1.1 The timing of flying activities from 26 Mar 2019 to 30 Mar 2019 as indicated below, and
elsewhere in this manual are provisional. Changes, if any, will be communicated to the exhibitors
during the Exhibition.

2.1 INTRODUCTION


2.1.1 This manual is intended for the use of participants to effectively manage and display their

aircraft at the LIMA`19 Exhibition that will be held at Langkawi International Airport (WMKL) from 26
th
– 30 Mar 2019.

2.2 THE ORGANIZER


2.2.1 Langkawi International Maritime and Aerospace Exhibition 2019 (LIMA`19) is organized by EN
Projects (ENP) Sdn. Bhd. in collaboration with the Royal Malaysian Air Force (RMAF), Ministry of
Defence and the Ministry of Transport, Malaysia.

2.2.2 The Organizers reserves the absolute right to accept, or reject an application for the display of
aircraft (static or flying) at LIMA`19 and to decide the order and duration of the flying display.

2.3 LANDING AND PARKING CHARGES

2.3.1 In general, all aircraft participating and in support of the LIMA`19 are encouraged to land in
Langkawi International Airport (WMKL). The landing and parking charges will be imposed in
accordance to the guidelines stipulated below.

2.3.2 Following are the rates inclusive of the landing and parking fees:

2.3.3 Landing and parking fees shall be waived for all Military/Foreign State Aircraft.

2.3.4 Invoice shall be issued by organizer and payment shall be made accordingly to the organizer.

2.3.5 Participating Aircraft: No landing and parking fees will be charged for Military/Foreign State
Aircraft. Parking charges will be levied as per tariff applicable at the time of Exhibition. All Payments
shall only be made through credit or debit card/online direct bank transfer to account on site or in
advance to the organizer.

2.3.6 Non-Participating Aircraft: Non-participating aircraft (aircraft for support role) will not be
permitted to park at WMKL for duration longer than what is expected for normal loading and
offloading. Parking facilities are not available at WMKL. The alternative airfields for parking will be at
Penang International Airport (WMKP) and Butterworth Air Base (WMKB) – For military aircraft only.
Parking charges for such aircraft will be levied as per tariff applicable at the time of Exhibition and all
payments would only be made through credit or debit card/ online direct bank transfer to account on
site or in advance to the organizer.

2.4 AERONAUTICAL AUTHORITY


2.4.1 Civil Aviation Authority of Malaysia (CAAM) is responsible for civil aviation in Malaysia, a
statutory board under the Ministry of Transport Malaysia.

2.4.2 Exhibitors may note that all decisions made with regards to Customer Demonstration Flights
(CDF) and Display Regulations as promulgated by the Air Display Cell are final, and strict compliance
by exhibitors is required. Any damage to the airport and/or airport facilities will be charged to the
operator concerned.

2.5 GROUND HANDLING REQUIREMENTS/SERVICES

2.5.1 The organizer has appointed two agents to handle the LIMA`19 aircraft ground handling
services. Exhibitors are advice to communicate and make necessary arrangements with them directly
in advance.

a. RMAF Ground Handling Team. RMAF Ground Handling Team is responsible for all
ground support equipment and operation of Military aircraft, including all towing
arrangements at the dispersal area only. Contact information as follows:

b. Ground Handling Agent. Official Ground Handling Agent is responsible for all ground
support equipment and operations of aircraft, including all towing arrangements at the
dispersal and Outdoor Static Display Area (OSDA). Contact information as follows:

2.5.2 The Organizer has appointed the following agent (official freight forwarder) to handle the
LIMA`19 aircraft cargo handling services. Exhibitors are advised to communicate and make necessary
arrangements with them directly in advance. R.E ROGERS (MALAYSIA) SDN. BHD. has been appointed
by the Organizer as the Official Freight Forwarder for LIMA`19 and will be responsible for the on the
site cargo handling including unloading and loading exhibits/display items from support aircraft to the
Exhibition Centre. Contact information as follows:

2.5.3 No aircraft start-up is permitted in the area designated as the static aircraft parking area.
Upon arrival, all aircraft will be marshalled and shut-down at the designated area before being towed
into the display/static parking area. Helicopters with skids and without wheel attachment may hover
to the designated parking slots provided prior arrangements have been made and with the approval
of the Air Display Director.

2.5.4 Please note that supply of ground support equipment should be obtained through the
appointed Ground Handling Agents. No other ground support equipment provider will be allowed to
operate or given access without the prior approval form the Organizers or respective ground handling
agents stated above in 2.5.1.a and 2.5.1.b.

2.5.5 To ensure the safe movement of aircraft, all services provided by the appointed handling
agents shall be arranged in advance.

2.5.6 Exhibitors are to anticipate all possible special needs. However, should the need still arise, they
shall seek the assistance of the appointed Ground Handling Agents.

2.5.7 Aircraft are required to bring their own tow bar(s) and the necessary adaptors for nitrogen and
oxygen charging.

2.5.8 Exhibitors are encouraged to contact the ground handling agents and refueling agent early
to ensure that the services required will be available during LIMA`19.

2.5.9 For aircraft towing, when required:

a. All exhibitor aircraft arriving for LIMA`19 must be equipped with the necessary tow
bar and other special equipment (such as hoist hooks or slings) in case the aircraft needs to be
lifted. These items must travel with or in advance of the aircraft arrival.

b. The exhibitor is responsible for ensuring that the appropriate tow bar is available at
the time the participating aircraft arrives at the Langkawi International Airport. Aircraft
without the appropriate tow bar will not be towed to the Static Display Area (OSDA and
Tarmac). Subsequently, exclusivity clause as in Para 2.2.2 may apply.

2.5.10 All payments related to ground handling services for aircraft shall be made by the exhibitors
directly to the Official Ground Handling Agent and other agencies whose services have been engaged
by the exhibitors.

2.5.11 SOP for aircraft Recovery Procedure/Salvage Operation will be as per individual participant’s
practice.

2.5.12 Details of Recovery/Salvage/Crash equipment being brought in by the exhibitors are to be
registered with the RMAF Ground Handling Team.

2.6 REFUELING


2.6.1 The organizer has appointed PETRONAS as the Official Refueling Agent and sole aviation fuel
supplier for the LIMA`19. PETRONAS is responsible for all refueling requirements and other refueling
agents will not be permitted to operate at the Langkawi International Airport.

2.6.2 Exhibitors shall be responsible to make early arrangements for refueling schedules and total
fuel uptake requirements with PETRONAS.

2.6.3 It is imperative that payment method be discussed with PETRONAS as some fuel cards/credit
cards/debit cards are not accepted at Langkawi International Airport Fuel Depot.

