Welcome

Hinterland District Netball Association’s Umpire Tool Kit provides you with all the relevant forms, information and
resources needed whilst umpiring for our association. HDNA offers a structured competition pathway together with
development programs and coaching initiatives, to ensure all our umpires are afforded the same opportunities to
advance from grass roots to high performance.

Our Mission Statement

To nurture, develop and educate our umpires on all umpiring matters in accordance with Netball Queensland’s
Umpiring Development Plan, whilst providing a friendly environment to participate in.

Our Umpiring Objectives

 Develop and maintain skilled umpires capable of officiating any level of netball at local level
 To attract high performance umpire coaches and resources to benefit and support the growth and

development of our umpires
 To provide regular training programs and coaching initiatives to assist clubs with training of umpires, with

the goal to increase the number of participants interested in umpiring
 To uphold the highest standards of netball umpiring at all times in a professional, positive, sportsmanlike

manner

Role of the Umpire

Umpiring netball can be both exciting and challenging. Your role as an umpire is invaluable and your job is to
ensure that the game is played fairly for both teams in a safe environment under the Official Rules of the Game.
Umpires must know, interpret and comprehend the rules of netball according to the Rule book. Anyone can learn
the rules but a good umpire learns how and when to apply them.

Skills Required

 Knows, interprets and comprehends the rules
 Has a friendly and pleasant manner
 Is consistent all the time
 Uses common sense when necessary
 Gives decisions loudly and clearly
 Has strong hand signals
 Gives full attention to the game whilst umpiring
 Is in control of the game at all times
 Has good positioning on court
 Is confident
 Asks questions if unsure
 Has a sense of humour, thick skin and 60/60 vision

Netball Australia: Umpire Code of Behaviour

In addition to Netball Australia’s General Code of Behaviour, umpires must meet the following requirements with
regard to their conduct during any activity held by or under the auspices of Netball Australia, Member Organisations
or Affiliates in their role as an umpire.

 Umpire in accordance with the Official Rules of the Game
 Treat all players, coaches, match officials and other umpires with respect
 Place the safety and welfare of the players above all else
 Ensure the courts and its surrounds are compliant with the rules
 Take appropriate action to manage dangerous play
 Maintain a high standard of personal behaviour at all times
 Be a positive role model through behaviour and personal appearance projecting a favourable image of

netball and umpiring at all times
 Be courteous, respectful and open to discussion and interaction
 Maintain or improve your current performance and seek continual improvement

Netball QLD:
2015 Online Umpire Training & Development Programs

Umpires are encouraged to constantly improve their rules knowledge by completing courses on offer through
Netball QLD.

AANA Section 1 Theory Exam
Umpires must complete the AANA Section 1 Theory Exam online and obtain a course certificate with a pass mark
of 70% or more. This online theory exam can be completed as many times as you like to continually update your
knowledge. This exam is compulsory before any umpire can engage in umpiring of a competition at our
Association.

AANA Level One Online Umpires Course

The Level One Umpires Course is now available online and has been designed to assist umpires in achieving the

AANA Umpire Fitness Program

Umpires will not improve without physical fitness, so it is essential that some form of fitness program be undertaken.
Unless you are physically fit you cannot keep up with the pace of the games, and more importantly, physical fitness
will help maintain CONCENTRATION and therefore umpiring CONSISTENCY.

Netball QLD offers an extensive fitness program that can be done at home or in the gym and is designed to help
develop your overall fitness and prepare you for the netball season ahead.

