Director’s Message—
As we return from our family vaca ons and start the new fiscal year 2017‐2018, I would like to take a moment in thanking our Public
Works family for all the good work you do in serving our cons tuents and customers. I am happy to announce that our department
budget of $536,353,828 million was approved on June 27th. Some of our budget highlights are as follows:
One Reduce/Restore augmenta ons for $794,503 submi ed to restore appropria ons to maintain current level of services in
Budget Control 080 – OC Public Works. 50% approved.
Net loss of $397,251 for FY 2017‐18
One Expand augmenta ons for $291,338 for 8 light duty vehicles. 100% approved.
Various Technical Adjustments Augmenta ons requests submi ed for realloca ons of 39 posi ons within OC Public Works
Budget Controls.
We con nue our endeavors by focusing our a en on on our three pillars of improving morale, increasing efficiencies and enhancing
customer service.

our team in June 2017. She comes to us from New Hampshire where she was the Commissioner Watershed Clean-Up Day
of Administra ve Services repor ng to the Governor. She brings a wealth of knowledge and Kudos
experience to our department. She arrives with a fresh perspec ve and is ready to create new

Employee Spotlight
Vicki Quiram has joined the OC Public Works team as the Assistant
Director of the Customer Services Branch overseeing Administra on,
Fleet Services, Facili es Maintenance/CUF, Facili es Design &
Construc on Management, and Development Services. The selec on
process involved a na onwide recruitment with a number of excellent
candidates that underwent external and internal stages of screening.
Vicki’s broad and applicable educa on and experience made her the
top choice and a quality addi on to our team. Vicki ini ally had about
two weeks of transi on me with Robyn Uptegraff (who we wish a fond
farewell on her way to Phoenix for re rement) and is jumping into her
new role by learning as much as possible about our ini a ves, service
areas, and systems.
Vicki has over 20 years of experience in leading organiza ons, both in
the private sector and in city, county and state agencies. Her
combina on of engineering, project management, organiza onal
management and team building skills and talents have led to the
measureable success and con nual improvement of the agencies that
she has been privileged to lead. In May 2017, Vicki and her husband
moved back to California a er spending eight years in New England,
where she most recently served under the Governor as the
Commissioner of Administra ve Services. In this posi on, she worked
with the legislature, other state agencies, her staff and the communi es
to provide the centralized services of the state, including budget,
project management, accoun ng, personnel, procurement, financial
data management, public works and other shared services.
Vicki’s prior experience includes serving as a civil engineer and
manager in a private engineering consul ng firm and at the County of
Ventura, the Assistant Public Works Director at the City of Ventura, and
the Public Works Director in Westwood, Massachuse s.
Vicki’s Civil Engineering degree is from the University of Texas at Aus n and she is a Registered Professional
Engineer, a Public Works Leadership Fellow and an Envision Sustainability Professional. She has served on the
American Public Works Associa on (APWA) Na onal Professional Development and Water Resources
Commi ees, as well as the APWA Center for Sustainability. She served for 3 years on the Board of Directors for
the Ins tute for Sustainable Infrastructure and in 2014 was the recipient of APWA’s Charles Nichols Award for
Environmental Excellence. She also served on the University of New Hampshire’s Environmental Engineering
Advisory Board.
Vicki is very pleased to be working for the County of Orange and also to be back in California, close to where
her daughters and their families reside and where she can enjoy her favorite outdoor sports year round. Please
welcome Vicki to our OC Public Works team!!!

Remembering
Craig Spencer Wehrman
December 18, 1946 – July 4, 2017
Craig Wehrman, former Chief Deputy County Surveyor, passed away on July 4, 2017 in
Downey, California, a er a courageous ba le with cancer. Craig was born in Covington,
Kentucky on December 18, 1946. He began his career with the County of Orange in February
1990, became the county’s 16th Deputy County Surveyor on September 2, 2005 and the 1st
Chief Deputy Surveyor on February 23, 2012. A er 26 years of service, Craig re red in
February 2016.
Craig loved tennis, going on walks, mathema cs, his morning coffee, dark chocolate, his
a ernoon tea, his job, giving others his personal medical advice, but more than anything, he
loved his family. He was extremely proud of his wife Diana, daughter Rachel and son Jacob.
Craig will be remembered for his wonderful sense of humor, his devout spiritual faith, his
contagious laugh, his welcoming nature, the incredible support and encouragement that he
gave to us all and for his loving and kind spirit that he would never admit to having. Those of
us that had the pleasure of working with him know that he was not just our coworker, he was
a great friend.
Craig was laid to rest on July 10, 2017 at Everlas ng Hope
Forest Lawn Memorial Park in Cypress, California. He will be
greatly missed and forever be a part of our OC Survey family.
Our thoughts and prayers go out to his dear family.