2.7 CONSUMABLES (Liquid or Gaseous)


2.7.1 Participants requiring gases is to submit their requirements based on types and quantities to
the Organizers. The supply of liquid/gaseous will only be arranged upon payment.

2.7.2 Arrangements for the supply of other consumables, such as specialty oils, lubricants etc. shall
be organized by the participants.

2.8 AIR OPERATION CENTRE


2.8.1 This office will be manned by competent staff responsible for all matters relating to aircraft
movements to/from WMKL. Aeronautical Information Publication (AIP), Malaysia and relevant
NOTAMS will be available at this office. All forms required to be filled up before flights, e.g. Flight
Notification Form, Flight Plan (FPL), etc. will be available here. The AOC is located at the Exhibition

Centre and shall be operational from 21 Mac to 1 April 2019. A representative of the Ground
Handling Agency will also be available in the Air Operation Centre, to facilitate necessary coordination.
It will consist of 2 integrated cells:

a. Air Display Coordinator

(1) This committee comprises of a team of professionals who have extensive
experience as Pilots and Air Traffic Controllers providing flight supervision and briefing
for the flying display.

(2) The team will assemble daily starting from the first day of practice and report
to Air Display Coordinator throughout the duration of the show on matters that have
an impact on safety (either directly or indirectly).

(3) For all matters related to flying display, please contact the Air Display
Coordinator at the Air Operation Centre (AOC) located at the Exhibition Centre.

b. Static Display and Ground Handling Coordinator

(1) This committee comprises of a team of professionals who have extensive
experience as an engineer and technician providing ground support and handling.

(2) For all matters related to static display and ground handling, please contact
the Static Display Coordinator at the Air Operation Centre (AOC) located at the
Exhibition Centre.

2.9 FLYING BRIEFING/DEBRIEF

2.9.1 It will be mandatory for all aircrew participating in the Air Display and Customer

Demonstration Flights to attend the main briefing to be held on 22 Mar 2019 at 1100H.

2.9.2 Attendance at the briefing for the day’s flying display is mandatory and is recorded in an
attendance sheet. Arrival in good time for participation in the first day’s practice is encouraged, both
to ensure a place in the qualification process and especially if two (2) pilots to qualify in the same
aircraft.

2.9.3 Failure to attend the daily flying briefings/debriefs, as mentioned in Section – I, shall disqualify
the participants for the day.

2.9.4 Flying Schedule for Air Display/Customer Demonstration Flights. Participants intending to
carry out air display/ customer demonstration flights must obtain the approval of AOC and notify the
Air Display Coordinator latest by 1500H a day prior. Detailed flying schedule will be prepared by Air
Display Coordinator and displayed on the designated notice boards by 1800H.

2.10 SEARCH AND RESCUE

2.10.1 SAR helicopter, Air Ambulance, rescue vehicle and ambulance facilities will be available at
WMKL during the Flying Display.

2.10.2 In the unfortunate event of an incident/accident, the casualties picked up by the rescue team
would be taken to designated hospitals in Langkawi in close proximity to WMKL and thereafter shifted
to specialized hospitals if the need arise.


2.11 SECURITY – EXHIBITOR/CREW BADGES AND OTHER SECURITY MEASURES

2.11.1 All Exhibitors are required to display their security passes issued by the Organizer, at all times
throughout the duration of LIMA`19 based on prior submission of selected individual names and other
related details via email to the RMAF Secretariat LIMA`19 (email: [email protected]).
Entrance to the Exhibition area will be guarded and entry will be restricted to only those who wearing
the exhibitor/official passes. Security guards have the right to refuse entry to any person who does not
possess the rightful and authorized pass.

2.11.2 Overall security for the entire Exhibition Area will be provided by the Organizers.

2.11.3 While general security measures will be taken by the Organizer, exhibitors are advised to have
a minimum of two of their own staff members at SADA, OSDA and FDAPA at all times during the
Exhibition hours.

2.11.4 For Customer Demonstration Flight (CDF), exhibitors must ensure stringent security measures
during the boarding of passengers. It is the responsibility of the exhibitor that personnel on board are
fully verified as bona fide potential customers or specially invited guests who are known to the
exhibitor.

2.11.5 A complete list of all persons on board the demonstration flight must be given to the AOC at
least 1 hour before flight otherwise boarding may be refused. No exception will be allowed.

2.12 OUTDOOR STATIC DISPLAY AREA (OSDA)

2.12.1 An outdoor space within the Exhibition Centre Compound is designated as the Outdoor Static
Display Area (OSDA).

2.12.2 The Outdoor Static Display Area (OSDA) shall be reserved for:

a. Aircraft on Static Display.
b. Light Aircraft.
c. Full Scaled Replica (FSR).

2.13 STATIC AIRCRAFT DISPLAY AREA (SADA)

2.13.1 Bay 13 to Bay 15 of the Dispersal area is designated for Static Display Aircraft.

2.13.2 Extended area of the Dispersal (towards the end of the dispersal area) is designated for
Helicopter and Light Aircraft Display Area. This area also is designated for the Helicopter Landing Site.
Note: The latest layout plan may be obtained directly from the Organizer (ENP Sdn. Bhd.).

2.14 FLYING DISPLAY AIRCRAFT PARKING AREA (FDAPA)

2.14.1 Bay 9 to Bay 12 of the Dispersal area is designated for aircraft that are involved in the Aerial
Display.

2.15 TYPES OF FLIGHT

2.15.1 Flying Display Flights. These flights take place over the designated flying display area, in front
of the public, in order to showcase an aircraft or aerial equipment.

2.15.2 Customer Demonstration Flights. These flights take place away from the airfield, to
demonstrate flight performance and capabilities to potential customer/customers on board an
aircraft.

2.15.3 Support Flights. Flights used by exhibitors for their own personal travel or for transporting
equipment to the show site in support of the aircraft or equipment displayed.

3.1 ORGANIZERS


3.1.1 LIMA`19 is organized by EN Projects (ENP) Sdn. Bhd. in collaboration with the Royal Malaysian
Air Force (RMAF), Ministry of Defense and the Ministry of Transport Malaysia, in association with Civil
Aviation Authority of Malaysia (CAAM) and other approved industries by the Government of Malaysia.

3.2 ARRIVAL AND POSITIONING OF AIRCRAFT TO LIMA`19

3.2.1 Exhibitors should plan to position their aircraft and equipment several days ahead of the

opening day. (22 to 24 Mar 2019, from 0800H to 1700H daily).

3.2.2 Aircraft arriving for Static Display and Flying Display before the 21 Mar, 2019 would be
subjected to normal published landing and parking charges.

