Ministries (EMM) celebrated the
resettlement of 100,000 individuals
since the ministry’s inception as a
resettlement organization in the
1980s. We could not have done this
without the support, generosity,
dedication, and spiritual gifts of
our partners and supporters. Our
history as a resettlement agency, the
challenges we have faced, and the
victories we have celebrated all led
us to be the ministry we are today.

Dear Friends and Colleagues,

As I write this letter of introduction to Episcopal Migration Ministries’ annual report, the world finds itself
in another conflict in Ukraine; as of today, 2 million refugees—mostly women and children—are fleeing into
neighboring countries from the destruction of war. It is a stark reminder that in our world there are families who
are forced to flee their homes, seeking safety from war and oppression. Ukraine is but the latest conflict that
has resulted in refugees, who worldwide now number over 25 million, as estimated by the United Nations High
Commissioner for Refugees (UNHCR). This latest event comes in the wake of the evacuations from Afghanistan,
where over 70,000 Afghans were assisted by the U.S. Again, the script was the same: individuals seeking safety
and shelter from oppression.

In their latest Global Needs Assessment report for 2022, UNHCR is projecting 1.47 million refugees will be in
need of resettlement to a third country. Resettlement is the last option that refugees have in rebuilding lives
shattered by violence and persecution for reasons of their faith, race, ethnicity, social, or political views. For the
past 40-plus years, Episcopal Migration Ministries has been helping refugees establish themselves in the U.S. in
partnership with the U.S. government, affiliate networks, congregations, community members, and countless
volunteers. In 2021, EMM reached a milestone of helping over 100,000 individuals find peace and safety in the
U.S. In the pages that follow, you will find a summary of the work of EMM this past year, and the cohort of
organizations, government entities, congregations, volunteers, and individuals whose contributions make EMM’s
work possible.

As EMM looks to 2022 and beyond, we hope to continue to expand our work to assist asylum seekers through
our Neighbor to Neighbor program. The conflicts at our southern border that give rise to the influx of migrants
seeking safety and security must not be forgotten.

Despite this litany of tragic events, the goodwill of so many gives hope. To the thousands of volunteers who came
forward, EMM thanks you. For the over $1 million in gifts given to directly meet the needs of these vulnerable
individuals, EMM thanks you. As I close, we continue to ask for your prayers for those in harm’s way, and for your
support as we welcome our newest neighbors to communities around the U.S.

Minor Program

On March 10, 2021, the U.S. Department of State
announced the reopening of the Central American
Minor Program in two phases. Phase one began in March
2021 and focused on reopening and processing eligible
affidavits of relationship (AORs) that were closed when
the program was terminated in 2018.

In 2021, Episcopal Migration Ministries
served 308 vulnerable clients through
the Preferred Communities program
funded by the Office of Refugee
Resettlement. Nationalities represented
among the clients included Afghanistan,
the Democratic Republic of Congo,
Somalia, Burma, Congo, Ethiopia, Iraq,
Syria, Honduras, El Salvador, Liberia,
Sudan, Eritrea, Nicaragua, Russia, Sierra
Leone, Burundi, Cuba, Dominican Republic,
Guatemala, Iran, Malaysia, Saudi Arabia,
and South Africa.
The intensive case management services aimed
at helping clients achieve self-sufficiency were
provided to minors (under 18 years old), single-
parent households, elderly people, individuals
with social/psychological conditions or
risk of suicide, ill or disabled individuals,
secondary migrants, and survivors of
torture or sexual gender-based violence.

In the course of 25,255 hours of specialized case

IN ACTION”

During a national Preferred Communities
program conference, EMM partnered with
affiliates to share their best practices in creative
case management activities, building sustainable
community relationships, and development of
specialized client orientation materials and staff
development. National staff provided training
on multiple topics; other presenters provided
information on strengths-based methods for
case management services. Pre- and post-survey
results revealed an average of 334% increase in
knowledge among affiliate participants and across
various topics covered during the conference.

COVID-19

Due to the prolonged impact of the
COVID-19 pandemic on health and
support services nationwide, EMM
and its Preferred Communities
network continued to serve
already enrolled clients, as well
as new ones, through COVID-19
Supplemental Funding provided by
the Office of Refugee Resettlement.
Their services included helping
ensure food deliveries for elderly
and immunosuppressed clients;
procuring and distributing personal
protective equipment to staff and
clients; and providing continued
psycho-social support to clients
as well as affiliate staff members
impacted by stressors while
assisting clients during COVID-19.
This was achieved through
contracting on-site and virtual
mental health therapists.

Neighbor to Neighbor, a program of EMM, directly trains
and provides ongoing support to faith communities who
serve as community sponsors for their new neighbors.
Community sponsors welcome their new neighbors by
offering friendship, fostering community connections, and
providing practical support such as housing, assistance in
accessing services and navigating the community, enrolling
children in school, supporting adults in learning English and
securing employment, and more. Neighbor to Neighbor
offers two tracks for congregations: Track One trains
faith communities to serve as community sponsors to
asylum seekers; Track Two trains faith communities to
serve as community sponsors to newly arriving Afghan
families through EMM’s partnership with the Sponsor
Circle Program for Afghans. Both tracks include training,
preparation, and ongoing support.

StoryCorps

StoryCorps, an initiative to preserve and share humanity’s
stories in order to build connections between people and
create a more just and compassionate world, launched
American Pathways, a new initiative to record, preserve,
and share the stories and experiences of refugees, asylees,
immigrants, and Muslims living in the United States. EMM
clients participated in the project and recorded their
stories with friends or family members.

The Church of Jesus Christ of Latter-day Saints provided EMM an
in-kind grant to support the work of EMM’s local affiliate network.
EMM affiliates were able to access Bishop Storehouse goods to provide
clients with canned food and pantry items, cleaners, and household
products. Through Deseret Manufacturing, affiliates were able to
provide clients with mattresses, bed frames, dressers, tables, and chairs.

Bridge Refugee Services
Housing Technical
Assistance Grant

In 2021, with a generous donation from The Church of
Jesus Christ of Latter-day Saints, EMM awarded a grant
to two of its affiliate offices in Tennessee, Bridge Refugee
Services and Sponsorship in Knoxville and Chattanooga,
to develop a technical assistance housing project to
stabilize client housing. The two affiliates and a research
non-profit are conducting a nationwide needs study and
interviewing stakeholders such as tenants, landlords, and
EMM affiliate staff to find sustainable and equitable housing
solutions for clients. The project is ongoing and in FY22,
the two affiliates and their local partners will coordinate
with EMM to provide trainings, guidance, and toolkits to
the EMM network on finding safe, clean, and affordable
housing, based on recommendations from the needs study.

Refugee Services of Texas– Austin,
Asylum Seekers Assistance Program

In 2021, with a generous donation from The Church of Jesus Christ of Latter-day
Saints, EMM awarded a grant to its affiliate office in Austin, Texas, Refugee Services
of Texas. They used the funding to hire a case manager to serve asylum seekers in
the community and helped 59 clients in 2021. The case manager met frequently with
clients, coordinated donations, and referred clients to legal services, English as a
second language services, and health insurance resources.
