ELECTRICAL WORKS NS (E) / 1 ELECTRICAL SYSTEM 1.0 GENERAL REQUIREMENT 1.1 The Tenderer shall investigate, design and install electrical system to meet the needs of electricity for:- a) Lighting system for new synthetic football field (FIFA lighting Standard D) b) For sport management office c) Building for football player's dressing room and toilet. 1.2 The Tenderer shall be required to investigate the capacity of the existing UTM infrastructure of the electrical system. 1.3 The Tenderer shall design towards an Energy Efficient Building in accordance with MS1525, relevant BS and IEC standard for supply all materials, equipment, plants and labours and perform all installation, testing and commissioning works required for the complete and satisfactory completion of the whole project repair and replace all defective and faulty materials, equipments, plants and works and perform all breakdown, scheduled and preventive maintenance work during the maintenance Period as specified in the Contract. 1.4 The Tenderer must design an adequate/sufficient electric power supply installation for the above mention item 1.1 and it’s including all equipment and peripherals. 1.5 All energy, water, fuel, gas, etc. consumed during the testing and commissioning period shall be borne by the Tenderer. 1.6 During the construction stage, the Tenderer shall employ : i) Qualified and competent consultants in the relevant field for the installation of the electrical services and equipment as well as testing and commissioning stage and registered with BEM. ii) Qualified electrical Contractor is required to carry out the electrical works and registered with Pusat Khidmat Kontraktor and CIDB. 1.7 All proposed designs, installations and equipment should be useful and beneficial to UTM and facilitate future maintenance activities. Qualified and competent consultants in the relevant fields shall certify the design. They must be free from any defects, deficiencies, or waste in terms of all aspects, that cover installation, operation, maintenance, safety, aesthetics, etc. as well as rated at cost. Every design calculation, study report shall be submitted to P.D. during design stage. 1.8 The Tenderer shall guarantee the electrical installation free from defective/fault during design, manufacture fabrication, installation works, etc.
ELECTRICAL WORKS NS (E) / 2 1.9 After the installation works have been completed, tested and handed over to UTM, The Tenderer must submit certificates certified by qualified and competent consultants in the relevant fields, that the installations and equipment have been satisfactorily completed and tested in accordance with the requirements of the Contract with regards to functions, operations, performance, safety etc. 1.10 Any problem with the electrical installation due to a design defect shall be reported to the P.D.. The cost of the modification and making good this deficiency shall be deemed to be included in the contract. 1.11 The price quoted shall include all taxes, duties and other charges applicable, except for item to be supplied from overseas are exempted from taxes and shall also be quoted as FOB price. 1.12 All equipment and materials propose from China will not be accepted in tender submission. International companies with Original Equipment Manufacturers (OEM) product from China may be considered. 1.13 All equipment and materials proposed by the tenderer, must approve by JKR (EMAL) and Standard and Industrial Research Institute of Malaysia (SIRIM). 1.14 Any existing electrical equipment, materials and cabling damaged during this work shall be repaired and replaced as existing. 2.0 RULES, REGULATIONS AND STANDARDS 2.1 The electrical services to be provided/installed, unless mentioned otherwise, shall be in accordance with normal JKR practices, the standard specifications, and the latest edition of Uniform Building by Laws currently in use. The Tenderer shall deem to be familiar with the above-mentioned specifications, practices, guidelines, recommendations and the site conditions before submitting the proposals. Any discrepancies in the above document, the matter shall be referred to the P.D. whose decision will be final. 2.2 All works shall comply with the requirement, rules and regulations of the Suruhanjaya Tenaga, Suruhanjaya Komunikasi dan Multimedia, Tenaga Nasional Berhad, Syarikat Telekom Malaysia Berhad, Jabatan Keselamatan dan Kesihatan Pekerjaan, Jabatan Bomba dan Penyelamat, Jabatan Alam Sekitar, Lembaga Perlesenan Tenaga Atom and other supply companies/utility companies/local authorities having jurisdiction over the works. This also includes electrical code of practice and IEE Regulations. 2.3 The Tenderer shall submit all necessary layout drawings, schematic drawings, system drawings, wiring diagram etc. together with their proposal submissions. Tenderer shall submit full specification, technical details, catalogues, name of manufacture, model number etc. of the equipment and material together with their proposal documents. A detail programme of works shall also be submitted. The electrical section of the submission shall be in separate volume.
