1. These rules shall be effective from October 1, 2020 until the final adjournment
of the December 19, 2020 special meeting.
2. Candidates must participate in the Candidates Forum to be held on 12/12/2020 at 10am.
3. Candidates may not engage with members
outside of times approved by the Nominations and Election Committee.
4. The Election shall be by Ballot, a majority vote shall elect.[i]
5. Candidates will appear in alphabetical order on the ballot.
6. The election shall be conducted by Electronic Voting[ii]
7. Election Runner will be used to vote on the Inaugural Executive Body
for the NCNW Delaware Valley Section.
8. Write-In Votes. On the electronic ballot members can write-in
a vote for any eligible person or choice
and are not confined to voting for or against candidates that appear on the ballot.[iii]
9. Offices that are uncontested will still appear on the ballot and
votes still must be cast for the position.
10. Any Executive Board positions that are not filled after the election,
shall be appointed by the newly elected President of the
NCNW Delaware Valley Section.

11. The election will be held from 7:00am on December 14th, 2020,
through 11:55pm on December 18th, 2020,
virtually via email using the electronic election tool Election Runner.
12. The chair (President Glasco) will appoint tellers to report the vote.[i]
13. President Glasco will make the declaration of the results at a
Special Meeting on December 19th, 2020, by 11:00 am.[ii]
14. Election Records. The appointed tellers will surrender the tally sheets
to the newly elected Delaware Valley NCNW Recording Secretary
who shall keep them under seal.[iii]
15. Any violation of these rules should be reported promptly to the
Election Committee to take corrective action, if necessary.

Juanita M. Jenkins (She/Her/Hers) is an African American Woman who was born, raised, and educated in the Delaware Valley-
Philadelphia, PA. She exhibits the strength of connectedness with most everyone that she meets. One of her primary goals is to seek to
build community in her professional & social interactions. Juanita is familiar with the evolution of the black communities in the Delaware
Valley and the challenges many of those neighborhoods have faced since the late’ 1970s until the present.
A few of Juanita’s core strengths are her beliefs, her skills as a developer, her empathy, and restorative justice. She is a firm believer in
Servant -Leadership and firmly implementing the African principle of Sankofa. Sankofa urges people from the Diaspora “to name,
reclaim, resist, research, and uncover what was stolen (and also the things they could not steal) and to continue in the collective fight of
standing in the power of our history and our truths so that we may see the expected end, for which we are struggling for.” After
receiving her Bachelor of Science degree in Social Work from Slippery Rock University, Ms. Jenkins became an educator and house
mother at the School District of Philadelphia’s only boarding school, Girard College. Through extended studies in higher education, she
deepened her commitment by serving as a navigator for students of color at UCOM/Drexel and Temple University. While at Temple
University, she began collaborating with her colleagues to establish the Women of Color Initiative for Faculty and Administrators.
While working with this collaborative, she supported initiatives such as the Queen’s Tea at the University of Pennsylvania.
Juanita has been a life skills specialist for re-entry adults battling addictive behaviors; worked with adults with developmental disabilities
and children diagnosed with intellectual disabilities and mental health disorders. Juanita has also volunteered with The Nationalities
Services Center to support immigrant and refugee populations with their English language acquisition. In her local community, she
served the 50th Ward as a Committee Person for the 13th Division and began working for the 200th Legislative District as the
scheduler for the State Representative. She was an advocate for constituents who needed help navigating local and state public works,
and she aided in conducting community town hall meetings.
Juanita joined, as a collegiate member, the mission & purposes of the National Council of Negro Women in 1998 at a Delta Sigma
Theta’s Theta National Convention. Ten years later, as an academic advisor at Temple University, she accepted the role as the on-
campus advisor to the NCNW Collegiate Section. She worked with the National Vice-Chair for Young Adults to ensure the success
and growth of membership and their organizational status on campus. She, also, maintained her membership within the local
community-based Section. Currently, Juanita serves as a member of the Young Adult and Collegiate Committee and is worked
working hand in hand to support the work goals of the PA State President as the outgoing 1st Vice President for the PA State Coalition.
Juanita M. Jenkins is a positive role model and advisor to many young adults. She is an ordained minister, a RAD woman’s self-
defense instructor, marathoner, and a proud Diamond Life member of Delta Sigma Theta Sorority, Incorporated. Juanita is, also, a
supporter of various social, professional, philanthropic associations. Ms. Jenkins enjoys traveling and is a lifelong learner and of various
peoples and their cultures.

