People’s Network and Alliance Center
Recognizing that the DSI’s key to success and efficiency in work depends on the cooperation
from the public, private and people sectors and that the people’s network in each community or area
is a key source of crime leads for government agencies, the Department of Special Investigation
established the People’s Network and Alliance Center under which volunteers from the people
networks, government agencies, non-governmental organizations, and academic institutions can
share information and join in performing activities for special crime vigilance.
The roles and responsibilities of the People’s Network and Alliance Center are as follows:
1) Determine policies, plan and activities to develop the people’s network for special crime
vigilance and prevention and the people’s network for the prevention of drug and social problem;
2) Enhance the work capacity of the network;
3) Develop the network’s work approach;
4) Coordinate, follow up, and evaluate the work of the network; and
5) Publicize the works and activities of the network.
In light of the government’s policy to promote and focus on the people-centered participatory
approach and the DSI’s strategy on building up cooperative alliances for integrative potential of special
case investigations, the Project on Promoting the People’s Participation for Special Crime Vigilance
was carried out by the Center with the following objectives:
1) To make the members of networks in the public, private, and people sectors, as well as
the youth understand the forms of special crimes, be able to define a mean of vigilance for their own
community, and continually engage in activities of the DSI for maintaining relationship continuity
between the DSI and its network;
2) To create the mechanics of joint working that enable the networks in any area where
problems occur to take part by expressing their opinions and becoming the DSI’s active partners for
benefit of the DSI’s work and networks;
3) To make available joint plans and activities created by the networks and the public sector
including work direction which are in line with problem in each area, as well as to expand the
network’s members;
4) To set up a guideline for publicizing information and creating precise perception of the
power, duty, and mission of the DSI among members of both domestic and international networks
where they can identify the difference between special crime and common crime;
5) To manage information and complaint received in relation to DSI’s duty so as to provide
the people with an access to legal assistance by the public sectors and to jointly make a plan for special
case vigilance with the people; and
6) To follow up special case vigilance in each area where information has been input into a
system and to analyze and apply such information for conducing in special crime-prone areas.

In order to achieve the above-mentioned objectives, the project was implemented with the
collaboration between the public and private sectors during January-December 2013. The project
comprised the following 7 activities:
Activity 1 – Workshop of the joint Working Group
A workshop of the joint working group of the network of public, private, and people sectors
was held on January 29, 2013 at the DSI’s meeting room, the Government Complex with 70
participants. The main objectives of this workshop were to review fiscal year 2012 work, to determine
a work plan of the network for fiscal year 2013, and exchange views and ideas so as to create
participation from stakeholders as a first step in building a network for special crime vigilance. The
workshop comprised 2 sessions: the first session involved the exchange and sharing of views and
knowledge by the committee of the people’s network and the making of decision on the work plan
for the fiscal year 2013; while in the second session the people’s network had a chance to practice
how to input data into the DSI’s computer program.
Activity 2 – Expanding Members of the People’s Network
This activity was aimed at increasing the number of member of the people’s network of the
DSI with the two-fold objectives: to make them understand the DSI’s power and duty, form of special
crimes, and the difference between a special case and general crime; and to enable them to make a
vigilance report and continually implement activities with the DSI. There were 14 forums organized
during January-March 2013 in 9 areas nationwide i.e. Bangkok (Nong Chok District and Bane Sue
District), Lop Buri Province, Phetchaburi Province, Phetchabun Province, Phitsanulok Province (Bang
Rakam District and Phrom Phiram District), Sa Kaeo Province, and Songkhla Province. In each forum,
resource persons from the DSI introduced the background and work of the Department and gave the
lecture on a particular topic depending on problem faced in that area. The participants were also
informed of the role and responsibilities of the people’s network for monitoring crimes regarded as
special case by liaising with the DSI’s officials, as well as the way to notify officials of leads and produce
a monitoring report on crime. At the end of the activity, the participants were encouraged to apply to
be members of the People’s Network and Alliance Center to keep watching on special crimes.

Activity 3 – Building supportive sources for special case investigations
This activity included the introduction of the DSI and the application for membership of the
People’s Network and Alliance Center as in Activity 2. However, the purpose of this activity was to
create sources for crime leads to support the work of the DSI by creating in-depth understanding of
the forms of special crimes and by providing knowledge on basic crime pattern analysis, basic evidence
collection, suspect identification, basic forensic sciences, criminal report form, and how to report
information to the People’s Network and Alliance Center. This activity was implemented in two
provinces namely, Samut Sakhon and Tak on February 27-28, 2013 and May 21-22, 2013 respectively.
For the activity in Samut Sakhon Province, the participants were students in vocational institutes;
while in Tak Province, the participants were students and teachers in non-formal education.