ELECTRICAL WORKS NS (E) / 3 2.4 All works perform, and material and equipment supplied shall be accordance with the latest Malaysian Standards and/or British Standard, IEE Regulation (latest edition) or any other international standards or regulations subject to approval of the P.D.. 2.5 All materials, equipment, plants, etc. shall be new, unused, of good quality, of reputable make, with local service agents and who have good after sale service and approved by the relevant authorities JKR, Tenaga Nasional Berhad, etc. They shall be of the SIRIM/Suruhanjaya Tenaga approved types and acceptable by the P.D.. 2.6 The design shall be up to date with consideration of future development, energy saving, cost saving in term of operation and maintenance, easy and safe operation, maintainability and in line with the requirements and the purpose of the works. 3.0 EQUIPMENT, MATERIALS, WORKMANSHIP AND SCHEDULE OF WORK 3.1 All materials, equipment and accessories shall be suitable for the function and environment where they must be installed/used. They shall be suitable for the local electricity supply system of 415 V, 3- phase, 50 Hz. 240 V, 1-phase, 50 Hz. without resorting to the used of adaptors or step-down/step-up transformers. Special precaution and step shall be taken to reduce the harmonics and electromagnetic coupling effect produced by the equipment to minimum such that the operation of the other equipment will not be adversely affected. Equipment susceptible to surge and voltage variation shall be providing with suitable surge protection and automatic voltage regulating systems. 3.2 Light fittings, switches, power points, switchboard distribution board, Feeder Pillar and other equipment installed in the external areas shall be of weatherproof and vermin-proof type to IP65 or better. Light fitting installed in the open areas shall vermin-proof or better. All cable and wiring, for electrical or other services, shall be concealed in high impact PVC conduits / trunking / cable trays / cable ladders. All conduits installed shall be G.I. conduits / high impact PVC conduit and all trunking installed shall be of galvanized sheet steel and finished with two coats of epoxy paint (standard orange colour). All cable tray/ladders shall be fabricated from hot dip galvanized steel. 3.3 External electrical system such as feeder pillars, switchboard etc. shall be hot dipped galvanized steel or stainless steel. 3.4 All cables and current carrying conductors shall of copper type. All power cables and control cables installed underground, whether for electrical, mechanical or other services, shall be of steel wire armoured XLPE-PVC covered type. Proper ducting and manhole system shall be provided for the underground cables to minimize excavation required for inspection, testing and maintenance purposes.