Tips for Achieving Umpiring Excellence

1. Presentation

 Presentation is everything. Umpires should aim to look professional and neat at all times
 Dress code – as recommended by Netball QLD, all white preferably with shirt tucked in
 Has a positive attitude and friendly manner

2. Position

 Level with or just ahead of play
 Move around behind Goal Circle when ball is in the goal circle
 Position on the same side of the Goal line as the ball, in the Goal Circle
 Position on the Goal line so you can see through the players so you can make accurate and concise

decisions as soon as the infringement has occurred
 Show knowledge of re-positioning to ensure a clear view of play
 No umpire shall be on court except to take a toss-up or cut the corner

3. Timing

 Show good coverage (fitness) of the court the entire game
 Keep shoulders square to the court, except when running
 Move in relation to the movement of the ball

4. Vision

 Be able to look wide, look often, look early and look long

5. Control - Communication - Hand signals

 Demonstrate control of the game with basic umpires techniques
 Clear, loud whistle, short and sharp
 Firm, confident, friendly manner
 Use correct terminology at all times (don’t tell a story)
 Strong hand signals as soon as soon a goal is scored for centre pass
 Set penalties clearly, quickly and correctly
 Indicate direction of all centre passes
 Show good understanding of stoppage procedures

6. Decisions

 Rule Knowledge and interpretation is important at any level

BE CONFIDENT, CONCENTRATE & BE CONSISTENT
All Umpires should practise using the correct terminology and hand signals so that their verbal and physical response
to infringements becomes automatic. Your voice should be loud enough so that ALL 14 players and your co-umpire
can hear your decision. These techniques will ensure a quick response from the players and allow the game to flow
with less “whistle” and umpire involvement.

Match Protocols CHECKLIST

HDNA competition netball is governed by the Constitution and By-Laws of the Association. All games are played
using the Official Netball Australia Rule Book. Please ensure the following protocols are adhered to.

Before the match

 Umpires must be in all white (no white shirt over club uniform preferable)
 Sign in at the umpire’s desk 15 minutes prior to the game
 Meet co-umpire, collect timer and move to your allocated court together
 Take your Umpires Tool Kit to the court:

 All white uniform
 Ring or Wrist Band for centre passes
 Whistle, finger grip + spare
 Loud, clear concise voice
 Strong and accurate hand signals
 Official Rule Book 2012
 Water bottle
 Hat / Sunscreen (if needed)
 Coaching & Mentoring Book
 Show a positive attitude and professional mannerism
 Have fun, and enjoy the experience!

 Hydrate before, during and after the game
 Decide what to call the teams – Club/Association name (not by colours)
 Ensure court and surrounding areas are safe
 Goal posts are padded full length
 Ball is correct size/weight
 Captains to toss as soon as possible (Captain’s responsibility to notify the umpires of result)
 1 Scorer from each team are standing together in the centre of the sideline
 Check players nails, no sharp adornment or item of jewellery (except a wedding band and/or medial

alert bracelet. If either or both are worn, each needs to be taped
 Check that all players who take part in the match have signed the score sheet prior to taking the court, if

time permits, otherwise all players to have signed by half time.

Whistle Protocols

The following whistle warnings are only blown if the teams are not on court after the 1 minute siren has sounded:

 30 second whistle = a whistle roll
 10 second whistle = more urgent
 Normal whistle for all decisions including goals scored

Start of Play

 The umpire has the ring/band on the hand in which play is directed
 To start and end play, one arm straight in the air, a long sustained whistle roll

During Play

 Umpires must endeavor to keep up with the game. You are expected to run/ side step during the entire
match (walking is unacceptable) to ensure you are in the best possible position to make correct calls

 Implement umpire positioning and vision on court
 Work closely with co-umpire when ball is in their area of control, by positioning yourself along the side-

line, just beyond the transverse line
 Loud, clear, concise voice
 Setting of penalties to be accompanied by strong, accurate hand signals (re-enactment of what the

player did to infringe the rules), which team it is being awarded and which player if any, is being stood
out of play
 No injury time during normal games

Injury or Illness

Only through FINALS will injury time be added to the game. As per Rule 7.1 play may be stopped for injury or illness
(a) after a call for time by an on Court player ONLY or (b) in extreme circumstances, if the umpire considers that a
player who is injured / ill and is unable to call time and is in need of treatment. Should this situation occur the
following protocols should be followed:

 Hold time with arm held straight in the air, whistle blown
 Do not step on court
 Note where the ball is, without needing to pick it up and hold it
 Walk away immediately from the injury area and position yourself near the transverse line to provide

adequate visual court coverage
 Ensure that the injured/ill player is receiving treatment/attention or the game is to recommence
 Ensure that the injured/ill player is involved in the substitutions or team changes, if any are made, by

that team

Blood Policy

 An umpire is required to hold time when a player who is bleeding is noticed or an on Court player has indicated
the presence of blood. The wound must be adequately covered before the player is allowed back on court and
play re-commences.