3.2.3 Positioning of all aircraft for OSDA and SADA shall be completed by 1400H on Monday, 25
Mar 2019.

3.2.4 Civil Aircraft Participants. Civil aircraft participants arriving for LIMA`19 is required to
coordinate with Air Operations Centre for entry and landing clearance.

3.2.5 Military/Foreign State Aircraft Participants. Military/Foreign state aircraft participating in
LIMA`19 must apply for diplomatic clearance for entry, landing and departure clearance for Malaysia
in accordance with the existing procedures.


3.3 ARRIVAL REPORTING PROCEDURES AND FORMALITIES

3.3.1 Pilots of individual aircraft and formation leaders who are involved in the static and/ or aerial
display of the Exhibition or part thereof shall report to Air Display Director at the Air Operation Centre
(AOC) upon arrival as follows:

a. Register their arrivals and make arrangements for ground support services.
b. Confirm arrangement for accommodation, transportation and the issuance of
exhibitor passes for their registered personnel.

c. Submit their outgoing flight schedule.


3.4 SUITABILITY OF AIRCRAFT

3.4.1 Exhibitors shall ensure that their aircraft types are suitable for safe operation from WMKL.
Aircraft not registered and/or certified for airworthiness by the state of registration shall not be
permitted for display flying.

3.4.2 Exhibitors must comply with all Malaysia statutory requirements and regulations applicable
to their presentation of aircraft as laid down in the Malaysia Air Navigation Order. The certificate of

airworthiness of an aircraft shall be produced in original to the AOC at their office at WMKL, prior to
commencement of the first sortie of the concerned aircraft. Failure to do so would disqualify the
aircraft from participating in the Exhibition. The following documentation proof is required:

a. A valid State Certificate of Registration.

b. A valid Certificate of Airworthiness issued or recognized by the State of Registration.
Copies of the Certificate of Airworthiness (CoA) of the aircraft must be submitted with the
application.
c. The applicant must submit these documents (together with supporting materials such
as flight demonstration authorization) to the Flying Control Committee with an official English
translation (if not already in the English language).


3.5 RADIO EQUIPMENT

3.5.1 Participants shall note that display aircraft should have only such electronic/telecom
equipment fitted in the aircraft, which is essential for Flying Display and is capable of two-way
communication with ATC units on appropriate Very High Frequencies (VHF) radio. Any aircraft not
capable of two-way VHF communication with ATC shall not be permitted to take part in the
display/demonstration flying. A backup radio set is strongly recommended.


3.6 TOW BAR AND SPECIAL EQUIPMENT

3.6.1 All exhibitor aircraft arriving for LIMA`19 must be equipped with the necessary tow bar and
other special equipment (such as hoist hooks or slings) in case the aircraft needs to be lifted. These
items must travel with or in advance of the aircraft arrival. Aircraft are also required to bring along
the necessary adaptors for nitrogen and oxygen charging.

3.6.2 The exhibitor is responsible for ensuring that the appropriate tow bar is available at the time
the participating aircraft arrives in Langkawi International Airport. Aircraft without the appropriate
tow bar will not be able to be towed to the Static Display Area (OSDA and FDAPA).

3.7 CUSTOMS AND IMMIGRATION

3.7.1 On Arrival - Aircraft landing directly at Langkawi from abroad or from an airport within
Malaysia without taking customs/immigration/health clearance will need clearances from such
authorities at Langkawi. Customs clearance and immigration facilities will be available at the
Langkawi International Airport Terminal.

3.7.2 On Departure - The exhibitors are to contact the Organizers and the Official Ground Handling
Agency for assistance and advice regarding final departure procedures. No aircraft will be permitted
to leave Langkawi without clearance from the AOC.

3.8 INSURANCE


3.8.1 All exhibitors shall take up insurance coverage from legitimate and approved insurance
companies. The required insurance cover duly certified by the insurer or broker must be submitted and
approved by the Organizer before the arrival of the aircraft into the Langkawi International Airport.
Please take note that aircraft without insurance cover are not allowed to participate in the Exhibition.


3.9 PROHIBITIVE AND HAZARDOUS ITEMS FOR DISPLAY

3.9.1 Exhibitors are to ensure they do not contravene Malaysia Laws and/or the Exhibition
Regulations concerning prohibited items. The Organizer prohibits:

a. Live ammunition, rockets, bombs, explosive, chemicals, flammable or dangerous
substances, including noxious gases and liquids or similar items (e.g. stun guns) or radio-active
material anywhere within the Exhibition Site or on any aircraft participating in the Exhibition.

b. Any fuel container, containing fuel or fuel vapor, either integral to an aircraft or
external, which is required for display within the designated areas of the aircraft display areas.
c. Any other substance which might significantly increase the risk of fire or explosion or
in any way damage the site by percolation, corrosion or otherwise.

3.9.2 Weapons that do not require approval or permission for display are:

a. Missiles, bombs and ammunition that contain no live charge, no motor or propellant
and no primer.
b. Missile launchers, aircraft ejection seats and aircraft guns, if installed in, or on, an
aircraft provided they have been made ‘safe’; in accordance with approved procedures.

Note: ‘Safe’ – relating to a safety device, means that the device has been set to the safe
condition, i.e. that condition which prevents firing or release of an explosive armament store.

c. All inert rockets, bombs, dummy projectiles and other items of weaponry must be
indicated in royal blue and marked INERT in white letters of 10 cm.
d. Weapons for display in an Exhibition Hall or elsewhere, which have been designed and
made as non-operational weapons or have been deactivated and are nor capable of being
converted into operational weapons.

3.9.3 Exhibitors must ensure that full details of military aircraft are made known to the Organizer in
writing. If weapons are to accompany the aircraft, it must be declared to the Organizer in writing. Any
weapons displayed around or under an aircraft in the Outdoor Static Display Area or Dispersal must be
declared by the exhibitor.

3.9.3 Exhibitors are advised to seek guidance from the Official Freight Forwarder if they have doubts
concerning the classification of any item they wish to display at the Exhibition.

3.10 RESTRICTIONS ON AERIAL PHOTOGRAPHY


3.10.1 Aerial photography over Malaysian airspace is strictly prohibited by law.

3.10.2 Any aircraft equipped with on-board cameras mush have these cameras disabled before
arriving in Malaysia, and whilst in Malaysia.

3.11 RESTRICTIONS ON GROUND PHOTOGRAPHY

3.11.1 No photography is permitted in the operation area of WMKL without the express written
permission of the Ministry of Defense, Government of Malaysia, through the Defense Exhibition
Organization. For any requirements of photography or video/cine filming, please contact the
Organizer who will arrange for such photography or filming by the official, security cleared
photographer or Filming Unit.

