Sports Development Centre

BACKROUND
The Sports Unit, International Islamic University Malaysia was established in 1983. Since then,
the role of sports has emerged vibrantly in IIUM. In 1990, the sports activities have drastically
increased in quantity and quality.
In 1991, the role of the Sports unit became more demanding when IIUM was in-directly involved
with The World University Sports Federation (FISU), Asian University Sports Federation (AUSF)
and Asian University Sports Council (AUSC).
For the past seven years, the nomenclature of IIUM Sports Centre has evolved as follows:-

 2000 until 2001 - Sports, Recreational and Martial Arts Department.
 2002 – Sports Department, Student Affairs Division.
 2003 – Sports Unit, Operational Services, Student Development and Co-curricular

Division
 2004 until July 2007 – Sports Centre, Student Development Division.
 July 2007 – 2013 – Sports and Recreational Centre
 2014 – present - Sports Development Centre

Sports Development Centre

PURPOSE
The primary purpose of the Sports Development Centre is to provide opportunities for students
and staff to pursue athletic and recreational interest. The focus of the Centre’s programs
blends the aspect of learning new skills while coordinating all sports activities, monitoring the
progress of sports development and supervising the maintenance of the sports venues and
facilities in the university.

PHILOSOPHY

The Sports Development Centre incorporates the concept that all students and IIUM Community
are provided the opportunity to experience sports activities related to their interests. The role
of the Centre is to provide guidance, supervision and encouragement to all students and staff to
actively participate in sports activities.

OBJECTIVES
 The Sports Development Centre is responsible for the development of High

Performance Sports, Mass Sports, Administration and Financial aspects, Event
Management and Maintenance of sports and recreation venues and equipment in the
university.

 It is an excellence centre of training for university’s athletes in preparation for Malaysia
Universities Sports Council (MASUM) Games, National level competitions, Malaysia
Education Institutions (SIPMA) Games, Asean University Games, World University
Championships, Universiade Games and the Inter-Varsity Games for staff.

 The Centre is to manage the sports complex and provide good sports and leisure
services for students, staff and visitors and to monitor the maintenance work of the
sports venues and equipment.

 The Centre is to inculcate the `Sport Culture’ among students and `Wellness Awareness
and Healthy Lifestyle’ among IIUM staff and community

 The Centre is to identify qualified and potential students athletes to enroll at IIUM
Centre of Foundation Studies and to assist MOHE to select recipients for MOHE Sports
Scholarship.

 The Centre is to recruit qualified sports personnel and experienced coaches to plan and
execute sports programme and comprehensive development of sports in IIUM.

 The Centre is also to cater for the IIUM Staff Sports activities and concurrently conducts
students’ sports activities and programmes.

GENERAL RULES AND REGULATIONS

All users are expected to act in accordance with the followings:

1. IIUM Sports Development staff are the only authorised personnel (`the management’)
to approve all bookings and programme at and within the vicinity of the Sports
Complex;

2. The Female Sports Complex is exclusively for IIUM female students and staff only.
However, permission will be granted to IIUM varsity team official training conducted at
the Female Sports Complex;

3. The Sports Complex is reserved for the usage of IIUM students, staff, IIUM Varsity teams
and clubs under the Sports Development Centre. Users must be prepared to present
their ID/Matric card if asked when necessary by the management;

4. Walk-in booking is available. However, we encouraged reservation at least two (2) days
before the date of event. Borrowing of equipment and approval must be obtained from
the SDC;

5. Users are expected to behave in a manner that will not distract from the enjoyment of
others using the facilities. Demonstrators of dissent, which lead to interference with the
freedom of others to use of the facilities, will not be tolerated. The destruction of IIUM
property and/or obstruction of sports complex activities are prohibited;

6. Users are expected to adhere to the guidelines and procedures approved for activity
designed for the various venues throughout the Sports Complex;

7. To park vehicle at the designated area only;

8. To wear proper attire in accordance to the University’s Dress Code;

9. To wear proper footwear in the game area. Marking sole are strictly prohibited;

10. No bicycles, skateboards or rollerblades are allowed on the field or running track;

11. To observe and maintain the cleanliness of the Sports Complex;

12. To get permission from the SDC before pasting any posters/banners/pamphlets or
advertisement on the notice boards;

13. To keep personal and valuable belongings in a safe place. Lost and found items are
stored in the equipment room for fourteen days. Any items not claimed by that time
will be either discarded or given to charity. Items of significant value are turned over to
the security office. Item can be claimed by their owner upon presentation of personal
identification and description of the missing item;

