Hello and welcome to the great City of Taylor, Michigan!
I began my service as mayor of Taylor in 2013 after first
serving as a City Council member and member of the
Planning Commission .

I am a lifelong resident and I’m excited to have you join
our community.

Taylor has a rich history. Its people have always taken a keen interest in municipal
affairs—in fact, the very reason we became a city was because residents had to
travel too far to attend township meetings.

I believe our greatest natural resource is the volunteer and I have tasked my
administration to work WITH resident volunteers to achieve city goals that might
otherwise be possible

I hope you will become interested and active in the many programs we offer to
citizens of Taylor. Whether it’s joining the Garden Club or serving on a City
Commission, taking an exercise class, or just enjoying regular trips to our beautiful
parks—I know you will become a believer when it comes to our slogan:

About Taylor, Michigan

Taylor is in the Downriver area of Metropolitan Detroit, a section that is south of
Dearborn, north of Monroe, west of the Detroit River and just east of Detroit Metro-
politan Airport. We like to say "all roads lead to Taylor" since we are intersected by
the I-94 and I-75 freeways, we are home to six miles of Telegraph Road (US-24) and
we are just blocks away from the Southfield Freeway (M-39).

Our residents are good, hard-working people of many walks of life. They live here
because our city is "Taylor-made" for families. Our community boasts comfortable
neighborhoods, outstanding recreation supplemented by four different Little Leagues,
a variety of shopping opportunities and three industrial parks. This combination
allows Taylor's residents to live, work, shop and play, all within a convenient 24
square miles.

History

Taylor Township was organized on March 16, 1847.

Originally, Taylor was part of Ecorse Township, but residents found that they lived too
far away to participate in the civic affairs and functions of the township. Because of
this, the residents petitioned to form a separate community. The petition was granted in
1847 and the new community was named Taylor Township, in honor of General Zachary
Taylor, an American military hero who would go on to become the 12th President of the
United States.

Largely an agricultural community, Taylor Township grew steadily over the years,
particularly after the opening of the Ford Rouge Plant in neighboring Dearborn. In May
of1968, Taylor Township residents voted to adopt the charter which incorporated the
City of Taylor.

The most recent decades of Taylor's history have been characterized by development
and improvement. No longer agricultural, the community boasts comfortable neighbor-
hoods, great schools, a variety of shopping opportunities and several industrial parks.

in a ceremony on May 24, 1970.

between 1993-1995 to modernize

and update the building.

Taylor City Government

The City of Taylor is a Home Rule City with a strong Mayor form of government.
We have a City Council comprised of seven members who serve at large. Elections
are held every four years.

The Mayor is charged with administrating the various departments that run city
operations. He has the power of appointment and removal over the department
heads and members of the city’s boards and commissions. For more information on

The City Council is the legislative branch of our city government. The Council
meets on the first and third Tuesday of every month for meetings that begin at 7

The City Clerk’s office can assist you with election information, such as polling
locations, voter registration and absentee voter applications. Other functions
handled by the City Clerk’s office are , Business License applications, birth and
death certificates for those born or deceased in Taylor.

The City Treasurer is responsible for collecting all monies payable to the City of
Taylor including taxes, water bills, licenses and permit fees at the cashier's window,
located off of the Pine Street (west) entrance to City Hall.
Personal property taxes and water bills may be paid online for an additional fee.

The 23rd District Court has jurisdiction over the City of Taylor. The 23rd District
Court will handle all misdemeanor cases for defendants ages 17 and older and all
civil infractions committed within the jurisdiction. The 23rd District Court will also
conduct Preliminary Examinations for those felony cases committed within the City.
The 23rd District Court will handle all general civil cases with jurisdiction up to
$25,000 and small claims cases with jurisdiction up to $5,500. Court hours are
from 8:15 a.m. - 4:45 p.m. Monday through Friday.

The City of Taylor employees a full time fire department of 36 Firefighters and
three administrators. The department is housed at three strategic locations through-
out the City. These locations allow fire engines and personnel to respond to calls
within 4 minutes.

mitigate emergencies by limiting the
effects of fire, natural disaster, medical
and hazardous material incidents. This
is accomplished through the use of
emergency preparedness plans, fire
prevention and code enforcement, public education, hazardous materials response
teams, and other specialized programs.

The City of Taylor has implemented the CodeRED system, a high-speed emergency

The Department of Public Works is responsible for 35 miles of mayor and 156 miles of local road
maintenance. The responsibility of that roadway maintenance usually falls with the road right of
way. The right of way extends from the edge of the sidewalk closest to the roadway, through the
street to the edge of the sidewalk at the opposite side. Services include:

• Snowplowing and salting
• Road patching and repair
• Storm drain maintenance
• Street sweeping
• Rubbish/recycling carts
• Tree trimming and removal

All DPW/Water services are facilitated through the Customer Assistance Center located on the
first floor at City Hall, 23555 Goddard Road

COMPOST PICK UP: Begins the first week of March and ends the last week of November. Please
place all compost in either a clearly marked 32-gallon container or compost bags. Limbs must be
cut, bundled and tied in no larger than 4-foot lengths and weighing no more than 50 pounds per
bundle.

REGARDING RUBBISH AND RECYCLING CARTS: For proper pickup of the automated rubbish
and recycling carts, please place carts three feet apart from each other. The arm on the auto-
mated truck needs this space for grabbing the cart. If they are not properly spaced, the driver will
place a notice on the cart and leave materials behind. The driver is not responsible for moving
carts so they may be serviced.