DR. DOREEN LOURY - MOTIVATOR – COMMUNITY CHANGE AGENT – SCHOLAR - ACTIVIST
Dr. Doreen Loury is currently the Founder and Director of the Pan African Studies Program (PASP) at Arcadia University in Glenside,
Pennsylvania and a Professor in the Department of Sociology. During her tenure at Arcadia she has developed the university’s first
African American Studies curriculum and first minor in Pan African Studies. Her programming skills extend beyond the ivory tower of
academia and include, to name a few: student mentoring and leadership development, race, class and gender equity, culture and
media, racial healing, restorative justice, college access, grant writing, parent advocacy, adolescent youth development, building
community collaborations, racism and mental health, youth law enforcement forums, sister healing circles, expungement clinics, Black
Male Development Series, project assessment, management and evaluation, Black History and Women’s History, issues of women’s
trauma and abuse and building better work and professional relationships. Dr. Loury has been able to successful facilitate these
projects through her continuous building of a network comprised of individuals and organizations that represent a wide array of
“change agents” who too; are committed to supporting real work with real action.
Dr. Loury’s famous quote lays the foundation for her philosophy of service: “We must be serious about Changing the environment that
will enhance the personhood of the voiceless in our communities. We are committed to making that happen by developing a
collaborative network of resources and programming that promotes a true sense of Clarity and purpose as we find practical models of
solutions that go beyond intellectual pontification and drive-by conversation.”
Dr. Loury is the recipient of the prestigious Lindback Foundation Award for Distinguished Teaching and is the first African American
to receive the award at Arcadia. She is a recipient of Arcadia’s Cultural Ally Award for validating the lived experiences of ALL
Arcadia University Students. She developed/and serves as the faculty advisor for two student affinity organizations; designed to assist
students of color through their journey at the university: I.M.P.A.C.T. (Intelligent Men-of-Color Purposefully Accomplishing College
Together) and P.O.W.E.R. (Pushing Our Women of Color to Excel in the Real-World). Dr. Loury saw the need for a space where
students of color enrolled in a Predominately White Institution could come together to share similar experiences and lift up each other
through service and community development. She is also responsible for the development of Arcadia’s first Black Alumni Association.
She has written over 22 million dollars in local, state and federal grants aimed at facilitating programming needs for disenfranchised
communities in Philadelphia and Montgomery County. Dr. Loury is the Founder/Executive Director of the nationally recognized Black
Male Development Symposium (BMDS) an inter-generational symposium held annually on Arcadia’s campus. BMDS has offered
workshops/speakers to over 7500 students, parents, educators, community leaders and practitioners in the Tri-State area and beyond.
Having received several local, state and national awards/recognitions Dr. Loury can now add Commissioner among them as a recent
mayoral appointee to the Philadelphia Women’s Commission. She is a proud veteran of the United States Marine Corps, a new
member of the Delaware Valley Section of the NCNW and an active member of Alpha Kappa Alpha Sorority Incorporated,
Phi Beta Omega Chapter.