14. Smoking and consuming of alcoholic beverages are strictly prohibited in all areas of the
Sports Complex;

15. Pets are not permitted in the Sports Complex area;
16. Any accident/injury/incident should be reported to the Management of Sports

Development Centre;
17. Open-air radios/stereo/audios, other than personal listening devices, unless approved

by the management in a specific area, are prohibited. Build-in audio system/speakers
are to be operated by the SDC staff only;
18. Children under the age of fifteen (15) must be directly supervised by
parents/guardians at all times;
19. To immediately stop all activities during thunderstorms or heavy rain especially in the
outdoor courts/playing field; and
20. The Sports Development Centre will not be liable for any accidents, death or injury and
for any loss of belongings;

SAFETY AND HEALTH REGULATIONS
All users of the Sports Complexes are required to adhere to the safety policies and guidelines
during usage/match/tournament stated as follows:
1. Remove all minor safety hazards before use;
2. Users are advised not to use facilities or playing surface if deemed unsafe. To inform the

SDC staff on the situation immediately;
3. Ensure there is an emergency action plan in place including:

- Access to a telephone at all times;
- Clear or unlocked access for emergency vehicles at all times;
4. Ensure adequate separation of spectators and officials from the playing area; and
5. Suspend or cancel usage of facilities during thunderstorms and excessively heavy rain.

It is also recommended that all users to ensure that:
1. A fully stocked first aid kit, including ice packs, is available at all times;
2. A qualified first aid person is in attendance at all times;
3. All coaches are appropriately qualified;
4. All referees and umpires are appropriately qualified;
5. Appropriate protective equipment is worn by all participants at all times.

Protective equipment should be properly fitted and comply with relevant
standards;
6. Records are kept for all significant injuries. All relevant medical and injury history
information about participant is passed on to team officials before competing;
7. Adequate warming up, stretching and cooling down exercises are completed by all
participants;

8. Appropriate action is taken to ensure protection from over exposure to the sun;
9. All participants have access to clean drinking water and are encouraged to have

individual water containers;
10. Appropriate steps are taken to prevent the spread of infectious diseases and to comply

with infection control practices for a bleeding athlete; and
11. Report any accident and misconduct immediately to the Sports Development Centre

staff.

SWIMMING POOL RULES AND REGULATIONS

All users are expected to act in accordance with the followings:

1. To swim during the official day and time as stipulated by the management ONLY;

2. To register at the swimming pool counter and produce Matric Card/Staff Card (for IIUM
Staff and Student);

3. Users must wear proper swimming costume (preferably from lycra material). Wearing
of swimming cap is compulsory;

4. Boxers, shorts, t-shirts and underwear are strictly prohibited;

5. All changing of uniform must be done in the changing rooms;

6. The followings are STRICTLY PROHIBITED:
- Smoking, bring/consume food or refreshment in the pool area;
- Keeping any belongings on the pool’s deck;
- Leaving footwear i.e. slippers or shoes on the pool’s deck;
- Diving activities from the shallow end;
- Running on the pool’s deck, horseplay, drinking or pushing.

7. Parents are responsible for the safety of their children at all times;

8. All users must observe and maintain cleanliness of the pool area;

9. Person suffering from communicable disease, colds, open wounds, nasal, eye or ear
discharge or any other contagious disease and person under the influence of alcohol or
drugs are not permitted to use the pool;

10. Users are expected to shower before entering the pool and wash their feet each time
they re-enter;

11. The lifesavers on duty are responsible for the safety/security of all patrons who are in
the pool and on the deck. Users are not permitted to be in the water unless there are
monitored by lifesavers on duty;

12. Floatation devices (vests, buoyancy) are to be used at the discretion of the lifesavers on
duty. Equipment should be returned to the proper place;

13. Users are NOT ALLOWED to enter the pool during thunderstorms or heavy rain;

14. The management will keep all personal belongings which were unintentionally left
behind by the users (if any) in a safe place within one (1) week;

15. All swimmers must follow the rules and regulations set by the SDC. Lifesavers/security
guards/ SDC staff have the right to prohibit user(s) from using the facilities if breach of
rules and regulations.