ELECTRICAL WORKS NS (E) / 4 3.5 All works shall be of good current engineering practices and shall be carried out and supervised by qualified, competent and skilled personnel. 3.6 The Tenderer shall provide detail schedules of works indicating the sequence of design, preparation of drawing, fabrication, construction, execution, installation, testing and commissioning etc. Each type of installations and works shall be submitted during tender. 3.7 All design, installations and equipment offered shall be useful and beneficial to the UTM. Qualified and competent consultants in the relevant fields shall certify the design. The design shall be free from any defect, shortcoming or wastefulness in term of every aspect which cover installation, operation, maintenance, safety, security, aesthetic etc. as well as related to cost. 4.0 TYPES OF ELECTRICAL SERVICES 4.1 Medium Voltage Systems 4.1.1 All other High Voltage works for the project (if any, whether to be handed over to the utility authority or not) shall be deemed to be included in the Contract. The Tenderer shall comply with the requirement of the supply utility company in terms of electrical system as well as substation building requirement. 4.1.2 All Medium Voltage equipments shall be of KIMA and ASTA tested and approved. All certificate of testing must be accompanied together with acceptance of material. 4.2 Low Voltage System 4.2.1 External Low Voltage Electrical installations The external Low Voltage electrical installations shall consist of distribution boards, underground cables etc. All external service mains, distribution mains, sub mains, final circuits, control cables etc. shall be of underground armoured cables. 4.2.2 Internal Low Voltage Electrical Installations i. Distribution System a. Main switchboards, Sub-switch boards and distribution boards designed shall accommodate the following: i. Main switch board (Type Form 4): ii. Sub-switch boards: iii. All switchboards and distribution boards shall be incorporated with appropriate types of earth leakage protection and shock protection and shall have at least 20% spare capacity for future extension. The main switchboard shall have at least 30% spare capacity for future extension. c. The outgoing feeders of the main switchboard shall be provided with earth leakage relay (with adjustable tripping current settings and tripping time settings)/earth fault relay in addition to the earth leakage protection provided at the incoming side. d. MCCBs with rating exceeding 100 Amps shall be provided with the overload relays and earth leakage relays. The relays shall have adjustable settings as mentioned above. 200 Amp to 800 Amps MCCBs shall be provided with rotary handling type. e. The electrical systems shall be designed with the highest degree of reliability and safety. f. The main switchboard constructed shall be of type Form 4 using busbar connections. g. The existing power factor correction boards shall be of circulating type and the capacitor banks shall be of various suitable capacities such that any of the capacitor banks can be switched automatically onto the electrical system depending on the requirements at the particular time. ii. Wiring and Cabling a. The conduits and trunkings shall be clearly labelled. b. All cable trays/ladders shall be fabricated from hot dip galvanised steel. All other cabling and wiring, whether for electrical or other services, shall be in concealed conduits/ in trunkings/ on cable trays/on cable ladders. All conduits installed shall be G.I/High Impact uPVC conduits and all trunkings installed shall be of galvanised sheet steel and finished with two coats of epoxy paint (standard orange colour) wiring in surface conduits or by other methods is not allowed unless prior approval of the P.D. is obtained. iii. Lighting a. The illumination levels shall generally be in accordance with the IES Codes, Malaysian Standard and the local practices. b. The lighting systems shall be designed by arrangement of alternating circuits, proper grouping of lighting switches and separate switching for luminaries along the windows. This is to
ELECTRICAL WORKS NS (E) / 6 control the lighting level by switching off the necessary light fittings if so desired. Thus, the concept of energy saving and efficiency shall be considered in the lighting system design. c. As reference, the general installed illumination levels at some of the areas/rooms shall be minimum as follows: Offices, reception areas, waiting areas: 400 lux Store, plant rooms, lift lobby 180 lux Rest Room 150 lux Stairs 150 lux Control Room 300 lux Management Office 300 lux d. The luminaire and lux for football field shall follow FIFA lighting Standard D (illumination level). e. When designing the lighting system for the football field illumination, the following factors need to be included: - 1. illumination uniformity 2. glare control 3. distribution of light. f. The tenderer must submit document/catalogue showing Isolux diagram, utilization factor curves, polar curves of C-plane 0-180, 90-270, 30-65 degree, downward light output ratio and computer-generated print outs all calculation result of the light distribution on the horizontal surface using the luminaire offered. g. The luminaire for football field shall design complete with SPD system. h. The tenderer should design the HDG high mast pole for the football field lighting system and secure/safety entry and exit system for maintenance purposes. i. Luminaries shall be LED type for football field lighting fitting. j. Luminaries shall generally be LED type fluorescent fitting recessed or surface mounting fittings. k. Exit lights and recessed self-contained emergency lights of fluorescent type or LED type with three hours battery reserve shall be provided for all areas in accordance with the requirements of the Jabatan Bomba dan Penyelamat. Suitable recessed self-contained emergency lights with sufficient lighting level for normal operation and with minimum three hours battery reserve shall be installed. l. All lights fitting and wall fans that obstruct the passage of the air conditioning system shall be relocated and the cable connection system shall be made in a proper way and shall be tested.
