LAKE CHARLES LNG LIQUIFACTION PROJECT
DESCRIPTION
CB&I is in the process of estimating for the EPC contract for a large LNG Liquefaction
project located in and around Lake Charles Parish, Louisiana, for CB&I’s client, British
Gas (BG) LNG.
As a result, CB&I has invited Vinson Guard Service, Incorporated (‘VINSON’) to submit
Unit Pricing & Proposal for the unarmed Security Services for the Project.
The information provided by CB&I for purposes of this Proposal Package has been
reviewed by Vinson Guard Service, Incorporated staff. We agree to take ‘no
exceptions’ to any documents as contained within the Invitation to Tender.
VINSON has the appropriate experience and can provide outstanding service for this
project.
EXECUTIVE SUMMARY
VINSON is perfectly positioned in the Lake Charles, Louisiana market to provide trained
security personnel who can meet the needs and goals of CB&I. We develop a complete
understanding of the scope of work being requested. Our willingness and ability to
perform, our past and current experiences and performances, our key employees,
management, training, and the physical and financial resources will be made available
to fulfill all the requirements of this contract.
VINSON has maintained a local branch office in Lake Charles, Louisiana for more than
4 decades. The office location is 710 West Prien Lake Road, Suite 214, Lake Charles,
Louisiana 70601.
The Objective
VINSON will be responsible for providing the adequate number of personnel for the
security of, and control of access of, personnel and materials in respect of those parts of
the site designated to Vinson Guard Service, Incorporated.
VINSON shall at all times take all necessary precautionary measures and conduct all
operations under Vinson Guard Service, Incorporated in a manner which will minimize
the risk of loss, theft or damage by vandalism, sabotage or otherwise to any aspect of
Vinson Guard Service, Incorporated’s work.
VINSON agrees to have the flexibility to handle, when requested, the need for additional
security officers.

The Bill Rate for Supervisory Staff includes Direct Labor Costs ONLY (payroll taxes and
insurance). VINSON has chosen to eliminate profit margin on Supervisory Staff hourly bill
rate.
Pricing includes: All PPE for the security officers
Silvertrac for security tracking accountability, Push-To-Talk/telephone
communication, and for electronic reporting
Pricing includes $100.00 Safety/Performance Bonus per year, per qualified officer.
Pricing Includes all training (classroom and site specific), payroll taxes and insurance,
background screening, drug testing, random testing, post-accident testing, uniforms and
replacement uniforms when necessary, ACA compliant healthcare, supervision.
The pricing submitted in this proposal is for the duration of the term of the contract. The
only exception to pricing submitted would be if there are any government imposed
increases in wages that exceed those paid to our security officers at CB&I in Lake
Charles and/or increases in payroll taxes or fees.
It is VINSON GUARD SERVICE INC’s standard practice to set officer compensation at
a rate suitable to ensure effective recruitment and retention, and maintain the high
degree of professionalism to CB&I. It has always been VINSON’s philosophy for our
Security Personnel to feel fully vested in the overall mission of their assignments. It
would be our goal to provide this same level of security service to CB&I.
In review of the document titled ‘Site Staff 119708-MS-012XLSX’ it is our understanding
that in March 2017 the Security Team will consist of 5 Security Officers and 1
Supervisor. The number of security personnel on site will increase throughout 2017 and
into 2018 until the full team of 25 Security Officers and 2 Supervisors is reached in June
2018. Beginning August 2021 as construction begins to reach completion, the Security
Team will decrease until April 2022 with a phase of the 5 remaining officers and 1
supervisor.

We understand that there may be occasion when there is a request for additional
security hours outside the scope of the contractual hours. It is our standard practice to
accommodate our client’s request with temporary additional coverage. In the pricing
table you will see a bill rate that is specific to any OT/Special Coverage.
All officers assigned to CB&I will have successfully completed all State of Louisiana
required mandatory training with an 80% passing grade and the required CB&I
Orientation and On-The-Job training prior to being allowed to work a security post
alone.
On-The-Job training will consist of Rules & Regulations of CB&I and all the required
post duties that fall under the responsibility of the security team. The security officer will
need to prove knowledge of their duties prior to being assigned to work alone.

