TENDER DOCUMENT
SUBJECT:- TENDER FOR NATIONAL AND INTERNATIONAL HOARDINGS

FOR GUJARAT TOURISM

The Tourism Corporation of Gujarat Ltd proposes to launch its publicity Campaigns both

in the nationally and internationally during the current financial year 2009-2010. Outdoor

Hoardings in various cities and countries all over India and abroad will be put up during

the financial year.

Scope of Work

Hoardings would be placed in the following cities:

The hoardings would be put up one month prior to Navratri Festival-19th to 27th
September, 2009, Rann Utsav 2-4th December, 2009, International Kite Festival- 14

January,2010, and other as and when required.

The CD of the creative/s would be furnished by TCGL to the agency. Rest all
implementation of the hoarding would be responsibility of the agency.
Documents required to be submitted
Interested agencies may submit the following documents for perusal of their tender.
a) Profile & Track Record of the Agency. The profile of the company including turnover,
technical capability, list of support & service centers, etc.
d) Photocopy of PAN No. & Service Tax Registration No.
· Agency’s credentials in executing work of a similar nature for any Govt./non agencies.
(With supporting documents).
· Delivery Schedule with reference to the date of placement of the order.
· Any other aspect which the tendered wants to highlight.
· ITCC for last 3 years.

The location of the hoardings is important, in terms of maximum visibility and hence
description of each hoarding location should be elaborated in detail.
Authorization documents for each hoarding site.
Actual photographs or clear images of each of the hoarding locations have to be attached
for every city and country.

Selection process:
The selection process would be based both on the site locations of the hoardings and also
on the competitive rates quoted for the same.
Submission of Tender:
The documents as above should be submitted in single packet. The packet should be
superscribed. “Hoardings for Gujarat Tourism” and should bear the name, address and
telephone number of the agency. The packet should be addressed to Manager

(Marketing), Tourism Corporation of Gujarat Ltd, Block No.16,4 floor, Udyog Bhavan,
Gandhinagar -382011 and should be submitted latest by office hours on 21/Aug/2009.

Time of completion:
The scope of works should be completed within the specified time given by the Firm at
the time of accepting the work order.
Risk-Purchase Clause:
After acceptance of work order, the firm fails to abide by the terms and conditions of the
tender documents or fails to complete the project as per contract or at any time repudiates
the contract, Tourism Corporation of Gujarat Ltd. will have the right to invoke
Performance Bank Guarantee and execute the work from other agencies at the risk and
consequences of the firm.
Termination-Default by the supplier:
If the firm is in default in carrying out any of the terms, conditions or obligation of the
contract, the Tourism Corporation of Gujarat Ltd. may give notice of default to the firm
and request the firm to cure such default within 30 days of receipt of said notice of
default. Should the firm not cure the default within said period, Tourism Corporation of
Gujarat Ltd. within 30 days terminate the whole or any part of the contract
Terms of payment:
No advance payment shall be considered. The detailed break up of costs of various
components may be indicated. The payment will be done by way of cheque in Indian
Rupees on completion of the work as per work order .Any advance payment will only be
made with prior approval of competent authority against bank guarantee.
Arbitration: Venue of Arbitration will be Ahmedabad & will be governed by provision
of Indian Arbitration & Reconciliation Act.
Jurisdiction : The contract shall be governed by laws of India and all Government rules
on purchase matter issued from time to time and are in force for the time being are
applicable to this contract tender.
Performance Bank Guarantee: The selected agency/agencies before starting the work
has to submit a Bank Performance Guarantee from a scheduled bank for 5% of the total
contract value valid for more than 60 days after the date of completion of the Project.

Liquidity Damages: In the event of suppliers’ failure to complete the work within a
specified time, Tourism Corporation of Gujarat Ltd. may without prejudice to any other
rights, here under recover from the supplier, as Liquidated Damages and not by way of
penalty the sum of 5% of the contract price.
Penalty: Penalty will be imposed in case any discrepancies are discovered regarding
shortfall in translation. 25% of the cost of each language will be deducted for wrong
translation.
OTHER SPECIAL CONDITIONS:
· Tourism Corporation of Gujarat Ltd. reserves the right to accept or reject any tender
without assigning any reason whatsoever.
· Incomplete offers which do not fully meet the conditions as listed in this Tender.
Document or conditional offers are liable to be rejected.