MEMBER BIO:
Kathleen “K.” Rzucidlo is a 27 year old, Chester County native and Delaware County resident. Professionally, K. currently
serves as the Assistant Director of Graduate Enrollment for the College of Education and Social Work at West Chester
University. K is also pursuing her master’s degree at the moment and is enrolled in the Higher Education Policy and Student
Affairs program, she also serves as the Vice President of the Graduate Student Association at WCU where her
responsibilities are event planning and coordinating interactive experiences for all WCU graduate students to help them feel
a bit more at home at their new institution. Previous to her coming to West Chester she has had the opportunity to serve in
the Admissions Offices at both Cheyney University and Neumann University.
In 2016, K. graduated from East Stroudsburg University with a Bachelors of Arts in Communications Studies. During her
time in undergrad she had the opportunity to serve as the Secretary, Treasurer, Vice President and President of the African
American Student Alliance (AASA), as well as Enrollment Management Liaison for the Student Senate and interned with
the Office of Multicultural Affairs among other leadership roles that brought lots of experience with planning educational,
social and fundraising events for large organizations and campus offices. It was during her time at ESU where she found
the National Council of Negro Women Inc., at the Greater Pocono Section. After joining 5 years ago and becoming a
lifetime member in 2018, K. has had the opportunity to serve on many committees locally and at the state level. Her favorite
role thus far is having the opportunity to be the advisor for the Cheyney University collegiate section of NCNW, where she
aided in the reactivation of the state’s oldest collegiate section in 2018, originally chartered in 1992.
NCNW has shown K. the impact that such a collaborative organization can have. The mission and values established by
our founder Mary McLeod Bethune, transformed by Dr. Dorothy I. Height and currently upheld by our National President
Dr. Johnetta B. Cole, inspire her to always remain focused on the future to lead the next generation to continue in our values
and community work. Our organization's history is rich and our future is even richer. K. is hopeful to see what our future
holds as we continue to work for, provide and advocate for our communities here in the Delaware Valley area.

MS, Organizational Leadership and Management; Deidre is employed full-time as a Customer Service Representative with the
University of Pennsylvania Health System’s Marketing Contact Center. In this capacity she is responsible for serving as a patient
advocate, facilitating and managing outbound calls for web marketing campaigns, online web submissions, providing callers with
referrals for providers and locations and managing inbound patient and consumer inquiries for six (6) hospitals and ten (10)
multispecialty centers. Prior to her current role, she worked as an administrator and an Early Childhood Educator Elective Teacher for
at-risk youth in Secondary Education. In addition, Deidre has twelve years of experience as a Paralegal in Mass Tort/Product Liability
Litigation and Victim Services. Deidre earned a Master of Science in Organizational Leadership and Management from Peirce College
(2019) and Bachelor of Science in Criminal Justice from West Chester University “WCU” (1992). At Peirce, she served as Program
Coordinator of the Graduate Student Association. She has volunteered with West Chester University in many capacities since 2013.
She is currently a member of the WCU Alumni Foundation Scholarship Selection Committee since 2016, Chapter Liaison for the WCU
Alumni Association Board of Directions since 2015, President of the Black Alumni Chapter since 2015, Founder of the BAC Mentor
Program in 2016, member of the BAC Scholarship Selection Committee since 2016 and Co-Chairperson for the BAC Events Committee
from 2013-2015.
As President of the Black Alumni Chapter, she promoted and increased alumni engagement and enhanced programming and
involvement in the WCU Community. Deidre’s vision inspired the BAC Legacy Recognition program, the BAC Scholarship program and
the BAC Mentoring program. Under her leadership, the chapter established a scholarship program in 2016 that has awarded over
$6200 in scholarships and book awards to deserving African American and Latina students. The mentor program positively
influenced the lives of approximately forty-five students who successfully matriculated from the university. The chapter became the
largest and most active chapter in the Alumni Association and hosted numerous social, service, educational, fundraising and networking
events. She also served as the Alumni Keynote Speaker at seven Kente Commencement Ceremonies and conducted a training
workshop for Peer Mentors of the Larry Dowdy Multi Cultural Center in 2018. She was the first African American and first woman
awarded the WCU Alumni Association Service Award in 2017.

