Matthew H. Swartz

Mr. Swartz serves as the Executive Director and Command Information Officer (ED/
CIO) for U.S. Fleet Cyber Command. Mr. Swartz assumed these duties in August 2015.
In this capacity, Mr. Swartz reports directly to the U.S. Fleet Cyber Command/10th Fleet
Commander, and he serves as the senior civilian as well as the senior information
management, information technology and cyber security official for FCC/C10F.
From August 2014 through August 2015, Mr. Swartz served as the lead for the Chief of
Naval Operations and the Assistant Secretary of the Navy for Research, Development and
Acquisition. He lead the Department of the Navy Task Force Cyber Awakening, which was
chartered to promote and extend the Navy’s approach and response to cyber security
beyond traditional information technology to combat systems, control systems, and
other information systems. Mr. Swartz managed this enterprise-wide cross organization
workforce to develop a prioritized Cyber Resiliency Plan, the CYBERSAFE program, which
focused on assuring the survivability of critical mission capabilities, and the stand-up of
an enduring organization and assessment framework to respond to this new operating
condition and warfighting domain.

Rear Admiral Gene F. Price

Deputy Commander, U.S. Fleet Cyber Command / U.S. TENTH Fleet

Rear Adm. Gene Price received his commission as a Navy Reserve Intelligence officer
in 1986. As a junior officer, he served in a variety of assignments, including USEUCOM’s
Crisis Action Team, targeted during the War in Kosovo, and as political advisor for NATO’s
Ambassador to Macedonia.
Price was mobilized to USNAVCENT N2 in 2003, where he supported Operation Iraqi
Freedom as chief of Iraqi Maritime Analysis. During this period, he led an analytical team
located in southern Iraq, and concluded his mobilization as NAVCENT’s chief of intelligence
operations.

Paul J. Jaeger

Executive Director, Navy Cryptologic Component
Mr. Jaeger became a Senior Executive in September 2015 and is assigned to the staff
of Commander, U.S. Fleet Cyber Command/TENTH Fleet as Executive Director, Navy
Cryptologic Component. He is the senior Navy Liaison to the National Security Agency
(NSA) and serves as Director of the Navy Cryptologic Office. He entered civilian service
with NSA in January, 2012 after a 34 year active duty career in the U.S. Navy, retiring as
a Captain.

CAPTAIN Brian C. Nickerson

Chief of Staff, U.S. TENTH Fleet
Captain Nickerson has served as an action officer in the Joint Staff J-8/Joint Theater Air
and Missile Defense Organization; the Joint Staff J-5/Deputy Directorate for Strategy and
Policy, Space and Missile Defense Policy Division; the Joint Staff J-5/Deputy Directorate
for War on Terrorism, Strategic Planning Division; a Section Head on the Staff of the
Chief of Naval Operations, Director, Assessment Division (N81), Campaign Analysis
Branch; and, the Deputy Director, Operations and Plans Division (N31B) on the Staff of
the Chief of Naval Operations. He is currently assigned as the Chief of Staff for Fleet
Cyber Command/U.S. TENTH Fleet.
Captain Nickerson holds a Bachelor of Science Degree in Electrical Engineering from the
University of Missouri – Columbia and a Master of Science Degree in Telecommunications
Systems Management from the Naval Post Graduate School. He is also a graduate of
the Air Command and Staff College and the Joint Forces Staff College.

Captain Donald P. Darnell Jr.

Chief of Staff, Joint Forces Headquarters

Captain Darnell assumed duties as Chief of Staff, Joint Forces Headquarters-Cyber in
June of 2015.
Captain Darnell began his career at Naval Security Group Activity (NSGA) Northwest
in Chesapeake, VA; there he served as Assistant Cryptologic Readiness Group Officer
and later as the Information Systems Division Officer. His next tour was aboard USS
FLETCHER (DD-992), where he served as the OUTBOARD Officer / Electronic Warfare
Officer and qualified as a Surface Warfare Officer.
Captain Darnell assumed command of the Center for Naval Intelligence and Navy
Marine Corps Intelligence Training Center in August of 2008. Following this tour, he was
assigned as the Director for Intelligence (J2) at the Joint Interagency Task Force South,
Key West, Florida. Captain Darnell returned to the OPNAV Staff, as Deputy Director,
Unmanned Systems (N2N6 F2), Executive Assistant to the DCNO for Information
Dominance and as the Deputy Director N2N6BC (Dep DONCIO).

Lieutenant General Robert R. Ruark

As a Brigadier General, Robert R. Ruark served as the Commanding General, 1st Marine
Logistics Group from 2007-09, most of which was spent in Operation IRAQI FREEDOM.
He then served consecutively as the Director of Logistics and Director of Facilities at
HQMC. As a Major General, he served for two years as the Director of Logistics, J-4, US
Central Command. He most recently served as the Director for Logistics, J-4, the Joint
Staff.
He has served on 6 MEU deployments, in Operations DESERT STORM, PROVIDE
PROMISE (Adriatic Sea), GUARDIAN ASSISTANCE (Rwanda), and STABILIZE (East Timor)
and commanded the 1st Marine Logistics Group in OPERATION IRAQI FREEDOM
08.1/08.2. He graduated Cum Laude from Miami University, was an Honor Graduate at
the Marine Corps Amphibious Warfare School, received a Masters degree at the Marine
Corps Command and Staff College, and was the CMC Fellow to Penn State University’s
School of Business.

