About Keynote Speaker
Tami West
MdSNA Convention 2022 Tami has been helping people take their power back and Tami West, PhD
live their own lives for over 15 years. Her passion stems
from a lifelong battle with anxiety disorder that initiated
her dedication to helping others. Her clients come from all
walks of life. Danbury Federal Prison inmates (the setting
of the Netflix Emmy-winning series Orange is the New
Black, as well as the prison home for Martha Stewart and
Real Housewife Teresa Garduci) found Tami to be genuine
and real, with good practical messages and coping skills.
Social Security Administration senior management called
her a true professional and fantastic at what she does!
Tami began her career with a Bachelor’s degree in biology and spent the next ten years
working in hospitals, physician’s offices, and research labs. She changed careers in 1995,
becoming a public school teacher, and in 2005 decided to pursue a career that would allow
her to use personal experiences to help women find solutions to their challenges.

Programs. They were all in the Omnibus Bill that is used to keep the
federal government open. We sent the texts. Before the day was over
we were told that Senator Mitch McConnell, Minority Leader from
Kentucky removed all of our waivers from the bill. Therefore, The
Child Nutrition Programs were not in the House or Senate Bills
that were passed in March.
We were told that we are moving back to the pre-pandemic way of
running the programs such as returning to the Free and Reduced-

no more than 22g of total sugars per 8oz portion.
December 7, 2018 Citing significant food waste in schools, the USDA
created a rule changing school nutrition guidelines.
School Nutrition changes finalized Flavored 1% milk was reintroduced after previous
removal (only fat-free flavored milk was allowed to be
served under HHHFA of 2010). The new rule also
required only 50% of grains served to be whole grain,
undercutting the previous requirement of 100%.
Schools were also given more time to meet sodium
target levels, pushing back Target 1 changes to 2023
and Target 2 changes to 2024. The most restrictive
Target 3 was eliminated altogether.
April 3, 2019 States including New York, California, Illinois,
Minnesota, New Mexico, Vermont and also

January 17, 2020 The USDA proposed changes to school nutrition
guidelines before the pandemic. Citing the April 2019

Changes to school nutrition services were required due
to the pandemic. Waivers introduced in 2020 and
renewed for two consecutive school years (2020-21,
2021-22) allowed flexibility with both service options
and nutrition requirements. The waivers allowed
flexibility in meal pattern requirements, acknowledging
that while schools should do their best to meet nutrition
standards, meeting all standards with any given menu
was not realistic in the current landscape.
The waiver adopts these standards through the 2021-
2022 SY:
• Menus meet dietary guidelines for sodium
• All grains offered should be whole-grain rich
• For preschoolers, at least one serving of grains
per day must be whole grain rich
• Offer variety of fruits and vegetables (removing
specific serving standards)
• Offer at least 2 types of fluid milk
• Low-fat milk must be unflavored
• Plan menus and food components according to
guidelines linked here
Other waivers allow for: the service of foods to non-
students; parents/guardians to pick up school meals;
and reimbursement, even if meals were being served in
non-congregate settings. As not all pandemic-related
issues have not been resolved, The Academy is
pushing for continued waivers through the 2022-23 SY.

– Alterations and Establishment. The MdSNA did not take a position
on these Bills. Although there are some counties in Maryland that may
profit from this program, the Bills did not benefit all Maryland School
Nutrition Programs. As written, the Bill will alter the purpose and use
of the Maryland Farms and Families Fund. It establishes the Maryland
Food and Agricultural Resiliency Mechanism Grant Program and Fund
to provide grants to food banks and charitable emergency food providers
to alleviate food insecurity. Lastly, these Bills establish the Maryland
Farm-to-School Meal Grant Pilot Program and Fund to award grants
to eligible school districts that include a local food component in school
meals and to incentivize the production, procurement, and provision of
Maryland School Nutrition Association
local foods in school meals. Unfortunately, there is not enough money in this Bill for all Maryland Programs to participate.
However, it did pass and will take effect July 1, 2022.
Senate Bill 702 and House Bill 771 is the Baltimore County and Frederick County – Career Exploration and
Development. This Bill is introduced every year and only pertains to Baltimore and Frederick County. It prohibits
an Executive Branch agency from banning or regulating the sale of coffee in conjunction with a career exploration and
development activity directed at or organized by students with individualized education programs in a public high school in
Baltimore or Frederick Counties. The Bill did not make it out of committee for a vote.
Senate Bill 95 and House Bill 154 Public Schools – Anaphylactic Food Allergies – Guidelines and Requirements.
Introduced by Delegate Palakovich Carr and Senator Lam, this Bill would require each county board of education to
adopt, implement, and publish certain guidelines in accordance with the Maryland State School Health Service Guidelines
to reduce the risk of exposure to anaphylactic causative agents in classrooms and common areas. It would require each
county board to publish the guidelines on its website, as well as request each public school to develop a system to disclose,
reasonably in advance, the foods to be served in the school and the major food allergens contained in the food. This Bill
made it through a third reading and was voted on by committees in both the House and the Senate; however, it never passed.
Senate Bill 124 and House Bill 150 Public Schools – Grant Program to Reduce and Compost School Waste. This
Bill sponsored by Senator Hettleman, Delegates Charkoudian and Solomon will establish a Grant Program to Reduce and
Compost School Waste. It will award grants to public schools as to develop and implement programs for reducing food
waste as well as establish a composting program. It will require the Maryland Association for Environmental and Outdoor
Education to review the grant applications and select recipients. All grants will be awarded by the State Department of
Education. This did pass and will take effect July 1. 2022 and remain in effect for five years until June 30, 2027.
Senate Bill 263 and House Bill 661 Health - Food Service Facilities - Beverage Options With Children's Meals.
Introduced by Senator Beidle, Delegates Fennell and D. Barnes, SB263/HB661 would require a food service facility that
provides children's meals to offer certain water, milk or a nondairy milk alternative, or a beverage consisting of 8 ounces or
less of 100% fruit or vegetable juice combined with water or sparkling water, with no added natural or artificial sweeteners,
as the default beverages included with the meal. The Bill was voted on it each committee; however, it was withdrawn by
Senator Beidle. Do we know why? Might be interesting to say so here. One to two sentences max
Senate Bill 971 and House Bill 857 Education - Concentration of Poverty School Grant Program - School Lunch.
This Bill, introduced by Senator Young and Delegate Reznik, would require an eligible school that receives funding from
the Concentration of Poverty Grant Program to provide free school lunch to all students at the eligible school under certain
circumstances. It would prohibit a county board of education from charging students for school lunch at an eligible school
and it would require certain funding to be provided in the State budget to cover the cost of free school lunch. MdSNA
supported this Bill with an ammendment. As an organization, we fully support free meals for all students, if the legislature
removed the Community Eligibility (CEP) requirement. Unfortunately, this Bill never made it out of committee for a vote.
Finally, as a reminder, House Bill 315 and Senate Bill 740 Maryland Cares for Kids Act passed in the 2018 General
Assembly Session. This Bill went into effect school year 2019-2020, starting with an additional $0.10 provided for breakfast
and for lunch for all reduced-price students. This rate will increase each year until reduced-price students are free. If students
are paying for meals next school year, starting in fiscal year (FY) 2022, breakfast will be free to all reduced priced student and
lunch will be $0.10. In FY 2023, both breakfast and lunch will be free to all reduced priced students.
