PREFACE

Very Grateful to Al-Mighty ALLAH who gave me all the strength, courage,
preservation and patience to attend The 76th Executive Development Program.
This report attempts to bring under one cover the entire hard work and dedication
put in by me in the completion of the program on The 76th Executive Development
Program for Malaysian Government Officials which was organized by National
Human Resource Development Institute (NHI) in Republic of Korea collaboration
with Public Service Department (PSD) of Malaysia on May 23nd – June 3rd, 2016.
I have expressed my experiences in my own simple way. I hope who goes through
will find it interesting and worth reading. Once again, thanks to my beloved wife
Mazliza binti Mohtar, my cute son and daughter Kakak Nana and Dik Adam and
also my Head of Department Mr. Jafri bin Embok Taha, Senior Officer Mdm. Nurul Marha binti Mohamed, all the
colleague at Ministry of Domestic Trade, Cooperative and Consumerism and those who give me fully support in
completing this program. Thanks also to the team for giving me an honor to be the group leader (Penghulu).

1.0 INTRODUCTION

Executive Development Program is one of the program under Look East Policy. Look East Policy (DPT) has been
announced by the Honourable 4th Prime Minister of Malaysia, Tun Dr. Mahathir bin Mohamad on February 8,
1982. The DPT is a basis to emulate Eastern countries which have developed rapidly as Japan and South Korea.
The policy emphasizes the importance of the elements of perseverance and discipline in work, feelings of
loyalty to country, team spirit, a desire to increase national productivity, improve efficiency, reduce waste and
enhance relations between the employer and the employee.

The basic strategy is directed to the formation of human resources through the application of the values and
work ethic in Japan and South Korea at ways to increase productivity and quality of work, improving
knowledge and technological skills, develop a Malaysian society that is determined, hard work, discipline and
work according to the values and good work ethics.

2.0 BACKGROUND

The Executive Development Program (EDP) for Malaysian Government Officials is a 14 days program held in the
Republic of South Korea. The Program is fully sponsored by Public Service Department of Malaysia and
organized by the National Human Resources Development Institute (NHI), Republic of Korea. Going back to
1984 the program has been conducted for 32 years and our batch 76th. This batch consisted of 20 government
officials from various ministries namely Implementation Coordination Unit , Johor State Health Department,
Department of Veterinary Science, Fire and rescue Department of Malaysia, Prime Minister Department, District
Office and Land of Negeri Sembilan, Department of National Heritage, Ministry of Domestic Trade,

Cooperatives and Consumerism, Public Works Department Malaysia, Ministry of Youth and Sport, Federal
Agricultural Marketing Authority, Accountant General’s Department , Malaysian Agricultural Research and
Development Institute, Ministry of Agriculture and Agro-Based Industry, Malaysia Civil Defence Department,
Malaysia Department of Insolvency, Department of National Unity and Integration, Federal Department of
Town and Country Planning Peninsular Malaysia and Immigration Department of Malaysia . This course divided
in three different categories namely the EDP for the junior group, support group and the senior group.

This group is called the Support Group as it purse targeted for officers Grade 27 to 40. It was definitely not as
easy as a stroll in the work to be selected as the ‘best’ or ‘shortlisted’ candidate as thousands applied online
and more than 200 officers attended the interview sessions. The Public Service Department has oppositely put
a very high expectation on the candidates. Not only being outstanding in work performance one must also be
confident and have proficient command of the English Language that much needed in discussions during
lecturers and so do when conversing with the locals. Apart from that criteria’s, one must also be
knowledgeable and well verse about South Korea. I myself, studied and read a handful of information about
NHI, the governance, the language, the scenic environment and most importantly, the utmost reason why I
applied for the course. Being able to debate about South Korea and Malaysia in comparison was another
essential factor that The Public Service Department is looking for.