ELECTRICAL WORKS NS (E) / 7 m. The lighting fitting must also take consideration of using energy saving technology implemented in Malaysia such as using LED lighting. All new technology fixtures must be approved by SIRIM dan Suruhanjaya Tenaga. 4.2.3 Power Points i. Sufficient power points of suitable types and ratings shall be provided for all equipment and plants to be installed. Each equipment shall have its own power point and no two equipment shall share the same power point. ii. Isolators of suitable types and ratings shall be provided for equipment and plants not connected to 13A switched socket outlets. 4.2.4 Lightning Protection System and Earthing i. Lightning protection system using copper conductors shall be provided regardless of the heights and it shall comply with BS6651:1992 “Protection of structure against lightning”. ii. Proper earthing system complete with RC camber inspection and copper electrode must be installed. iii. CAD weld (exothermic welding) jointing system shall use for copper rod and copper cable jointing at inspection chambers. iv. Earth electrode shall be of 16mm dia. Copper jacketed rod and the earth inspection chambers shall be heavy duty precast concrete similar to Fuse type. 5.0 OTHER MATERIALS, EQUIPMENT AND WORKS REQUIRED FOR THE PROPER FUNCTIONING AND OPERATION OF THE BUILDING 5.1 Any other materials, equipment and works which is not specifically mentioned in this section but is mentioned in any other section or is required for the proper and satisfactory operation of the whole system shall deem to be included in the Contract. 6.0 DRAWINGS, TECHNICAL DETAILS, OPERATION AND MAINTENANCE MANUALS 6.1 Within 30 days after the award of the Letter of Acceptance, The Tenderer shall submit 3 sets of detail design and drawings to the P.D. for comment. 6.2 The drawings shall be accompanied with detail calculations, technical
ELECTRICAL WORKS NS (E) / 8 data and catalogues. The Tenderer shall also submit shop drawings and construction drawings to the P.D. for comment prior to fabrication and installation. Installation manuals shall be submitted before installing any equipment. 6.3 Within three (3) months after the completion and handing over of the project, The Tenderer shall submit one (1) set of drawing in 500GB External SSD Drive complete with retrieving facility and three (3) sets of prints of as-built drawings, technical information, catalogues, operation and maintenance manuals, spare parts lists, servicing schedules, testing and setting results etc. to the P.D. for comment and retention. These documents shall be properly bound with hard covers. If the P.D. is not satisfied with the submissions, The Tenderer shall make the necessary alterations and amendments and resubmit the documents within three (3) weeks after the comment is made. 6.4 A copy of the relevant main schematic electrical diagram, a copy of the layout drawing showing the electrical distribution and reticulation systems and a copy of the system diagrams of each of the services shall be supplied, laminated and framed up in the relevant substations, switch rooms, plant rooms and equipment rooms. 7.0 CERTIFICATION OF WORKS, FINAL INSPECTION, TESTING AND COMMISSIONING 7.1 After the installation works have been completed, The Tenderer shall engage competent Professional Engineers of the relevant disciplines to carry out inspections, performance tests and other pre-commissioning tests of the installations and equipment according to the requirements of the relevant authorities and the Contract. 7.2 The same Professional Engineers shall certify that the installations and equipment have been completed and are functional and safe to be used/operated according to the requirements of the Contract, the recommendations of the manufacturers and the requirements of the local authorities and any other authority having jurisdiction over the works. A set of the above testing results and reports shall be submitted to the P.D. for approval before any commissioning work is to be commenced. 7.3 The format of the reports for the final inspection, testing and commissioning of the installations and equipment shall be submitted to the P.D. for approval. A schedule for final inspection, testing and commissioning agreed upon by all the relevant parties shall be submitted to the P.D. at least two weeks in advance before any final inspection, testing and commissioning is to be commenced so that the testing and commissioning may be witnessed by the P.D. / P. D.'s representatives. 7.4 The Tenderer shall also submit four sets of commissioning manuals/procedures to the P.D. at least one weeks before the commencement of testing and commissioning.
