INTRODUCTION
Morgan’s Point Resort Fire Department presents this 2015 Annual Report to the
Administration and citizens of Morgan’s Point Resort. 2015 was a transitional year for
our Fire Department as we welcomed a new Fire Chief, and saw our long time Fire Chief
retire.
Morgan’s Point Resort Fire Department is an “all hazards” response agency that
responds to all types of emergency medical calls and fire incidents. In addition we are
also trained and prepared to respond to large scale and more complex incidents. To
accomplish this, Fire Rescue has trained personnel capable of responding to water
rescue, high and low angle rope rescue, and mass casualty response wherever and
whenever the need may arise.
In October of 2015 Morgan’s Point Resort Fire Department initiated the process to
obtain “Recognized Best Practices” accreditation through the Texas Fire Chiefs
Association (TFCA). Accreditation is a comprehensive self-assessment and evaluation
model that enables organizations to examine past, current, and future service levels and
internal performance and compare them to industry best practices. This process leads
to improved service delivery. Peer chief officers evaluate 368 processes in 12 categories
to ensure compliance with industry standards. Morgan’s Point Fire Department will be
the 5th “Recognized” department in Texas, with this prestigious distinction upon
completion.
Additionally, Morgan’s Point Fire Department is currently rated a Class 6 fire
department by the Insurance Services Organization (ISO). ISO is an insurance industry
risk advisory body which helps carriers set appropriate premiums. In order to
accomplish this, the ISO conducts evaluations of municipal fire protection efforts. The
rating system goes from Class 1 to Class 10, with rating numbers representing more fire
protection efforts in the community the closer you get to Class 1. Morgan’s Point Resort
Fire Department anticipates another evaluation in the future and is taking steps to
maintain a Class 3 rating under a recently revised ISO rating program.
In 2015 Morgan’s Point Resort Fire Department saw call volume at or above historical
highs, responding to a total of 546 incidents. Morgan’s Point Resort Fire Department
firefighters are responding to more calls for service and devoting more hours to training
than ever before. A summation of Fire Rescue’s important statistics is located at the end
of this report.
Whatever emergency that may arise, Morgan’s Point Resort Fire Department has a
trained and competent staff available to respond to the needs of the community.

MESSAGE FROM THE CHIEF
I am pleased to present this Annual Report to the community
on behalf of all the members of Morgan’s Point Resort Fire
Department who serve the residents and visitors of our community. The community has a right
to know and this report is presented to the public in order to inform and highlight all the
activities your fire department performs throughout the year. Operating as a modern
emergency services organization, we respond to all types of emergencies, as well as many non-
emergencies that impact our citizens.
This report will identify our statistics involving emergency response, but will also highlight many
activities we utilize to make Morgan’s Point Resort a safe place to live, work, and visit.
Community engagement is an essential part of our service delivery, because reducing risk is
more cost effective than responding to emergencies. This concept applies to the health and
welfare of citizens as well as fire prevention efforts. A partnership with the public through the
participation in our programs and in association with fire prevention activities is necessary for
the reduction of hazards and injuries.
This report will also highlight many accomplishments over the last year, none of which would
have been possible without the support of City Council, City Staff, and the citizens we are here
to serve. The accomplishments are the foundation of our member’s professionalism, dedication,
and skills that are essential to improving the quality of life of the community. It is important to
recognize our accomplishments while always being aware of the need to continually improve on
what we do, and recognize new technology, processes, and initiatives that improve our service
delivery in the future.

FACILITIES AND EQUIPMENT
Morgan’s Point Resort Fire Department maintains facilities strategically located in Morgan’s
Point Resort to ensure a timely and efficient response to emergencies.
The department operates a single station located at 6 Lake Forest Drive, staffed with
two (2) Pumper/Engines, two (2) Wildland “Brush” Trucks, one (1) Tanker Truck, one (1) Rescue,
and one (1) Command vehicle. Additionally the department operates two (2) boats for rescue
and fire suppression from Morgan’s Point Resort Marina.
The 911 Communications center is a regional asset, located in Belton off Avenue O.

FIREFIGHTING AND WATER SUPPLY APPARATUS
Morgan’s Point Resort Fire Department maintains a modern, efficient, and reliable fleet of
emergency vehicles. Over the past five years we have completed a fleet renewal program
which resulted in the replacement of all front line firefighting Engines. The benefits of the fleet
renewal have been many, including increased reliability, standardization, increased economy,
reduced maintenance requirements, and greater flexibility to provide services to the
community.

was placed in service in May of 2014. Engine 2 is

in service in March of 2004. Booster 1 is capable of

Command 601 is used by the Fire Chief as a mobile
Command Center. Command, Planning, and Logistics
operations are based from Command 601. A full
complement of wildland firefighting, EMS, and
Command equipment is available.