STREET SWEEPING: The DPW sweeps all concrete streets several times annually. Street sweeping
is performed the same day as trash pick up. Asphalt roads are swept once a year in the
spring. Residents are required to keep all vehicles off the street to ensure proper trash removal
and street sweeping. Please do not place trash receptacles in the road, this interferes with the
street sweeping. Also, it is against City ordinance to sweep yard debris in the roadways. This
could also obstruct the storm sewers, which could lead to flooding.

TREE TRIM AND REMOVAL: The DPW maintains trees on your City easement, generally between
the sidewalk and curb. We will only remove dead, diseased or dying trees or trees severely
damaged by storm.

DTE STREETLIGHT OUTAGES: The City can report streetlight outages to DTE for repair. Please
contact the Customer Assistance Center with the exact address for the DTE crews. Residents can
report outages directly to DTE via its website at www.dteenergy.com. DTE asks for 10 business
days to repair a light. Depending on the severity of the repair, that time may be extended.

The Taylor Animal Shelter provides services, such as animal adoptions, lost and found animals,
licensing, animal rescue within the city, and responding to the complaints of residents regarding
neglected and loose animals.

Any stray or injured domestic animal may be brought to the shelter at no charge to residents of
Taylor or Riverview. If you live in any other city, there is a drop off fee of $50. The state-of-the-art
shelter facility is located on Northline Road between the Department of Public Works Building and
Lakes of Taylor Golf Club.

If you are in search of a pet, consider adoption from the Taylor Animal Shelter. Many nice pets are
available throughout the year. The Shelter can process adoptions until 3:30 p.m. Monday through
Friday and on Saturdays from 9 a.m. until 11 a.m.

PLEASE NOTE: The Taylor Animal Shelter will not accept any wildlife brought to the facility. It is
against the law to transport wildlife without the proper permit. If you see a wild animal that needs
to be sheltered, please call the shelter and Animal Control Officers will be dispatched to pick it up.

The Taylor Water and Sewer Department is responsible for the operation and maintenance
of 308 miles of water main and over 248 miles of sanitary sewer mains.

Billing Information:
The Water Department provides many customer service activities, offers information
regarding safe water issues of concern to residents, and handles all meter reading within
the city. Our Automated Meter Reading System enables us to read water meters without
having to enter a home or business. It also helps to reduce and/or eliminates the need for
all estimated bills.
Should you receive an estimated bill (indicated by an "E" on your water bill), please
contact the Customer Assistance Center to schedule an appointment so that any mechanical
problem (such as a dead battery or loose wire) can be corrected. Water accounts are
billed on a bi-monthly basis. Water bills with an "A" indicate that they are based on actual
reads.
Please contact us at (734) 287-6550 for questions or information on the status of your wa-
ter account, scheduling of appointments, setting up final water reads, customer service
calls, water taps, restoration concerns, water main breaks and general water questions.

For issues after hours or on holidays, please contact the Taylor Police Department at:
(734) 287-6611. A dispatcher will contact a Water Department Foreman.

Belle Isle Conservatory
The Conservatory contains plant species from every imaginable location on the planet. If you are seeking a
place of serenity or for contemplation this is the place to be. The best part of your visit is the fact that it is
open to the public free of charge every day of the year.

Cranbrook Institute of Science
More than 200,000 visitors flock to the Institute each year, making it one of the region’s best known museums of
natural history. Founded in 1904, Cranbrook is an internationally renowned center for art, education and sci-
ence. There are 11 permanent galleries, a changing exhibition hall, an outdoor science garden, nature trails, a
state-of-the art planetarium, an observatory and a nature center.

Detroit Science Center
The center features more than 200 hands-on exhibits that explore space, life and physical science.

Detroit Princess Riverboat
This boat was built in Jennings Louisiana in 1993 for use as a gambling boat. It now services as many as 1800
passengers on party cruises. Private cruises are available.

Detroit Zoo
The zoo is home to more than 1,500 animals of 260 species. It is the largest family attraction in Michigan with
over one million visitors each year. The Detroit Zoo gets even wilder on Wednesdays during July and August
with its annual Wild Summer Nights concert series.

Eastern Market
As many as 40,000 people flock to the Market to enjoy one of the most authentic urban adventures in the
United States. Every Saturday it is transformed into a vibrant marketplace with hundreds of open-air stalls .

Greenfield Village
Entering Greenfield Village is like stepping into a time machine. It takes you back to the sights, sounds and sen-
sations of America’s past. There are 83 historic structures, from Thomas Edison’s Menlo Park laboratory, to the
courthouse where Abraham Lincoln practiced law. You can ride in a Model T, watch 1867 baseball, or spend a
quiet moment pondering the home and workshop where the Wright brothers invented the airplane.

Henry Ford Museum
It began as a simple yet bold idea to document the genius of ordinary people by recognizing and preserving
the objects they used in the course of their everyday lives. It grew into the ultimate place to explore what
Americans past and present have imagined and invented.

Michigan Renaissance Festival
Open weekends and Labor Day beginning in late August. In addition to the marketplace vendors and artisans,
theme weekends include the Royal Ale Festival, Highland Fling, Buccaneer Beer Fest, Wonders of the World,

This is the world’s largest one-day automobile event, drawing 1.5 million people and 40,000 classic cars each