ELECTRICAL WORKS NS (E) / 9 7.5 All testing and commissioning works shall be carried out in the presence of the P.D.'s representatives unless otherwise approved by the P.D.. 7.6 Performance and factory witness test shall be included for the major equipment mentioned. The entire test will be verified by Professional Engineer and P.D. representatives. 7.9 For this purpose, The Tenderer shall write to the P.D. two (2) weeks prior to the scheduled test/inspection. 8.0 TRAINING 8.1 The Tenderer shall arrange for proper training courses for UTM personnel on the operation and maintenance of the installations and equipment at a suitable time before and/or after the commissioning and acceptance tests. Proper notes, instructions, manuals etc. shall be provided for the trainees. 9.0 GUARANTEE AND MAINTENANCE 9.1 The Tenderer shall guarantee the whole installation free from defect and inadequacy in design, manufacture, fabrication, and installation works during the Guarantee Period after the official handing over of the project as specified in the Contract. 9.2 The Tenderer shall be responsible for maintaining the whole installation, except those works, which have been handed over to the supply company/utility, company/local authorities, during the Maintenance Period as specified in the Contract. 9.3 The Tenderer shall repair/replace all defective/faulty equipment/works during the Maintenance Period and to carry out all breakdowns, scheduled and preventive maintenance works during the Maintenance Period. All materials, replacement parts, equipment, consumable items, labour etc., required for the repair and maintenance of the installations, works, plants, equipment etc. during the Guarantee Period and Maintenance Period shall be provided by The Tenderer. 9.4 The schedule of maintenance program shall be submitted to the P.D. before the Certificate of Practical Completion being issued. Scheduled and Preventive Maintenance shall be carried out for the overall system during the Maintenance Period. 9.5 The consumable items for maintenance to be provided during the Maintenance Period shall be included but not limited to the following items: i. Lamps (all types), ii. Fuses and MCCBs (all types), iii. Lamp control gears and starters (all types), iv. All items for the equipment and plants, which are required to be replaced/changed during the preventive and scheduled
ELECTRICAL WORKS NS (E) / 10 maintenance. 9.6 The Tenderer shall take immediate action to carry out any repair work and restore the installation to its normal operating conditions upon receipt of the complaint from UTM. If no action is taken to carry out the repair work within twenty-four (24) hours upon lodging of the report, the P.D. shall reserve the right to engage a third party to carry out the repair works with all the costs and expenses charged to The Tenderer. If any equipment or plant requires more than two days to be repaired or replaced, the Tenderer shall arrange for a similar equipment to be installed and used temporary until such times the equipment has been repaired or replaced; failing which, the P.D. shall reserve the right to arrange for a similar equipment or plant to be used with all expenses charged to the Tenderer. 10.0 AS BUILT DRAWINGS, MANUAL AND TOOLS The Tenderer shall submit 3 binding sets (1 set original, 2 set copy) of Operation and Maintenance Manuals (OMM), test certificates and As Built drawing (A1 size) to P.D. Within three months after the issuance of Certificate of Practical Completion (CPC) of the project, three (3) set of drawing for each of the following drawings shall be submitted:- a) Site plan. b) Schematic Wiring Diagram and Electrical Layout Plans. To includes calculations methods c) Layout plans of cable routes and earthing point with reference to easily recognizable buildings and structure. These drawings shall follow UTM standard format. All drawings files shall be provided in 500GB External SSD Drive in AutoCAD (.dwg and .pdf) formats. If the drawings and OMM submitted are not acceptable by P.D., The Tenderer shall amend and resubmit within two (2) weeks from the date of return. The cost of all these prints, manuals, etc. is deemed to be included in the contract.
