UNDERTAKEN A RANGE OF DENTAL ACTIVITIES,
BOTH IN ITS FOUR-CHAIR DENTAL CLINIC
ABOARD THE MV YWAM PNG, AND ON-LAND
DENTAL CLINICS.

Dental services regularly include extractions, restorations (commonly
known as ‘fillings’), and oral cancer checks. Oral health education is also
routinely delivered, both with individual patients after dental procedures,
and in schools and other community settings. Through its school
screening activities, YWAM MS teams also offer application of fluoride
varnish to children’s teeth as a protective measure. This service is often
taken up enthusiastically.

YWAM MS continues to collaborate closely with, and mobilise, local
health workers to serve on patrol in rural communities. Dentistry
upskilling is also offered to appropriately qualified candidates.

In 2019, a total of 26 local health workers took active roles in the dental
clinic, including four dentists, eight dental therapists, two UPNG
dental students and, two dental assistants trainees undertaking their
Certificate III in Dental Assisting.

The first graduate, Ms Becky Taukum, completed her studies and clinical
time on board the MV YWAM PNG in 2019. Ms Taukum’s studies were
sponsored by Mills Dental Care in Port Moresby, where she was gainfully
employed on a fulltime basis right after completion of her studies.

DENTAL CARE FOR LAKE MURRAY

A highlight of 2019 was collaborating with Middle Fly District Health Service (MFDHS) to send dental therapist, Mr Miyali
Poma, on integrated MCH patrol to Lake Murray to provide dental health services in an area that is severely lacking
them. YWAM MS provided Mr Poma a portable iDent chair to use during the patrol, which can be set up in any village and
folded up in a backpack for ease of transportation: essential when visiting multiple villages in one day. Mr Poma worked
tirelessly every day to see all who presented with pain or decay, and was often the last team member to finish working,
with large numbers of patients requiring multiple extractions being common.

Empowering Communities

SECTION TWO : PAGE 51 Capacity building within communities across a range of specific health
topics has been widely conducted in 2019. This included a total of 9,910
interactive sessions, delivered to 209,630 attendees throughout the
year. YWAM MS places strong value on training and equipping primary
stakeholders, and has pursued a range of opportunities to do so with the
many Papua New Guineans it engages.

One such opportunity in 2019 was through collaboration with the
public education division of PNG’s National Maritime Safety Authority
(NMSA), who have developed simple, printed education materials and
training sessions for communities to discuss safety in small boats. The
communities that YWAM MS engages have a high reliance on marine
transport and PNG itself has a high rate of drowning in small boats. YWAM
MS was therefore grateful for the opportunity to provide the transport
and connection for NMSA officers to deliver training to various groups in
engaged communities. This has been enthusiastically received at the
grassroots level.

YWAM MS also continued its collaboration with the PNG Tribal Foundation
in 2019, screening the film, Senisim Pasin, in rural communities. This
provides opportunity for community sensitisation to the issue of
gender-based violence and provokes open discussion and mobilisation
around the topic.

The continued roll out of the Community Action and Participation (CAP)
program is proving to be another effective tool to catalyse ongoing,
lasting change in communities.

The design of the CAP training program as outlined in the National
Department of Health’s (NDoH) Facilitators Guide for Community Action
and Participation draws out and builds on the communities’ ability to
make the concept of a healthy village a reality. It aims to “help people
to investigate the real causes of health, sicknesses, causes which may
include social, environmental, economic, political or cultural factors.” 3
Once grasped, this understanding allows individuals and community to
see that they have “a role to play in taking appropriate actions that will
result in prevention of sicknesses and deaths.” 1 YWAM MS is encouraged
to have already seen a number of positive outcomes as a result of CAP
programs throughout its operational area.

Feature Story

HOPEFUL DEVELOPMENTS

YWAM MS has the privilege to repeatedly engage with villages in PNG and journey together, witnessing the footsteps of
community development. An example is the village of Kenedibi in Western Province. In previous visits, a range of health
and community development education was undertaken. Upon return to the village, teams were encouraged to see many
positive signs including improved cleanliness, functional clean water tanks, and fewer people presenting with tropical
ulcers and worms. Community leaders seemed encouraged and empowered to create change in their village.

Based on the community action that had been observed, YWAM MS determined, in collaboration with Middle Fly District
Health Services, that this village would be ideal to conduct CAP training during the next collaborative patrol, scheduled
for later in 2019. At the completion of the training, community members identified three desired priority community
actions. CAP facilitators then worked with the group to determine and designate leaders and volunteers to help with
each project. YWAM MS teams are eager to return to Kenedibi in 2020 and see what further progress has been made by
the community.

2H.9ealth Workforce Strengthening
& Capcity Building

SECTION TWO : PAGE 55 YWAM MS recognises the critical importance of developing and
strengthening the local health workforce and health systems as part
of promoting healthy lives and communities in PNG. Consequently,
collaborations with local health workers remained a strong part of 2019
operations. YWAM MS personnel worked shoulder-to-shoulder with local
health workers across its operations, from the planning stages through
to field delivery of services. This practical clinical mentoring provides
YWAM MS the opportunity to facilitate ongoing skills development for
health workers in rural areas of PNG, providing updates on important
topics (e.g. updates to PNG Standard Treatment Manuals), expanding
skill sets, and strengthening the ability of health workers to respond to
a range of health issues. In-service training topics are selected based on
input from local health workers helping to ensure that the upskilling is
appropriate to the participants and their context.