3.12 CLEARANCE OF FOREIGN MILITARY AIRCRAFT

3.12.1 The Organizer will inform RMAF Air Headquarters for military aircraft flying into Malaysia for
the sole purpose of participating in LIMA`19. Further clearance/modalities would be undertaken by
the RMAF Air Operation Centre in Kuala Lumpur. To facilitate early clearance, please submit the
request via respective Embassy/High Commission in Malaysia.

3.13 TARMAC DAMAGE

3.13.1 All exhibitors of aircraft are advised to place drip trays in position at all times. Exhibitors will
be charged for any damage caused to the tarmac due to oil/fuel leakage from the aircraft as
determined by MOD, RMAF or Malaysia Airport Holdings Berhad (MAHB).

3.14 NO SMOKING AREA


3.14.1 Strictly no smoking at FDAPA, SADA and OSDA.


3.15 FIRE RESCUE SERVICES

3.15.1 Fire rescue service vehicles will be available close to the dispersal throughout LIMA`19.

3.15.2 All exhibitors are responsible to provide briefing to the Langkawi Airport Fire Department on
safety procedures peculiar to their aircraft type. This shall be done prior to any flying activities at
Langkawi International Airport and shall be coordinated via the Air Display Coordinator.

3.15.3 Fire rescue services - Crash firefighting services would be available during ATC watch hours
only; other fire services would be available near the site of the Exhibition.

3.16 NOTIFICATION OF PERSON ON BOARD AIRCRAFT


3.16.1 Before any flight is made during the period of Exhibition, the names of the persons on board
along with their nationalities, sex and ages are to be submitted to the AOC at least an hour in advance.
At the time of start-up, the pilot shall pass the number of persons on board to the Aerodrome Control
on Radio Telephony (R/T). For arrivals and departures, requisite clearances will be obtained by the
aircraft from the AOC; only then the aircraft will be permitted to land or take off from Langkawi.

3.17 PRESENCE OF AIRCRAFT THROUGHOUT EXHIBITION PERIOD


3.17.1 It is a condition of acceptance for participation in the LIMA`19, that exhibitors agreed to their
aircraft remaining in the OSDA or Dispersal or any other area allocated to them throughout the entire

period of the Exhibition till the end of the show on 30 Mar2019. Any request for early departure shall
be considered and authorized only by the Air Display Director.

3.18 DEPARTURE OF AIRCRAFT (LEAVING LANGKAWI INTERNATIONAL AIRPORT)

3.18.1 Pilots are to inform the Air Display Coordinator early on the intended date and time for
departure. This is to facilitate early coordination with the Ground Handling Crew to prepare towing to
the start-up area accordingly. Thereafter, the pilots will have to contact the AOC for assistance and
advice regarding final departure procedures.

3.18.2 Final Departure Date – Aircraft will be required to vacate the display area not later than 1700H

on Monday 1 April 2019. Special arrangement can be coordinated with AOC for aircraft requiring
st
departure after 1 April 2019.

3.18.3 International departures must comply with normal outbound flight procedures such as
customs/immigration health clearances etc.

3.18.4 All aircraft parked at OSDA will need to be towed out of the area on 31 Mar 2019 between
0830H to 1800H. This aircraft shall be parked temporarily at the SADA before actual departure time
from the Langkawi International Airport. OSDA area need to be cleared by the stipulated time and
date mentioned to allow the dismantling work of temporary structures.

4.1 REGISTRATION OF STATIC DISPLAY


4.1.1 Exhibitors intending to display their aircraft in the static display are required to submit the
LIMA`19 Aircraft Display Contract Form. This form can be obtained from the Organizer (EN Projects
Sdn. Bhd.).

4.2 SADA AND OSDA

4.2.1 All aircraft will be free of barriers unless specifically requested by the exhibitors. Barriers can
be provided with charges by the Organizer but advance notice is required.

4.2.2 The exhibition site is secured and patrolled by security personnel throughout LIMA`19.

4.3 ARRIVAL OF STATIC DISPLAY AIRCRAFT

4.3.1 All aircraft on static display for LIMA`19 shall land at the Langkawi International Airport.

4.3.2 All static display aircraft at SADA and OSDA will need to be completely positioned by 1400H on

25 Mar 2019.

4.4 POSITIONING OF AIRCRAFT

4.4.1 Positioning of aircraft on the Static Display Area (OSDA & Dispersal) is at the discretion of the
Organizer and is managed by the Air Operation Centre with assistance of the Ground Handling Agents.

4.4.2 The Organizer will however take into consideration exhibitor’s request, based on their
participation in the Flying Display and Customer Demonstration Flights.

4.5 MOVEMENT WITHIN SADA

4.5.1 Aircraft may be moved (towed out) to take part in the Flying Display or Customer
Demonstration Flights. All movement into and out of the FDAPA will be carried out by the appointed
Ground Handling Agents.

4.5.2 The appointed Ground Handling Agents are to be notified through the Air Operation Centre,
24 hours before the intended time for movement.


4.6 MOVEMENT WITHIN OSDA


4.6.1 All movement into and out of the OSDA is not allowed once the aircraft has been parked.

4.7 ACTIVITIES AND DISPLAY PERMITTED ON THE OSDA AND FDAPA

4.7.1 The activities and display permitted on the OSDA and FDAPA are as follows:

a. Aircraft and essential equipment only.

b. Two (2) notice board not exceeding 2000mm wide x 1500mm high.

4.8 ACTIVITIES NOT PERMITTED ON THE OSDA AND SADA


4.8.1 Activities which are not permitted on the OSDA and FDAPA are as follows:

a. Smoking within this area.
b. Parking of vehicles, caravans, mobile stands.
c. Construction of temporary buildings.
d. Placing of packing materials in this area.
e. Any form of hospitality or entertainment, except at the Gazebo provided by
Organizer.
f. Operation of optical, radio or radar exhibits which involves any emission that poses a
hazard to human health/safety.
g. Conducting aircraft engine runs.


4.9 EXHIBITOR’S RESPONSIBILITIES

4.9.1 The exhibitor’s responsibilities throughout the exhibition are as follows:

a. To ensure that their exhibits are insured throughout the period that the aircraft is on
the premises.
b. That their aircraft in the OSDA or Tarmac area is/are attended to by their
representative permanently during the exhibition show hours at the exhibition site or near the
aircraft.

c. Ensure that all persons involved in the conduct of the static display are adequately
briefed.

d. Ensure the safety of their exhibits for the protection of visitors to the exhibits, and
ensure that the aircraft is secured after show hours.

e. Ensure their aircraft is locked at all times, safety devices, pins and covers installed.
Front and Rear wheels are chocked and brakes off.

f. Aircraft open for spectators’ inspection are made electrically inert unless power is
required for equipment demonstrations. In which case, spectators must be monitored closely
by competent personnel.

g. Arming circuits are to be deactivated and explosive charges for ejection and jettison
systems must be removed.

h. Arrange for all the equipment they require for the support of their aircraft while on
static display with the appointed Ground Handling Agents.

i. Clearly mark with their name, aircraft type and all items of equipment associated with
the display of each aircraft.
j. Provide an identified tow bar for each aircraft and this must be available at all
times.

k. Provide access at all times to authorized Safety or Security Officers.

l. To place drip trays in position at all times for any leakage or spillage of oil or fuel from
the aircraft. The floor surface repairs caused by leakage or spillage of oil or fuel will be charged
to exhibitor.