16. The IIUM Sports Development Centre has the right to amend the rules and regulations
from time to time.

17. The Sports Development Centre will not be liable for any accidents, death or injury and
for any loss of belongings;

GYMNASIUM RULES AND REGULATIONS

All users are expected to act in accordance with the followings:
1. To use the gymnasium during the official day and time as stipulated by the management

ONLY;
2. To register at the gym counter and must be 18 years old and above;
3. To wear proper sports attire especially shoes during workout and own face/sweat towel

is COMPULSORY;
4. Slippers and sandals are NOT ALLOWED to be used in the gymnasium;
5. Do not slam equipment such as dumbbells and plate loaded. Put the equipment

carefully;
6. Please return equipment to their respective places after use;
7. Foods are prohibited in the gymnasium rooms. Only individual bottled drinks are

allowed;
8. Smoking is strictly prohibited in gymnasium area;
9. In case of emergency please refer to the gym instructor on duty or SDC staff;
10. All users must follow the rules and regulation set by Sports Development Centre,

Gymnasium instructor / security guards/ SDC staff have the right to prohibit any user (s)
from using the facilities if breach of rules and regulations.
11. To observe the instructions and safety precautions pertaining to the usage of the
exercise equipment. If in doubt, please consult the gym instructor on duty;
12. To do light stretching before commencing workout activity;
13. To be held responsible for any damage caused to the equipment and facilities;

14. To practice good hygiene and gym etiquette by observing the followings:
- Do not hog the weight training machine
- Cardio machines are restricted to 15 minutes per user. Please allow other users
to use the equipment. BE CONSIDERATE
- Free weights are not to be taken out of its designated area and safety collars
must be used at all times
- Return all equipment to its original place upon completion of workout activity
- Users are not allowed to share towels. PLEASE BRING YOUR OWN TOWEL

15. The IIUM Sports Development Centre has the right to change any subject to the rules
and regulations from time to time without prior notice; and

16. The IIUM Sports Development Centre will not responsible for any injuries / accident or
losing of personal belongings before, during and after the training.

AEROBIC ROOM RULES AND REGULATIONS

All users are expected to act in accordance with the followings:
1. Use of facilities is limited to aerobic activities, dance activities, first aids/CPR sessions,

grounded martial arts (tai chi, pilates etc) and other appropriate fitness activities as
approved by the Director of Sports Development Centre;
2. Scheduled programme has the priority to tilize the room;
3. Proper exercise attire and footwear are required. Appropriate non- marking courts
shoes or dance shoes are permitted. Not street shoes, boots, sandals, bare feet and/or
marking footwear are allowed when taking part in physical activity or program;
4. Only class participants are allowed in the aerobics room while class is in session. A
group, or an individual, may hold space for the group for 10 minutes. If no group
activity begins, the group must surrender the space to any waiting individual or group;
and
5. No gum, tobacco products, food, drinks are allowed inside the room. Sealed, leak
proof, plastic water bottles are permitted.

STADIUM RUNNING TRACK RULES AND REGULATIONS
All users are expected to act in accordance with the followings:
1. No vehicle is allowed in the running track,
2. Only spike nails less than 6 mm is permitted. Boots with studs are prohibited on the
running track;
3. Marking with any type of paint, application of thinner or oil grease onto the area are
strictly prohibited;
4. Supporters are not allowed to enter the track;
5. Keep the track clean at all time. No smoking, drinking or eating is permitted. Water
must be in a closed/unbreakable container;
6. Users are expected to consult their physician before engaging in any vigorous exercises;
7. Users are expected to adhere to the direction of walking/jogging that is posted from
time to time; and
8. Every person is responsible for their own safety. The Sports Development Centre will
not be responsible for any death, loss, damage or injury caused;

