English. Offered classroom instruction to over 15 students each
session and served as a key instructor in the Learning Center to over
50 per day. Students studied for the GED examination or completed
high school credits for an adult high school diploma. Upon
graduation, the majority pursuing secondary education chose
community college .
 ACHIEVEMENTS: Received commendation from Academic
Coordinator for outstanding work as an instructor and the testing
success rate of students.
 RESULTS: Successfully tutored two students to enter a four-year
institution directly after graduating with an Adult High
School Diploma.

Leadership
Serve as the Manager of 11 staff in DIR that has over 20 employees and
over 3000 grants processed. Conduct negotiations with Bureaus and
Offices and ensure compliance with grants policy and administration.
Serve as a principle advisor senior leadership as well as HRSA-wide senior
management.

Achievements:
Branch surpassed performance benchmark of 95 percent on time or early
deliverables every year of tenure. Staff recognized in 2015, 2016 and 2017
for HRSA’s Outstanding Group Performance Award. Recognized
individually in 2015 & 2018 for HRSA’s Outstanding Performance Award
and 2016 with an OFAM Olympian Award for my work as a Branch Chief.

Professional Strategy
Experience – Collaborate with OFAM’s senior leadership to develop strategy and
Federal Service procedures regarding grants management and compliance with grants
policy. Serve as a principle advisor for data analysis to OFAM senior
Strategy leadership to track performance measures and support Bureau-wide
changes. Served as a member of the 2012 HRSA Tribal Outreach Work
Group comprised of senior leaders to develop strategy for higher tribal
community reviewer recruitment and higher rates for tribal-sponsored
HRSA grant applications.

Achievements:

HRSA was recognized for its’ outstanding performance by the outgoing

2013 DHHS’ Secretary and Deputy as well as HRSA leadership for

working to serve those with limited or no access to quality health care.

Since inception of the Tribal Work Group, a training to increase cultural

competency and awareness was created entitled ‘Working Effectively

with Tribal Governments’ to educate HRSA staff on ways to effectively

work with tribal communities; thereby, increasing overall tribal

community participation in HRSA-related activities.

Experience –
Federal Service Serve as principle curriculum developer for the ‘RA Development
Program’, designed to train and empower DIR Review Administrators
Development (RA) s to perform jobs confidently and successfully by gaining more skills
and it’s the first of its kind in HHS. Develop course requirements and
design the curriculum structure for implementation in FY 2018.
Collaborating with HRSA’s Learning Institute (HLI) to be able to offer
classroom instruction as well as online format. Created the first ‘RA
Roundtable’ in 2016 and invited an OFAM Senior Advisor to facilitate the
discussion. Serve as a Grants I facilitator. Implemented the first
Quarterly Reviewer Training in 2015 with the goal of increasing reviewer
knowledge and awareness of grants and objective review guidelines.
Achievements:
HLI has praised efforts of Branch to create a unique program for RAs and
HRSA. HLI models other development programs after RA Development
Program. RA Roundtable was a successful endeavor as evidenced by staff
and facilitator feedback. Plans are underway for second session. DIR
Quarterly Reviewer Training successful with attendance increasing over
time from 150+ participants to over 400 participants per session in a year.

Professional 2009 – 2014

Federal Service TEAM LEAD, HRSA – OFFICE OF FEDERAL ASSISTANCE
MANAGEMENT (OFAM), DIVISION OF INDEPENDENT REVIEW

Served as the Supervisor of five staff in DIR that has over 20
employees. Served as a principle advisor to the Branch Chief and
Division Director as well as HRSA-wide senior management.
Managed the equitable evaluation of approximately 1000
competitive grant applications in the Agency annually.
Achievements:
Team successfully met all performance measures
throughout tenure as Team Lead. Team recognized in 2014 for
HRSA’s Outstanding Group Performance Award.

Achievements:
Was able to successfully reconcile all outstanding invoices
and ensure contractor performance was in compliance with the
Statement of Work and needs of the Agency ensuring fiscal
accountability and budget controls.
