INTRODUCTION



Considering the paramount importance of providing a safe & secure airport
environment, the Dubai Airports HSE Operations Team has completed the Food
Hygiene & Safety Audit in 2016 at all food & beverages outlets for the second
consecutive year to measure the food hygiene & safety standards of Dubai Airports.


The audit was carried out in a unique way by measuring the compliance level
quantitatively, which helped the team to highlight the food hygiene & safety
compliance level of Dubai Airports with more perceptible results.

The audit findings in this audit report are intended to use for enhanced control on the
operations of food & beverage outlets and to assure the hygiene & safety standards
of Dubai Airports are in line with the local and International food safety regulations.

All concerned are required to work towards achieving full compliance to the

applicable regulations and support Dubai Airports’ efforts to improve customer
satisfaction.

2 EXECUTIVE SUMMARY


2.1 Objective

As part of the strategy to provide safe & secure airport premises, Dubai Airports HSE Operations team
conducted an airport-wide food hygiene and safety audit of all the Food & Beverage outlets during April
– June 2016. The key objectives of the audit were to assess compliance level of the food & beverage
sector of Dubai Airports to the operational requirements and the applicable Regulations, i.e. Dubai
Municipality Food Code 2013 & Dubai Airports Health, Safety & Environment Regulations.

Prior to start of the audit process, a comprehensive training was provided to all food & beverage outlets
on food hygiene, objectives and the scope of the audit, audit plan and methodology. In addition to this,
the HSE Operations team has communicated the audit reports to all the outlets for corrective actions.

The overall findings of audit has revealed that despite there is an overall food hygiene & safety compliance
of 94.3% is noted, still there are few areas to be improved and the recommended corrective actions in
individual reports shall be addressed by each food outlet for further improvement in the overall
performance. Additionally, appropriate processes and procedures shall be implemented by Commercial
Unit of Dubai Airports for the enforcement of regulations and effective implementation of corrective
actions to improve the compliance.

2.2 Key findings

Following are the key findings noted during the food hygiene and safety audits of food & beverage outlets
across Dubai Airports:

1. Lack of Pest Management Program were evident in the outlets. It shall be the top priority of all
F&B outlets to implement a robust pest management program in accordance with the Dubai
Municipality Food Code.
2. Similar to 2015 findings, the outlets have shown poor performance in maintenance of records
related to service & maintenance, pest management, personal hygiene, training etc.
3. The outlets shall manage the standards of storage in accordance with Dubai Municipality Food
Code to ensure improved food safety in Dubai Airports.
4. Stringent administrative and supervisory control on operations with emphasis on cleanliness &
hygiene shall be exercised by the food & beverage outlets to improve food safety.

The audit reports were sent to individual food & beverage outlets for necessary corrective action through
Commercial Unit, Dubai Airports.

2.3 Overall food safety compliance of Food & Beverage outlets


The HSE Operations Team has conducted the audit of all 130 food outlets in Dubai Airports during April –
June 2016 and the aggregate compliance level was measured to be 94.3%. This is the average compliance
level collectively scored by the outlets all across Dubai Airports.

Compared to the 2015 aggregate compliance level, there is a in a net increase of 0.8% in the aggregate
compliance percentage of 2016 which indicates a steady progress towards a positive food safety culture.
It should be taken into consideration that 2016 audit covered a much higher number of outlets, courtesy
to the newly opened outlets at Concourse D. What accounted for the increase in the aggregate
compliance are the improved awareness among the staffs, stringent Operation Fitness Certificate (OFC)
process and the distribution of Dubai Airports Food Hygiene Guidelines to all the clients.

recorded by a group of food outlets present at each location.

2.5 Top performing outlets of Dubai Airports


Based on operational diversity (simple & complex), the food outlets in Dubai Airports are categorized into
two groups, viz. High Risk Operation & Low Risk Operation (refer Section 2.10, page 15 for details). Below
are the graphs showing the 3 top performers in each group.

Based on the overall audit compliance scores, the top three outlets in the High Risk Operation category
are McDonalds (Terminal 2), Shake Shack (Concourse B) and The Draft House (Concourse D) with 98.7%
each.

2.6 CAT findings


The audit was conducted using a checklist comprises below given 8 HSE elements, which are based on
Dubai Municipality Food Code & Dubai Airports HSSE Regulations.

Based on the audit findings and it’s potential to cause any risk, each audit element is classified in to CAT-
l, CAT-ll & CAT-lll observations which represent high, medium & low severity of the risks respectively.

2.7 Total CAT findings

A total of 1040 CAT findings were identified during the audit and out of which, 15 were CAT-l, 252 were
CAT-ll and 773 were CAT-lll findings (please refer section 4.1.2 for details of CAT classification).

