PLANNING AND DESIGN OF LIBRARIES AND INFORMATION CENTERS

2.0 POSITIVE ASPECT OF THE LIBRARY

Throughout our visit to the UiTM Jasin Melaka Library, the library atmosphere was very good
to the eyes. Physically, the library atmosphere gives a good feel for the user to come to the
library. There are many positive aspects to the library that can be pointed out to identify the
good features of the library. You can see a good, well-designed library that looks like when the
user comes and enters the UiTM Jasin Melaka Library. This report explores and presents the
positive aspects of the UiTM Jasin Melaka Library. The positive aspects to be presented in
detail are:

 Accessibility
 Library Space
 Interior Design
 Technology
 Services

2.1 Accessibility
In terms of location, it is important for every company or other operating activity to be a
strategic location for the client to be aware of the existence of the building in order for it to
operate well. The location of the library on campus is the main determinant of use where the
largest number of users should be able to access it. UiTM Jasin Melaka Library, situated at the
centre of the campus, is easily accessible to students and other non-residents, including
academic and non-academic staff of UiTM Jasin Melaka. The library is situated between two
faculty buildings, where students can easily access the library due to its walking distance and
close proximity to the faculty and other campus buildings, including the hostel, cafes and
mosque.

Besides, the library is close to the main roads. When visiting the library for the first
time, it's easy to find a library building because it's close to the main street. The library is highly
visible because it is convenient for all potential users of the library to enter the library. Other
than that, there are also parking facilities at the library for users. The convenient parking space
provided makes it easier for users to get to the library. A large number of parking spots can
ensure a larger number of users coming to the library.

9

PLANNING AND DESIGN OF LIBRARIES AND INFORMATION CENTERS

2.2 Library Space
In term of the library space, the library has advantages of holding the positive aspects of

a library due to its new building as the Jasin campus is the new branch of UiTM in Melaka.
The library building itself is clean, bright and comfortable for every person that enters the
library be it the library space for appropriate use to their users. Every areas of the library can
be anticipated to meet future needs and provide a way for the users to self-interpret the function
of each area in the library spaces and the services they can get from the library. There are
several library spaces that can be further explained or described at UiTM Jasin Melaka Library
which are collection space, reader seating space, staff working space, meeting space, special
use space and non-assignable space ( including mechanical space).

As far as the collection area is concerned, the library provided a specific location for the
organization of the publications
available in the library. There are
three levels in the building, and
each level has shelves for all
publications and library resources.
When users enter the library, they
can easily see the area where they
can access library resources. The
shelves used in the library are self-
explained that books, magazines,
journals and other types of library
resources are the collection of library resources. In addition, the aisle between the shelves is
ideal for showcasing and advertising the range. Due UiTM Jasin Melaka Library has provided
some services for users with disabilities. They consider a suitable arrangement of shelves gives
bigger accommodation for the disabled users to easily access the library collection. Moreover,
the shelves are not too high and the display strategies will affect to the optimum usage of the
collection.

10

PLANNING AND DESIGN OF LIBRARIES AND INFORMATION CENTERS

For the reader sitting room, this area usually includes a table, chair, tiles, lounge chairs,
and others. In the UiTM Jasin Melaka Library, the
reader seating area differs from a standard reading
area with research table chairs to a lounge seating
area to ensure comfort for their long-term home
stay. Facilities that are provided to support
assignment students and others. In addition, the
reading area differs in the library where users can
choose to study in the open reading area or to have
a private work area in the reading area of the carrels
or in the carrels room. UiTM Jasin Melaka has a library area for the staff working area or the
administrative and research area. This area includes the entrance hall, public service areas,
direction areas or equipment, offices and workrooms, rest areas and also toilets and lockers.

The entrance hall gives a good atmosphere to the working environment in the library,
where it is situated at the main entrance to the security gate, and there is a circulation counter
that welcomes visitors to the library. The entrance hall represents how pleasant the library is,
where this room is neatly
organized and in a wide area. It is
also appropriate for users and
librarians to take the process of
borrowing and returning books
easily, as the space holds a large
number of users and librarians to
take the process of borrowing and
returning books easily, as the
space can hold a large number of
users waiting at one time without
disrupting traffic at the main entrance.