5.1 INTRODUCTION


5.1.1 Exhibitors who wish their aircraft to be considered for the Flying Display must first make an
application to the Organizer and submit their proposed display sequence to the AOC. If accepted,
exhibitors must ensure their aircraft and pilots arrive in time and are present for the main briefing at

1100 hours on 22 Mar 2019 which precedes practice days. Pilots who have flown in from Europe and
Asia Pacific will need rest and their aircraft may require maintenance before commencing practice
flights. Aircraft that arrive late may be excluded from the full qualification process, which consists of
briefing, practice, validation, rehearsal and display.

5.2 FLYING DISPLAY TIMING

5.3 REGISTRATION FOR FLYING DISPLAY


5.3.1 Exhibitors intending to participate in the flying display must submit the relevant
documentation to be considered for participation. The application must be accompanied by the details
of their proposed air display sequence to the Air Display Director for approval. The proposed sequence
is to be in the form of a written description, together with a three-dimensional ribbon diagram. The
proposed flight maneuver and sequences must have been endorsed and approved by the exhibitor’s
relevant authority.


5.3.2 The Air Display Director will validate all pilots for approval to participate in the flying display.
The Air Display Director shall approve the display profiles, sequence and duration of display flights.
The Air Display Director shall be the sole authority for all aerial activities within the display area and
the dispersal area from the time he assumes control to the time he relinquishes control over these
areas. During this period, he shall be responsible for activities pertaining to the movement of aircraft
within these areas and exercise reasonable diligence to ensure the safety of all aircraft authorized to
use the Display Area. He may delegate such authority to the Air Display Coordinator and exercise
control through any suitably qualified member of the Committee or local Air Traffic Control authority.

5.3.3 In addition, the Air Display Director shall ensure that:

a. A Mass Brief will be conducted for all Air Display participants on 22 Mar 2019 1100H
at Pilot Briefing Room.

b. Aircrew briefing are scheduled and carried out each day for the dynamic display
activities. Such briefings are limited to matters pertaining to flying program safety and
administration.
c. All performing aircrew (singleton air display & formation lead only), maritime
performing crew & UAV Operators are to attend daily briefing and de-briefing at Pilot Briefing
Room. The timings will be notified by the Air Display Coordinator.

d. All performing aircrew adhere to the Authorized Minimum Altitude and their
approval Display Profiles.
e. Adequate ground support facilities and services are provided for all aircraft on
dynamic display.

f. Adequate emergency rescue procedures and equipment are available.

g. Adequate communication facilities and back-up systems are available and functioning
efficiently.

5.3.4 The Air Display Director reserves the right to execute the responsibilities as stated below:

a. Waive any part of these rules and procedures so long as operational safety is not
jeopardized.

b. Refuse or cancel any presentation, display or demonstration, or part thereof, if in his
opinion the conduct of such maneuvers is likely to compromise the safety of spectators and
other aircraft.
c. Issues warnings to pilots and/or direct pilots to land or divert to another airfield.

d. In the absence of the Air Display Director, the Air Display Coordinator shall assume
the appointment and act in his capacity.


5.4 SUBMISSION OF FLYING DISPLAY SEQUENCE DESCRIPTION

5.4.1 Flying Display Sequence.


a. The description of the Flying Display sequence and the timing of the Display should
commence with entry into the Flying Display Area. It is the responsibility of the display aircraft
to seek their own regulatory approval (if required) to NOT start the display from take-off.

b. Each flight display sequence must conform to the approved Flight Display profile. A
maneuver may be deleted from an approved Flight Display profile in the interest of Safety
or time, but no maneuver may be added or the sequenced changed.

5.4.2 3D Ribbon Diagram. Exhibitors are required to submit with their application, a full written
description with accompanying sketches in the form of a three-dimensional ribbon diagram of the
flight maneuver and linking maneuver to be used in the proposed display in both good and bad weather
conditions. Should it subsequently become necessary to change or reduce the length of the flight
display, only those maneuvers shown may be performed. Heights and speeds should be indicated
appropriately. Each maneuver changeover time should be also indicated. The Air Display Director will
decide on the appropriate display after considering the prevailing weather conditions.

5.4.3 Allocation of Flight Sequence Times. As a guide, the recommended duration for flight times
within the display area are as follows:

a. Fighter (fast jets) 6 to 8 minutes.
b. Transportation & Helicopters 4 to 5 minutes.
c. Piston Aircraft 3 to 5 minutes.
d. Team Aerobatics 12 to 25 minutes.

5.5 FLYING DISPLAY PRACTICE AND VALIDATION


5.5.1 Practice and Validation Flights.

a. Prior to the opening of LIMA`19, a demonstration must be performed before the
Air Display Director of the intended Flying Display previously described in writing. This
demonstration is known as validation flight. Practice and validation flights will

commence on 23 Mar 2019 and to be completed by 25 Mar 2019.

b. Where more than one pilot is nominated to fly an aircraft in the Flying Display
during the period of the Exhibition, the Air Display Director will require each pilot to
validate the flight display. Once approved by the Air Display Director, this demonstration
cannot be changed without the express approval of Air Display Director in writing.

c. Failure to participate in at least one full-scale practice display will disqualify pilots
from participating in the actual displays.

5.5.2 Individual Practice.

a. If there is any request from the participants to carry out individual practice

outside the stipulated time from 23 Mar 19 to 25 Mar 2019 at WMKL, participants are
to make known individual practice requirements along with their flying display profiles to
the Air Display Director as early as practicable. Practice sessions will be coordinated by
the Air Display Cell. Nevertheless, it will be subjected to real time coordination by the
Langkawi ATC.

b. Flight profile in tabular form and ribbon diagram should be sent to Air Display
Director through email in advance. This should also indicate the total display time from
Take Off to Landing.

5.5.3 Flying Display During LIMA`19.

a. The Flying Display will take place daily during the Air display. The daily flying display
program shall be prepared by the Air Operation Centre. Minor changes to the program may
be requested through the Air Operation Centre.

b. Aircraft participating in the flying display during trade days should also participate in
the flying display on days the show is open to the public.