Intervals
 Meet with co-umpire at centre circle and verify next centre pass
 Both umpires to move to the sideline and stand together in a neutral area, away from teams

Match Ending

 Allow player to take a penalty pass/shot if it is awarded in the goal circle before the siren has sounded
 Blow long whistle roll immediately the hooter sounds for ‘time’
 Hold arm straight up in the air
 Firm, friendly hand shake with co-umpire
 Both umpires to sign score sheet

Learn to use constructive criticism well. Honest self-evaluation will assist you in analysing your own performance. Only
then will you be able to take the steps necessary for improvement.

HDNA Competition
FINAL Series Protocols

HDNA competition netball is governed by the Constitution and By-Laws of the Association. All games are played
using the Official Netball Australia Rule Book. Please read the following carefully, you need to ensure your team
officials, players and spectators understand the respective HDNA Code of Conduct. No breach of the Constitution,
By-Laws or Codes of Conduct will be tolerated.

Before the match

 All white uniform
 Sign in at the umpire’s desk 15 minutes prior to the game
 Meet HDNA Umpires Convenor in club room for FINALS briefing
 Meet co-umpire and together collect score board (Saturday Coordinator will have checked all signatures)

and timer and move to your allocated court with your fellow umpire
 Take your Umpires Tool Kit to the court

Start of Play

 At the start of play when both teams have taken the court, the umpire on the opposite side of the court
moves to the centre circle passing the ball to the Centre player of the team who won the toss and
proceeds to jog backwards to their sideline ready for the start of play

Scorers
 All teams must supply a competent scorer
 Scorers are to stand/sit TOGETHER in the centre of the courts on the sideline opposite to the
spectators
 Scorers to have a stopwatch and timer to keep time for any stoppages notified by the umpire

REMINDER – Team Officials or bench players MAY COACH while play is in progress provided that they
remain seated or stand at their Team Bench. Coaching is also allowed during intervals (refer Rules 2.1 and
2.2 in Official Rule Book). Coaches ARE NOT permitted to walk up and down the sideline coaching during
the game.

Stoppages (including Injury Time)

As per Rule 7. Only through FINALS will there be injury time – you must time this and add it onto the end of each
quarter. If you do have injury time, you will then need to time your quarters separately to the central time, if more
than one minute of injury time is used.

2015 Umpire Tool Kit

The first stoppage for each team in each quarter or half shall be up to 2 minutes. The Timekeeper should advise
the umpires when 1min 30sec of time has elapsed for the first stoppage for each team in each quarter. For each
subsequent stoppage for each team, the player must leave the court and has 30sec to do so. Both teams may
make substitutions and/or team changes. The player injured however, must be involved in the team’s substitutions
and/or team changes (refer Rule 6.1.1). Only Primary Care Person/s permitted on court to treat an injured or ill
player, no other Team Official (including Coach) permitted on court.

Spectators

Please be aware and ensure spectators are behind the designated lines for the duration of the game. Spectators
are not to approach SCORERS or UMPIRES for the duration of the game.

Drawn Game (12 minute quarters)

In the event of a draw at full time, teams are to remain on court in the same positions and play an extra 5 minutes
each way, with a 1 minute interval at half time. Both teams may make team changes or substitutions during this 1
minute interval. The timekeeper will need to position themselves close to the umpire and time this period. If at the
end of extra time it is still a draw, the game continues without an interval until one team has a 2 goal advantage –
and declared the winner. Scorers must immediately advise the umpires when this occurs.