Due to the input of local health workers in selecting relevant topics, it is
sometimes possible to see the impact of upskilling sessions within days
of the training being conducted. Early in 2019, while on a collaborative
patrol in Western Province, an in-service training on management of
snakebites was conducted with participating health workers from the
Middle Fly District Health Services. The next day a young girl presented
to the team with a fresh snakebite and, with the in-service training
fresh in the team’s minds, they were able to respond quickly to the case
and treat the patient with confidence. Such situations serve as an
encouraging reminder that the skills being taught and services provided
make a real and crucial difference to lives of Papua New Guineans in
remote, rural areas.

NEONATALIE MAKES HER DEBUT

‘NeoNatalie’ is a neonatal resuscitation mannequin that is a useful teaching tool for health workers, created by Laerdal
Global. She is very portable, and hence enables training such as the Helping Babies Breathe program (urgent care of babies
right at birth) in remote areas. Training can happen without reliance on complex technology. The complete NeoNatalie
pack includes the self-inflating Laerdal bag valve device, a small and large mask, and a Penguin sucker. NeoNatalie is
special in that there is the ability to give the baby a heartbeat and respirations through a separate, simple pneumatic
system. This allows the instructor to demonstrate clinical signs in a range of neonatal resuscitation scenarios.

Hands-on mannequin training, in combination with Global Health Media videos on neonatal resuscitation, allow for
consistency in the learning experience for rural health care workers, regardless of their level of skill at the start of
the training.

NeoNatalie made her debut with YWAM MS in Oro Province during outreaches 12 and 13 in 2019, quickly becoming a hit
with the PNG nursing staff and local health workers. She was utilised both during training sessions conducted aboard
MV YWAM PNG and also taken ashore to clinics for training.

2S.u10pply Chain Support

Where possible, YWAM MS strives to provide essential supply chain support to remote health facilities. This can include
delivery of medication supplies or relevant equipment. These activities are designed to strengthen local health workers
capacity to provide essential health services in their catchment areas in the intervals between collaborative patrols
directly assisted by YWAM MS personnel. Supply chain support activities are planned and coordinated in collaboration
with local health leaders.

water supply in their village is an issue. Subsequently, the program trains
the community to problem-solve and pursue healthy solutions for their
village, which helps empower communities to identify that water and
sanitation as a priority.

The viability of renewable energy potentiates the ability of solar power to
supply electricity for villages. While cost can be a limiting factor, YWAM
MS endeavours to form and/or support partnerships, both locally and
internationally, that allow the purchase and/or transport of solar kits to
be installed in health facilities in remote rural areas of PNG. Electricians
on board the MV YWAM PNG are then able to use their expertise to set up
functional wiring systems to supply light and energy for schools, health
centres, and homes, as well as for solar-powered vaccine fridges, enabling
remote, rural aid posts to maintain a current supply of vaccines.

REVIVING LOCAL HEALTH SERVICES

YWAM MS was able to transport a solar-powered vaccine fridge aboard MV YWAM PNG from the Abau District Health
headquarters in Kupiano to Iruna Health Centre in Amazon Bay (sea access only). The YWAM MS engineering team then
installed the vaccine fridge at the Health Centre.

As Iruna had restored cold chain capacity, YWAM MS was able to supply an interim stock of essential vaccines. This
allowed local health workers to re-start their immunisation clinic while awaiting their regular vaccine order, anticipated
later in the month.

3P.l1ain Language Summary

YWAM MS’s normal operating income grew to $9,279,000* in 2019. The
largest overall income category continues to be gifted goods and services
at a total of $6,462,000, an increase of $310,000 from 2018 thanks to 820
volunteers from 40 countries donating their professional services.

The largest expenses category in 2019 was once again the non-cash
program expenses of $6,763,000 consisting mainly of gifted goods and
services including donated professional services. Additional cash of
$1,280,000 was invested in international programs (that is, program
activities in PNG and program support costs) and $541,000 was invested
in accountability and administration. YWAM MS spent $12,000 on
fundraising costs and $6,000 on community education in Australia.

YWAM MS had an operating profit of $677,000* from normal operations
supporting its ability to pay down debt incurred for the use and
acquisition of the MV YWAM PNG and to navigate the uncertainty
currently surrounding COVID-19.

*Total income in 2019 was $11,869,000. This included a one-off income
transaction being debt forgiveness of $2,590,000 that was owed to
YWAM PNG Ship Limited. YWAM PNG Ship forgave the debt in recognition
that these funds had been or are being applied to the delivery of health,
training, and community services in Papua New Guinea. As this is outside
the normal operating income of YWAM MS, it has not been included in the
above income and net profit figures or the associated charts.
