Page 54 | Serving Spoon, Summer 2023 Maryland School Nutrition Association MdSNA IS ON THE WEB: Legislation One of the prominent topics on our MdSNA website is titled Legislation. It is divided into Federal and State topics. We keep the Federal Legislation by year because there is usually something pertaining to the Child Nutrition Programs every year in the House or the Senate in Washington DC. It could be changes in regulations or reimbursement changes or infrequently the addition of other programs such as the Breakfast Program in 1966 as a pilot and made permanent in 1975 or The Smart Snacks Nutrition Act as part of the Healthy Hunger Free Kids Act of 2010 among the many in the past and the current emphasis on changes coming from the current Dietary Guidelines for 2020 to 2025. And just as an FYI, the 2025 to 2030 Dietary Guidelines are currently being discussed and developed by the newly appointed committee made up primarily of college professors and researchers in the field of Nutrition. If you ever have to look up anything by title or year, just click command/control F from within the legislative news page and type in the search box the key word you are looking for. The focus of this article today however is going to be on State Legislation. We have had a very productive interaction with the Maryland General Assembly. Jodi Risse, Supervisor of Food and Nutrition Services for Anne Arundel County Public Schools, has researched and produced a slide show depicting the input from the State of Maryland into the Child Nutrition Programs. Jodi presented this outstanding depiction of Maryland's interest in Child Nutrition at the SNA Legislative Action Conference on March 6, 2023 in Washington, DC. Many thanks to Jodi for her hard work and the time she put into this detailed project. You can see it at MdSNA. org under Legislation "State". You will read about this year's submission of a bill asking the state to fund the child's payment for breakfast and lunch referred to as "Universal Free Meals" for public and private schools. We also want to thank Marla LeTourneau who was the State Legislative Chairman for many years but moved to Florida last June. Barbara Harral and I have been "holding down the fort" until we get a replacement for Marla. If you are interested in this position with one full year of training taking you through the next year's General Assembly, please let me (Mary) know. Getting back to the Legislative Section of the website, this article is focusing on the State data posted there. You will note postings by Marla of issues she followed and her reports on whether they were passed or not. We are expanding this section to include what is happening at all the states in terms of their reports on legislation submitted and hopefully we will get to the conclusions reached. The next addition is the 2022 State Legislative Summary Year End Review. The focus then was on what happens now that Covid is over and we no longer have the federal government providing Universal Free Breakfast and Lunch to all students including delivering them on school buses to communities, having them picked up by parents at schools, drive-thru fashion etc. That program went away in August of 2022 which caused great confusion. Parents didn't send money with the student or put money in their accounts, and they did not complete free and reduced price meal applications during that year because they didn't understand that the federal program was stopped. Maryland State law does not allow schools to refuse a meal to those students or allow a smaller meal to be served. This caused lots of debt in all school districts. The Child Nutrition Programs are required to be an Enterprise Fund, meaning self-supporting. There is no other money to draw from. There were donations from organizations to try to help out, but everyone knew something had to be done. This is when some states stepped up to provide Universal Free Breakfast and Lunch to students at state expense. This 2022 Summary shows which states jumped right in and started funding the meals in Ausust of 2022. They were California, Colorado and Maine. Many other states started the process of holding hearings in their states to potentially fund Universal Free Meals. Maryland is listed among those states. There was a bill and a companion bill in both chambers for Universal Free Breakfast and Lunch. They had hearings but no vote so they were over for that year. The next addition is the 2023 First Quarter State Legislative Report. Maryland is in this edition with HB628 and Senote Bill S557. Both bllls had hearings but no vote so they are over for this year but, we wlll be back next year. Maryland did get additional money for the Maryland Meals For Achievement Progrom. We received an additional $4.5 million to add to the Breakfast In The Classroom Program. We will continue to add the reports on all state bllls to this section of the website, Legislation, State. We have almost made it through another year and as we look back at this school year, it was nice to have it back to as normal as possible considering the past three years. As an association we have had some fun outside activities to boost morale, have participated in wonderful educational workshops, attended the state convention, and have rallied around one of our own going through a difficult time. Now our focus comes to summer, with Summer Food Service Program (SFSP) site eligibility returning to pre-covid regulations, Carroll County will return to a smaller Summer Meals Program. We are working with community partners to find groups of children we can serve and anticipate 5 to 8 sites that will be located in Westminster and Taneytown. Wishing everyone a wonderful and relaxing summer. For those that are working this summer, we wish you an easy transition and hope you get some well-deserved relaxation. At our meeting we said goodbye to our Membership & Certification chair, Christine Hunsicker. After 5 years she will be turning her position over to someone new and leaving F&NS as a whole. We wish her the best in her future plans and we will miss her dearly! Our secretary, Christina Offidani, will be moving into the open role, and we welcome Christen Jones on board as our new secretary! We recently made a donation to seven students at our School of Technology, giving them each $100 towards their trip to the National Skills USA competition in Atlanta, GA! We are excited to be able to use the money we have raised to give back to our students and community! Jennifer Tribull, HCSNA President Garrett County SNA It doesn't seem possible that I am already writing this last article of the school year. It has been a busy year full of change for me. The weather did not affect our schedule too much this year. We were only closed for four days, had four virtual learning days, and we had three two-hour delays. We have had snow in the air off and on for most of the month of April. We are in the middle of lots of plans right now. We are going to squeeze in one last fundraiser in May. Since we don't have any retirements, we are planning an end-of-year celebration. Plans for a trip to ANC are in the works. Lunch Hero Day will be over by the time you read this. No matter how you choose to recognize that day, I hope everyone celebrated in some way, big or small, because we do make a difference. Enjoy the countdown to the lazy days of summer! These kiosks act as a mobile serving line for those schools that have been selected for this pilot. Utilizing these kiosks, our school staff are able to meet the students where they are, whether it is at entry points of the schools or in other high-trafficked areas, instead of having the students come to us. Gaithersburg MS: Loiderman MS: Currently, MCPS has “rolled out” these mobile kiosks in four of our schools: Gaithersburg MS, Loiederman MS, White Oak MS, and Banneker MS. All of these schools have seen increases in their participation as show by the graphs below. Yuan Shen, MCSNA President Washington County SNA SNA in Washington County has been very busy this Spring! In February we sponsored a donation for a No-Kill Animal Shelter. In March we hosted a bingo and raised a significant amount of funds. In April we provided eggs for an Easter egg hunt (that had to be canceled due to rain!) for members. In May we are sponsoring the Department cookout. We are working on saving up funds to provide a scholarship next school year. This has been a very busy year for our revitalized chapter, and we are excited to make plans for next school year!