Recruitment
All Security Officers are recruited and screened through VINSON’s online application process.
We search for the absolute best individuals to provide our service to you. One of the key
factors is the Kwantek Operating Style assessment and how easily and objectively it
identifies such attributes as Healthy Level of Responsibility/ Healthy Interpersonal
Style/Self-Starter, thereby insuring that your staff is composed of individuals that are
ready to work!
Recruitment, Screening, Hiring: VINSON centralizes its recruiting efforts through Kwantek,
an electronic (web-based) applicant tracking system that was specifically developed for
organizations in the security industry. Interested applicants utilize search engines and
job boards to find open Vinson positions and then place an online application. The
application process includes an assessment of the operating style of each applicant.
The assessment is particularly useful in identifying applicants with operating styles that
are more team oriented.
Local Knowledge: Vinson Guard service has operated a branch office in Lake Charles
for over 40 years and has built a solid reputation across the area.
Background Checks and Drug Testing: All applicants must pass an extensive local,
state and national background check prior to receiving an offer of employment.
VINSON conducts a five-panel drug test prior to hiring. Eight percent of our workforce
submit to a random drug test on a monthly basis.
Personal Interview: Following all of the pre-hire steps VINSON’s local Branch Manager
conducts the most important part of the process, the personal interview. The candidate
has the opportunity to discuss his/her past experience in the security industry.
After the initial search for qualified applicants the following is accomplished:

• Social Security Number verification
• Criminal Background check – local Jurisdiction criminal check and National search
• Employment Verification
• United States work eligibility status check
• Pre-Employment Drug Screening
• Classroom Training to meet the requirements set forth by the Louisiana State Board of
Private Security Examiners
• Site Specific Orientation
The assessment and screening processes have supported our efforts to create safer
and more productive work environments.
Security Officers required to operate any motorized vehicle will need to be a minimum of
25 years of age.

Development and Retention of Personnel
At 72% annualized, Vinson Guard Service has a relatively low turnover rate. The security
industry itself has turnover averages beyond 150%. Vinson’s low turnover is due to a number of
factors including effective sourcing of applicants, pre-screening through the Kwantek module,
and a streamlined interviewing and background checking process. In addition, Vinson’s training
program exceeds state mandated training requirements. VINSON requires an 80% for a
passing grade on all written tests.
Once hired, officers receive ongoing personal attention and feedback from their managers and
supervisors. The company utilizes a formal performance evaluation program.
Dispatch and Local Supervision
The “TeamTime” portion of Vinson’s software automates time and attendance through
telephone based check in/out procedures and has a rejection system that calls
immediate attention to tardiness and absences as well as clock-in/out attempts from an
unauthorized location or telephone. Vinson Guard Service’s corporate location is
staffed with 24/7 Dispatchers who monitor and respond directly with local field
supervision regarding time and attendance activity issues which may occur.
Live Dispatch: Vinson Guard Service has 24/7 live, in-house dispatch manned by
trained Vinson employees. This means that any of our Clients or Security Officers can
call our 800 number at any point and reach the appropriate party to resolve any
situation or question immediately.
Timeline for Mobilization of Security Officers
Taking into consideration the Timeline provided in the Proposal Packet the following
schedule will be used for recruitment and mobilization of security officers and the
revisements/additions to security officer post duties.
January 2017 – March 2017: Meetings with client to develop the post duties for the
initial 5 security officers when mobilized in March. Recruitment of officers and uniform
order placements will begin February 1, 2017
June 2017: Meetings with client to develop post duties for additional officers to be
mobilized onto site between June 2017 and December 2017. Recruitment of additional
officers will begin on June 2017 and continue on an ongoing basis until the full
appropriate team of 25 security officers and 2 supervisors is complete.
Cross-training of officers on-site will begin immediately upon initial mobilization and will
continue throughout the term of the contract, when necessary.