Activity 4 – Workshop on Enhancing Cooperation among International Law Enforcement
Agencies Network
This workshop focusing on the enhancement of operational cooperation against special crime
between the DSI and foreign law enforcement agencies was held on September 17, 2013 1 at the Royal
Orchid Sheraton Hotel, Bangkok with 80 participants from foreign law enforcement agencies based in
Thailand and other agencies concerned. This activity was aimed at enhancing international
cooperation and exchange of information in terms of special crime and developing a joint work plan
between foreign agencies and the people’s network of the DSI. During the workshop, the presentation
were made by resources persons from the DSI on various topics including intellectual property crime,
consumer protection and environment crime, transnational crime, etc. In addition, during a discussion
on the topic “The Cooperation on Joint Investigation and Operation against Transnational Crime”, the
meeting came up with a number of recommendations for effective cooperation including a monthly
meeting of law enforcement agencies, a contact point for sharing information, and information
sharing practices in a manner consistent with applicable laws regulations.
Activity 5 – Developing new database system for special crime vigilance
In this activity, the result of special case vigilance reported by members of the People’s
Network and Alliance Center were followed up and gathered into a new database system for vigilance.
The whole period of this activity was from January-October 2013, while the follow-up of crime
vigilance was conducted during March-July 2013.

Activity 6 – Publicizing the DSI’s power and duty and the results of special case vigilance
This activity focused on creating a positive image of the DSI and a good attitude towards
special crime prevention among the society. The DSI’s image was introduced through various forms of
public relations including handbooks on people’s network and vigilance, video presentation regarding
the DSI’s works shown on “The DSI’s special program: Road to Confidence and Participation” and “The
DSI’s Special Program: Road to Special Case” broadcasted on the National Broadcasting Services of
Thailand (NBT) on October 14, 2013 and October 24, 2013 respectively, and 20-episode radio plays
titled “Knowing DSI” broadcasted on 50 community radio stations comprising 31 stations in Bangkok
and vicinities, 5 stations in the North Region, 13 stations in the Northeast Region, and 1 station in the
West Region. With this activity, news and information from the DSI were made know to the public,
both member and non-member of the People’s Network of the DSI. Also, this was a chance to make
other networks understand the work of the People’s Network and Alliance Center and to provide the
Center’s contact point for special crime vigilance.
Activity 7- “Dream for the Green World” to express loyalty to His Majesty the King and
follow the royal ideas
This was a corporate social responsibility activity with an aim to build relationship between
agencies in the public/private/people’s network and the DSI’s People’s Network and Alliance Center.
It was held on May 16-17, 2013 at the Female Reporters 2 (Ban Bor Wee) School, suan Phueng District,
Ratchaburi Province where 338 participants comprising the staff of the People’s Network and Alliance
Center, the representatives of the leaders and members of the people’s networks nationwide, and
the volunteers from local public and private sectors jointly delivered teaching material to students,
renovated the school, and performed activity promoting relationships between students and parents
of the school.

In order to achieve the above-mentioned objectives, the project was implemented with the
collaboration between the public and private sectors during January-December 2014. The project
comprised the following 3 activities:
Activity 1 – Workshop of the joint Working Group
In 2014, the Center’s major activities are as follows. On April 29, 2014, Mrs. Sivaporn
Chuenjitsiri, the DSI’s Deputy Director-General, presided over a meeting of the working group under
the project on promoting participation of the people sector in monitoring special crime. The meeting
was held at the meeting room on the 8 floor of the Government Complex, Building B. This project was
carried out with purposes to assess the work process, evaluate the outcome of activities, examine the
participants’ satisfaction, discuss problem, and find ways of developing people’s participation in
monitoring special crime.
Activity 2 – Expanding Members of the People’s Network
This activity was aimed at increasing the number of member of the people’s network of the

of the Department and gave the lecture on a particular topic depending on problem faced in that area.
The participants were also informed of the role and responsibilities of the people’s network for

On August 15, 2014, the Center organized a meeting to summarize lessons learned and listen
to opinions from the people’s network and alliance of the DSI at the Amari Don Muang Airport Hotel,
Bangkok.

