ABSTRACT
Indonesia is a democratic country that grants its society the freedom to express their opinions. However, the freedom to
express opinions were considered to have contradicted the Eastern communication cultures. This study examines how
internet memes were subtlely delivered, even though they contained insults toward the president, they appeared to gain
public acceptance. This study is aimed to analyze the internet memes of “Jokowi planga-plongo” by utilizing the
combinations of social semiotics analysis instruments, the concept of internet memes, and Bisociation theory. The result
shows that internet memes can disguise subversive messages by comparing, matching, modifying, and utilizing freezing
motion in certain context messages. Therefore, the employed internet memes are no longer constructive political means.

ABSTRACT
This study investigated the utilization of blogs, to disseminate news and information to provide independent, reliable,
wide-ranging and relevant information in support of democracy. It also explores how the agenda setting theory being
utilised to shape discussions and thoughts to publicise or highlight issues. This research investigated how bloggers with
agenda-setting and hive mentality shaped and directed what the readers should think and how it might influence them.
A literature review looked into the recent development of social media and politics internationally and in Malaysia. This
study examined the current Malaysian political trend in relation to communication and undertook to define ethics in the
20th Century, especially on issues relating to the blurring of reporting lines and freedom of expression related to
blogging. It analysed the development of mass communication and the relationship between the Internet, hand phones
and mobile technology and “blogging.” Given the focus of the study, qualitative method was employed. The study
undertook content analysis of prominent political blogger’s sites. The study found that blogs did play a significant role
in democratization by facilitating the civil liberties of society as a whole and helping in framing the discourse. The blogs
also helped in setting the agenda for public policymaking. They did encourage hive mentality and sharing of information
and ideas relating to democracy in Malaysia.

An Analysis of Current Policy of Street Children (The Implementation of The 1945 Constitution of The
Republic of Indonesia Article 34)
Fauziah Lubis, M.Hum
State of Islamic University, North Sumatera
Email: [email protected]

ABSTRACT
The number of street children in Indonesia has increased in recent years. This issue is part of a social phenomenon in
which needs immediate attention from the stakeholders. The current influx of street children is more prevalent in the
urban area as a result of a greater mobility of society. According to the Ministry of Social Affairs data, up to June 2017,
the population of street children reached 16,290 across 21 provinces in Indonesia. This study aims to examine and analyze
the current policy of street children in Indonesia, as well as the government’s role in handling street children’s welfare by
adopting Sudarto and Lawrence M. Friedmen's theories of legal systems and policies. This research is a normative legal
research or library research that Analyze a legal problem through legislation, literature review and other references such
as journals, textbooks and other articles related to the research topic. The data analysis used in this study is descriptive
qualitative analysis. The result shows that in the implementation, the government’s role in dealing with street children
issues has not been successfully implemented. It is probably because of weak regulations between the authorized
institutions in which the coordination between the community, social office, and regional/ capital stakeholders are still
egocentric, especially related to sustainable data from the social office. Besides, some regions do not have procedures
for childcare. In fact, it can be reviewed from the 1945 Constitution Article 34 paragraph (1) that impoverished persons
and abandoned children shall be taken care of by the State. As stated in the 1945 Constitution, the government must pay
special attention to street children by facilitating them with, for example, education and training as these efforts have not
been successfully implemented. To this point, the role of the government in dealing with street children is only on their
welfare (by subsidizing and providing food or nursing).

General Election

[email protected]; [email protected]

ABSTRACT
The 2019 Indonesian General Election witnessed a direct contest for the seat of the president between incumbent Joko
Widodo and Prabowo Subianto. This election was tipped to be one that was closely contested as the Indonesian populace
was said to be almost equally split on their preferred choice for their next president. This election was also dubbed as
one of the largest to take place in the democratic world. In the days leading up to the election, security forces on ground
level were stretched thin as they attempted to curb any forms of violence or mischief that could derail the smoothness
of the election process. As security forces continued to up their vigilance as this mammoth election drew closer, another
battle was taking place in cyberspace. On one side, fact checkers had their hands full as they continued to watch over and
verify messages that were being spread through social media. These fact checkers were tasked with identifying text
messages, memes and videos and to debunk them as hoaxes and fake news. This process was aimed at preventing the
creation of social chaos and disorder that could be sparked through the belief in such hoaxes. On the other, producers of
such hoaxes continued to produce and spread hoaxes about electoral candidates and electoral institutions in their
attempts of delegitimizing the entire electoral process. This paper examines how the development of disinformation
through the spread of hoaxes had targeted the legitimacy of electoral candidates and electoral institutions during the
209 Indonesian General Elections.