Lt. Gen. Edward C. Cardon

Commanding General, U.S. Army Cyber Command and Second Army
Lieutenant General Cardon most recently served as the Commanding General of 2nd
Infantry Division (2011-2013). He currently leads the US Army Cyber Command and
Second Army, which directs and conducts cyberspace and information operations as
authorized or directed, to ensure freedom of action in and through cyberspace, and to
deny the same to our adversaries.

Command Sgt. Maj. William G. Bruns

Command Sergeant Major
Command Sgt. Maj. William G. Bruns assumed responsibility as the U.S. Army Cyber
Command and Second Army command sergeant major on Jan. 21, 2016.
Prior to his assignment at ARCYBER, Command Sgt. Maj. Bruns served as the Command
Sergeant Major for the Army Communications-Electronics Command and Senior
Command Sergeant Major, Aberdeen Proving Ground, Md.

Major General Burke E. Wilson

Maj. Gen. Burke E. “Ed” Wilson is the Commander, 24th Air Force and Commander, Air
Forces Cyber, Joint Base San Antonio-Lackland, Texas. General Wilson is responsible
for the Air Force’s component numbered air force providing combatant commanders
with trained and ready cyber forces which plan and conduct cyberspace operations.
Twenty-fourth Air Force personnel extend, maintain and defend the Air Force portion
of the Department of Defense global network. The general directs the activities of two
cyberspace wings, the 624th Operations Center, and the Joint Force Headquarters –
Cyber, all headquartered at JBSA-Lackland, as well as the 5th Combat Communications
Group at Robins Air Force Base, Georgia.

Sean C. Higgins

Sean C. Higgins has worked in the Information Technology Field for over 30 years with
a specific focus on Internet Security for the last 20 years. In the early days of Internet
Security, Sean worked closely with Check Point Firewall-1 in bringing the technology
to Canada and then assisting in the development and delivery of Check Point training
courses throughout Canada.
Over the years, Sean became a trusted advisor in Internet Security and has been called
upon to lead teams to assist companies in remediation of corporate security incidents.
Sean was one of the first to be called as an expert witness in a Canadian court regarding
a cyber-security incident. He was named the first CTO of the month in September 2012
by IT Focus. Sean is also a speaker and author.

Mike Schroepfer

Mr. Schroepfer is Facebook’s Vice President of engineering. He is a veteran of Mozilla
and Sun Microsystems and co-founded a firm called CenterRun.

Theodore Ullyot

Mr. Ullyot is the former General Legal Counsel of Facebook, and one of its three vice
presidents. Before coming to Facebook, he practiced law at two private firms and, prior
to that at the Justice Department under President George W. Bush.

Adam Messinger

Chief Technology Officer

Mr. Messinger is responsible for long term technology direction and overseeing our
technical architecture. He was previously VP of Application Development, where he
led various teams, including mobile and web apps, design, search, relevance, and
advertising. Prior to joining Twitter in 2011, Adam was Vice President of Development
at Oracle where he led the development of Java and Exalogic. Earlier in his career he
worked at O’Reilly Alpha-Tech Ventures, WebLogic, Organic and the Santa Fe Institute.

Timothy P. Ryan

Cyber Security and Investigations

Timothy P. Ryan is a Managing Director based in New York where he leads a Cyber
Security and Investigations practice. Prior to his current role, Tim had a distinguished
career as a Supervisory Special Agent with the Federal Bureau of Investigation (FBI),
where he supervised the largest cyber squad in the United States. An expert in
responding to all forms of computer crime, attacks, and abuse, Tim has led complex
cyber investigations involving corporate espionage, advanced computer intrusions,
denial of service, insider attacks, malware outbreaks, Internet fraud, and theft of trade
secrets. Tim also served as Acting Director of the FBI’s New Jersey Regional Computer
Forensics Lab, one of the nation’s largest state-of-the-art digital forensic laboratories.
As a member of the FBI’s elite Computer Analysis and Response Team.

Joe Weiss

PE CISM CRISC ISA Fellow

Mr. Weiss was the technical lead for the cyber security practice at KEMA, Inc. He was
involved in numerous SCADA control centers, substations, power plants, and water
systems cyber security projects including development of control system cyber security
policies, control system vulnerability and risk assessments, business continuity planning
including cyber considerations. He supported the NIST and Idaho National Laboratory
(INL) cyber security test beds. He created and chaired the six KEMA Control System Cyber
Security Conferences and the two International Standards Coordination Meetings on
Control System Cyber Security for DHS. He was involved in the development of the April
2002 White House Conference on CIP. He provided testimony before two Congressional
subcommittees

Group Head of Cyber Security
Mr. Braendle is globally responsible for all aspects of cyber security for the ABB Group.
Responsibilities include developing and leading a cross-divisional and cross-functional
effort to ensure that ABB products and systems fully support customers’ cyber security
requirements.

David Carroll

Senior Principal, Cyber Security and Strategy
Mr. Carroll leads the security strategy, risk management, and program design
engagements for a wide variety of clients from many industry verticals. Highly effective
at bridging the cyber security technical to business knowledge gap within global
information security organizations. Particular focus on impact at senior corporate
and governance levels to help them make pragmatic, cyber threat and asset aware
decisions.

Mark Hall

Mr. Hall has over twenty years in the field of Cyber Security. He is the Senior Partner
at Cyber Security Consulting Group (CSCG) which provides cyber security consulting
services and innovative solutions to reduce our clients’ risk exposure, enhance national