“Basic Introduction to Junior Umpiring” Course

Goal
The aim of this course is to give players and prospective umpires an understanding of an umpire’s role, an
umpire’s duties, a good understanding of basic netball rules and some practical on court umpiring experience.

Objective
The object of this beginner’s course is to interest the participants in umpiring. Through participation, role playing
and practical examples, each component will have an element of FUN!

Target Audience
Open to anyone interested in learning the fundamental basics of umpiring from the grass roots level.

Learning Outcomes
At the completion of this course the participant will be able to:

 Demonstrate a basic knowledge of the general rules of the game i.e. held ball, offside, breaking,
replayed ball, throw-in, over a third, short pass, stepping

 Blow whistle loud enough for players to hear and stop
 Signal C Passes and attempt to keep them in correct order
 Have a clear voice and use correct terminology
 Demonstrate an understanding of hand signals
 Identify footwork infringements
 Demonstrate an awareness of obstruction and contact infringements
 Attempt to keep up with play and show basic knowledge of positioning

Certificate
A Certificate of Participation will be rewarded to all participants who complete the course.

“Umpire Coaching & Mentoring” Program

Information for Trainee Umpires

HDNA’s “Umpire Coaching & Mentoring” Program has been designed to assist new and existing learner umpires
gain the necessary basic skills, rules knowledge and practical experience required to be a competent umpire.

Umpires are encouraged to join the program at the beginning of the year to get the full benefit of coaching
during the competition season. Please contact your Clubs Umpire Liaison Officer for registering for this
program.

Practice starts at training

An umpire’s first effort at umpiring should be at club level during team/rep training sessions. This will allow new
umpires the opportunity to gain confidence in a controlled and safe environment, where clubs are able to support
and guide you. Once an umpire can demonstrate a basic understanding of the rules, can blow the whistle for
minor infringements and set penalties, you should be ready to try a junior competition game on Saturday’s.

Important Pre-requisites

 Minimum 13 years of age as at 31st December of the year of play
 Completed AANA Section 1 Theory Exam Online Pass Mark = 70%
 Completed HDNA Personal Information Form
 Have current QLD Netball Membership
 All learner Umpires must wear a ‘Learner’ bib whilst umpiring games - available at the HDNA office

Umpire Coach

 At the beginning of the season you will be assigned an Umpire Coach from your club or our Association
who will be with you on your court each week (pending availability)

 The Umpire Coach will not use a whistle and will not interfere with your umpiring, but rather be there to
support and protect you whilst you gain confident in umpiring

 An Umpire Coach’s role is to:

 To teach and educate you about umpiring
 To support and protect you whilst you gain confidence in umpiring
 Constructive feedback on your performance
 To teach and advise you regarding BASIC rules of the game, focusing on 1-2 areas each week
 To clarify any areas of concern you have
 To fill in your Coaching & Mentoring book, setting goals for you to work on the following week

Achievement Checklist

 A Coaching & Mentoring book will be provided to you at the beginning of your training program
 This book is a checklist of your progress covering all aspects of umpiring
 This book is to be carried with you at all times whilst umpiring for coaching notes and feedback
 Length of program is determined by your individual skill & ability level as an umpire

HDNA Expectations

 No-one expects you to know everything about practical umpiring at this stage. Remember we are all
human and we all make mistakes! The goal is to work hard to reduce the number of mistakes you make
and learn from these mistakes.

 Mistakes happen and we encourage you to see them as part of the learning process
 Take pride in your umpiring and have FUN!

When can I be tested for my badge?

Learner Umpires - once you have completed HDNA’s Coaching & Mentoring Program, you will be ready to
progress to the ‘Consolidation’ phase and umpire independently (with support from an Umpire Coach) providing
you have achieved the following criteria confidently, which will be determined by your Umpire Coach:

 LOUD voice and whistle
 Correct centre pass calls (using your wristband)
 Awareness of footwork rules
 Uses hand signals all the time
 Able to recognise all obvious Contact and Obstruction
 Move with the ball so you can see it and players
 Appear confident (even if you are not!)
 Ignore comments from spectators, players and coaches – they are all bias!

