The Southern Harm Reduction Conference Committee values the lived
experiences of our conference participants and guests.
This includes people who use drugs, members of the LGBTQ community,
gender non-conforming individuals, people of color, sex workers, people
living with HIV/AIDS, people living with HCV, people who lack permanent
housing, and individuals who are at risk of/have been harmed by the
criminal justice system.

Dr. Brian Edlin, MD
Speakers
Brian R. Edlin, MD, has been engaged in community-based research on emerging issues
in HIV, hepatitis C, overdose, and infectious diseases in people who inject illicit
drugs for 30 years. The goals of this work are to develop a multidimensional
understanding of the factors associated with health and illness in these
populations, and to develop and evaluate policies and interventions to improve their
health. His research has examined social, structural, behavioral, and biological
factors associated with health conditions among people who inject drugs — including
HIV, hepatitis B and C, other viral infections, tuberculosis, abscesses, heroin
overdose, and other causes of morbidity and mortality in substance-using
populations. Dr. Edlin’s research team has developed or evaluated pioneering
interventions including needle exchange, street-based hepatitis B vaccination,
street-based abscess care, and naloxone distribution to prevent fatal heroin
overdose. In the policy arena, Dr. Edlin has been at the forefront of efforts to
expand access to hepatitis C prevention, screening, and treatment, remove barriers
to treatment for people who use illicit drugs, and promote the eradication of the
hepatitis C epidemic. In the policy arena, Dr. Edlin has been at the forefront of

of Medicine, Nature, and Hepatology, has influenced national policy, helping to open
doors to care and treatment for disenfranchised populations.
Dr. Edlin is a fellow of the American College of
Physicians, the Infectious Diseases Society of
America, and the American Association for the Study
of Liver Diseases, and has served as an expert
hepatitis C consultant for the Department of Health &
Human Services, the National Institutes of Health,
the Centers for Disease Control and Prevention, the
Agency for Healthcare Research and Quality, the
Center for Substance Abuse Treatment, the New York
State Department of Health, the New York State
Department of Justice, and the New York City
Department of Health and Mental Hygiene. He has
conducted research at the Centers for Disease Control
and Prevention (1989-1997), the University of
California, San Francisco (1997-2003), and Weill
Cornell Medical College (2003-2016), and has authored
or coauthored more than 100 articles in peer-reviewed
scientific publications. In April 2016, he joined the
Centers for Disease Control and Prevention (CDC) as
Chief Medical Officer of the National Center for
HIV/AIDS, Viral Hepatitis, STD, and TB Prevention.

Plenary Michelle L. Allen, BA
Speakers
Michelle L. Allen currently serves as the Infection
Section Director for the Georgia Department of Public
Health. Ms. Allen presently oversees Program
Collaboration and Service Integration initiatives. Ms.
Allen assists in the development of policies and
procedures and directs planning and operational
activities. Ms. Allen is a champion for public health
as she continually strives to move the Georgia
Department of Public Health from "Good to Great".
Ms. Allen is a past advisory board member of the
STD/HIV Prevention Training Center at John Hopkins
University. Ms. Allen is the incoming Chair-Elect of
the Board of Directors for the National Coalition of
STD Directors. Ms. Allen's work has been recognized by
several institutions. She has received the Leadership
in Health Award by the Greater Atlanta National Pan
Hellenic Council, the Gerald Ludd Lifetime Award for
Excellence in Support of HIV/AIDS and Community
Service by the (NAESM) National Aids Education and
Services for Minorities, Inc, and the 2014 Janet
Stancliff Epidemiology Award from the Georgia Public
Health Association. She was also the recipient of the
first annual Brenda Fitzgerald Leadership award from
the Georgia Department of Public Health. Ms. Allen has
presented at several national conferences including
the National STD Conference, the HIV Prevention
Leadership Conference, and the American Public Health
Association Conference. Ms. Allen continues to
dedicate her heart and passion to Public Health. A
native of Atlanta and proud "Georgia Peach", Ms. Allen
is a distinguished alum of Georgia Southern University
and a member of Sigma Gamma Rho Sorority Inc. She and
her husband, Tony live in metro-Atlanta.

Rep. Houston Gaines
Speakers
Houston Gaines was elected to the Georgia House of
Representatives in 2018. Rep. Gaines is a Republican
representing the 117th House District, which
includes portions of Barrow, Clarke, Jackson and
Oconee counties. Houston works at Cannon Financial
Institute, where he serves clients across the
country in the financial industry. Houston also
consults with Lighthouse Counsel, a local company
that partners with nonprofits to increase mission
awareness, organizational effectiveness and
philanthropic support. A third-generation Athenian,
Gaines graduated summa cum laude with a Bachelor of
Arts in Economics from the Terry College of Business
and a Bachelor of Arts in Political Science from the
School of Public and International Affairs at the
University of Georgia. While at UGA, Houston served
as student body president. Houston is a proud member
of the Athens Rotary Club and previously served on
the Envision Athens Steering Committee, Junior
League of Athens Community Advisory Board, LEAD
Athens Alumni Association Board of Directors and
multiple K-12 and University of Georgia boards. He
is a LEAD Athens and Zell Miller Foundation
Leadership Institute graduate.