Course Advertisement:

Public Service Department (PSD) advertised the Executive Development Program (EDP) with the cooperation
with National Human Resources Development Institute, Ministry of Personal Management, Republic of Korea
(NHI) before this known as Central Officials Training Institute (COTI). This HNI established on 1st January 2016.

Public Service Department had advertise this course by online system and open for three deferent group via
link http://esilav2.jpa.gov.my and opened 11th January 2016 to 22nd January 2016.
i. Government Senior Group ( grade 48 – 54 )
ii. Government Junior Group ( grade 41 – 44 )
iii. Government Supporting Group ( grade 27 – 40)
Almost 300 supporting group were shortlisted and called to attend interview that was conduct at the Institut
Latihan Kehakiman dan Perundangan (ILKAP) Bangi on 29th February – 03rd March 2016.

3.0 PROGRAM OBJECTIVES
3.1 To enhance leadership and instill public service values equipped with global mind-set and creative
thinking to overcome the obstacles to become change agents in workplace and society;
3.2 to facilitate self-development motivation and confident through sharing developmental
experiences between Korea and Malaysia;
3.3 to better understanding of Korea through participation such as, Korean Home-stay, Amazing Race
in group etc.; and
3.4 to foster partnership and cooperative relationships between Malaysia and Korea.

Day 1st: May 22nd, 2016 (Sunday)
Arrival Day
at Incheon International Airport, Seoul

20 participants from Malaysia government officials arrived at
Incheon International Airport to participate in The 76th
Executive Development Program at the National Human
Resource Development Institute (NHI), Republic of Korea.

Departure from Kuala Lumpur International Airport (KLIA) to
board Malaysia Airlines MH0066 at 11.30 pm. Landed at
Incheon Airport at 06.30 am and was greeted by officials of
National Human Resource Development Institute (NHI),
namely Mr. Moon-Kyu Park and embassy officials, Mr Khairul
Effandi bin Shafiee, third secretary of the embassy. We use
the bus provided by the secretariat to Kukdo Hotel, Seoul.

We arrived at Kukdo Hotel and been briefed on Exposure The 76th Executive Development Program Report
Program. Then we were divided into 5 groups (4 By Md. Shukri bin Abdullah
participants per group) according to the colors of red,
yellow, white, green and blue. Our group is yellow and Day 1st: May 22nd,2016 (Sunday)
members of the group consisting of: Amazing Race

Our group missions are:
1. Visit Seoul Children's Grand Park - Korean fairy tale
and picture session with statue "Millstone
Grandmother"
2. Visit Konkuk University – Pond in Campus
3. Grilled Lunch "Squid" Zzuggumi & MKJI "
4. Visit Banpo Han River Citizen Park

pictures of each location or points (places) with group
member. 3. Take photo of our lunch menu as a prove. 11

The are some guide regarding food in Korea, every
restaurant or in home using vegetable oil only and
they cook separate with halal and non-halal food, so
all participants can trust the food in restaurants except
when order some food and let them know that we are
Muslim and ask them to do not put any meats inside of
our food including ham sausage, etc. We have been
suggested to use public transport during visiting places
by subway and the bus. Each group have provide 20
000 won to spend for transport and food during this
activity.

Globalization of Korean Traditional Music

by Ms. Choi Scarlet, Mr. Ji Younghee Institute
This lecture brings us to get knowledge about the
Korean traditional Music. The speaker is one of the
famous traditional musician in Korean. We also been
exposed to the music instrument. She not even just
give speech but then also perform some of Korean
music.

In this lecture session, the speaker share about the development of Korea people in modern and
traditional aspect. It is not just the Korean culture, but then the sharing also about how Korea well
know all over the world not only through culture, music, industries and others.

Korean Contemporary Performing Arts “Nanta”

at Nanta Theater, Myeong-dong

After a day in a learning session at NHI,
the participants brought to watch the
NANTA show. It is a theater
performance presented by some well-
known theater actor in Korea. We are
exposed to a variety of cultural
representation and the Korean
character actor.

