these “new” Jamaicans with a
package which includes information on the history, culture and customs of Jamaica.
Following the ceremony they are able to apply for a Jamaican passport.

Other than a birth certificate, “new” Jamaican citizens may apply for the following
documents. Only persons born in Jamaica will have a birth certificate.

Benefits of Jamaican Citizenship

There are many benefits of becoming a Jamaican Citizen. Besides having a sense of
belonging, as a citizen, you are entitled to the following:

 Acquire a Jamaican Passport.

 Work without having to apply for a work permit.

 Vote in General and Local Government Elections.

 Receive social benefits and get access to government programmes such as
the National Insurance Scheme (NIS) and National Housing Trust (NHT),
PATH (Programme of Advancement Through Health and Education).

 Exemption from international Fees at Jamaica’s premier universities.

 Duty free allowance from customs and at the airport.

 Right to free speech.

 Register non-Jamaican Spouse as a citizen of Jamaica.

 Payment of special rates, once Jamaican identification is produced, at some
attractions and hotels.

 Ability to join the armed forces.

Dual Citizenship

A dual citizen is a person who is a citizen of two countries at the same time.

Renouncing Jamaican Citizenship

If a Jamaican wishes to obtain citizenship of country that does not allow dual citizenship
that person may renounce or give up their Jamaican citizenship.

In some Caribbean countries such as the Bahamas, Cuba and Haiti, minors born in
another country, may hold dual citizenship until adulthood, when they will be required
to renounce one. These countries do not allow dual citizenship.

Restoration of Jamaican Citizenship

Only persons who were Jamaican citizens by birth, descent or adoption can have their
citizenship restored if they had previously renounced it.

b. Choose a Jamaican document you would like to apply for. Complete the
application form and submit to your teacher with the required supporting
documentation.

c. Write a poem or jingle or create any piece of artwork to tell the world what it
means to be a citizen of a country.

d. Create a concept map, outlining the qualities which makes someone a citizen of
a country. Take a picture of your concept map and post in your e-portfolio.