Competency Test - each umpire will be required to participate in a ‘Badge Competency Test’ prior to being
tested for their actual badge to determine ‘readiness’. This competency test allows umpires the opportunity to
receive further coaching and training (if required) on specific areas of umpiring, before moving to the final testing
phase.

Badge Test – umpires are expected to be competent in most of the performance criteria as detailed in the KPI’s
(Key Performance Indicators) and badge guidelines. See further details within this manual.

Current Umpires – HDNA is very fortunate to have a number of Junior/Senior Association badged umpires and
National badged umpires whom have been umpiring with our Association for quite sometime. Our Association
supports and encourages these umpires to progress to the ‘Badge Testing’ phase. Dates for testing are available
as per the “2015 Umpiring Calendar of Events” on our website. Please see the HDNA Umpires Convenor to
arrange the necessary paperwork and testing on one of these allocated dates.

Umpire Badge Testing

Throughout 2015, HDNA will conduct a number of ‘Umpire Badge Testing’ days for those emerging umpires wishing
to achieve the next badge level. Each umpire will be required to first participate in a ‘Badge Competency Test’.
Each umpire will receive an independent assessment by a member/s of the HDNA Umpire Committee, for umpire
readiness and performance feedback prior to being tested for their badge.

Once the umpire has demonstrated that the required standards or KPI’s (Key Performance Indicators) has been
reached, the Club Umpire Liaison Officer can then submit a nomination form to the HDNA Umpires Convenor for
the umpire to be tested for their badge. Please refer to the 2015 Umpiring Calendar of Events for the dates/times
badge testing will take place this year.

Senior Umpires wishing to advance to a National “B” Badge will have the opportunity to umpire Division 1 games
at Emmanuel College on selected Tuesday and/or Thursday nights throughout the 2015 season for “B” Badge
development. This partnership initiative between HDNA and SCNA (Southport Carrara Netball Association), will
give emerging umpires the advantage of receiving high performance coaching and feedback prior to being tested
for their badge. Testing for National “B” Badge will be held at Emmanuel College on a Tuesday night once the
umpire is deemed ‘ready’. Please see HDNA Umpires Convenor for further information and dates this will occur.

Key Performance Indicators – National “B” Badge

 Pre-requisites
o Level 1 Umpire Education Course
o A pass of 80% or more in the AANA Section I Theory Examination (current for 6 years)

 Pre-Match Responsibilities
o Before the start of play check that the court, its surrounds, goalposts and the ball conform to the Rules
and;
o Off the Court - inspect players for uniforms, jewellery, adornments and the correct length of fingernails

 Voice
o Firm and decisive, generally heard easily

 Manner
o Confident and pleasant

 Whistle
o Crisp and clear

 Dress
o Umpires shall wear clothes distinct from those of the players and preferably white or cream in colour.
Suitable shoes shall be worn

 Fitness
o Has good coverage of the court for the entire game

 Positioning
o At least level with, if not just ahead of, the ball
o Good positioning and quick re-positioning when play switches is most important at this level
o Moving to get a better view is essential
o No umpire shall be on court except to take a toss up

 Control
o Use of the correct terms which assists the players and keeps the game flowing. Incorrect terms confuse
the players and the umpire.

 Control
o Efficiency in procedures and control of general infringements are expected.
o Sound rule interpretations and an element of common sense in the application of the same must be
shown.

 Terminology
o Use of correct terminology for penalties.

 Decisions
Consistency is important at any level and especially under pressure.
o An immediate and continued display of:
 where to look;
 when to look; and
 what to look for

o At ‘B’ level the candidate is expected to show some ability to penalise infringements ahead of play and
either acknowledge or penalise infringements behind play, whichever is the most appropriate action.

o The Advantage Rule must be correctly applied so that play may be allowed to flow without the candidate
losing control.

o Use signals as per the Rule Book

o Candidates must show the beginnings of understanding between applying the rule and showing that
they can understand the rule and apply it with a degree of common sense and feeling for the situation

Obstruction
o A candidate at this level will be expected to show a sound proficiency in the recognition and application

of this infringement and rule.