Deidre became a member of the Philadelphia Section of the National Council of Negro Women, Incorporated (NCNW) in 2018. She
is a Chartering Member of the Delaware Valley Section of NCNW, Inc. where she serves as the Acting Membership Chair of the
Organizing Committee. Deidre was attracted to the organization because of its mission to empower and advocate for women of color
in her community. In the Philadelphia Section, Deidre served as Program Chairperson for the 2019 Founder’s Day Luncheon. She is
committed to carrying out the mission of NCNW and expanding the positive impact and influence of Women in Pennsylvania. Deidre
believes we must use our educational voices to implement the necessary systemic changes that invoke injustices for women and children
in our society. Deidre’s passion is to make a positive impact in the lives of young people and empower the African American women
and ensure that we have a seat at the table. Deidre is walking in her purpose. She seeks to “Encourage Hearts, Inspire Dreams,
Empower Leaders and Impact Lives”. Deidre Gray is a native of Philadelphia, she has been married to Kevin Gray for over 25 years
and together they have two young adults; Kareem and Deyvnn and two amazing grandchildren. She is the owner of Always A
Positive Image, LLC Wedding and Event Planning where her work has been recognized by the Knot, the Philadelphia Inquirer Love
Column, Black Bride and Groom and local radio shows.

Roberta was born in Warrenton, North Carolina in a family of fourteen children. She moved with her family to Philadelphia as a sixth grader filled with
excitement and eagerness to continue learning and meeting new friends. She recalls always being the selected student to make special public speaking
presentations, participate in oratorical contests and to memorize and recite poetic works. Her favorite as a fifth grader was three-page poem by James
Weldon Johnson: The Creation. Throughout her school years, Roberta was always an honor student and stood out academically. When she enrolled in
the Philadelphia Public Schools she continued to excel and received a full scholarship to the University of Pennsylvania. She was able to fulfill here four-
year degree program as a Psychology major within three years and decided to fulfill a second degree in Education while remaining on scholarship in her
fourth year. She also studied Spanish language and culture at the University of Valladolid, Spain during the summer while enrolled at the University of
Pennsylvania. She graduated from the University of Pennsylvania with B.S and Certification in Education and B.A in Psychology. She continued her
education and on June 22, 2020 completed her Master of Business Administration degree from Strayer University, Washington, DC.
Roberta taught school for twelve years in Philadelphia Public and Christian School systems prior to accepting an administrative position
in Human Resources for the United States Postal Service where she has worked over thirty years. She married and have one son whom she home
schooled and is the proud parent of a graduate from Morehouse College in Atlanta, Georgia. She hails this as her most fulfilling and rewarding
experience as parent and educator.
As community service, Roberta volunteered hundreds of hours working on behalf of the West Philadelphia Cultural Alliance (WPCA) and the Paul
Robeson House as Assistant volunteer Coordinator. She received recognition from the late Executive Director, Frances Aulston for helping to organize
and establish policy for volunteers. Roberta was recognized for her “support [which] helped the mission of WPCA, which is to leverage arts, educational
and cultural resources to improve the socioeconomic quality of the life in the Greater Philadelphia area through the preservation of the Paul Leroy
Robeson House, arts education, cultural programming, support for emerging and existing artists and advocacy. Your active participation as a citizen of
this community demonstrates leadership, because of your full commitment as an Assistant Volunteer Coordinator.” Roberta also served on the Board of
Director for the organization Parent Infant Center for several years and worked as chairperson of the by-laws committee during the establishment of the
organization.
Roberta is the founder and CEO of the non-profit organization American ACE, Inc. which was organized for networking, mentoring and advocating for
quality of family life. The organization works within the community to provide supportive educational resources to encourage what we identify as “ACE
Opportunities. “A”- Academic excellence- the organization donates books and other learning resource materials to families, individuals and affiliate
organizations; “C” -Character Building training and “E”- Etiquette awareness training provided through teachable moments learning opportunities in family
homes, cultural and social events. Multiple families convene monthly to network and provide collective resources to help improve quality of life. Roberta’s
professional affiliations include the University of Pennsylvania Alumni Association, The National Association for the Advancement of Colored People
(NAACP) and The National Council of Negro Women.
Roberta’s vision as 2nd Vice President of the Delaware Valley Section of the National Council of Negro Women, Inc. (NCNW, Inc.) is to collectively
strengthen and advocate for and with Black women to improve the social and economic conditions and other challenges facing Black women in our

