Developing Lifelong Learners: the Role of the
Academic Liaison Librarians
By Basri Hj. Hassan, PhD, Zaharah Abdul Samad, MLIS
Dar Al-Hikmah Library, International Islamic University Malaysia
Abstract
Librarians in tertiary education have a common goal of providing learning opportunities to their library clients.
Academic Liaison Librarians work with academics, researchers and students to help them achieve their
research, learning and teaching goals. They ensure that the library collection supports the research and
teaching needs of the university community. They conduct information literacy skills classes (in teaching labs)
incorporating hands-on training to help their clients used the online databases, e-books and printed resources
provided by the library; and also help their clients manage research citations. International Islamic University
Malaysia (IIUM) library served a large population of university community coming from many countries around
the world. The main library in Gombak campus has large collections of resources (online, electronic, printed
and non-printed) ranging from many disciplines. The liaison librarians were tasked with developing lifelong
learners to face the challenges posed by the digital revolution.
Introduction
Learning is an important aspect of our lives. The learner requires certain skills and attributes in order to
progress successfully. These skills can be associated with the concept of information literacy. World Initiative on
Lifelong Learning defines lifelong learning as follows: “A continuously supportive process which stimulates and
empowers individuals to acquire all the knowledge, values, skills and understanding they will require throughout
their lifetimes and to apply them with confidence, creativity and enjoyment in all roles, circumstances and
environments.” (WILL, 1994, p. 5). This definition is similar to the concept of information literacy as practiced
by the libraries. Librarians are now working with academics to ensure students learn how to learn.
Liaison Librarian Programme at the IIUM Library
The Liaison Programme in the IIUM Library was established in May 2000. The aim was to establish an on-going
communication and cooperation between the Library and the academic communities. All Liaison Librarians are
professionally qualified. They hold Masters in Library and Information Science. In this programme, the reference
librarians were appointed as the Liaison officer for each Kulliyyah (Faculty). The programme initially started
with Kuliyyah of Architecture, Kuliyyah of Engineering, Kuliyyah of Economic, Kuliyyah of IRKHS and Kuliyyah of
Laws. Within two years, the liaison programme was extended to other Kuliyyahs such as Kuliyyah of Science,
Kuliyyah of KICT, Institute of Educatioan and Center of Languages (CELPAD). As Liaison Librarians, the specific
duties include attending the Kulliyyah Board Meeting (KBM) and/or any meeting invited by the respective
Kulliyyah, preparing reports for the Kulliyyah on latest library services & facilities, and briefed the Kulliyyah
about library policies. They have to follow up on matters discussed in the Kulliyyah’s meetings and they also
have to maintain good rapport/relationship with the academic staff and students of the Kulliyyah. In addition,
the Liaison Librarians have to entertain guests or visitors of the Kulliyyah who wish to visit the library.
Pertaining to the role of liaison librarians with regard to lifelong learning, the liaison librarians conduct
information literacy classes for the students and academics from the respective Kuliyyah. They prepared user
education modules according to the customers’ informational needs. These modules were updated from time to
time. The liaison librarians always kept abreast with the latest searching techniques of the online resources
subscribed by the Library. They also conducted library briefings and guided tours from time to time. The
effectiveness of a Liaison Programme is mainly dependent on the support of the Kulliyyahs’ members and the
Library Management. A study (Zaharah & Norleen, 2013) showed that the Kulliyyah members were very
supportive of the Liaison Programme. The Kuliyyah Board meeting is the most suitable platform for Liaison
Librarians to bring up issues regarding information literacy, collection development, and library services.
Developing Lifelong Learners
Information literacy is defined as a set of abilities requiring individuals to recognize when information is
needed and have the ability to locate, evaluate, and use effectively the information (ACRL, 2000). With the
development of technology and the vast information resources available, the International Islamic University
Malaysia Library feels the increasing need to educate the library customers in locating, evaluating and using the
library’s resources effectively. In light of this, the Information Literacy programme are offered to the library
customers to enable them to master searching techniques, disseminate information on library collections,
facilities and services and thus making the library customers more self-directed and assume greater control over
their own research and learning. For this purpose the Liaison Librarians created the modules based on the
standards as set in the “Information Literacy Competency Standards for Higher Education” of the American
Library Association. The programmes were designed to fulfill the requirement of various groups such as new
students (both undergraduates and postgraduates) and academic staff and researchers.
The Objectives of the Information Literacy Programme:
* To introduce the services, collections and facilities to the Library customers.
* To enable the customers to identify and access various information resources, printed and electronic, for
their assignments and research purposes.
* To enable the customers to understand how to use strategic searching skills in information searching.
* To develop lifelong learning culture.