EMERGENCY MANAGEMENT
The mission of Emergency Management is to develop plans and procedures that provide an
efficient and effective response to the threats facing the City of Morgan’s Point Resort. By
developing and exercising our all-hazards plans, we strive to minimize the impacts of an
emergency or disaster on our citizens, visitors, property, the environment, and the City’s
economy.
A significant disaster will push the City’s resources
to the limit and will exceed our ability to manage
the event without assistance. Emergency
Management has a close working relationship with
the Bell County Division of Emergency
Management. This relationship will assist us in
acquiring the resources and support we need to
manage a significant disaster impacting the City.
Emergency Management is currently revising
various Memoranda of Understanding (MOU) in
place to strengthen our response capabilities and
continues to develop additional agreements that
enhance our working relationships with Local, Federal, and State partners that will enhance
abilities to respond to disasters.
Morgan’s Point Resort has been very fortunate this year with no substantial impact from natural
disasters. However, being fortunate does not diminish our need to be prepared for natural or
human caused disasters. It only takes one event to have a significant impact on our city and our
economy.
Emergency Management supports the overall mission of the Fire Department by responding to
and helping plan for significant events. Assistance is provided to incident management staff in
developing action plans, performing liaison activities to agencies like Red Cross, or researching
potential resources for use on the scene.

OPERATIONS
The most visible part of the organization are Operations personnel, who respond to requests for
service, 24 hours a day, seven days a week.
All personnel assigned to Operations are cross-trained. New training requirements put in place
in 2015 should yield a staff holding at the minimum, nationally recognized credentials as a
firefighter I and basic First-Aid/CPR. Many of our staff operate at the Emergency Care Attendant
(ECA), Emergency Medical Technician (EMT), or Paramedic level. The dual firefighter/EMT roles
maximize the efficiency of personnel and resources, but also require a significant amount of
initial and continuing education. Operations personnel are competent and capable of handling
complex medical issues under supervision of a
medical control physician.
Providing such a high level of customer service
requires a considerable amount of “behind the
scenes” work each day. In addition to providing
fire and EMS services, the department responds
to rescue incidents, hazardous conditions, and
many other emergency and non-emergency calls
for service.
Interaction with the public is one of our favorite
jobs. Many visitors to the stations are also
visitors to Morgan’s Point Resort, and we enjoy
making them feel safe while they are on their stay, in the hopes they will return again and again.
Morgan’s Point Resort Fire Department also works closely with the Morgan’s Point Resort Police
Department to share information, to learn about issues in the community, and to proactively
work together in the event of “the big one”.
Fire Rescue takes great steps to remain at the forefront of our industry by:
• Implementing “pit crew” CPR to improve survivability in witnessed cardiac arrest
• Implementation of fire attack methods that use a scientific approach to fire and smoke
movement in structures

The ability to improve our service is generated through many ideas and initiatives that originate
from the Operational members. It is their values, energy, commitment, and compassion that
drive many of Morgan’s Point Resort Fire Department’s functions, programs, and activities. In
turn, this supports the accomplishment of our mission of providing extraordinary service to the
community.

TRAINING
The Training Division provides a comprehensive training
and development program that enhances the abilities of
personnel in order to improve department operations and
service delivery.
Our objectives in support of this goal are to:
• Support employee training and professional
development at all levels of the organization and in
all subject areas to enhance knowledge, skills, and
abilities.
• Maintain training records consistent with industry standards.
• Administer the new employee orientation program.
• Support Fire and EMS certification/recertification process as required.
Training in the Fire Service is a career-long commitment. The Training Division supports this
commitment by administering continuing education and training that contribute to
organizational and individual development. Training strives for continuous improvements in
individual and team skills, knowledge, and ability. A challenging mix of hands-on and classroom
training prepares our Firefighters to perform a wide variety of Fire Rescue missions.

Total calls for service increased from 2014 by 14% or by 76 calls for service. 2011 same an
atypical increase in calls due to extreme drought in Texas followed by an atypical drop in calls
the following year in 2012. Base line trend shows an approximate demand growth of 10% per
year. Development in the area is expected to continue a rise in calls for service.
While the increase in call volume noted in 2013 was significant, 2015 still remains well
above recent years. The proportion of calls remains similar to recent years with Fire related calls
continuing to rise year over year and representing just about 60% of total call volume for the
department, about 24% higher than in 2014.

Calls for service saw a dramatic increase towards the fall. Increased Automatic Aid to the
Moffat area had significant effect on this.
Friday continues to have the highest demand for service as seen in previous years. Demand is
consistently high Wednesday through Saturday.

Typically demand for service drops after the 6pm hour and ramps back up starting in the
6am hour. In 2015 the highest period of demand during the day was in the 4pm hour.
Wildland Fires tend to be the greatest property problem with the majority of them in large
acreage area. In 2015 there were 13 fires in residential structures, a slight increase from 2014.

In 2015, EMS response was primarily at the Advanced Life Support level which represented
about 87% of all EMS calls. About 92% of EMS calls resulted in a transport to the hospital. Basic
Life Support (BLS) calls are simpler in nature than Advanced Life Support (ALS) calls (involving
cardiac, respiratory distress, stroke) which can require a greater level of care.
The top types of EMS responses encountered in 2015 are outlined below.
