Fuel Modifications ZIONSOLUTIONSLLC
An EnergySoluitons Company
Campaign Duration: July 2011 – March 2013
Campaign Schedule: 24 hrs/day and 6 days/wk
ITTR & GTA Installations
• ZS-developed Design Change Pkgs & associated 50.59s
• Considered “Approved Contents” for NAC MAGNASTOR/MAGNATRAN
• Implemented via site work orders and site-approved Westinghouse
procedures
• Required all inserts removed (RCCAs, BPRAs, WABAs, HFRAs, NSAs, TPDs)
• ITTR-modified assemblies required re-insertion of inserts for dry cask storage
• GTA-modified assemblies cannot accommodate inserts
01/15/2014 INMM XXIX Spent Fuel Mgt Seminar 51
ITTR Modifications ZIONSOLUTIONSLLC
An EnergySoluitons Company
• ITTRs installed in 1451 assemblies
• The ITTR solution ensures:
• - The structural integrity of the fuel assembly
• - Allows the storage of core components in the fuel assembly
• - Allows continued fuel handling by “normal means
EDM Upper Nozzle Tie Rod Installation 52
01/15/2014 INMM XXIX Spent Fuel Mgt Seminar
GTA Modifications ZIONSOLUTIONSLLC
An EnergySoluitons Company
Guide Tube Anchor (GTA) Installation (6 per assembly)
• GTA sets installed in 2 assemblies with open top nozzle/removable pins
• GTA sets installed in 1 assembly with cut stuck source rods
01/15/2014 INMM XXIX Spent Fuel Mgt Seminar 53
Fuel Assembly Handling Issues -II ZIONSOLUTIONSLLC
An EnergySoluitons Company
• Other fuel condition specific issues needed to be addressed as well:
– Removable Top Nozzle lock tube inspections (generic)
– Top Nozzle spring clamp/screw inspections (generic)
– Bottom Nozzle foreign material inspections (site specific – nozzle dam
hardware/foreign material issue)
01/15/2014 INMM XXIX Spent Fuel Mgt Seminar 54
Developing the Fuel Pedigree ZIONSOLUTIONSLLC
An EnergySoluitons Company
• Each fuel assembly has to have the proper pedigree
before it can be loaded into dry cask storage
• Pedigree means that a comprehensive record has been
established that permits:
– Fuel characterization (initial design data, current state data)
– Fuel classification (evidence of F/A integrity)
– Demonstration that it meets the NAC MAGNASTOR
Certificate of Compliance Requirements
– 72.212 Requirements (i.e., in addition to C of C if any)
– Assembling DOE-required information
01/15/2014 INMM XXIX Spent Fuel Mgt Seminar 55
Developing the Fuel Pedigree – Visual Inspections ZIONSOLUTIONSLLC
An EnergySoluitons Company
• Visual Inspections of all fuel assemblies required as part of fuel
characterization/classification process (ISG-1, Rev. 2)
• Visual Inspection Campaign – performed by Westinghouse
– Began – early Dec 2011
– Completed – end of Jan 2012.
• ZS visually inspected all fuel assemblies for anomalies (2226 assemblies)
– Structural integrity
– Clad integrity
– Foreign Material
• Implemented via site work orders
and site-approved Westinghouse
procedures

Developing the Fuel Pedigree – Visual Inspections ZIONSOLUTIONSLLC
Visual Inspection Results An EnergySoluitons Company
• Damaged Fuel Assemblies identified from Visual Inspection
– 6 assemblies (with very obvious cladding defects)
• Damaged Fuel Assemblies previously identified by plant records
– 8 assemblies
• 48 fuel assemblies exhibiting minor amount of individual rod bowing (all within fuel
assembly envelope)
– Does not affect loadability