2.9 Compliance status of each audit element


The aggregate compliance to each audit element (by all 130 food outlets) was calculated to show the
areas of strength and weaknesses of compliance to the audit elements. Below graph shows element-wise
compliance and non-compliance status of food outlets in Dubai Airports.

2.9.1 Premises & Equipment
Almost all the audited outlets recorded a strong performance in the “Premises and Equipment’s” audit
element. Out of the 130 outlets, one outlet had a CAT –I finding in this category, 28 outlets had CAT-II
findings and the remaining 101 outlets had CAT-III findings. This is a positive indicator of adherence to the
minimum required standards in terms of premises and equipment which is an integral part in ensuring
food safety and hygiene. Proper premise and equipment maintenance can be achieved only via
continuous monitoring and verification.

2.9.2 Documents & Records
“Documents and Records” is an audit element that needs further improvement as maximum number of
outlets had CAT II finding in this audit element. 3 out of 130 outlets had CAT-I finding in this audit element
whereas 54 outlets had CAT-II findings. 73 outlets demonstrated satisfactory compliance to the audit
element. This audit element focuses on the mandatory documents that shall be retained by the outlets.
This is especially significant in terms of regulatory compliance and for due diligence purposes. Compliance
to this audit element is expected to improve as all the clients have now received the Dubai Airports Food
Hygiene and Safety Guidelines which provides an easy reference to the list of required documents.

2.9.3 Food Handling
One of the audit element that has showed remarkable improvement is the “Food Handling”. It is
noteworthy that none of the outlets had a CAT –I finding in this audit element and only 20 outlets had
CAT-II findings. 110 outlets demonstrated satisfactory compliance to this audit element. The improved
food handling practices are a as result of increased knowledge and awareness among the staffs. This is
also further enhanced by the appointment of Person-in-charge (PIC) in all the outlets who closely monitors
the food hygiene standards of the facility.

2.9.4 Storage
“Storage” practices of the outlet require further improvement which is evident from the overall
compliance levels. 3 out of 130 outlets have Storage as their CAT-I finding whereas 31 outlets have it as
their CAT-II finding. Storage constraints are directly related to the lack of dedicated stores for many of
the outlets.

Food establishments require adequate storage facilities for all items required for operation, including
food, food ingredients, equipment, and non-food materials such as utensils, linens, single-service and
single-use articles, packaging and chemical agents. During storage, food items shall be protected from
contamination such as water leakage, pest infestation or any other insanitary condition.

While plot allocation, Commercial Unit shall ensure adequate space is available at the outlet to ensure
ample storage space for improved food safety.

2.9.5 Cleaning, Maintenance & Waste Disposal
Cleaning, Maintenance and Waste disposal was also a concern that was evolved out during the audit
process. 3 out of 130 outlets have Cleaning, Maintenance and Waste disposal as their CAT-I finding
whereas 37 outlets have it as their CAT-II finding.

Cleaning and maintenance and waste disposal includes cleaning procedures, disinfection, waste
management and facility maintenance and the need to monitor the effectiveness of these elements. All
food outlets in Dubai Airports should ensure that the premises, fixtures, equipment and utensils are
maintained to an acceptable standard of cleanliness and in good state of repair.

2.9.6 Pest Control

“Pest Control”, recorded the maximum number of CAT-I findings among all the outlets. 5 outlets have
this as their CAT-I finding and 14 outlets have this as their CAT-II finding. 111 outlets demonstrated
satisfactory compliance to the pest control audit element.

Poor pest management will lead to serious food safety concerns like outbreak of food-borne diseases,
food poisoning, customer complaints etc. Pests will not only pose food safety problems but also transmit
diseases to human. Pests are a source of foodborne pathogens and pest control is considered as a
perquisite for good Food Safety Management System and DM Food Code requires that all food premises
must have adequate procedures in place, to ensure that pest are controlled.

Food premises are easily infested by pests due to availability of food sources and numerous harborage
places. A pest infestation in a food premises can result in food becoming contaminated by foreign matter
(e.g., insect parts, rodent hair, etc.), pest urine and/or pathogenic microbes carried by pests. Improper
handling of food and food debris, accumulation of disused articles and presence of structural defects
render food premises highly susceptible to pest infestations.

2.9.7 Personal Hygiene
“Personal Hygiene” audit element has recorded a remarkable improvement in terms of compliance. None
of the outlets had “Personal Hygiene” as a CAT-I finding. However, 30 outlets had this as CAT-II finding
whereas all the remaining 100 outlets demonstrated satisfactory compliance.

Good personal hygiene practices are the key in ensuring safe food to the customer. Personal hygiene
practices includes adequate hand washing and following the proper PPE’s to prevent food contamination.
A positive trend in compliance to the Personal Hygiene element is a promising sign and the outlets are
urged to continue to improve their personal hygiene standards in order to ensure safe food.