5.5.4 During the practice times listed, Langkawi International Airport will be closed to all scheduled
traffic except for flying display aircraft which will be launched in accordance to the schedule sequence.
However, in consultation with ATC agency, Air Display Cell may permit civil departures during airport
closure period.


5.6 CONCEPT OF OPERATIONS FOR FLYING DISPLAY


5.6.1 The concept of operations for the LIMA`19 Flying Display is briefly explained in this section. A
detailed explanation will be provided during the daily Pilot’s briefings.


5.6.2 Launching of Flying Display Aircraft. Aircraft launching for flying display will take off from
Runway 21 WMKL.

5.6.3 Enter and Exit Rwy. Aircraft will enter the runway from Taxiway ‘A’ when cleared by the Air
Display Coordinator to perform their display sequence. Upon completion of the display sequence, they
will exit the runway via Taxiway ‘B’ unless advised otherwise.

5.6.4 Air Display Area. Air display activity will take place within an area commencing from 063036N
0994740E thence an arc 10 nautical miles (NM) radius centered on VPL DVOR/DME (062119.4N
0994450.6E) to 062735N 0993707E, thence along the Kuala Lumpur/Bangkok FIR Boundary to
063036N 0994740E. (Appendix 1)

5.6.5 Holding Area. All air display aircraft, upon launch, will be subjected to hold in the holding area
whilst awaiting their turn to enter the Flying Display Area. Holding area for air display aircraft is
stipulated in Appendix 2.

5.6.6 End of Flying Display. Upon landing at WMKL, the aircraft will be towed back to its original
position by the ground handling agents at a time to be determined by the AOC.

5.7 FLYING DISPLAY ARRANGEMENTS


5.7.1 Aircraft Call Signs. Specific Aircraft Call Signs to be used will be highlighted during the daily
briefing to pilots.

5.7.2 Business Language. The business language used during the Airshow will be the English
language, including the control of flying, daily briefings, flying program and display boards. Pilots
participating in the display of aircraft must be adequately fluent in the English language.

5.7.3 Display Frequency Jamming. In the event of the display frequency being jammed while on
display, pilots where possible will switch to the Tower frequency (118.5Mhz/281.1Mhz) for further
instructions. This will be covered during the daily briefing to pilots.

5.7.4 Closure of Airspace to Accommodate Flying Display Activity. To accommodate the practice,
validation, rehearsal and Airshow flying display flight, Langkawi International Airport will be closed.
NOTAM will be issued.

5.8 FLYING DISPLAY REGULATIONS


5.8.1 Pilot Certification. All pilots participating in the Flying Display are to comply with the following:

a. Any pilot taking part in the flying display shall be required to hold a current and valid
Display Pilot Authorization.

b. The pilot must hold a valid flight crew license which entitles him to fly the type of
aircraft that is to be displayed.

c. The pilot must hold a valid aircrew medical certificate.
d. The pilot has a valid certificate of experience (where applicable).

e. Signed waiver (Appendix 3) and submit to the Air Display Coordinator before 23 Mar
st
2019 (1 day of the LIMA`19 Air Display practice session), absolving the air display committee
and organizer of any responsibility or liability for any accidents while the aircraft is under the
control of the pilot and a declaration agreeing to abide by rules and regulations unless waived
in writing by the Organizer.
f. Signed Certificate of Authorization to conduct display (Appendix 4) and submit to the

Air Display Coordinator before 23 Mar 2019 (1 day of the LIMA`19 Air Display practice
session).

5.8.2 Pilot Experience. Display pilots must be currently flying the aircraft they intend to display.
Pilots should provide evidence of recent experience on type and record of previous display experience.

5.8.3 Control of the Presentation of Aircraft.

a. Exhibitors presenting their aircraft and their pilots must comply with the Organizer’s
regulations governing the presentation and flying of aircraft during the show. The control of
all aircraft flying in the displays is vested in the AOC of LIMA`19.

b. The Air Display Coordinator is empowered to withdraw the flying display authorization
of any pilot who disregards instructions or disobeys the regulations. During the display, the
Air Display Cell will exercise control over all display aircrafts through the Air Traffic Control
agency on the display radio frequency allocated.

c. The authority of the Air Display Coordinator is absolute in that instructions given in the
interest of safety are mandatory and must be complied with immediately.

5.8.4 Authorized Person Onboard of Flying Display Aircraft.

a. No other persons other than flight crew are to be carried in the display aircraft during
practice, rehearsal or actual display.

b. Before each flight, a copy of the aircraft manifest listing the functions of all persons on
board must be submitted to the AOC and the number on board verified with Air Traffic Control
during startup request.

5.8.5 Breach of Flying Discipline. Breaches of flying discipline will result in the pilot being required
to break off from his Flying Display routine and land the aircraft immediately. Repeated or serious
breaches will result in the suspension of the pilot from flying for the remaining period of the Air Display.


5.9 FLYING LIMITATIONS

5.9.1 During the Flying Display, it is the intention of the Air Display Director to permit skillful and
convincing displays, but flight safety and the safety of the public are of paramount importance. Only
maneuvers consistent with the design role of the aircraft will be permitted. The following rules are to
be complied with during practice flying as well as the actual Flying Display:

a. The minimum height for straight and level fly pasts is 250 ft above ground level (AGL),
provided the aircraft is clear of any constructed structure by 800 ft laterally and 300 ft
vertically.

b. The minimum height for all other maneuvers including fly past is 250 ft AGL. However,

all pilots are to note that, maneuvers in the looping plane which involves pulling through the
vertical axis must be completed higher than 500 ft above obstruction level (AOL).

c. The minimum height for all helicopters is 150 ft AOL. Helicopters are not permitted to
perform more than one rolling maneuver during any one pass.

5.9.2 The above quoted heights are to be observed as minimum separation distances (MSD) from
any structure on the surface/land. The MSD is defined as the distance between the lowest part of an
aircraft and the highest point of any surface obstacle in vicinity of flying area display.

5.9.3 The Aircraft path must remain within the designated display zone at all times, except for take-
off and landing. Breach of this regulation may lead to immediate exclusion.

5.9.4 A multi-engine aircraft must not fly below the speed at which it is not possible to climb away,
without change of configuration, should any engine fail to respond to an acceleration demand.

5.9.5 Engines are not to be shut down during Flying Display.

5.9.6 Aircraft should not be flown outside the aircraft’s proven limitations and must not exceed a
true speed of M=0.95

5.9.7 No maneuvers are to be attempted which is likely to jeopardize the safety of spectators in the
event of mishap or misjudgment. Only maneuvers which have been validated by the Air Display
Director shall be performed.