ABSTRACT
This paper aimed to analyse the narrative of Go Lala Go! (2010), the first Chinese film that contributed to Thai tourism.
From analyzing the narrative, the paper attempted to identify the aspects of Thainess, which are the distinctive
characteristics that lie at the heart of the national and cultural identity of the country, existed in the film. Go Lala Go! was
a film with the ability to enhance interest among Chinese people to know more about Thailand, particularly. The study
offers an association with the narrative theory related to the 3P’s concept of the push and pull factor. A successful film
that contributes to Thai tourism not only draws film tourists to the country, but its narrative and Thainess integrated in
the story become a source of information on certain aspects of the country, such as its nature, culture and people. This
results in the construction of positive attitudes towards the country and is a contributing factor towards making the
decision to actually visit the country rather than just visit the actual filming locations. The findings could be beneficial for
those concerned with the use of films as tourism promotion tools, which could be a vital aspect of the foundation of a
destination development strategy to stimulate Thai tourism.

ABSTRACT
The development of technology 4.0 is rapidly developing. Indirectly it plays an important role in any field. It is no
exception in the field of film industry in Malaysia. Therefore, in this paper will discuss whether the measurement of
religious values and audio visual through supernatural belief of movie viewers is marginalized as a result of the industrial
revolution 4.0. However, in this paper will only discuss the religious value instruments used (Krauss et al., 2007) and audio
visual on the horror film viewing of the supernatural beliefs in Malaysia. Using a quantitative data collection method
involving a sample of the study, N = 354 findings in Kedah. The findings were analyzed using the PLS application. Hence,
the findings show that religious value instrument in this study is AVE = 0.512> 0.50, Composite Reliability (CR = 0.940>
0.70) is high. Likewise, with audio visual measurement are reach AVE = 0.652 >0.50. This shows the religious value of
Muslim audience against horror films is not a concern.

The Malaysian Femme Fatales: Examining Patriarchy, Masculinity and Gender Representations in Kala Malam
Bulan Mengambang
Muhamad Farid Bin Abdul Rahman¹ & Lee Yuen Beng²
School of Communication, Universiti Sains Malaysia¹’²
[email protected], [email protected]
ABSTRACT
In 2008, filmmaker Mamat Khalid produced a neo-noir cinematic film titled Kala Malam Bulan Mengambang (KMBM).
Following the cinematic style of his previous films, KMBM uses parody and satire to criticise social issues such as gender
relations and politics within the Malay society. In the film, Mamat Khalid deliberately portrays the protagonist Salleh Mat
Piah, as a cynical and naïve reporter who finds himself stranded at a town called Senduduk Rimbun. True to the plot of
the neo-noir, Salleh finds himself at a crossroads and finds himself caught in the middle of cases whereby men would
mysteriously disappear during a full moon. Salleh then crosses paths with not one but two femme fatales, both similarly
mysterious and alluring and falls in love with one, whilst another attempts to seduce him. Both women embody the
personification of a femme fatale - strong, tough, subversive and manipulative women who are of complete opposite to
Salleh. As such, they represent a threat not only towards his masculinity but also towards the accepted norms of gender
relations within a patriarchal structure as they are both seen as a threat to Salleh. This threat towards his masculinity can
be understood as an attempt at confronting and destabilising a social order that is heavily embedded with patriarchal
values. This paper therefore examines how the femme fatales in Kala Malam Bulan Mengambang embodies a threat
towards masculinity, gender roles and suggests a broader challenge towards resisting patriarchy in the film and society.