11

PLANNING AND DESIGN OF LIBRARIES AND INFORMATION CENTERS
The meeting room is another library space in UiTM Jasin Melaka's library which makes

it a point to be positive aspects of the library. The meeting room in the library consists of a
meeting room and a lecture room. There are four discussion rooms in the library, two of which
are situated at level two and three. One discussion room can cater to 16 users at a time and one
seminar room that can cater to 43 users at the beginning of the library operation. Nonetheless,
the number of users who can use the seminar room is gradually increasing to 1000 users who
can use the seminar room, which is gradually increasing to 100 users at a time due to a number
of talks or other activities that are regularly held in the seminar room.

The good part of the library is the effort to increase the number of seats in the seminar
room. A special room is given for users to have light snacks in the library which provided room
called Green Park. There is an expansion of the library resource publishing room. Due to
limited release, the library has received empty shelves to house a growing number of
publications in the future. In comparison, the non-assignable space in the library also consists
of the parking area where it is situated opposite the building. In addition, there are several other
library spaces for the public collection, the Reference and Bibliography area, the study area,
the seating area, the location of the main area, the occasional study area, the lecture room, the
exhibition and conference area as well as the mechanical and electrical operations areas such
as the Photostat computer and the OPAC web site.

12

PLANNING AND DESIGN OF LIBRARIES AND INFORMATION CENTERS

2.3 Library Design
Another positive aspect of the UiTM Jasin Melaka Library is the interior design of the library.
The interior design of the library can be divided into a number of elements. The furniture is the
first element. The furniture in the library is the most important equipment in the library. The
furniture in the library is ideal for each one to work well. The size of each furniture is ideal for
the space allocated and is of good quality
for consumers to use it comfortably. The
second element is the library environment.
It is ergonomically designed for users and
the library has ample spaces to facilitate
work and leisure activities such as
learning, conversation and reading.

In addition, it has the aesthetic
quality of supporting reading habits and
being easy for long-term in-house users.
The third element of interior design, which is another advantage for the library, is in terms of
colour. The colour of the library is mixed from soft to white, and the other part of the library is
in bright colour to distinguish the functions of each area. In addition, it is suitable for the study
purpose of giving the user a relaxing atmosphere to read and study in the library.

The interior design is appealing
for users to enter the library and study in
the library, because there is a mini-
garden at the entrance of the library,
which gives a very warm welcome to
users and the leisure areas of the library
have comfortable seating areas and
leisure television, so users can have a
break between study and talk in that
area.

13

PLANNING AND DESIGN OF LIBRARIES AND INFORMATION CENTERS
2.4 Technology

As far as security is concerned, the library has installed a few CCTVs in the library
building to ensure the safety of the library building itself, the library facilities and also the
people inside the library. The CCTV is monitored by the library staff to track events in the
library that are visually concealed from staff
or others, such as unauthorized persons
accessed in the library. In addition, a fire
prevention system, such as a smoke detector
and a water sprinkle, is mounted in the
library to detect any fire smoke in the
building. Such two devices are necessary to
be mounted in the library to prevent any
incident of fire from occurring in the library
and to destroy the library assets.

In addition, the library has built a security gate at the library entrance. Those who visit
the UiTM Jasin Melaka Library will find the automatic metal gates as they walk through the
door. It is a turntable system installed in the library as a security measure and consists of four
gates and one gate that is designed for disabled people. All gates can be enabled by a student
or staff ID card that allows a person to move through at a time. The number of user statistics

coming to the library can be
easily counted through this
method.

14

PLANNING AND DESIGN OF LIBRARIES AND INFORMATION CENTERS
In addition to safety systems, the library has also implemented equipment for library
services. There are several facilities for users in the library that allow them to use a laptop, a
book drop and other equipment, such as a Photostat machine, a printer and a scanner. This
implementation makes it easier for the user to access the library tool through the OPAC website
and other resources, such as photocopying and printing, make it easy for students to carry out
their assignments. The software built in the library is a major positive feature of the library.
The ICT Department at the third level of the library has machines for the use of computers that
enable users to access online databases of the library and to carry out word processing.

2.5 Services
In terms of facilities available in the UiTM Jasin Melaka Library, the library offers a range

of library services, including general library services, such as User Registration, Services and
Inter-Library Loan (ILL). In addition, the library also has an online database system, a word
processor that can be used in the IT Room and CD collection. In addition, the questions set out
for the past year are also given through the UiTM Library website, including these and other
resources. The library also provides a magazine, newspaper and newspaper subscription
service, cassettes, CD-ROM and video cassette borrowing service.