5.9.8 Whilst carrying suspended loads, helicopters must not be flown within such proximity to
personnel, aircraft or buildings that might be hazardous should any of the load were to become
detached or control difficulties be experienced.

Notes:
a. The above limitations may be superseded by any more stringent limitations imposed
by national authorities, manufacturer or other operational authorities.

b. The Air Display Director may impose increased limitations on individual aircraft at
their discretion.
c. Dispensations will only be given in exceptional circumstances.

d. Helicopter aerobatics are permitted only by those helicopters which have a certified
capability proven to the satisfaction of the Air Display Director.

5.10 RESTRICTION ON PERSON ON BOARD


5.10.1 Only those persons performing the essential functions of crew members of an aircraft are to
board an aircraft during Flying Display, including practice and validation.
5.10.2 No passengers are to be carried during Flying Displays and practice sessions.

5.11 WEATHER

5.11.1 Good weather conditions, when the display is permitted, are defined as cloud base at 5,000 ft,
visibility 8 km and 1,000 ft clearance from clouds vertically and horizontally.

5.11.2 Bad weather conditions, when the display is permitted, are defined as cloud base at 3,000 ft,
visibility 5 km and 1,000 ft clearance from clouds vertically and horizontally. Flying Display will not be
permitted in weather conditions which are more adverse than the criteria that was given in the Bad
Weather above.

6.1 AIM

6.1.1 To provide all relevant information to operators, to facilitate planning and display of their
aircraft/products effectively at WMKL.



6.2 PARKING FACILITIES
6.2.1 A general layout plan of WMKL is given at Appendix 5. Aircraft parking areas are indicated
for aircraft taking part in Flying Display and for aircraft taking part in static display.



6.3 ARRIVAL PROCEDURES
6.3.1 To facilitate efficient and safe arrivals into WMKL, all aircraft are advised to submit flight plan
as per standard arrival procedures found in the Aeronautical Information Publication (AIP) Malaysia.
Butterworth radar assistance is available.



6.4 AIRSPACE CLOSURE TIME

6.4.1 From 23 to 30 Mar 2019, there will be airspace closure during the following periods for

practice/validation and flying display flights for the Aerial Display of the LIMA`19 show.


6.4.2 During these timings, any aircraft (other than aircraft participating in the
practice/validation/flying display) will not be allowed to enter WMKL, unless otherwise coordinated.

6.10 CIRCUIT PATTERN

6.10.1 Circuit pattern for RWY 03 is left hand circuit. Nevertheless, air display aircraft are allowed to
join right hand circuit RWY 03 for landing or low overshoot.


6.11 TIMINGS

6.11.1 Time allowed for display will be measured from wheels roll for take-off or entry into display
area (if the aircraft holding at the holding point) until the aircraft touches down after completing the
display.

6.12 TAXI HOLDING POINT AND RUNWAY IN USE FOR AIR DISPLAY


6.12.1 Aircraft shall establish at taxi holding point at the minimum of 2 minutes before slot time.


6.12.2 All air display aircraft will use RWY 21 as departure and land via RWY 03.

6.13 R/T PHRASEOLOGY


6.13.1 Aircraft participating in the Flying Display will use the following frequencies as stipulated at
para 6.9.1

6.13.2 R/T Procedure.

a. The first contact (at least 15 minutes before take-off) is to be made on Surface
Movement frequency using the air display call sign and from then on as directed by ATC. ATC
will pass Altimeter Setting (QNH), prevailing ambient temperature, surface winds and runway
in use. This call is only to confirm to the tower that the aircraft is ready to perform the flight
as planned. Start-up will be at the aircrew’s discretion.
b. Taxi clearance will be on the same frequency. After obtaining clearance, the pilot will
taxi to the runway holding point ‘A’ for departure RWY 21.

c. Upon completion of the preceding aerobatic, ATC will instruct the aircraft in turn to
switch comm to Tower frequency. ‘Ready call’ is to be made by the formation leader or
aircraft captain. Expect clearance for line up and perform air display will be given immediately
after preceding aircraft has exit the runway via taxy way ‘B’/‘C’.

d. Upon landing, aircraft will exit via taxy way B’/ ‘C’ as directed by ATC on Tower/Display
frequency.
e. After vacating the runway, the pilot will change over to Surface Movement frequency
and taxi back to the parking area as briefed, if require revised instructions would be passed on
R/T by the ATC.

Note: Perform comms check with RAVEN on company frequency prior to taxy out.


6.14 VISUAL HOLDING AREA


6.14.1 Display aircraft that intends to get airborne and hold in the air until their allotted time slot,
shall maintain on Langkawi Approach. This is to be indicated in advance to the Air Display Director.

6.15 CUSTOMER DEMONSTRATION FLYING (CDF)


6.15.1 Aircraft intending to carry out CDF and have been cleared to do so by the Air Display Director,
shall notify the ATC briefing unit by filing the FPL at least one hour prior to Expected Time of Departure
(ETD). Companies/Organizer/Pilot is to submit Display/Demonstration Flight Request as per Appendix
7.

6.15.2 All demonstration flights shall be conducted in Demo Area Alpha, Bravo or Charlie as stipulated
in Appendix 8. Allotment of sectors would be based on the density of traffic, nature of operation and
level of operations.

6.16 DIVERSION AIRFIELD


6.16.1 The following airfields are available for diversion within Malaysian airspace. Information on
these airfields is available at the Aerospace Operation Centre (AOC).

a. Alor Star - B737 Aircraft type and below
b. Penang - All aircraft
c. Butterworth - Military aircraft only.
(Available to civil aircraft only if both Penang and Alor Star
are closed or unsuitable for aircraft type or nature of
emergency).

6.17 EJECTION AREA


6.17.1 Whenever possible, aircraft should be abandoned in straight and level flight and clear of
populated area provided that this does not prejudice the chance of successful abandonment. In
circumstances where it may not be possible to land even though the aircraft is controllable in flight,
premeditated ejection area is located at R240/4 DME VPL. The direction of premeditated ejection shall
be on westerly heading with reference to the airfield. The aircraft should be abandoned below 10,000
AGL at the optimum escape speed. The maximum possible warning to bail out or eject should be given
in order to alert the rescue services.

6.18 FUEL AND STORES JETTISON AREA


6.18.1 Fuel and stores jettison area is R340/7 DME VPL.

6.19 RADIO COMMUNICATION FAILURE (RCF) PROCEDURE


6.19.1 In the event of RCF when operating between RDL 034 to RDL 214 VPL DVOR/DME, pilot shall
comply with the following:

a. Squawk 7600 (for transponder equipped aircraft);

b. Maintain 4,500 ft; and

c. Proceed to overhead Bukit Chengkuan (Langkawi Radar antenna site) while keeping
clear of the approach/ departure path (8 degrees either side of RDL 214 VPL DVOR/DME). Orbit
overhead Bukit Chengkuan and look out for light signals from the Control Tower.