ABSTRACT
Familicide Suicide is the suicide case where the perpretators kills their family members. This thesis aims to find out how
Detik.com and Tribunnews.com produce the news about Familicide Suicide discourse. The analyzed news texts published
in the period of 17-23 January 2018. The text analyzed with the three main dimensions of CDA by van Dijk, namely
through the level of text, social cognition, and social context. The method used is a qualitative analysis of CDA by Teun
A. van Dijk. Researcher analyzed coverage of the Familicide Suicide case, specifically on Evy Suliastin Agustin case with a
total of 5 stories. The result of this study shows the news production on Detik.com and Tribunnews.com using the criminal
perspective for covering the stories, rather than discussing the mental health issues. This attutide also influence the lack
of overall awareness on public about the urgency of mental health issues in Indonesia. In addition, the delays in treatment
of PPP (people with psychiatric problems) and PPD (people with psychiatric disorders) can lead to protracted cases such
as the tragedy of Familicide Suicide. In health communication theory, mass media have an important role to create a
great communication strategy, therefore all the efforts from reducing bad health risk by modifying the attitudes and
behavior of vulnerable groups, can be influenced through the news that is being published in mass media.

ABSTRAK
Adakah benar media masih berkuasa menentukan agenda kepada masyarakat? Artikel ini adalah kertas cadangan
penyelidikan bertujuan menganalisis proses penentu agenda sesuatu berita dalam akhbar berbahasa Melayu di Malaysia.
Penggunaan media sosial yang meluas oleh masyarakat terutama berita tular memungkinkan perubahan corak penentu
agenda akhbar berbahasa Melayu.

ABSTRACT
This paper discusses findings from a pilot study which aims to explore communication patterns between sellers and
potential buyers of illegal wildlife trading over social media. Three Facebook groups and two Instagram accounts were
observed using netnography approach based on observation guide constructed from Spradley (1979) and Penn (2016)
which consists of 12 elements that systematically examine the flow of communication made. The finding reveals that the
both buyers and sellers have mutual understanding on their actions and language used in order to do the trading over
the net. They tend not to reveal their locations, sellers’ responses using PM (private message) are only made to familiar
buyers, they hardly use emoticons and never mentioned animal/species name. The findings from this pilot study will
guide the main observation that aims to determine the communication strategies via Facebook and Instagram that
happens during wildlife trafficking operations in Malaysia.

ABSTRACT
Internet protocol TV (IPTV) is being rapidly developed around the world and has emerged as a multi service
network for carrying broadband services. This new media technology is capable of receiving and retrieving
multimedia stream encoded as a series of internet protocol packets. It is also a managed communication service
that supports triple or quadruple play applications, such as television, video, audio, text, graphics and data
signals being delivered over IP-based networks. This conceptual paper describes on usage satisfaction which
influences the disconfirmation level of service usage among existing satellite TV subscribers. The theoretical
framework which will be utilized in this study is an integrated model of Unified Theory of Acceptance and Use of
Technology (UTAUT) and Expectation Confirmation Model (ECM). This study proposes to empirically test the
relationships between expectations, performance, disconfirmation, satisfaction, and continuance intention to
adopt IPTV. Performance Expectancy, Effort Expectancy, Social Influence and Facilitating Conditions constructs on
satellite usage are moderated by age, gender, experience and voluntariness of use and mediated by usage
satisfaction in satellite TV usage continuance. Survey will be used as research instrument and the unit of analysis
is existing Astro subscribers in Malaysia. As this is a quantitative study using positive epistemology, data
obtained from the survey will be analyzed using Structural Equation Modeling (SEM) to test the hypotheses that
explains the relationship between the constructs, moderators and the mediators. The ultimate goal of this study
is to determine the antecedents of satisfaction that will influence the intention to migrate to IPTV among existing
satellite TV subscribers in Malaysia.

ABSTRACT
Everyone has the right to acquire information, including those with special needs. This right must be the main
concern of the mass media, especially public broadcasting institutions. This also happened on TVRI, a public
broadcasting institution in Indonesia. The Government Regulation No. 13 of 2005 states, TVRI has the duty to
disseminate information to all levels of society, including those with special needs in the sense of hearing. As the
implementation, TVRI uses the sign language displayed in the interpreter box to bridge the deaf community with
information in the “Indonesia Malam” evening news program. This research aimed to find the level of
appreciation of high school students with special needs in Jakarta for the presence of the interpreter box. The
analysis was done through three aspects: cognitive, emotive, and evaluative. The cognitive dissonance was also
used to explain why respondents choose certain answers that are different from each other. The results of the
study identified that students' appreciation in cognitive and emotive aspects was in the good category. Whereas,
the evaluative aspect shows average results, which means the appreciation is below good, and shows the
preference of respondents to favor the BISINDO system language rather than the SIBI system. From these results,
it can be concluded that the sign language used by TVRI has helped the deaf community in receiving information.
The presence of the interpreter box is also considered positive, aside from the problem of the size and
clarity of the sign language that the interpreter demonstrates.

