ตลอดระยะเวลา ๑๓๐ ปี ทผ่ี า่ นมา กรมบัญชีกลางมบี ทบาทสำ�คญั ในการบรหิ าร
การใชจ้ ่ายเงินงบประมาณเพอื่ ประโยชน์ในการพฒั นาประเทศ และสรา้ งความอยู่ดีกินดี
แก่ประชาชนมาอย่างต่อเนอ่ื ง โดยแม้วา่ จะตอ้ งเผชญิ กับการเปล่ียนแปลงหลายประการ
แต่บุคลากรในหน่วยงานทุกท่านก็ได้ร่วมมือกันอย่างเข้มแข็งจนสามารถผ่านพ้น
และยืนหยัดมาได้จวบจนปัจจุบัน ผมหวังเป็นอย่างย่ิงว่า ก้าวต่อไปของกรมบัญชีกลาง
จะยังคงยึดมั่นในการพัฒนาคุณภาพของหน่วยงานในองค์รวม เพื่อทำ�หน้าท่ีบริหาร

On the special occasion of the 130th anniversary of the establishment of the Comptroller General’s
Department, I wish to extend my congratulations and best wishes to all its officials, and take this
opportunity to commend the important work of this agency, which has been a fundamental strength
for the Royal Thai Government and our nation’s development.

Over the past 130 years, the Comptroller General’s Department has played a

pivotal role in managing Thailand’s state funds for the benefit of our government sector and
the Thai people. Throughout many changes and developments in the working of the Royal
Thai Government, the Department has successfully evolved into a leading agency, growing
from strength to strength to match the needs and support the visions of all government
departments during times of rapid economic growth, globalization, and more recently,
a global pandemic that has brought unparalleled challenges to Thailand’s socio-economic progress
and sustainable development. The Department has been an example of good governance and a
reliable partner to all government agencies through this time, while also serving as an advocate of
transparency and efficiency. In this regard, I am hopeful that the Comptroller General’s Department
will continue with this central role in supporting the work and progress of the Royal Thai Government
in the many years ahead.
On this special occasion, I am very pleased to extend my best wishes for the continued success
of the Comptroller General’s Department. I would also like to take this opportunity to wish all the
Department’s officials and personnel good health, success, and happiness.

ผู้ปฏิบัติงานได้ทุ่มเทและมุ่งมั่นที่จะพัฒนาศักยภาพของบุคลากรและองค์กรให้มีความ
ทันสมัย พร้อมเผชิญกับการเปล่ียนแปลงดังกล่าวข้างต้น และเป็นกลไกสำ�คัญของรัฐท่ีจะ
นำ�พาประเทศไปส่คู วามมั่นคงและยงั่ ยืน

Message from the Minister of Finance

The Comptroller General’s Department (CGD), as a public agency under
the supervision of the Ministry of Finance, has a major mandate to ensure
maximum fiscal efficiency and optimization of state fund disbursement as
well as to maintain fairness in the issuance of regulations related to state
fund disbursement and public procurement. In this context, the CGD has
adopted advanced digital technology to enhance operational efficiency. The
Government Fiscal Management Information System (GFMIS) has enabled fast
and equitable disbursement for all public agencies, which reduces inter-agency
conflicts and the issue of discrimination. In addition, the e-bidding system has
contributed considerably to national budget retrenchment. The CGD is also
developing the e-Government Procurement (e-GP) system to enhance the
current information technology system to cope with the increasing workload.
To keep pace with the rapid evolution of digital technology and to remain
resilient to the threats of climate change as well as the COVID-19 pandemic,
the CGD has been modifying regulations to facilitate quicker operations. In
particular this applies to state fund disbursement for relieving the impact of
COVID-19 and stimulating economic recovery so the country can rely mainly
on domestic economic activities while the tourism industry stays stagnant.
During this period of hardship, the CGD’s executives and staff at all levels
have striven to develop themselves as well as the organization in order to
address the aforesaid changes and to serve as a major force for driving the
country stepwise on the path towards security and sustainability.
On the occasion of the CGD’s 130th anniversary, I would like to extend
my sincere congratulations and admiration to all executives and staff for their
tireless devotion to the organization’s mission and assignments from the
government. The CGD will continue to play an important role for the Ministry
of Finance and the country in the pursuit of national economic growth and
sustainability for public welfare.

และย่ังยืน โดยตลอดระยะเวลาท่ีผ่านมา กรมบัญชีกลางได้มีส่วนร่วมในการปฏิบัติภารกิจ

The Comptroller General’s Department (CGD) is a government agency
under the supervision of the Ministry of Finance. It plays a vital role as a key
driver for steering the national economy along a sustainable growth path. Since its
inception, the CGD has contributed significantly to numerous missions in response
to government policies for ensuring efficient management of state funds, national
economic stability and optimal national benefits. Despite the tides of changes
in the country, the CGD has remained unwavering in fulfilling its mandate and
functioning on a proactive basis. It has also continuously adapted and developed
as an organization by adopting cutting-edge innovations to enhance services for
other public agencies, the private sector and the general public.
On the CGD’s 130th anniversary, I deliver my congratulations and best

The Comptroller General’s Department (CGD) is an important organization
in charge of public financial management and optimizing the disbursement of the
government budget. Over time, the CGD has to manage economic fluctuations
and become a key driver for socio-economic development of the country towards
national security and sustainability.
The CGD, in the modern context, has introduced technology to facilitate
operations and enhance its organizational service capability to meet the
requirements of both public and private sectors fairly and equitably.
On the occasion of celebration of the CGD’s 130th anniversary, I would
like to congratulate and express my appreciation to all CGD’s executives and
officials for their tireless collaborative efforts. I hope that they are proud of their
achievement and will continue to serve the country and the people with such high
standards in the coming year.

Foreword

Throughout 130 years of operation, the Comptroller General’s Department

(CGD) has weathered times of trouble and peace. It has overcome different challenges
and grown along with the country. As a government agency, the CGD is always quick to
adapt to socio-economic as well as political changes and keeping pace with technological
advancements to fulfil its mission of overseeing and managing state fund disbursement
for optimal national benefits.
Today, the world has changed by leaps and bounds due to digitalization generated
by innovative technological development. Technology is no longer merely a tool for
facilitating human activities; it has become an integral part of people’s lives. Its vital roles
in industrial, commercial, service and government sectors worldwide have propelled
many countries, including Thailand, into the digital era.
The CGD is actively adapting to digitalization with strong commitment to providing
prompt services with greater efficiency, transparency and accountability in the interests
of the public and the country.

In this context, its 131st year has been envisaged as the “Year of CGD
Transformation” in which digital technology and innovation will be further used to

upgrade its services and operational standards to meet the expectations of all sectors.
The CGD will remain a foremost organization that plays a key role in socio-economic
development for the well-being of the Thai people and steering Thailand along the
path of achieving the vision of national security, prosperity and sustainability.