Eric Paulk, JD
Speakers
Eric Paulk is a lawyer and advocate working on issues
impacting LGBTQ communities and communities of people
living with and vulnerable to HIV acquisition. He
currently serves as Deputy Director and oversees all
day-to-day operations, developing and managing local,
state, and federal policy and advocacy activities
that advance equity and fairness for LGBTQ
communities and improves public and private responses
to the HIV epidemic. Prior to joining Georgia
Equality, Eric served as the Tyron Garner Fellow at
Lambda Legal, the oldest and largest organization
dedicated to advancing the civil rights of lesbians,
gay men, bisexuals, transgender people and
individuals living with HIV. At Lambda Legal, Paulk’s
work focused on HIV law and policy initiatives with
an emphasis on legal issues disproportionately
impacting Black LGBTQ communities. Eric has spoken at
leading law schools and national advocacy conferences
on HIV criminal reform, the impact of the school-to-
prison pipeline on Black queer youth, and the
intersections of race, poverty, HIV, and LGBTQ
issues. He serves on the Board of the Atlanta Harm
Reduction Coalition and is the former Board Chair of
GLSEN New York City. Eric is an accomplished author
publishing social commentary for online outlets
including Huffington Post, Plus magazine, The Atlanta
Voice, The Atlanta Daily World, Project Q magazine,
and others. He is a former Victory Institute Victory
Empowerment Fellow and Semi-Finalist for the Echoing
Green Fellowship for Black Male Achievement. Mr.
Paulk is a graduate of Morehouse College and received
his law degree from Pace University Law School.

Monique Tula
Speakers
Monique Tula is the Executive Director of Harm Reduction Coalition, a national
advocacy and capacity-building organization that promotes the health and
dignity of people affected by drug use. Previously, she was the Vice President
of Programs with AIDS United where she oversaw the grantmaking and technical
assistance portfolios. With more than 20 years of experience in the non-profit
sector, Ms. Tula has devoted her career to harm reduction advocacy and
infrastructure development of community-based organizations. Ms. Tula is a
skilled trainer, having taught program evaluation courses at the University of
Massachusetts in Boston and facilitated numerous organizational development
trainings for community based organizations throughout the U.S. An alum of the
Centers for Disease Control’s Institute for HIV Prevention Leadership, Ms.
Tula holds a degree in Community Planning with a concentration in Non-Profit
Management from the University of Massachusetts and a Masters Certificate in
Non-Profit Leadership and Management from Boston University’s School of
Management. Ms. Tula has been nominated by the Massachusetts Department of
Public Health for the prestigious Robert Wood Johnson Community Health
Leadership award and presently serves as Board Chair for BEAM, a collective of
mental and emotional health advocates dedicated to dismantling systems that
cause egregious harms to Black people in America.

Louise Vincent, MPH
Speakers
Louise Vincent, MPH is an activist and educator
in NC whose work and expertise in drug user
health and social and criminal justice reform
has driven the expansion and acceptance of harm
reduction. She is a harm reduction consultant
who specializes in women’s health, drug policy
reform, and the meaningful engagement of people
who use drugs. Louise is committed to
developing and evaluating user informed systems
and developing organizational leadership using
horizontal structures and feminist theory.
Louise’s passion and expertise have created
opportunities for system change and movement
building both locally and nationally. Louise
sits on the board of International People Who
Use Drugs and is the Executive Director of USU,
the only national drug user union. Radical
acceptance, passion, and connection are all core
components used by Louise and her partners as
they manifest transformative and unique outcomes
for people who use drugs.

Plenary Dr. Hannah Cooper, ScD
Speakers
Dr. Cooper is the Rollins Chair of Substance Use
Disorder Research, and Professor in the Department
of Behavioral Sciences and Health Education at Emory
University’s Rollins School of Public Health. She is
Co-Director of the Emory University Center for AIDS
Research Prevention Sciences Core, and Director of
the Rollins Program on Substance Use Disorders.For
two decades, Dr. Cooper has worked closely with a
variety of community-based organizations and
governmental sectors to advance programs for people
who use drugs. For example, she currently leads a
NIDA-funded study in which she collaborates closely
with investigators at 25 city departments of health
across the country to gather data on overdoses and
overdose responses (DA046187: PI: Cooper); health
departments are using resulting data to inform
planning and policies.
Dr. Cooper also has expertise applying geospatial and
multilevel methods to study ecologies of substance
use disorders (SUD) and related harms. Dr. Cooper is
currently a member of the CDC’s Office of State,
Tribal, Local, and Territorial Support’s “Social
Determinants of Health Think Tank,” housed within the
CDC Director’s Office, and recently served on the NIH
panel “Cutting Edge Science Meeting Series to End the
Opioid Crisis: Contributions of Social and Behavioral
Research to Addressing the Opioid Crisis.” She is a
member of the NASEM panel on integrating infectious
disease care into opioid treatment programs, and the
ASPPH panel to plan strategies for a possible opioid
Master Settlement Agreement.

Speakers
Mojgan Zare is a medical doctor and health
educator who has substantial experience working
with HIV, Hepatitis C, STI, and substance use
patients. Under her leadership, AHRC has become
one of the preeminent US-based organizations and
a leader in the deep south promoting harm
reduction as a mode of working with vulnerable
communities and is noted for her capacity
building, advancing access to care, and advocacy
efforts. Dr. Zare has presented at multiple
national and international conferences on topics
around her work. Dr. Zare completed her primary
education and undergraduate studies in Maryland,
Master of Public Health in Minnesota, received
her Doctor of Medicine Degree from American
Global University School of Medicine in Belize
and completed her medical training in Atlanta,
GA.
