Continuous Improvement:
The uniform wear contract has been created to provide
for ongoing changes and improvements to the uniform
wear range that comes from QFES feedback, specialised

A new contract is currently proposed to be released

and end users.
These proposed improvements from the QFES feedback
are provided in this presentation, and where possible

Achieving Value for Money
with the Uniform Budget
Business Model:
Maturity Level - Advanced
The business model applied for uniform wear (also
protective clothing and some operational equipment)
adopts a performance and outcome approach to the
garments being purchased as the supplier of the
garments has been selected from a competitive process.
This supplier is tasked with sourcing fabrics that
match the environments the garments are used in and
continuously improving garments based on operational
feedback and industry innovations.
QFES achieves efficiencies and value by matching
QFES business practices to the supply chain practices
and dynamics.
Raw Materials Pre-Purchasing:
Maturity Level - Developing
An element that adds a large portion of time to the order-
to-delivery process is sourcing the raw materials (fabric).
The business model enables the pre-purchasing of raw
materials once the QFES planning information is in
place.
Marrying the business model to the supply chain means
the following time components are optimised:

The price point of a garment may appear high, however
each garment is allocated a life cycle for replacement.
The life cycle replacement period is based on a period of
time where the garment is nearing its end of life and will
require replacement.
This enables proactive issuing of all garments to staff
without the need to order. Benefits of this include:

Case for Change for
Proposed Items
Fire and Rescue Service Station
Wear - Polo Shirt, Cargo Pants
and Tactical Belt.
Proposed:
Feedback has proposed the following points support the
case to have a Fire and Rescue station wear uniform.
It suggests the current (and previous) uniform is not
suitable attire to:
• Conduct start of shift checks, plant and equipment
maintenance and other station duties
• Conduct training situations where items need to
be carried by the firefighters and pocketing is not
available for this.
• Perform at various rescue incidents that do not
require the Wildfire/RTC ensemble or the Structural
ensemble to be worn. This includes vertical, swift
water, trench, confined space, search and rescue
and travelling long distances over difficult terrain
with the need to carry additional items.
• Make up duties after incidents where core metabolic
heat* needs to be reduced quickly
• Carrying of common items, such as note books,
portable radios, gloves, phones, alarm keys, eye
protection, hearing protection, P2 masks and other
small tools.
(*The core metabolic heat issue has been raised
recently at AFAC and supporting empirical evidence has
been provided by Dr Anthony Walker who is a senior
firefighter in ACT Fire and Rescue. This presentation
can be provided for viewing. The central message is
that current work practices of garments worn under
protective clothing (PPC), leaving PPC garments on too
long after exiting hot work or on too early before entering
hot work and the garment types all are affecting the long
term health of the firefighter.)

Budget Implications
The application of individual master data per person and
life cycle provides scope for cost efficiency in the overall
uniform budget.
A more complete scrutiny of the uniform budget will need
to occur based on items that are approved in principle
to be included in the range. Early estimates indicate
that each of the previous items may be achieved within
the uniform budget based on the life cycle approach for
each item.
This is also based on the batch approach commencing

Ongoing Testing with UQ
The uniform garments are worn with PPC. These 2016 - Uniforms Status Presentation 33
combined form a ‘system’ and this system is being
measured in terms of its performance in the operational
contexts that the wearers have the system donned.
The key elements that are being examined for
performance are:
• Ability to move sweat and moisture from the body
into each layer of the garment through capillary
action to help regulate metabolic heat on the wearer.
• Ability to withstand thermal energy from the
environment that represents the environments the
garments are worn in.
• Examine impact on each garment layer from the
thermal energy and steam.
UQ has performed an assessment of the testing regime
applied to protective clothing in all relevant Standards
in Australia and across the world. This has revealed
performance gaps between the testing applied and the
environments the clothing is worn.
This is potentially leading to heat stress related injuries/
complaints to wearers which has early indications on
impacting the health of wearers. This impact has been
highlighted by the recent findings of Dr Anthony Miller.
The findings from Dr Miller will be applied where possible
to the UQ testing process. Dr Miller is focusing on the
physiological effects of the uniform garments and PPC
combinations in the work environment and Prof Jose
Torero from UQ is focusing on the physical performance
of the uniform garments and PPC as it relates to thermal
energy and steam/moisture, with a direct correlation to
its influence on metabolic heat in the wearer.
This performance based testing is believed to be the first
kind in the world.

Continuous Improvement
to Range
A fundamental principle with the business model for
uniform wear (also PPC and equipment) is that all items
can be improved from:
• Feedback provided by the end users on functional
and design improvements
• Information provided by UQ on fabric performance
as part of the overall system used to move moisture
away from the body
• Industry innovations on fabrics and design as
presented via the proposed selected ‘Managed
Service Providers’ (MSP) to QFES
QFES can then apply its governance for approving
changes in fabrics, designs, garment appearance, etc
and this can then be executed via the MSP into the
supply chain.