Jade is an alumna of Lincoln University of Pennsylvania where she received her B.A in Mass Communications
and a B.A in English. She is also a graduate of Drexel University where she earned her M.S in
Communications with a focus on Public Communication. She is passionate about using her oral and written
communication skills to build mutually beneficial relationships between individuals, brands, and/or companies
and their publics.
Jade became a member of the Lincoln University Section of the National Council of Negro Women, Inc.
(NCNW) in 2016 and joined the Philadelphia Section of NCNW in 2019. She was appointed Recording
Secretary of the Pennsylvania State Coalition of NCNW in 2019 and was recently re-elected to that position.
She is excited to be one of the first members of the steering committee to begin chartering the Delaware
Valley PA Section this year (2020). Jade has enjoyed everything she has experienced as a member of
NCNW and is passionate about continuing to use her oral and written communication skills to tell the stories
of African American women and empower the youth of her community. She is driven to support our collegiate
sections and help them to transition into life after college and build strong relationships with their community-
based NCNW
sisters.
Jade comes from a tight-knit family of five, who instilled compassion, kindness, and advocacy within her, and
those characteristics will allow her to be a dedicated and indispensable member of this illustrious organization.

I am honored to say that I joined the Delaware Valley Chapter of NCNW as a founding steering committee
member in June 2020. Based on my 20+ years’ experience in accounting and service, the leadership of the
DVC Steering Committee asked that I take on the task as needed regarding the financial protocols of the
organization. Without any hesitation, I stepped up and stepped in to faithfully fulfill the duties and role of
the Treasurer.
My qualifications for the position of Treasurer are outstanding; first and foremost, informed by my education
attainment of holding a Bachelor’s of Science Degree in Accounting from the esteemed Lincoln University of
Pennsylvania. After graduating from Lincoln, I entered the financial industry, focusing on my skillset in tax
preparation, including individual and corporate tax returns. As a current employee of the Commonwealth of
PA, Department of Banking and Securities, I have recently been appointed to the Diversity, Equity
and Inclusion Employee Work Group. The priority of this group is to enhance and improve structural and
policy changes, within our department, that will remove barriers for those employees who feel
underrepresented within the department and underserved by programs and services that our department
offers. Additionally, along with my tax preparation experience, I have over ten years in auditing with
aspirations of earning my Certified Internal Auditors certification, along with my Certified Fraud Examiner
certification.
Lastly, I have had the opportunity to utilize my financial literacy and administrative skills while serving in my
community. Over the last five years I have served as a longstanding participant with the Parent
Committee for Boy Scout Troop 358 which is the longest active African American Boy Scout Troop in the
country as their Recording Secretary. Last but not least is my proudest accomplishment and that is being a
mother of a thriving 2nd year college student at Harrisburg University of Science and Technology majoring in
Interactive Media. I am proud to call myself a true “numbers nerd” and that my love of numbers, along with
my financial experience, has given me a keen attention to detail which will serve the Delaware Valley
Chapter of NCNW well as we begin building our financial and professional profile.