tools that are freely accessible by students and researchers to organize and manage citations and references.
Training on using these tools is provided for postgraduate students and researchers upon request.
Conclusion
There are two main reasons associated with lifelong learning. The first is the requirement that community must
have access to needed information; and second is that they must be able to judge the quality of the information
that they accessed. The librarians are trained professionals who can handle information literacy and empower the
community to become independent lifelong consumer of information which then leads to a knowledge society as
espoused in the country’s vision 2020

Revising and Devising a Classification Scheme for Islam:
the IIUM Library’s Experience
by NORAINI Mukhtar, RASYIDAH Mohd Daud, LATIFAH Ramli,
MOHAMAD RIDZUAN Musa and SITI AIDAH Rabingan
ABSTRACT
The current locally expanded LCC scheme of subclass BP (Islam) used by the IIUM Library, can no longer
accomodate the emerging new and sophisticated topics on Islam and Islamic perpectives. IIUM Library
decided to revise and devise a new classification scheme for Islam that can blend the would-be classified
collection using the new scheme, naturally into the existing collection arrangement. This compressed article
relates the library’s experience. It can be a note sharing exercise with other libraries having similar intention or
plans, either to expand the existing classification or devise a new classification scheme on Islam altogether.

Efforts and the Development of the New Classification Scheme
October 2012 marked the start of the effort when the cataloguing office was asked to make a review of the suitability of
adopting the LCC subclass KBP Islamic Law for Islamic law related resources. It was found that the subclass does not really
cover the diverse topics in Islamic law and the locally expanded subclass BP140-158, used at that time were way too
cramped. Several discussions via meetings, with an invited resource person were held. The library had agreed for the
exercise to be undertaken as a project. The project aimed and aspired to devise a schedule that is as comprehensive as
possible and capable to accommodate all main topics and popular subtopics in particular discipline. The new classification
scheme will try to be as realistic as possible, by looking at the kinds of publications existed, written and published; by
going through title list and subject list in the library’s Symphony; and by closely observing the trends of the disciplines. It
will be presented in dual language – Arabic and English. As much as possible, the scheme will try to map topics and
subtopics befitting the supposed arrangement of knowledge in Islam.
There is no shortcut in trying to achieve the aims and aspirations of the project. Initial research is required, to gather
information on every single topic, followed by in-depth reading of references to further develop the topics under each
main topic. Stages/phases were identified and drawn for the project – 1. Review, research and build list of topics and
subtopics, 2: Review the listed out topics and subtopics to arrange in a rightful and logical sequence according to
knowledge classification in Islam, 3a: Draw and line-up the classification numbers, 3b: Collate the topics, directly using or
re-wording them to produce a list of subject headings on Islam, 4: Application tests in which the cataloguing office will
pilot-run the new classification schedule and the subject headings to prove its effectiveness and appropriateness, 5: Hold
awareness and hands-on workshops to promote and implement the new subclass BP at IIUM Library.
Drafts after drafts were drawn and
finally we reached a decided classification scheme (for detailed classification outline and complete scheme, please
enquire the cataloguing office of IIUM Library).
Concluding Remarks
It is important to stress that these elements are foundation to the realization of a classification scheme: the required
knowledge and skills of the deviser(s), that is in-depth Islamic religious knowledge and the variety of Islamic topics;
knowledge in bibliography and classification of sciences; competency in both Arabic and English language; the enthusiasm
and consistent will to present to the Muslim world a comprehensive classification scheme for Islam; and last but never the
least, the management’s commitment and support for the effort. IIUM Library was and is blessed with these elements, thus
the concerted effort under the anchoring and guidance of the resource person, was able to be realized. We admit that LCC
has addressed Islam quite reasonably, but further studies would make the scheme adequate to represent Islam. How well
the book classification went in tandem with the literary warrant or existing literature is seen as one of the factors for
effective bibliographic control. Correlation of subject headings and classification would attest the viability of any
classification, including Islam. Reflection of true literary warrant with the classification has been a universal
perspective. However, perceived inadequacy for existing classification with the discipline boundaries of Islamic law has
prompted the production of the nick-named ‘Arfah-IIUM classification scheme for Islam’. Though it may not reflect the best
model for Islamic classification of knowledge, its immediate usefulness for practitioners is expected since it appears to fit
the existing collection and future developments of literature on Islam and Islamic law.
