Our company, New Horizon Development Group,
is the preeminent developer and builder of
condominiums in the GTA west area. We are also
involved in a large scale project in Cambridge that
is just getting underway now that will eventually
be approximately 2000 dwelling units plus some
employment lands and retail/commercial lands as
well.
As part of this proposal you will see members of
our team and their profiles, including the profiles
of the two principals, Jeff Paikin and Joseph
Giacomodonato. Jeff and Joe have been working
together for 19 years on various projects as owners
of the company and they would be the developers,
owners and “Proponents” in this venture.

We can also provide references from Halton Region Harvest Townhomes
Housing Corporation as to how we were to deal with on Natasha Circle, Oakville, ON
our two projects. If it is any indication, Halton Region Value of project $40,000,000
Housing Corporation (HCHC) also purchased multiple
units at our Mint Condominium project in Oakville to
increase their first class housing stock to fill a portion
of their needs. This was done in the last 18 months,
years after we completed our two projects with them,
signifying their level of happiness they had in dealing
with us through those projects.

Our business plan for the implementation of the site and the opportunity are
fairly straightforward. We are typically complete turnkey solution providers
for our own sites as well as for sites we have done with HCHC. We work
closely with our architectural firms to create the best of appropriate designs
for all buildings we have constructed.
We are also “experts” in the field of geothermal technology, doing our
first such project with HCHC in Burlington, and now have done 9 such
projects and counting in this field. We believe this gives buildings long
term and stable heating and cooling from a cost perspective while ensuring
the environmental footprint of the new buildings is minimized. We also
work within a “100 kilometer” philosophy, where we purchase all materials
possible from close proximity to the various sites we develop, ensuring the
least environmental impact on deliveries etc., while maximizing the positive
economic impact to the regions in which we develop. In addition, our firm
won the inaugural “Green Home of the Year” as awarded by the Canadian
Home Builders’ Association in 2009, signifying our ongoing commitment to
the environment through the construction process.
Having worked on 15 plus multi-residential or mixed use residential/
commercial projects, from vacant land to ultimate design and build, we
feel we bring a great perspective to the design process with our vast
experience. On the building we retained working with HSHC, we provided
office space and the ability for social services beyond the straight rental
units to function effectively through smart design and planning within the
building. We are open to continuing this opportunity in Cambridge if it adds
to the effectiveness of the project in the long term.
Our approach to the collaborative process is both through the design
process and the process under which we will structure the opportunity. The
lands for sale for the second tower will be purchased under an appropriate
contract and set of terms that is a win/win for both Home Concept Property
Management (HCPM) and NHDG. We would work on a fixed price to
deliver the desired building for HCPM and pay for the land and construct our
retained building at the same time. Although this will require a larger capital
investment by NHDG, the end products being finished simultaneously will

allow the minimal impact on the eventual residents to be achieved.
The determinants to be solved are the ownership structure of the lands (are
they separated by severance so each party owns its own structure outright,
or do they operate in some other fashion through ownership set up?) so that
each party gets what they want out of the opportunity. NHDG could pay out
the land it is purchasing entirely if the tenure of ownership structure works
(i.e. severance completed so we can have outright ownership at that time)
allowing HCPM to maximize its cash flow opportunities. The building being
constructed for HCPM would be on a fixed price basis so costs are known
and reliable going into the project for HCPM.
NHDG would propose making a nominal deposit on the property (10% of
purchase price) until the land approvals are in place and all the financial
requirements of HCPM are in place. Once the deal is signed and the land
title is able to be transferred to NHDG we would close on our portion of the
property. Alternately we would be willing to discuss purchasing the property
entirely and selling back the portion to be used by HCPM for its purposes
once construction commences. It is unclear in the document as to whether
the land is currently owned by HCPM at this time. Based on our desire to
own the second tower long term as a market rental opportunity, the “risk” in
the opportunity is simply land approvals. We would not be relying on any
market factors dictating other typical risks in projects where selling units is
the objective.
The timetable for the project we would propose would be to start on the
desired March, 2018 date and it would take approximately 20 months to
construct in full. A more detailed schedule can be provided should we enter
the next round of the discussions on this exciting opportunity. In order to
meet the required date, the architect meetings would start in April 2017
to finalize a design that everyone is happy with and begin the OPA and
rezoning, and ultimately site plan approval, for the project. TWC is familiar
with our approach to this process as was demonstrated on our Kingsway
project in Aldershot, working with both HCHC and the Burlington Public
Library, who became tenants in the commercial portion of the project, to get
the design done to everyone’s satisfaction in a timely fashion.