Annie Williams-Gadson was born in Warrenton, North Carolina. She came to Philadelphia as a child with her parents and nine
siblings. They settled in the West Philadelphia area. Though a quiet and shy youngster, she excelled as a student in the Philadelphia
Public Schools. Upon graduation from high school, shecontinued her studies at LaSalle University (BA Business Administration; minor:
Elementary Education); Cheyney University (duel MA degree), Elementary Education – Elementary Administration; Elementary
and Secondary Principal’s Certification, and Supervisory Certificates). Annie was a commendable employee for the School District of
Philadelphia for 40 years. Certified K12, she was a teacher in elementary schools for 15 years and was a business teacher in high
schools for the balance of her teaching career.
Annie is unswerving, dependable, cooperative, and has a resolute dedication to the ideals and objectives of any endeavor that she
pursues. As candidate for the position of Financial Secretary for the planned Delaware Valley local chapter of The National Council
of Negro Women, Inc. (NCNW, Inc.), Annie more than qualifies for the position. She has served exemplarily as the Financial
Secretary and Assistant Financial Secretary of Delta Sigma Theta Sorority, Inc., and Chairperson of Program Planning. She is a
member of the Advisory Team for Financial Operations of Zeta Omega Chapter of Delta Sigma Theta Sorority, Inc. This group
assists with the overall financial operations of the Sorority. She has been an active and productive member of the Policy and
Procedures Committee and has justified several terms as a member of the Audit Committee. In addition, she has co-chaired the
Social Action Committee, and the Fundraising Committee. At present, she is the Financial Secretary of the National Pan Hellenic
Council of Southeastern Pennsylvania. These offices and committee memberships are only a representative example of the various
positions she has held in the Delta Sigma Theta Sorority, Inc. over the past 21 years.
As to community involvement, collaboratively, Annie and her husband Leo established The Producer’s Guild in 1975. The Guild’s
mission is to ensure appreciation and enthusiasm for the rich cultural heritage of African American creative expression in
Philadelphia. As such, they sponsor a monthly Second Fridays Concert Series at the Community Education Center on Lancaster
Avenue. The Guild underwrites local, national, and occasionally international jazz performers. Through personal and charitable
contributions, the Guild promotes progressive and independent institutions within the community by making it a priority to sustain
reasonably priced event tickets that are affordable to the community, and thereby enable the community to consistently patronize
positive African American culture, music, and performing arts. Annie has served as the Guild’s Vice President since its inception 43
years ago. Her involvement in this community centered Guild highlights her superior organizational and fund-raising skills. These skills
are indispensable and will be an asset for the inaugurate Delaware Valley local chapter of NCNW, Inc.
Annie’s vision for the future Delaware Valley NCNW, Inc. Chapter is to provide chapter membership with diligent, consistent,
transparent, accountable, and accurate financial record keeping that assures and promotes financial solvency and stability. Thus,
through sound fiscal practices, the financial security of the chapter will be bolstered and sustained. Finally, as a team player, Annie is
energetic and has a passion for serving others. She is highly motivated, confident, and ever ready to commit to the vision and mission
of both the newly organized local Delaware Valley Chapter of the NCNW, Inc. and the national organization. Collaboratively, she is
ready, able, and willing to do everything in her power to meet the challenge of making certain that every Black woman can fulfill her
potential.

Over that last three decades, Patricia Williams leant herself as humble servant to perform God granted duties to
support, educate, and empower others as they navigate through the entanglement of bureaucracy that
prohibits marginalized people from receiving quality mental and physical healthcare. As the Director of Quality
Management at Community Council Health Systems, Senior Member Advocate at United Health Care, and
Outpatient Therapist at North Western Human Services, it was incumbent upon her to utilize acquired skills and
knowledge to interpret policies and establish precedents for organizational stakeholders to adopt.
Ms. Williams embraced her role as an organizational leader while demonstrating diplomacy in the face of
adversity and triumph. When tasked with troubleshooting conflicts or identifying program enhancement
opportunities, Ms. Williams honed in on her ability to produce quantitative and qualitative reflections of data-
driven indicators relative to various divisions within the organizations of her employ. Extracting key elements of
human engagement and compiling the information in a complete, concise, and timely manner to share with
stakeholders across multiple settings exceeded the expectations of her employers, peers, affiliate agencies, and
consumer base. Keen listening skills and superb integration attributes are essential methods of building a culture
destined to achieve its goals.
The expertise Ms. Williams acquired as an Investigator, Consumer Advocate, and Outpatient Therapist as well
as in academia offers unwavering support to the Delaware Valley Chapter of the National Coalition of Negro
Women as we strive to reach goal attainment. Ms. Williams intends to structure sound record-keeping processes
as part of the chapter’s anchor, if selected as the Recording Secretary. Her words to live by are “Maintenance
and dissemination of accurate documentation is paramount to the success of our sisterhood”. Ms. Williams’
commitment to our chapter aligns with one of Dr. Mary McLeod Bethune’s famous quotes ”The progress of the
world will call for the best that all of us have to give”.