MULTIPURPOSE HALL RULES AND REGULATIONS
(Badminton, Volleyball, Basketball, Table Tennis, Futsal)
All users are expected to act in accordance with the followings:
1. To use the Multipurpose Hall during the official day and time as stipulated by the
management ONLY;
2. Users are advised to wipe their shoes before entering and should dress appropriately;
2. No smoking, drinking or eating is permitted. Strictly no chewing gum;
3. Do not remove any equipment;
4. Users must leave the arena when requested by the Security Guard or any other
authorized personnel on any breach of rules or whenever necessary;
5. Only players and officials are allowed on the floor. Supporters and spectators should
view the game from the gallery seat;
6. The management of Sports Development Centre reserves the right to amend the rules
and regulations from time to time; and
7. Every person is responsible for their own safety. The Sports Development Centre will
not be responsible for any death, loss, damage or injury caused;

RACQUETBALL COURTS RULES AND REGULATIONS

All users are expected to act in accordance with the followings:
1. To use the Racquetball Courts during the official day and time as stipulated by the

management ONLY;
2. Only racquet sports are permitted. No other balls are to be used in the designated

racquetball courts i.e. squash courts and tennis courts.
3. Permission shall be obtained from the Director of Sports Development Centre first if

sports played are different from the designated courts;
4. Court reservations are based upon first come-first serve basis and walk-in appointment

during the stipulated day and time;
5. Courts are limited to 2 hours of playing time per person. If a court has not been

reserved for a specific hourly time block, play is permitted on first come-first serve basis
until the next reservation time;
6. Only suitable, non-marking court shoes are permitted;
7. Gym bags, tracksuit, racquet covers are to be left outside of the court area;
8. Good sportsmanship is expected at all times. Any player that displays
unsportsmanlike conduct may be asked to leave the court; and
9. Every person is responsible for their own safety. The Sports Development Centre will
not be responsible for any death, loss, damage or injury caused.

ACCESS

Students and IIUM community are the primary users of the Sports Complexes at the discretion
of the Deputy Rector, Student and Alumni Affairs and the Director of Sports Development
Centre. Outside users may reserve and apply for using the facilities at other times.

FACILITY RESERVATIONS

1. The scheduling of facilities will be subject to University and individual use

policies. All users are expected to comply with the rules and regulations

established for the use of each facility by the Sports Development Centre.

2. Priorities of applications for the use of Sports Complex facilities shall be given in the
following orders:-

- IIUM Students and staff
- IIUM subsidiary companies
- Ministry of Higher Higher Education
- Government bodies
- Other groups and organizations

Sayyidina Hamzah Stadium, Male Sports Complex.

4. Users must fill in the Booking Form available at both sports complexes.
5. Any cancellation of programmes should be acknowledged to SDC seven (7) days prior to

actual date.
6. All patrons must follow the rules and regulations set by SDC. SDC has the right to

prohibit any patrons from using the facilities once the rules are breached.
7. Posters, pamphlets, and advertisements may be placed on the notice board specified for

advertising after permission is given by SDC.
8. SDC has the right to change any subjects to the rules and regulations from time to time

without prior notice.
9. The University/ SDC will not be responsible for any accident/ injury/ loss of belongings

during activities/ usage of the sports facilities.

BOOKING PROCEDURES
(FOR STAFF AND STUDENTS)

1. Booking and reservation can only be done during office hours (8.00 am until 4.30 pm).
Any booking and reservation must be according to the operation hour as mentioned.

2. Booking and reservation of facilities for any kind of program is as the following schedule:

2.1 Personal training
- 2 days before actual date (Staff);
- 2 days before the actual date (Students);

2.2 University training
- 7 days before the actual date;

2.3 University Programme
- 30 days before the actual date;

3. Each user must fill in a Booking Form (available at Male and Female Sports Complex).
Duly completed form should be submitted to the Male Sports Complex. Booking via
telephone and fax is unacceptable.

4. Any cancellation of program should be acknowledged to the Sports Development Centre
seven (7) days prior to the actual date. Should there be any delay or failure of such
acknowledgement, the deposit money will not be returned.

5. Any damage or lost of sports facilities or proprieties will be borne by the users or
deducted from the deposit.

6. All participants must follow the rules and regulation set by the Centre. The
management/security guard have the right to prohibit any user from using the facilities
if participants are not observing the rules and regulations.

7. Sports Development Centre has the right to change any subject to the rules and
regulations from time to time without prior notice.