Importance-Performance or Importance Satisfaction? Assessing Competitiveness of Penang

ABSTRACT
Promoting domestic tourism is particularly challenging in the digital era given that there are numerous local
destinations being marketed online for the local tourists to choose from. The increasingly competitiveness in
domestic tourism requires precision in communicating the right destination attributes to the right segment at
the right time in online media. Towards that end, the Importance-Performance Analysis (IPA) remains to be one
of the popular analytical tools in developing tourism competitiveness indicators. Another indicator that is less
utilized, but highly useful is the Importance-Satisfacation Analysis (ISA). Both indicators inform the marketers on
which destination attributes could be best leveraged to improve destination performance (e.g. tourist arrival and
receipt) and ensure tourist satisfaction. Unlike previous studies focusing only one analyses, this study
incorporates both indicators in identifying key competitiveness attributes of a local destination, Penang. The
findings indicate that the two types of analyses are complementary to each other and should be used in tandem
rather than independently to provide better insights on local destination competitiveness.

ABSTRACT
Despite the difficulties faced by the fresh university graduates in getting a job and the struggle faced by the
employers towards the fresh university graduates, this issue continues to impact the unemployment rate in
Malaysia. Amid the global economic slowdown, the unemployment rate of this country is considered
manageable at approximately 3.4 percent as in April 2019. There’s always a debatable issue of whether the
university should be producing work-ready graduates with employability skills in facing the Fourth Industrial
Revolution. The present study, therefore, aimed to investigate the industry expectation of the key employability
skills required in the communication and media industry towards the fresh graduates and how the skills taught
at the university level are aligned with the employability skills required by the industry. The data were obtained
through questionnaires completed by 313 employers from middle and top-level management within the
communication and media industry. The findings revealed that key employability skills required by the industry
in this Fourth Industrial Revolution were: ICT/digital, communication, leadership, interpersonal and personal
qualities skills. These findings have implications for education providers as well as media and communication
industries in the way that it is important for universities to prepare students that can utilize their brain in new
ways and develop the skills that will prepare them to socially adapt to the changes in the workplace.

ABSTRACT
Tourism plays a vital role in the development of any country's economy. With the use of Big Data in tourism
research, it becomes essential to understand the methodological strengths and limitations in their area. This
study reviewed previous studies on the use of sentiment analysis (SA), a computational method to extract
people’s opinions in social media, in the tourism sector. A total of 50 valid articles focusing on the use of
sentiment analysis were identified. The results suggest that the most popular dataset used for analysis was
TripAdvisor and the most commonly used sentiment classifications were Machine Learning and Lexicon-based
approaches. The major issue for tourism-sentiment analysis research was the use of natural languages which limit
the scope of analysis to mainly English texts. We recommend that future research to consider the use of
sentiment analysis for evaluating the quality of service and level of satisfaction a visitor may experience when
visiting a place.

ABSTRACT
This article is an effort to update and develop the Expectation Violation Theory (EVT), especially in terms of
Mediated Interpersonal communication. This study broadly tries to present the appearance of dimensions of
expectations that occur in mediated interpersonal communication especially in the context of online media such
as WhatsApp, Line, Facebook, Twitter, Telegram.

Burgoon's central concept of EVT is expectations, which focus on what people expect to do in interpersonal
interactions or interpersonal communication. EVT can occur in 3 communication modalities, namely text, audio,
and face-to-face communication. Interestingly, the communication we do now is different from the previous one;
communication is now mediated. It means that we often experience violations of expectations when we do
interpersonal communication with others through online media.

People describe or define expectancy as "hope or expectation." For that reason, people have different
expectations in Mediated Interpersonal Communication. Since no nonverbal communication, only verbal
communication, and emojis, their expectations based on their conversations in the form of text, emojis or images
in applications on smartphones such as WhatsApp, Line, Facebook, Twitter, Telegram.
This article is willing to conceptualize the violation of expectations in mediated interpersonal communication.
This study will provide clarity for academics in understanding the theory of expectation violations in the context
of online media. In conclusion, this article shows that it is essential to update the theory of expectancy violation
in the current context, especially in mediated interpersonal communication.
