MANILA BAY
The battle to clean, rehabilitate & preserve
NUEVA ECIJA – The Manila Bay Clean-Up, Rehabilitation and
Preservation Project started in 2008, where 13 Mandamus
agencies and 178 LGUs in Regions III, IV-A and NCR were
mandated to spearhead the project.
As part of the Manila Bay Watershed Area, all LGUs within the
Province of Nueva Ecija except Nampicuan and Cuyapo
participated on the kick-off activity for the intensified Clean-Up,
Rehabilitation and Preservation of Manila Bay dubbed by
Department of Environment and Natural Resources (DENR) as
the “Battle for Manila Bay”. The activity was conducted
simultaneously in Regions III, IV-A and NCR. All barangays,
including their constituents and Non-Government Organizations
initiated a clean-up activity to clear the waterways connecting
to Manila Bay within their area. They also conducted Information
Education Campaign to educate the inhabitants on the
different environmental laws implemented in their respective
barangays.
Prior to this, SILG Eduardo M. Año issued Memorandum Circular
No. 2019-09 directing all barangays within the Manila Bay area
to conduct a weekly clean up activity every Saturday following
the launch on January 27, 2019, and to ensure the participation
of all barangay officials and employees including volunteers,
CSOs, youth organizations and barangay residents in the
clean-up activities. This is in keeping with their mandate to
safeguard the protection of environment and sanitation of their
respective areas.

On his message, Dir. Renato G. Bernardino, emphasized the importance of the SOBA. He enlightened
the residents of the barangay that the SOBA is a necessary undertaking for the barangay officials to
present barangay accomplishments, plans and development goals, and to address the issues and
problems relevant to the members of the community. He also informed the residents regarding the
DILG program “Seal of Good Local Governance for Barangays”. He encouraged the officials to lead
their barangay to the best of their ability for them to be awarded with the Seal. Dir. Bernardino also
presented issues pertaining criminality, illegal drugs, corruption, disaster preparedness and
environmental concerns pressing communities nationwide. He also encouraged the barangay
officials and residents to work hand in hand in finding solutions to these situations.
Hon. Adrianne Mae J. Cuevas, on her message, assured the residents that the pending and on -going
projects for Barangay Militar will push through. For the incoming election, she asked all the eligible
voters to participate and use their best judgement in electing public officials.
Punong Barangay Rodolfo A. Rizabal, a Retired Colonel, assured the residents that he will continue to
deliver his duties and responsibilities with utmost excellence as a public servant. Through the reports
of the barangay treasurer and barangay kagawads, he presented the barangay's financial report, list
of on-going and completed projects, and the list of projects to be implemented.
All citizens are enjoined to actively participate and be involved with all the plans, projects, and
programs of the barangay to attain a productive society where people live happily. ●

The Magna Carta of Women (Republic Act No. 9710)

DILG Locally-Funded Project Team in Action
Driven by the Department’s efforts to monitor and Quezon, Nueva Ecija
validate Locally-Funded Projects (LFP). The DILG LFP
Team of Nueva Ecija conducted various project
monitoring activities within the province. Some of the
exemplary LFPs are “New Construction of Level III
Potable Water Supply System in Barangay North
Poblacion, Gabaldon, Nueva Ecija” and “Expansion of
Level III Water System in Barangay San Miguel,
Quezon, Nueva Ecija”.
One of the aims of the department in the
implementation of water projects is to ensure the
quality and potability of the water, which will serve as
the primary source of drinking water for the
beneficiaries within the barangays. Hence, the
department mandated the concerned LGUs to
conduct a Potability Test prior to its implementation,
and to guarantee the quality on structural integrity if
the steel members can carry the weight of the
elevated water tank.
Through the implementation of the project,
approximately 1,100 households benefited and made
a great impact to their daily lives. In addition, the
community is also encouraged to take responsibility in
the maintenance of the said project, which provides
access to affordable, safe, and clean water for a long
period of time. ●

Minalungao National Park, Gen. Tinio, Nueva Ecija
One of the few remaining
natural environments of the
region, Minalungao National
Park is a 2,000-hectare
protected area located in
General Tinio, Nueva Ecija. It is a
tourist attraction slowly gaining
popularity in the local travelers’
circle. This secret haven located
on the foothills of the
extensive Sierra Madre Mountain
Range is just under four hours
away from the capital Manila.
The green patch of land is
halved by Peñaranda River and
limestone formations.
Minalungao came from “Mina”
which means mine, and
“Lungao”, a local word for a
cave. Indeed it has a system of
caverns which most are yet to
be explored.
When you do decide to visit, time
and money won’t be an issue.
You can go on a day tour if you’re
looking for a quick weekend
getaway. For the true nature
lovers, overnight camping is also
doable as there are camping sites
within the park itself.
This park also offers Cliff Diving
activities. You may choose from
the numerous jutted rocks which
serve as favorite jump-off points
for the not-so-faint-hearted. Just
remember that the river is shallow
in some parts so you have to
make sure that the area you will
be jumping in is deep enough to
avoid accidents.

Mt. 387 (also known as Batong Amat) has instantly gained its
ground as one of the popular climbs in Central Luzon since the time
it was introduced to the mountaineering community at the onset of
2017. Now, it has become as one of the favorites even by newbies
and occasional hikers because mainly of two factors: 1. the
supposed view of the so-called Chocolate Hills of the North; and 2.
the cool dip at the nearby Aloha Falls after the climb.