BOOKING PROCEDURES
(FOR STAFF AND STUDENTS)

1. Booking and reservation can only be done during office hours (8.00 am until 4.30 pm).
Any booking and reservation must be according to the operation hour as mentioned.

2. Priority will be given to programmes organized by the university.
3. Any cancellation of programme should be acknowledged to the Sports Development

Centre seven (7) days prior to the actual date.
4. Sports Development Centre will not responsible for any injury / accident or lost of

personal belongings before, during and after programmes.
5. User will be responsible for any lose and damage of the facilities.
6. Only pack food is allowed in sports complex. Always keep clean and littering in the bins

provided.
7. Users are requested to follow the rules and regulations and IIUM dress code set by

Sports Development Centre.
8. Sports Development Centre has the right to cancel the approval to use the facilities at

anytime if the users failed to follow the rules and regulations of sports complex.

PROCEDURE FOR BOOKING EQUIPMENT

1. Requisition of equipment is for university students and staff only.
2. For walk-in users, borrowing can be made by:-

2.1 Fill up the application form and submit to Sports Development Centre at same
day of using the equipments;

2.2 Students or staff must leave their matric or staff card when borrowing the
equipment;

2.3 Equipments must be returned to Sports Development Centre on the same day
of borrowing. Fine of RM 5.00 per day will be charge in late return.

3. For programme, borrowing can be made by:-
3.1 All application should be submitted with application form and matric card to the
Sports Development Centre (7) days prior to the dated of the programme. Copy
of the approval letter of programme must be attached with the form.
3.2 Booking through phone will not be entertained.
3.3 Equipments should be returned to Sports Development Centre 2 days after the
programme end. Fine of RM 5.00 per day will be charged in late return.

4. Users must ensure that that equipment is in good condition.
5. All equipment should be returned in good condition to the Sports Development Centre.
6. Borrowers are responsible for the equipment and transferring equipment to other users

is prohibited.
7. For non-sports equipments, borrowers must pay a deposit of RM 300.00 per items. The

deposit will not be refunded if equipment is lost/damage.
8. Borrowers are liable for any loss or damage caused to the equipment. In case of lose or

damage, the borrowers are responsible to replace the equipments within (7) days and
fine of late return also will be imposed. Failure to do, students will be blocked from
getting their final exam result.

CODE OF ETHIC

Students/staff that are selected as IIUM athlete are expected to adhere to the followings:
Athlete Code
1. Athletes must portray themselves as students/staff of International Islamic

University Malaysia.
2. Athletes must observe the general rules and regulations of students laid by the

Students Discipline Rules 2004.
3. Athletes must respect `solat’ time during centralized training or during

competitions.
4. Athletes are advised to converse in decent languages. Obscene words are strictly

prohibited.
5. Smoking and gambling are strictly prohibited during training and

competition, at the game venue and during traveling.
6. Athletes are advised to display good ethics in public area.
7. Curfew hour during centralized training and tournament is 11:00 p.m.

Team Training Code

1. Athletes should observe the training time laid by team coach.
2. Attendance in training session is compulsory, except for certified injury from

medical officers.
3. Ahtletes are required to follow all tentative centralized programme laid by Sports

Development Centre. Individual training session will be recommended prior
approval form team official.
4. Athletes may be excused from training session prior to letter of approval
from team official due to emergency cases only.
5. Athletes are required to concentrate and dedicate training session full- heartedly.
Dress Code

1. Athletes must adhere with the dress code laid down by the Students’ Discipline
Rules 2004.

2. All athletes are required to wear official contingent attire or IIUM shirts only.

3. Alteration of official attire is strictly prohibited.
4. All athletes are required to wear official tracksuit and proper shoes during

opening/closing and other official ceremony. Sandals are strictly prohibited.
Social Code
1. Athletes are encouraged to communicate with officials but discussion on personal

matter are not advised
2. Athletes are not allowed to be at the sports officials room except to discuss matters

on team preparation.
3. All teams must integrate under the IIUM banner at all time. Disparity between

individuals, teams and nationality is strictly prohibited.
4. Athletes are expected to avoid personal relationship between male and female

athletes.
The Sports Development Centre have the right to bar athletes to participate in any
competition or ceremony if they failure to adhere to this code.