6.19.2 In the event of RCF when operating between RDL 214 to RDL 034 VPL DVOR/DME, pilot shall
comply with the following:

a. Squawk 7600 (for transponder equipped aircraft);

b. Maintain VMC and descend to 1,500ft;

c. Join the circuit pattern, make an orbit and look out for the light signal from the control
tower while keeping clear of the approach/ departure path (8 degrees either side of RDL 214
VPL DVOR/DME).

d. In the absence of the light signal, keep continuous look out for traffic, make low fly

pass over the runway and rock wing to attract the controller’s attention. Join the circuit again,
on the second final if there is no light signal from the control tower, make full stop landing and
vacate the runway as soon as possible.


6.19.3 Aircraft experiencing radio failure during the display flying shall:

a. If singleton, pilot is to abort the sequence and follow up actions as para 6.18.1 or para
6.18.2.

b. If formation, radio failure aircraft is to detach from formation (if permitting) and rock
wings to attract attention at any point. Formation lead is to assist the radio failure aircraft
and transmit intention to tower. Subsequent actions are to follow para 6.18.1 or para 6.18.2.

c. The decision to continue with the remaining formation aerobatic sequence, will be
subjected to the formation leader’s discretion and remaining slot time available.

d. Should an aircraft already in the air and waiting to carry out maneuvers, develop RCF,

follow actions as para 6.18.1 or para 6.18.2.

e. If the airfield is declared black and unable to land in Langkawi, leave the display area
on radial 090 from VPL initially. Maintain 6,000 ft on QNH and track to Langkawi TMA while
squawking transponder 7600.

(1) Diversion to Butterworth Air Base. From Langkawi TMA, track overhead VBT

on inbound radial 340. Maintain 8,000ft initially (safety height) until pass Kedah Peak
West (West of Gunung Jerai). From overhead VBT, descend to 6,000 ft and track
outbound on radial 186 VBT/10nm. Adhered to ILS RWY 36 approach plate and land
at Butterworth airfield.

(2) Diversion to Alor Setar Airfield. From Langkawi TMA, maintain 6,000 ft and
track for FAP Kedah. Adhere to ILS RWY 04 approach plate and land at Alor Setar
airfield. Note: Airfield is not equipped with arrester cable and barrier.

6.20 TIME STANDARD

6.20.1 All operations will be in Malaysian Standard Time (UTC plus 8 hours)

6.21 METEOROLOGICAL FACILITIES

6.21.1 A Meteorological (Met) Office which is manned 24 hours is available near to the Mahsuri
International Exhibition Centre (MIEC). Telephone lines exists from AOC to the Met Office. A notice of
at least 3 hours is required for departing aircraft for flight documentation and other meteorological
services.

6.21.2 However, for Flying Display the following services will be available:

a. Area forecast.
b. Route and aerodrome forecast
c. Aerodrome warnings.

7.1 FLIGHT SAFETY

7.1.1 The exhibition site is in close proximity to build-up areas and the safety of residents, spectators
and buildings is of paramount importance. All pilots/aircrew must display a high level of
professionalism and flight discipline during the flying display.

7.2 OPERATING LIMITS

7.2.2 Operating limits have been defined by RMAF and are not to be breached/exceeded. The Air
Display Cell will tailor these limits to suit each type of aircraft participating and enforce these limits at
all times during the exhibition.


7.3 TECHNICAL LIMITATIONS OF FLYING/PERFORMANCES

7.3.1 Display/demonstrations are to be performed strictly within the technical limitations of the
aircraft. Under no circumstances are pilots to attempt to demonstrate personal skills by executing
maneuvers outside the technical limitations of the aircraft.


7.4 APPROVAL FOR MANUEVERS

7.4.1 Only maneuvers approved by the Air Display Director shall be authorized. Once a display
profile has been approved, the profile shall not be modified without the consent of the Air Display
Director.


7.5 AIRCRAFT EMERGENCIES

7.5.1 All emergencies are to be addressed and handled in accordance with the pilot checklist and
other such documents relevant to the particular aircraft type, complying within current local
procedures stated in the AIP.

7.6 AIRCRAFT ENDURANCE

7.6.1 Pilots shall ensure that sufficient fuel is available to enable them to conduct the show and
diversion as required.

7.7 DESIGN LIMITATIONS

7.7.1 No aircraft shall be operated or maneuvered in a manner, which is outside the scope of the
aircraft’s design limits.

7.8 FORMATION DISPLAYS


7.8.1 Formation take-off landing are permitted at the discretion of the formation leader and with
the approval of the Air Display Director. Formation leaders are responsible for all pre-flight formation
briefings.

7.9 MEDICAL CHECK UP

7.9.1 All demonstration and display crew are required to fill up Medical Indemnity and Assessment
Form LIMA`19 (Appendix 9) in the morning of intended display. The aircrews may be subjected to
undergo medical assessment based on the answer from Medical Indemnity Form prior to the air display
and ADSC shall disqualify himself from performing air display of they found himself medically unfit.

8.1 COORDINATION PROCEDURES

8.1.1 Coordination Procedures. All UAV operators shall submit their flight program 1 day before the
scheduled demonstration (before 1500H) to AOC and DCA.

a. Estimate time of departure.

b. Operations area, level and duration.

8.1.2 UAV operations are not allowed during NOTAM hours (aerial display).

8.2 TAKE OFF AND LANDING

8.2.1 For take-off and landing purposes, the UAV will use the existing runway/airstrip and will be
subject to traffic.

8.2.2 Upon take-off, the UAV shall make an early right turn for RWY 21 departures and early left
turn for RWY 03. Take-off is to be made within 3 minutes after the take-off clearance is given and it is
mandatory to make a departure call to the control tower through stipulated VHF frequency as in
Section 6, para 6.9.1.

8.2.3 Transporter shall be switched on throughout UAV operation.

8.2.4 The UAV-Pilot shall inform the control tower 5 minutes prior to rejoin.

8.2.5 Ground Control Station (GCS) shall maintain continuous listening watch on the assigned
frequency.

8.3 HOURS OPERATIONS

8.3.1 Operations are in VMC only. Any changes are subjected to UAV’s system capability in
compliance with the Eleventh Schedule of Malaysian Civil Aviation Regulation 1996. UAV operation is
not allowed when circuit is active.

8.4 EMERGENCY

8.4.1 UAV Operator is required to submit their own UAV emergency procedure to DCA.

8.5 LIAISON OFFICE (LO)

8.5.1 UAV operator should designate one representative to be stationed at the DCA control tower
during their demonstration.