2.9.8 Safety Comments
In addition to the food hygiene elements, the safety compliance of the outlets are also audited in a
separate element called as “Safety Comments”. All the outlets were found to adhere to the safety
regulations and none of them had it as their CAT-I finding. However, 38 outlets had minor safety
violations.

Being a critical element, the outlets shall pay more attention to this sector as any loss of control can lead
to serious safety concerns and compliance to the safety requirements set by Dubai Airports as well as well
as the life safety system standards are pivotal in ensuring emergency preparedness and business
continuity. The safety arrangements include but not limited to the maintenance and use of firefighting
equipment’s, maintenance of first aid boxes and availability of trained staffs.


2.10 Types of Food & Beverage outlets in Dubai Airports

Based on operational diversity (simple & complex), the food outlets in Dubai Airports are classified into
two groups, viz. High Risk Operation & Low Risk Operation. However, the audit methodology applied on
all outlets to measure the compliance level was same.

2.10.1 Definition of High Risk Operation
The food establishment where highly perishable foods are handled and any non-compliance to the
operational requirements (good hygiene practices, temperature control, good sanitary conditions etc.)
may render the food unsafe for consumption.

2.10.2 Definition of Low Risk Operation
The food establishments where typically pre-packed ready to eat foods are handled and the heat
treatment when required is limited only to reheating but strict personal hygiene practices shall be
mandatorily followed to ensure food safety.

Among the 12 outlets that fall under the High Risk Operation category, the top performing outlet is “Shake
Shack” with an overall compliance score of 98.7% whereas two outlets within the Low Risk Operation
category, Costa Coffee (Near C-A Train Station) and Costa Cart at the Special Handling Lounge were found
top performing.

None of the outlets in Concourse A are having any CAT-I finding whereas a total of 17 CAT-II findings have
been identified in the location. Carluccios, Olives and Picnic & Café Cholcolat has 3 CAT II findings each
followed by Jacks Bar, Le Pain Quotidien and Pulp Juice with 2 CAT-II findings. Cho Gao and Wafi Gourmet
has only one CAT-II finding.

Costa Coffee (Near Jacks Bar and Grill) has the maximum number of CAT-II findings within the low risk
category whereas Starbucks at Concourse A has only one CAT-II finding. Costa Cart and Costa Coffee near

3 CONCLUSION



Food & beverage outlets operating in Dubai International & Dubai World Central (Al Maktoum
International Airport) were audited by the Dubai Airports HSE Operations team as part of assuring
compliance to the Dubai Municipality Food Code and the Dubai Airports HSE Regulations. Comprehensive
audits of 130 food outlets across Dubai Airports in a span of 3 months helped to measure the aggregate
food safety compliance which was found to be 94.3% which shows an improvement of 0.8% from the
2015 overall compliance of 93.5%.

The increase in the compliance percentage is an indicator of a promising progress towards a positive food
safety culture in Dubai Airports. The proactive measures adopted by the HSE Operations team including
the ‘Food Hygiene Awareness Training’ and development and distribution of ‘Dubai Airports Food Hygiene
Guidelines’ to the F&B clients aimed towards self-governance of the outlets have contributed towards
this positive growth. The improved OFC process had also accounted for the growth which is evident in
the fewer number of non-compliances in the Concourse D outlets. It shall also be taken into account that
more number of outlets were audited in 2016 compared to 2015 due to the opening of Concourse D.

The overall performance of food & beverage outlets in terms of hygiene, cleanliness, pest control etc.
were found meeting the legal requirements all across Dubai Airports. Majority of the food establishments
were found maintaining satisfactory level of control on their operations and the food handling staff were
showing high level of competency in safe handling of food. This is evident from the analysis of audit results
which showed an aggregate compliance level of more than 90% against each audit element.

However, some areas of improvements were noted in the food sector, which have some potential for food
hygiene concerns like food poisoning, customer complaints etc. and some safety hazards observed during
the audit can lead to serious impact on airport operations.

As part of the audit plan, all non-compliances are communicated to respective outlets for corrective action
and Commercial Unit of Dubai Airports shall be accountable for the timely closure of all the audit findings.

4.1 Concept


Unlike the traditional qualitative audit methods, a unique audit technique was adopted in the audit
process with the help of a tailor-made “Food Hygiene & Safety Audit - Score Card” (see Section 4.4), which
is designed to capture the non-compliances and convert them in to measurable values.
There are 50 check points in the Score Card (based on Dubai Municipality Food Code 2013 and Dubai
Airports Health Safety Health & Environment Regulation), which are grouped under 8 audit elements as
listed below.