In order to achieve the above-mentioned objectives, the project was implemented with the
collaboration between the public and private sectors during January-December 2015. The project
comprised the following 3 activities:
Activity 1 – Establish special crime vigilance network
This activity was aimed at increasing the number of member of the people’s network of the
DSI for special crime vigilance : to make them understand the DSI’s power and duty, form of special
crimes, and the difference between a special case and general crime; and to enable them to make a
vigilance report and continually implement activities with the DSI. There were 13 forums organized
during November 2014 - August 2015 in 12 areas nationwide i.e. Phra Nakhon Si Ayutthaya Province,
Nakhon Sawan Province, Sukhothai Province, Uttaradit Province, Rayong Province, Trat Province,
Khon Kaen Province, Trat Province, Udon Thani Province, Songkhla Province, Phuket Province, Sisaket
Province and Buriram Province.
Activity 2 –Enhancing the DSI’s network member’s potential for collecting evidence of special crime
This activity was held on May 18 - 20, 2015 at the Phra Prachabordee Institue, Pathum Thani
Province. These activities were aimed at enhancing the DSI’s network members’ potential for
collecting evidence of special crime.

Activity 3 - Meeting to summarize lessons learned
and granting the DSI’s Prototype Network Award 2016
On August 7, 2015, the Center organized a meeting to summarize lessons learned and listen
to opinions from the people’s network and alliance of the DSI at the Centra Government Complex
Hotel and Convention Center, Bangkok.

In order to achieve the above-mentioned objectives, the project was implemented with the
collaboration between the public and private sectors during January-December 2016. The project
comprised the following 7 activities:
Activity 1 – Meeting for exchanging and disseminating the DSI’s mission, authority
and responsibilities in the target area
The Center arranged a 2-day meeting to provide knowledge about pyramid schemes and
people’s participation in preventing corruption, watching and informing about the corruption
committed by the government officials, and exchanging the information between the Center’s
networks. The activity was aimed at keeping membership base and expanding members of the
networks through jointly learning processes under the principle of building participatory knowledge
and understanding. As a result, the Center’s network memberships are on the increase while
successfully maintaining its relationship with existing member. Additionally, the Center’s members did
have knowledge and understanding about the DSI’s mission, authority and responsibility, while having
ability to integrate their work with other organizations. The Center also informed its members of the
way to submit their complaints to relevant agencies if the complaints are not within the DSI’s
authority.

Activity 2 – Training course for the trainers of special crime
The course organized on January 13-15, 2016 for 30 officials of the DSI was aimed at creating
professional trainers who specialized in special crime and have a capacity to convey and transfer their
knowledge about special crime correctly, clearly and appropriately. The course, held at the DSI’s
meeting room 2 on the 8th floor of the Government Complex, Building B, Bangkok, was conducted by
a famous trainer team who lectured on techniques of communication and knowledge transfer.
Activity 3 – Strengthening potential of DSI’s network leaders
The Center organized a 3-day forum on January 25-27, 2016 in Surat Thani Province for giving
the knowledge of pyramid schemes and the DSI Map to its network leaders and enhancing their
aptitude for working with other networks and government organizations.

Activity 4 – Promoting the DSI’s networks
The Center produced a quarterly journal named the DSI’s Network Journal to promote its
networks activities and to use as its channel to communicate with the DSI’s networks. The total of
6,000 copies of the Journal were quarterly published and sent to its networks throughout the nation.
Activity 5 – Enhancing the DSI’s network member’s potential for collecting evidence of special crime
The Center organized this activity for its network members twice. The first activity was held
on March 23-25, 2016 at the Phra Prachabordee Institue, Pathum Thani Province. The second activity
was held on December 22-24, 2016 at the We-train International House Company Limited in Sikan
Sub-District, Don mueang District, Bangkok. These activities were aimed at enhancing the DSI’s
network members’ potential for collecting evidence of special crime.
The participants in both activities not only gained in-depth knowledge and understanding of
special crime patterns, preliminary crime pattern analysis and evidence gathering, but also learned
how to observe and recall criminal’s appearance, and photograph and collect evidence collection at
the crime scene. Knowledge of human trafficking, basic martial arts, data collecting technology, and
the Geographic Information System (GIS) application was also passed on to the participants.
Activity 6 – Workshop on intellectual property crime along the border
The workshop for the Center’s network members (held at Khon Kaen University, Nong Khai
Campus, Nong Khai Province on June 25-27, 2016) was aimed at building their knowledge and
understanding of special crime pattern, preliminarily analyzing crime pattern analysis and evidence
gathering, observing and remembering criminal’s appearances, collection data with technology, using
Geographic Information System (GIS), reporting situations in the target areas to the Center.