SCHEDULING / COMPLIANCE / OFFICER TRACKING
VINSON manages core security operations via WinTeam, a web-based software package
designed for security companies. Operations Modules of WinTeam are:
Personnel Scheduling provides accurate post scheduling and facilitates quick response
to changing labor requirements.
TeamTime automates time and attendance through telephone based check in/out
procedures and has a rejection system that calls immediate attention to tardiness and
absences as well as clock-in/out attempts from an unauthorized location or telephone.
Vinson Guard Service is staffed with 24/7 Dispatchers who monitor and respond to time
and attendance activity and issues which may occur.
Compliance and License Tracking ensures that only officers trained for your site are
assigned to your facility.
Officer Tracking and Reporting is accomplished using Silvertrac which is real-time
reporting via a smartphone with options tailored to meet the client’s individual security
needs. Silvertrac is equipped with real-time GPS technology to ensure specific patrols
and services are rendered, as designed and mutually agreed upon.
VINSON uses Push-To-Talk smartphone technology which are the same smartphones
used for the Silvertrac Touring - GPS monitoring - Electronic Reporting.

SUPERVISORS
Effective security services depend on adequate supervision and performance reviews for
security personnel. Each branch office has dedicated in the field supervisors.
Supervisors add an additional layer of support for our Security Officers and Clients.
Random Checks by VINSON Supervisors from Our Lake Charles Branch Office to Ensure
Our Security Officers on Your Site are Performing as Expected. Surprise drop-in
inspections by our supervisory and/or branch management staff can happen at any time
and during the course of any event. During post visits, all officers will be observed and
evaluated.
Availability and Willingness of VINSON Management to Take Comments and
Complaints on Our Service: In the event any of our security officers behave in an
unsatisfactory manner, we want to hear about it immediately. Supervisors and
management staff are available 24 hours a day, seven days a week.
Immediate Correction Of All Service Problems: If an issue is determined to be a
lack of training or a misunderstanding, security officer(s) will be instructed in
correct behavior and put on probation. A repetition of problem behavior will result
in immediate replacement of that security officer.
Availability of VINSON Management to Handle Scheduling Issues, Including
Emergency Situations: Management and Supervisors from VINSON are on call
24 hours a day, seven days a week to coordinate with CB&I management and
handle any situation.

ACCOUNTABILITY TO OUR CLIENTS
In order to provide the best service possible, Vinson Guard’s philosophy is ongoing
communication with our clients; not just in the beginning but throughout the life of the
partnership.
Communication: VINSON’s Branch Manager and our CB&I Point of Contact will conduct
regularly scheduled meetings to review the overall service level. During the transition
phase a basic agenda for these meetings will be created and agreed upon by both
parties.
Corporate attendance at some of these meetings is part of Vinson’s executive/corporate
service. Our Executive Team Members are available to CB&I at any time.

Day 1 – Award of Contract –
Week 1

d. Arrange to visit and qualify incumbent security personnel (if any), inspection of
site and meeting with Client Contacts; copies of all existing post orders and site
specifics provided by Client;
e. Site Manager to formulate training program and organizational structure with
support personnel;
f. Purchase of uniforms and equipment;
g. Client provides any existing security surveys and threat assessments.
Week 2
a. Selection and designation of respective support supervisors, if necessary;
b. Site Manager commence revision of Post Orders and Emergency Response
Procedures;
c. Recruitment, selection, evaluation and hiring of all post personnel;
d. Commencement of testing and training of selected qualified personnel (if any);
e. Interface with Client Contact by Site Manager and Corporate Officers for progress
update and presentation of draft of Post Orders and Emergency Response
Procedures.
Week 3
a. Continuation of recruitment, selection, evaluation, hiring, testing and training of
selected qualified personnel;
b. Site Manager meets with local branch area management for update and progress
report;
c. Site Manager will submit for Client review, forms for use in report of incident,
property passes, safety violations/suggestions and other forms as required;
d. Completion of Post Orders and Emergency Response Procedures;
e. Interface with Client Management by Site Manager and Corporate Officers for
progress update.
Week 4
a. Submit proposed Site Schedule for Review