The rules of the library, users are not allowed to bring their bags and other improper items
to the library, and the locker given makes it easy for users to store their belongings outside the
protection of the library on a temporary basis. Bulletin boards are also provided as a resource
to students in the library staff. The user may use the bulletin board in the library to show any
news or other information for announcements or displays for users who come to the library.
Any matter relating to the use of the bulletin board may be dealt with in the main counter on
the first floor of the library. The library also provides information services and the user can ask
the librarian directly if they have any concerns about the library resources.

PLANNING AND DESIGN OF LIBRARIES AND INFORMATION CENTERS

3.0 RECOMMENDATION

The UiTM (Melaka) Jasin Campus that located in the heart of UiTM (Malacca) Jasin Campus
and is very accessible to UiTM residents and began operations on February 3, 2014.
Perpustakaan Tun Abdul Razak UiTM Jasin Melaka has so many positive aspects however,
there are also rooms for improvement for the library to keep advancing to ensure the number
or user statistic keeps growing every year.

An effective facility is responsive to the changing programs of educational delivery,
and at a minimum should provide a physical environment that is comfortable, safe, secure,
accessible, well illuminated, well ventilated, and aesthetically pleasing. The library facility
consists of not only the physical structure and the variety of building systems, such as
mechanical, plumbing, electrical and power, telecommunications, security, and fire
suppression systems. The facility also includes furnishings, materials and supplies, equipment
and information technology, as well as various aspects of the building grounds, namely, areas
for outdoor learning, and vehicular access and parking. However, for PTAR UiTM Melaka
overall the facilities are in good condition and just needs to be taken care of by all users in
order to maintain all the facilities. In addition, the library facility is much more than a passive
container of the educational process. It is, rather, an integral component of the conditions of
learning. The layout and design of a facility contributes to the place experience of the users
especially students.

Space and furniture to support collaborative learning is increasingly important in
education and through makerspaces is becoming part of the public library offer too. Clever
space planning is essential when it comes to supporting larger events. the layout can offer an
attractive backdrop for a large seated audience. the designed integral spaces not only for large
author events and regular rhyme times, but also for student discussions and presentations,
support for health and employment one-to-one advice sessions, and workshop layouts for craft.

Computer technology continues to affect the way libraries function and, as a result, the
way they are planned and designed. As a result, the electric and wiring needs of modern-day
public libraries must accommodate changing technology. PTAR UiTM Melaka must be able
to support wired and wireless connections to digital communications from networks within and
from outside the library. Outside digital communication systems include the Internet, area

16

PLANNING AND DESIGN OF LIBRARIES AND INFORMATION CENTERS
networks, public telephone networks, and networks accessed through digital service providers
such as cable companies that utilize copper wire, cable, wireless, or fibre-optic capabilities.

The library's collection should be reviewed on an ongoing basis to ensure that the
collection is meeting the current curriculum, research and informational needs of faculty and
their students. Materials that no longer meet the needs of the university community may be
removed from the collection. for the collection of the printed material of the library consists of
books, magazines, newspaper, journals and thesis and other type of periodicals. however, the
publication for reference are lack and only in small number compare to other printed materials
such as the dictionaries. the other problem is with the empty shelves arranged in the library
makes it not very appealing for a library and the emptiness of the shelf led users to think that
the library was shortage in reference material.

The Library is must be aware that websites, including blogs, social media and other
web content that make up websites, are presented and created in formats for viewing in a web
browser, and are often different than the standard format that is recommended for preservation
and long-term access. Given that the focus of this document is preservation and long-term
access, the following format preferences favour those outcomes, and include recommendations
for best practices to better enable preservation of web content. In other words, best practices
for content creators to help in creating preservation-friendly websites.

The recommendation and suggestion listed is the idea to improve the services provided
by the library while at the same time to attract more users to use the library service.

PLANNING AND DESIGN OF LIBRARIES AND INFORMATION CENTERS
4.0 CONCLUSION
The library visit to Uitm Jasin Melaka Library has given us a very wonderful and memorable
experience for us in designing a new library. The library has so many positive aspects of a good
library. There are several aspects that can I saw when visit the library. There were also many
attractions for making students come to the library. Due to that, several recommendations have
been made by us to improve more about the quality of library planning in Uitm Jasin Melaka
Library.
In conclusion, through this visit we had learn so many things in order to planning and designing
our library in future. There were several obstacles happened in developing new library in many
terms for example the allocation of budget. To be a good librarian also we need to be more
creative and think out of the box in handling such matters. We have gained so many
knowledges and experienced at the same time. We hope so in future we can be a good librarian
in order to plan for the library once we are entering the job position.
