ON THE RULES

Ready, Get Set, Balls in the Air

Tournament season is upon us, and we’ve already had the Masters, PGA, U.S. Open (as I write this), U.S.
Open local qualifier at MCC, U.S. Open final qualifier, as well as the Member-Guest and other events.
The committee is always in charge of a competition, whether it be the U.S. Open with a cast of hundreds,
down to a local Saturday shoot-out at a small club. U.S. Open preparation begins years in advance. The
committee has responsibilities before, during and after play. The resources available to the Committee
will differ depending on the venue and level of competition, and it will have to prioritize its responsibili-
ties, so let us look at a few:

• Setting down the conditions of the competition, including local rules. One of these might be to in-
volve bunkers in the general area.

• Marking the course, to include determining course boundaries and penalty areas. Six officials versed
in the Rules could take the same course, all marking it differently, and all of the correct. For instance,
the marked penalty areas on 14 and 16 at MCC will change over time as the grass takes root and grows
to rough height.

• Setting tee areas. I prefer to set the tee markers at least one pace in from the edge of the defined area
to accommodate both right and left-handed players.

• Defining pace of play and code of conduct policies.
• Determining hole locations. This is by far the most time-consuming part of course preparation.

Many times, I’ve heard the 6 easy, 6 medium, and 6 hard location philosophy. I prefer to divide each
putting green into 9 segments, then choose 2 locations from each segment, such as back left or front
right. What is important to consider is that no type of player gets an advantage, such as a player who
hits draws or fades. Also, the putting surface itself is an important component. For example, there is
no such thing as an easy hole location at MCC on 3, 7, or 11 (and for the other 15 holes as well).
• Starting pairings or matches, establishing starting times.
• Providing rules assistance to players.
• Suspending play and resuming play.
• Providing a scoring area.
• Validating scores in stroke play.
• Resolving ties in stroke play.
• Confirming results, closing the competition, and awarding prizes. There are a few disqualification
penalties applicable even after the results have been announced. I have had the responsibility to
make that call in the past.

In a nutshell, Committee responsibilities, even a committee of one, are huge and time consuming, with
enormous amounts of hard work and preparation to properly conduct even the most mundane event.

Each week we have a different theme with games and activities
corresponding to that theme! Some of the themes this summer have
been colors, Hawaiian, countries, and Disney! Where we have done
activities such as tye-dying, making our own leis, piñatas, and
making evil apples! Campers have a fun day at the pool doing crafts,
playing games, getting tennis and golf lessons, and of course
swimming! Registration is open now and closes Friday at noon the
week before your child will be attending! “