The building had a unique design, with lowered roof pitches on the street facing side to appear like 3
storey townhomes from the street even though the building is 4 storeys of condos.

Any drive by car would never know that this wasn’t a semi-luxury condominium, meaning the desired
results were achieved, properly integrating the assisted housing into a mature neighbourhood without any
physical attributes to the structure that appear to be anything other than a nicely appointed condominium
building.

Jeff Paikin
President
The self-described “30,000-foot guy,” Jeff is the founder of New Horizon Development Group and
is involved in land acquisition, product development, marketing and financing of new projects.
He’s also the company’s spirit coordinator and spearheads corporate support of community
initiatives such as the Eva Rothwell Centre, CityKidz, Phoenix Place and the Wellwood Centre.
Jeff caught the building bug while he was working for his family’s company, Ennis-Paikin Steel,
on a number of successful bids for reinforcing steel to be used in high-rise condo construction,
office towers and the Skydome. Turns out rebar wasn’t enough for Jeff—he wanted to be involved
in every step of development, from piece of dirt to grand opening. In 1989 he became a partner
in Covington Homes and later joined forces with The Louis-Jeffrey Group. He founded
New Horizon in 1993.
Jeff has been active in the Hamilton Halton Home Builders’ Association for
years, serving as its president in 2003. On the national stage, he was a
founding member of the Canadian Home Builders’ Urban Council, helping
to ensure that the voice of builders in large urban centres was adequately
represented. He won the national Rooftopper award in 2003.
Jeff was named Hamilton’s Citizen of the Year in 2013, an honour
he’s quick to share with his business partner Joe Giacomodonato.
Certainly Jeff is a well-known figure in the city: a successful
businessperson, active volunteer and philanthropist who
was part-owner of the Hamilton Bulldogs for close to a
decade. But Jeff attributes the award largely to the role
New Horizon has played in the renewal of downtown
Hamilton since 1995—an accomplishment achieved
by the efforts of the whole team.
Joe Giacomodonato
Vice President
Affectionately called the Tasmanian Devil by business partner Jeff Paikin, Joe brings his
inexhaustible energy and uncompromising eye for detail to every aspect of his role at New Horizon.
Raised in Burlington and now living in Greensville with his wife and three children, Joe’s lifelong love
of construction began in the 1980s working on job sites for other builders by day and renovating
homes he’d bought himself after hours. Driven by a desire to do things the right way, he started his
own company specializing in new construction, Donato Homes, in 1989.
After teaming up with New Horizon on a townhome development on Headon Road in Burlington, both
Joe and Jeff recognized that their shared vision—“build it right and they will come”—could be realized
best by uniting their complementary skills for the long term. Joe admits they’re complete opposites.
Jeff loves golf, while to Joe it’s a four-letter word. Jeff loves to network while Joe would
rather be on the job site checking in with the trades. Jeff’s an office guy. Joe can’t
wait to get outside. But in the end, the partnership—established in 2000—has a
strength and balance that has helped the company grow from four people to
more than 40.
Joe blends the creativity of an ideas guy with the practicality of someone
who gets stuff done. He has an insatiable appetite for learning and a gift for
translating his knowledge and expectations to every member of the New
Horizon team so they can deliver on the company’s promise of quality,
design and innovation.
Most customers never know the important role Joe has played in the
beautiful design and skillful execution of their unit—all they know is
they’re happy with the end result. But when the rare customer calls with
a concern, Joe’s the first to hop in his car and offer immediate, in-person
attention. “I want to hear the comments,“ Joe says. “That’s how we make