DISASTER SERVICE IDENTIFICATION
If you currently hold a County iden fica on card take a look at the back of the card and you will see “Disaster
Service Iden fica on” and a statement that the Government Code has declared you a Disaster Service Worker
subject to disaster services, ac vi es and such. What does that mean? What Government Code is it referring
to?
The Government Code is the State of California Government Code Sec on 3100‐3109 which states in part that
for the protec on of health and safety and the preserva on of lives and property all public employees and
volunteers in accredited emergency organiza ons are declared to be Disaster Service Workers. This includes
all County employees, Red Cross Volunteers, and other relief organiza ons recognized by the State Office of
Emergency Services.
The individual must affirm an oath of allegiance as outlined in the Cons tu on of the State of California, Ar cle
20, Sec on 3, before performing du es as a Disaster Service Worker.
As a Disaster Service Worker you should be allowed to travel to/from your regular place of employment should
road blocks or checkpoints be in place to control crowds. It is not a get out of jail free card; it simply iden fies
you as a government worker. At a road block you may be asked to show more than one type of ID to jus fy
why you need to access a restricted area a er a disaster.
Depending on the nature of the disaster and your role officials may grant you access into the area. Their
decision will be based on your safety and your role in safely providing assistance. Remember when assis ng
with an emergency, or any me you are at work, you should not par cipate in any assignment or du es you are
not trained in or accustomed to doing. This would violate your employers Injury and Illness Preven on Policy,
and State regula ons. Always keep your County iden fica on card properly secured and accessible.

As a major regional service provider, the County’s fleet of more than 3,000
vehciles and equipment have a major presence on Orange County roads.
Most of the County’s vehicles out serving the community are easily
recognized by appropriate decals such as OC Sheriff patrol vehicles and
Proba on vehicles. However, that is not always the case with many of the
other essen al vehicles and work trucks that also provide cri cal services
to the public.
Therefore, in an effort to highlight the great work County employees do The County’s vehicles are managed by OC
and their presence within OC communi es, new County seals and decals Fleet Services, a part of OC Public Works
are being placed on both the driver and passenger doors on most County
vehicles. The new decals will be applied to fleet vehicles that are not
already subject to departmental approved standards. All other standard
vehciles will receive the new decals before they are placed into service or
as they are brought in for regular maintenance.

On April 27, 2017, OC Public Works announced the launch of a new online system called “myOC eServices,” a
streamlined site community members can use to easily submit and tracks service requests.
The new site gives users the ability to request services provide by OC Public Works, track the status of exis ng
services requests, view a service request map and find informa on on frequently reported issues.
The issues that can now be reported or addressed through myOC eServices include:

convenient one‐stop shop for mul ple service op ons.
County employees are encouraged to take a look at myOC eServices, and share informa on about the site with

The California State Associa on of Coun es (CSAC) released a video earlier this year highligh ng OC Public Works’
Adopt a Channel Program, which earned a 2016 CSAC Challenge Award.
The Adopt a Channel Program, which is similar to the Adopt A Highway Program, provides an opportunity for
organiza ons, businesses and residents to adopt a flood control channel. By partnering with members of the
community, the program helps improve the physical appearance of Orange County’s flood control channels in
neighborhoods and enhances the environment through trash and graffi removal.
Channel adop on includes ac vi es such as inspec ng the adopted site on a rou ne basis, collec ng trash and
debris from the adopted site and iden fying household hazardous waste for pick up for pick‐up by OC Public Works,
pain ng over graffi , and iden fying other issues or challenges observed within the channel and no fying OC Public
Works.
Adopters benefit by posi vely impac ng the environment and se ng an example for the community. They also
receive public recogni on through signage at the adop on site; the ability to use Adopt A Channel imagery on their
own organiza ons’ le erhead, email, social media, etc. and
through acknowledgement in Adopt A Channel website
content.
Current adopters in the Adopt A Channel Program include
Disneyland Resort, Bolas Chica Conservancy, The Ranch at
Laguna Beach, The Sharp Family, Tetra Tech, Inc., Orange
County Conserva ons Corps, Yorba Linda Sunrise Rotary Club,
Orange County Water District and Regent Associa on Services.
The CSAC Challenge Awards provide California’s 58 coun es an
opportunity to share their best prac ces with County officials
around the state and na on. The call for entries for the 2017
CSAC Challenge Awards was distributed in April.
In March 2017, OC Public Works engineers visited the
Panorama Heights community to assess loca ons iden fied
for future installa on of new metal beam guardrails to
enhance safety and protect members of the community
from going down the steep slopes in the area.

reloca ons, trenching and removals, and coordinated with
the Southern California Gas Company to resolve any issues.