Activity 7 – Hearing opinions and granting the DSI’s Prototype Network Award 2016
The seminar presided by Pol.Col. Paisit Womgmuang, the Director-General of DSI was
organized at the Centara Government Complex Hotel and Convention Center, Bangkok on September,
13-14, 2016. It activities included the presentation of the DSI’s performance on public participation
promotion in the year 2016 and its future direction, plans and activities in 2017, the exchange of work
experiences among the network members for forming their works in the fiscal year 2017 in the same
direction based on the participatory governance policy. The DSI’s prize for the 2016 prototype of
special crime watch networks was awarded to 3 networks in the public sectors, 6 network in the
private sector, 25 networks in the people organization sector, and 8 foreign law enforcement agencies
stationed in Bangkok. The award granted will encourage the networks to continue their work, increase
their cooperation and devote themselves to crime watch their full efforts and capacity.

The performance of the project on development of the DSI network potential for special crime
prevention in 2017 by its Special Crime Prevention Network Division included 8 following activities.
Activity 1 -- Enhancing the DSI network member’s potential for collecting evidence of special crime
This activity, held at the We-Train International House Company Limited in Bangkok on
December 22-24, 2017, was aimed at providing the people’s network with knowledge and
understanding of anti-human trafficking, intelligence and its nature, and basic martial arts for their
improved capacity to monitor crime in their areas and report the information to the DSI.

Activity 2 -- Publicizing the mission to counter special crime of the DSI’s networks and supporting
the establishment of their information centers
The objectives of this activity comprised organizing the forums to educate members of the
DSI’s networks about pyramid schemes and the DSI Map, supporting the members to cope with
problems in their locality by themselves and to report crime to the DSI, maintaining and expanding
the networks via jointly learning process, and establishing information centers in Trat, Sa Kaeo, Nan,
and Prachuap Khiri Khan Province on February 20-23, 2017, March 8, 2017, and March 26, 2017
respectively.

Activity 3 -- Publicizing performance of the DSI’s networks
The Bureau produced “the DSI Network Journal” for publicizing its activities and for using as
its channel of communications with the DSI’s network. In 2017, 6,000 copies of the aforesaid quarterly
journal were published and sent to its network members throughout the nation.
Activity 4 -- Strengthening and developing special crime networks
The workshops for producing and developing the memorandum of understanding (MOU) on
cooperation between the DSI and related agencies were organized in Bangkok on December 15, 2016
participated by 50 working team members and on March 28, 2017 participated by 100 participants
from the DSI and related agencies respectively.
The MOU streamlined the DSI’s operational process, set up precise criteria for exchanges,
requests, and storage of information between the agencies, offered the training for enhancement of
law enforcement capacity and use of advanced technology, and generate cooperation, both academic
and human resources, and support on budgets, techniques, equipment, innovation of information
technology and communications, and knowledge for development of special case investigations.

Activity 5 -- Producing special crime lecturers
This activity included a 3-day training course for lecturers held at the DSI’s meeting room 2 on
the 8th floor of the Government Complex, Building B in Bangkok on May 13-15, 2017.
The participants comprising 50 DSI officials were trained by a famous trainer team. The activity
was aimed at producing professional lecturers capable of properly disseminating knowledge of special
crime prevention to other officials of the DSI and members of the networks in every sector.
Activity 6 -- Exchanging special crime information between the DSI’s international networks
The workshop for 70 participants was organized at the Centara Government Complex Hotel
and Convention Center, Bangkok on June 29-30, 2017. The first group of participants (40 persons)
included the members of people’s network living in foreign countries and international networks
previously collaborating with the DSI, while the second group was 30 DSI officials. In the workshop,
the participants jointly exchanged work practices and crime reports in their area and suggested ideas
of efficiently preventing local crime. This workshop also strengthened relationships among
participants.

