Congratulations to the Officers and

Members of the Prosecutors League of
the Philippines (PLP) and for successfully
organizing this year’s convention! The
chosen theme – “The PLP: Facing the
Challenges Towards a Credible 2016 Election”- is as apt as it is timely.

As we all know, prosecutors serve a major role in elections, as
members of the Board of Canvassers in the provincial, city, and district
levels. The inquest prosecutors are on call to conduct inquest investigation
for suspected violations of election laws. Moreover, the prosecutors have
concurrent jurisdiction with the Commission on Elections (COMELEC) in
the prosecution of election cases. Suffice it to say that in ensuring clean
and credible elections, the PLP and the prosecutors’ efforts cannot be
discounted.

Credibility is not just some buzz word to echo when we exercise our
right of suffrage in May. Indeed, it is a goal—an imperative—which we all
must strive to achieve. While it is the COMELEC that takes the lead role
during election, prosecutors must do their part in the collective effort to
ensure that each ballot reflects the genuine will of the voting public.

It is therefore my desire for you, esteemed Officers and Members
of the PLP, that each one will firmly stand true to our sworn commitment
to protect and defend the sanctity of our electoral processes. This is our
sacred duty as citizens, public servants, and officers of the law. And, it is in
fulfilling this duty that we are able to bestow credibility on our
elections.

Thank you and I wish you all a fruitful and meaningful

This year’s theme, “The PLP: Facing

the Challenges Toward a Credible 2016
Election”, is not only timely but reflective of our collective resolve as Prosecutors
to embrace, without any reservation, the great responsibility attendant to our
position and be the moral compass in championing the cause of the Filipinos for
a credible election.

A month from now, we shall find ourselves engaged in a sacrosanct
occasion to exercise our constitutional right. This is an opportunity for every Juan
dela Cruz, without regard to literacy, property, or other substantive requirement,
to fully participate in shaping the political and socio-economic landscape of our
country. The right of suffrage, being a participatory process, evens out the playing
field for all Filipinos.

As Prosecutors, our role is not only confined in running after and pinning
down the malefactors. We can inspire and educate the electorate to go through
conscience examination and vote for the candidates who have clearly established
and shown their respective capacities to lead the Filipino as a nation to economic
prosperity within the context of inclusive growth. The economic prosperity, as
described, can be achieved if we elect leaders who are sincere in their social
contract in promoting corrupt-free governance and transparent administration of
the national wealth and treasures. It is in this sense that we need leaders who are
honest and highly-conscious in giving meaning to public accountability.

With the sincere gratitude to the invitation of the
Prosecutors’ League of the Philippines (PLP), I congratulate
PLP President and City Prosecutor, Aileen Marie S. Gutierrez,
and all hardworking officers for organizing this meaningful
activity. Lastly, I wish that we are able to conclude an election
that serves as a catalyst for stability beyond the respective
terms of the elected.

the PLP, through its members, will continue to champion these ideals to

message of solidarity to the officers and members of the Prosecutors League
of the Philippines, Inc. on the occasion of their Annual Convention in Cebu City
under the theme: “The PLP: Facing the Challenges Towards a Credible
2016 Election”.

The prosecution is a key pillar of the electoral framework.

For elections to be conducted freely and fairly, the country’s laws need
to be enforced equally for all parties during the elections. Violators should be
held to account for their actions. Without these safeguards, the integrity of the
electoral process will be undermined. The lack of accountability for election-
related violations can sow the seeds of civil unrest threatening the entire justice
system.

It is our role to bring balance and offer remedy. It is imperative that we,
prosecutors, behave instrumentally in pursuit of these goals.

With the strong leadership and the committed prosecutorial populace,
I trust that this year’s convention will illuminate on the outstanding questions
concerning the role of prosecutors in politics, government and the incoming
elections.

M y warmest greetings and felicitations to all participants and

guests of the 28th Annual Convention and 14th National Election of Officers
in Cebu City –the center of commerce, trade and education in the Visayas
region and first capital of the Philippines.

Our theme “The PLP: Facing the Challenges Towards A Credible
2016 Election” is very appropriate in light of the coming Presidential elections
in May, where we play a very significant role. Provincial and City Prosecutors
sit as Vice-Chair in the Board of Canvassers (BOC) in different provinces
and cities all over the Philippines to canvass election returns, transmit the
results for national candidates and proclaim the winning congressmen and
local officials. Incidentally, we are also electing a new set of Executive Officers
and members of the Board of Directors.

Voting is a sacred duty to preserve our democracy. Thus, we must not
take for granted any election. That being said, we are one with all Filipinos from
all walks of life in the preservation of the sanctity of the ballot and pursuit of an
honest, orderly, peaceful and credible election. We celebrate this exercise of
democracy, and will be vigilant for the cause of justice and peace.

14th National Election of Officers of the Prosecutors League of the Philippines

gathering of Prosecutors as we discuss common concerns, reach consensus
for our advancement and enhance our service to the public. In the spirit of

Your Convention is indeed timely and relevant. During the Convention,
the campaign would have reached fever pitch as it is only one month away
from the May 9, 2016 national and local elections. As the Commission on
Elections (COMELEC) gears up to ensure that the conduct of the computerized
elections will be orderly and credible, the Department of Justice (DOJ) should
also prepare for election offenses that may be committed and even novel
issues and scenarios that may result from the automation of the elections.

It is my fervent wish for the members of the PLP that in handling any
election controversy you never lose sight of the twin goals of ensuring not
only a fair and credible 2016 elections but also guaranteeing that the voice of
the people expressed through the ballots prevails. These objectives can be
achieved only if the rule of law, the bedrock of democracy, is observed at all
times without fear or favor. Together let us make the 2016 elections a “politics
of hope” and not a “politics of cynicism.”

I am confident your Convention will be a resounding success. And I