4.1.1 Reporting of audit findings for corrective action


Using the ‘Food Hygiene & Safety Audit - Score Card’ (used as a check list), each food outlet was audited
and the findings were entered in the ‘Inspection Module’ of DA-HSSE Management System and a
comprehensive report of the audit findings was generated from the System (refer section 4.3 for
template). The report comprises the root cause, recommendations for corrective action, evidences and
target date of compliance. Target date of corrective action for each comment is varying from Immediate,
1 week or within 1 month, depending upon the inherent risk as per Scoring Matrix (Table 2).

Each audit was assigned to the Account Managers – Commercial Unit through the DA-HSSE Management
System for follow up and closure. Since the external clients cannot access System, the Account Managers
- Commercial Unit communicated the soft copies of the report to the food & beverage outlets by e-mail.


4.1.2 Method of scoring

Each observation is also entered in the ‘Food Hygiene & Safety Audit - Score Card’ and were given
appropriate value of 1, 2 or 3, based on its compliance level as stated in Table 2. Questions that are
irrelevant to any food & beverage outlet are marked as Not Applicable (N/A) and zero value is given to
make it exempted from the overall scoring. So, depending upon the relevance of the question, the
maximum achievable score will vary for each outlet. For example, the maximum attainable score for a
food & beverage outlet having 45 applicable questions (out of 50 in the Checklist) will be 135 (45 x 3 =
135).

4.1.3 CAT Classification


After entering the values, the compliance percentage of the element was calculated from the total score
obtained for each element and corresponding CAT value & RAG status was given to all 8 audit elements
as per Table 3.

The values of all audit elements were added together to calculate the aggregate compliance percentage
of the outlet.

4.1.4 Overall Compliance


Finally, the average of aggregate compliance percentages of all food outlets were added together and it’s
average value was taken as the overall compliance of food & beverage sector (94.3%) in Dubai Airports.

4.2 Methodology


4.2.1 Inspection module

The ‘Inspection Module’ of DA-HSSE Management System was utilized to record the audit findings and
manage the audit process online.

4.2.2 Accountability and responsibility


Respective Account Managers - Commercial Unit are accountable to communicate the audit report with
the food & beverage outlets in Dubai Airports. Account Managers – Commercial Unit shall do the follow
up with their respective food & beverage outlets to obtain corrective actions and update the action status
in DA-HSSE Management System.
Upon receiving the audit report from Account Manager – Commercial Unit, it is the responsibility of each
food & beverage outlet to implement the corrective actions and provide feedback to their respective
Account Manager – Commercial Unit. The audit will be CLOSED only after the review and verification of
the corrective actions by the Auditor.

4.2.3 Audit process


4.2.3.1 Training

A training session on Food Hygiene Awareness was conducted in 4th and 5th April 2016 for all food &
beverage outlets to brief them about the audit elements, audit plan, methodology, objectives and the
scope of the audit process.

During the training, soft copies of Dubai Airports HSE Regulation, Dubai Municipality Food Code & Dubai
Airports Food Hygiene Guidelines to all the training participants.

4.2.3.2 Planning

The audit was scheduled immediately after the Training and circulated to the Auditors for audit
preparations.

4.2.3.3 Food Hygiene & Safety Audit

The Food Hygiene & Safety Audits were conducted at the food & beverage outlets all across Dubai Airports
in a span of 2 months, April – June 2016.

4.2.4 Reporting of audit findings


The audit findings are entered in the ‘Inspection Module’ of DA-HSSE Management System and detailed
audit report (with recommendations, risk rating, root cause, target date of compliance and evidences)
and copy of the audit reports (see Appendix-I) were communicated to the food outlets through the
Account Mangers – Commercial for corrective action outlets.

Accountability of closing the audits were assigned to the respective Account Managers - Commercial Unit
through the DA-HSSE Management System.

4.2.5 Conversion of audit findings to measurable values

Audit findings are entered in the Score Card and appropriate value was given to each finding as per pre-
defined criteria (Table 2) and total score achieved by each food & beverage outlet was calculated. From
the total score obtained, their percentage value of compliance is calculated and appropriate RAG status
(Table 3) is given to highlight the compliance level more illustrative (see Appendix for Audit Score Card).

4.2.6 Corrective actions and closure


Each food & beverage outlet is responsible to refer the audit report, received from the Account Manager
- Commercial Unit and revert the action taken report along with relevant documentary/photographic
evidence within the due date specified in the audit report.

Respective Account Manager - Commercial Unit shall follow up and ensure the corrective actions are
taken by the food & beverage outlets within target time and updated in DA-HSSE Management System.
Upon receiving the closure notification through the System, the Auditor will verify the actions and close
the audit in DA-HSSE Management System, if the corrective actions are found satisfactory.