Day 3rd: May 24th, 2016 (Tuesday)
[Special Talk] Public Sector Reform and National
Development

by Prof. Dr. Moon Myeongjae, Yonsei University
The lecture is about the challenges to government service whether it is
challenged by private service or others. Services should have top ten
characters which are appearance attitude, friendliness, impression,
response-ability, commitment, team thinking, communication, service
and personal excellence.

Forum on the Eleventh Malaysia Plan

[Public-Private Collaboration, Integrated System for Employment]
In this session, we been exposed to the challenges in government. For
example in some policies that introduced by government have their
own challenge. So, how to adapt with that situation in order to make
sure the policy run smoothly.

Creative Leadership and Public Administration By Md. Shukri bin Abdullah

To be a leader, we not just only know how to manage but
then we should have also creativity. That’s the idea been
given by the speaker in this session. The creativity not only
to produce but it is also to consume it.

Public Service Innovation

[Public Data & Big Data]
by Dr. Jeong Kuk Hwan, Vice President, Korea Institute for Development Strategy
This session is very interesting and all the participants quite amazed to the information given by the speaker. It is
about the e-Government, its principles, integrated system, the technology, open data, the demand by citizen
and also others. In order to apply those system, it is need also some policies to adapt such as social implications
and others.

Day 4th: May 25th, 2016 (Wednesday)
Study Visit to Seoul Metropolitan Police Station

In this session, we were given the opportunity to visit the Seoul Metropolitan Police Station. In Seoul
Metropolitan Police Station, we have been exposed to a variety of methods Seoul police received a
complaints, to take action on those complaints and how they control the crime. One of the way how to
control the crime is through the cc tv control. It is highly sophisticated and systematic.

Day 4th: May 25th, 2016 (Wednesday)
Namyangju City Employment and Welfare Centre

We were given the opportunity to visit Namyangju City
Employment and Welfare Centre. Namyangju City
Employment and Welfare Centre is one of the centers that
provide job search services to Korean residents. Korean
residents seeking work can register at the center. Part of
the fund is funded by the Korean government.

Day 5th: May 25th, 2016 (Thursday)
Meeting with Public Administration Experts

We are devided into several groups of 4 people. Our group
consists of:
1. Mdm Farida binti Jilis
2. Mdm Mas Ayu bin Mohd Tahir
3. Mr. Mohd Imran bin Daud
4. Mr. Md. Shukri bin Abdullah

Each group was given an assignment to visit and meet with
experts from various fields. Our group wanted to meet with Mr.
Park Dong Jung, street stall management expert at Suncheon
City Government and Mr. Choi Ki Woong, Budget and
accounting expert at Seoul Gangseo District Office.

Both experts have a very good working spirit to be emulated.
Despite facing many challenges, but still try to keep a job is
well run and managed. Among which we can take a lesson is
like tolerance, patience, cooperation, diligence, good
communication and many more.

Day 6th: May 27th, 2016 (Friday)
Session 1: Case Study on Leadership

(Korea and Malaysia)

Scope of lecture in this session is about analysis of
characteristic content, activities of people,
discussion points, and lesson learnt. We are
exposed to a variety of case study in Malaysia
and Korea. A fairly significant proportion of the
various aspects. How Koreans develop their
country so quickly in a relatively short period of
time. As well as the Korean government
develops large companies such as POSCO
and HYUNDAI.

This is the sharing session of a group members met with experts. Wide sharing of each group simply provides

Day 7th: May 28th, 2016 (Saturday) 27
Green Growth Site Visit and Experience of Bicycling

This is a very exciting outdoor program while watching the real picture places of
Korea, especially along the Han River. We were given the opportunity to cycle as
far as 25km. Each participant was given a bike and each check point book we
stamp our cycling passports. The weather was excellent, views of hills, rivers, lakes
is so beautiful. We cycled as a team from the beginning to the last check point.