Activity 7 -- Hearing opinions and granting the DSI’s Prototype Network Award 2017
The seminar was aimed at presenting the DSI’s performance on promoting public participation
in the year 2017, providing opportunities for the network members to exchange their work experience
and to propose their directions of plans and activities in the fiscal year 2018 based on the principles
of the participatory governance, sustainably maintaining the networks, and honoring the devoted
members from the public and private sectors, people organization and international networks by
granting them the DSI’s Prototype Network Award 2017. This activity was organized at the Centara
Government Complex Hotel and Convention Center, Bangkok on August 28, 2017.
Activity 8 -- Promoting participation and strength of the civil society sector in preventing,
monitoring, and reporting special crime
This activity was aimed at educating 5 local communities about pyramid schemes and the DSI
Map, and establishing the communities for special crime watch in Trat, Surat Thani, Chumphon, Loei
and Bangkok. During 2 months, the crime watch communities were founded in 5 areas; namely in Ko
Chang sub District, Trat Province (On June 20, 2017), in Surat Thani Province (on July 5, 2017), in
Chumphon Province (on July 6, 2017), in Loei Province (on July 18, 2017) and in Nong Chok District,
Bangkok (on July 25, 2017).

The performance of the project on development of the DSI network potential for special crime
prevention in 2018 by its Special Crime Prevention Network Division included 5 following activities.
Activity 1 -- Integrating work of special crime prevention networks
This 3-day activity held on February 21-23, 2018 at Prima Villa Hotel in Chonburi Province was
a forum for DSI’s local and international networks to build up relationships among the networks,
exchange their work guidelines, present their crime watch reports, and integrate their anti-human
trafficking works.
Activity 2 -- Publicizing performance of the DSI’s networks
The Bureau produced “the DSI Network Journal” for publicizing its activities and serving as a
communication channel with its networks. In 2018, 6,000 copies of the said journals were published
quarterly and distributed to its network members throughout the country.
Activity 3 -- Enhancing the DSI network member’s potential for collecting evidence of special crime
This 3-day activity held on June 22-24, 2018 at the Royal Thai Air Force’s Residence, Borfai,
Hua hin District, Prachuap Khiri Khan Province was aimed at improving the DSI network member’s
knowledge about intelligence and its types, forensic evidence collection, and basic self-defense skill
for enabling the networks to maintain their constant vigilance against crime in their areas and report
to the DSI.

Activity 4 -- Hearing opanions granting the DSI’s Prototype Network Award 2018
This 1-day activity held on August 30, 2018 at the Centara Government Complex Hotel and
Convention Center, Bangkok was seminar to present the DSI’s performance on public participation in
2018, and a forum for its network’s members to exchange their work experience and propose their
directions, plan and activities for the fiscal years 2019 based on the principles of the participatory
governance. In this event, the DSI’s Prototype Networks Awards for the year 2018 were awarded to
honoring the devoted members from the public and private sectors, people organization and
international networks.
Activity 5 -- Strengthening the DSI’s relationship with its network from all sectors
This 3-day activity held on December 12-14, 2018 at the Banhuaytai School, Laplae District,
Uttaradit Province was aimed at strengthening and sustaining the DSI’ relationships with its existing
networks from all sectors as well as expanding the members of its networks by jointly learning about
keeping close watch on crime in their areas for reporting to the DSI.

prevention in 2019 by its Special Crime Prevention Network Division included 4 following activities.
Activity 1 -- Publicizing the mission to counter special crime of the DSI’s networks and
supporting the establishment of their information centers
The objectives of this activity comprised organizing the forums to educate members of the
DSI’s networks about pyramid schemes and the DSI Map, supporting the members to cope with
problems in their locality by themselves and to report crime to the DSI, maintaining and expanding
the networks via jointly learning process, and establishing information centers in Koh Chang,
Trat Province on January 14 - 17, 2019.

Nakhon Nayok Province was aimed at improving the DSI network member’s knowledge about
intelligence and its types, forensic evidence collection, and basic self-defense skill for enabling the
networks to maintain their constant vigilance against crime in their areas and report to the DSI.
Activity 4 - Meeting to summarize lessons learned
and listen to opinions from the people’s network and alliance of the DSI
The activity was aimed at presenting the DSI’s performance on promoting public participation
in the year 2019, providing opportunities for the network members to exchange their work experience
and to propose their directions of plans and activities in the fiscal year 2020 based on the principles
of the participatory governance, sustainably maintaining the networks, and honoring the devoted
members. This activity was organized at the TK. Place Hotel and Convention, Bangkok on August 8 - 9,
2019.