Contact
o At this level a candidate is expected to show a more comprehensive knowledge and application of this

infringement and the rule than would be expected of a ‘C’ Badge umpire.
o Candidates will show a level of co-operation and teamwork with their co-umpires when and where

applicable, particularly in borderline areas of control.
o Candidates will be unaffected by external influences e.g. spectators.
o It is expected there will be an understanding of "fair contest" between two players i.e. legal or illegal

body movements of two players.

Key Performance Indicators – National “C” Badge

This is an entry level badge where the two major elements of control and basic decisions must be clearly
evident.
 Pre-requisites
o Level 1 Umpire Education Course
o A pass of 70% or more in the AANA Section I Theory Examination (Current for 6 years)

 Match Responsibilities
o Before the start of play check that the court, its surrounds, goalposts and the ball conform to the Rules
and;
o Off the Court - inspect players for uniforms, jewellery, adornments and the correct length of fingernails.

 Voice
o Firm and decisive, generally heard easily.

 Manner
o Confident and pleasant.

 Whistle
o Crisp and clear.

 Dress
o Umpires shall wear clothes distinct from those of the players and preferably white or cream in colour.

 Fitness
o Has good coverage of the court for the entire game.

 Positioning
o Level with or just a little ahead of play and following around behind the goal circle although not always in the
best possible position.
o Show knowledge of re-positioning to ensure a clear view of play.
o No umpire shall be on court except to take a Toss Up.

 Control
o A candidate being tested at this level must be able to demonstrate that they are in control of the game before
they can umpire effectively. Therefore, the basic umpiring techniques of good positioning; clear, crisp whistle
blowing; firm, confident manner and audible calls need to be displayed.
o As umpires progress in standard at this level, these umpiring techniques will be supported by sound basic
decisions which compliment the standard of the game.

 Terminology
o Should be using correct terminology.

 Decisions
Consistency is important at any level. An umpire worthy of a ‘C’ Badge should be able to:
o recognise stepping in all its forms.
o display a range of knowledge of the other minor rules such as ‘Held Ball’, ‘Offside’, ‘Over a Third’ etc.
o conduct a Toss Up, if applicable, in accordance with the Rule Book.
o penalise all obvious Obstruction.
o penalise all obvious Contact, certainly the clear examples of those listed in the Rule Book.
o demonstrate an awareness of the Advantage Rule and its application and apply this on all occasions where
Advantage Goal is scored.
o call each Centre Pass. Error or doubt can be forgiven, provided the umpire checks with the scorer and
appropriate instructions are given to scorers and timekeepers.
o call and indicate when the Throw In is to be taken and show awareness of possible infringements on court
and at the Throw In.
o demonstrate good knowledge of general rules together with reasonable consistency of their interpretation.
o show understanding of hand signals.

A junior game deemed appropriate by the HDNA Umpire Committee, for the umpire to meet the requirements of
this award.

Umpires should exhibit competency in the following areas in order to receive a Junior
Association Badge.

 Is neatly presented in all whites
 Is aware of Match Protocols before game commences
 Demonstrate a basic knowledge of the general rules of netball
 Attempt to show correct hand signals
 Signal C passes and attempt to keep them in correct order
 Have a clear voice and attempt correct terminology
 Be able to indicate the throw in
 Blow whistle loud enough for players to hear and stop

Association Badge.

 Runs through Match Protocols Checklist before game commences
 Have firm but pleasant control of the game
 Demonstrate a sound knowledge of the general rules of netball
 Have a voice and whistle which are clear and sharp
 Show correct strong hand signals
 Signal C passes and keeps them in correct order
 Mostly uses correct terminology of major/minor infringements
 Penalise footwork infringements
 Penalise obvious Obstruction and Contact consistently
 Has fair to good coverage of the court for the full game
 Attempt to keep up with play and show basic knowledge of positioning and movement
 Call and indicate where the thrown-in is to be taken