Day 7th & 8th: May 28th & 29th, 2016 (Saturday & Sunday)
Korean Home-Stay

Homestay experience is very meaningful moment to us. We were
divided into 2 people per homestay. Me and Mr. Mohd Imran bin Daud
live with our ‘new family’ Mr. and Ms. Harry with her two beautiful of
Stefani and Amy. Our Homestay is in the District of Suwon.
We were given the chance to see the lifestyle of Koreans, we also have
the opportunity to taste the local food and visits to historical palace such
as the old royal palace during the Dynasty.

Outdoor Team Building Activity By Md. Shukri bin Abdullah

(Cheonggye Mountain Climbing) 31

Each participant have been given WON 150,
000 to buy the hiking gears. During the
hiking, the group were divided into 4
consisting of 5 members. Cheonggye
Mountain is one of the interesting place for
outdoor activity. The peak of the mountain is
about 580 meters high.

Day 10th: May 31st, 2016 (Tuesday)
Field Trip
Ulsan Metropolitan City Government

Ulsan Metropolitan City Government is one of the first city in
Korea after the Japanese use of hydrogen technology. The
technology is very good and it is more eco system to
environment. In order to generate power, it's also used as a
power source for vehicles to replace petrol.

Day 10th: May 31st, 2016 (Tuesday)
Field Trip
Hyundai Motor Co.

For this field trip session, we had the opportunity to ride the high-speed train (KTX). We are travelling from Seoul
Station to Ulsan about 400km with KTX train and it takes 2 hours and a half. After arrived at Ulsan we were
brought to Hyundai Motors. We have been chance to look at Hyundai car assembly was created and how the
company's manage Hyundai especially their factory. Hyundai is a worldwide Korean car brand.

Day 11th: June 1st, 2016 (Wednesday)
Field Trip
Korea Aerospace Industries LTD. (KAI)

Korea is one of the countries that make planes and helicopters known as Korea
Aerospace Industries (KAI). KAI made planes to their country as well as KAI also take
orders from foreign countries such as Philippines, Indonesia, Iraq and others. Each
production made takes at least 6 months before it is fully completed.

Field Trip
POSCO Gwangyang

Pohang Steel Company (POSCO) is one of a very large factory produces the best iron in Korea. We were given
the chance to see the factory and how iron was made. Starting from a hot oven until the coils of very good
quality iron.

Day 11th: June 1st, 2016 (Wednesday)
Camping

Mountain Deokyoo National Park

At mountain Deokyoo, we experienced living at the Caravan. 2
participants for each caravan. We enjoyed the scenery and the
weather was gorgeous in this mountain.

Day 12th: June 2nd, 2016 (Thursday)
Smart Farm in Buyeo

We were given the opportunity to visit the Smart Farm in Buyeo. They plant tomato and capsicum. The farm is
very spacious and has a sophisticated technology to maintain the fertility of crops and produce a quality
product. Farm produce products for local people and also exported abroad.

Day 12th: June 2nd, 2016 (Thursday)
National Institute of Ecology
(Special Lecture on Future HR)

Lecture presented by the president of the
National Institute of Ecology (NIE), Dr. Choe
Jaecheon. We have visited the building, which
was built by NHI as a picture to the eco system.
There are several models of the seasons has
been built there.

Closing Ceremony

By Mr. Chun Hong Jo, Director General for International Training and Cooperation, NHI
The closing ceremony was officiated by Mr. Chun Hong Jo, Director General for International Training and
Cooperation, NHI. All participants received The 76th EDP certificates successfully attend the program.

CONCLUSION

As a conclusion, once again thank to
ALLAH for giving me the opportunity to
attend this program successfully. This
program is affecting all participants
because we are not only exposed to the
Korean government's administrative
system, but we were also given the
chance to see in reality some industries in
Korea.

should be continued because it is not

only give an impacts to the individuals

who attend, but also to the department
