OTOP NEXT GEN 2022 *NCR 1233% for Generated Sales Target of 5M vs Accomplishment of 61.7M with Regional Median of 158.65M ONE TOWN, ONE PRODUCT (OTOP) PHILIPPINES is a priority stimulus program for Micro, Small, and Medium-scale enterprises (MSMEs) as the Filipino government’s customized intervention to drive inclusive local economic growth. It enables localities to determine, develop, support, and promote products or services that are rooted in local culture, community resource, creativity, connection, and competitive advantage. These are offerings a town is renowned for. It endeavors to capacitate MSMEs to innovate and produce market-ready products and services. The program has been in existence since 2002 and was powered through the promulgation of Executive Order 176 in February 2003. In 2017, DTI reinvigorated the program in the form of OTOP Next Gen which leveled up the framework and package of assistance.

MSMES ASSISTED Micro, Small, Medium Enterprises are the primary beneficiaries of the OTOP program. In 2022, 17,633 MSMEs were assisted through Product Development, Capacity Building, Standards Compliance, Market Access and Product Promotion initiatives. The regions that reported assistance to the most MSMEs were Region 5, CARAGA, Region 12, and Region 10. There was a 10.3% decrease in MSMEs assisted in 2022 from 2021, yet an exponential increase in sales generated by MSMEs was reported. The regions that reported the highest sales generated by MSMEs were Region 1, Region 7, and Region 6. Target sales generated was exceeded by 97%. The top contributors to sales were CAR, Region 4A, and Region 6, while CARAGA, Region 10, and Region 2 assisted the most MSMEs, respectively. On average, there were 135 MSMEs, that generate ₱8,989 sales each, per hub that generated ₱1,216,323 in sales each. 18 new OTOP hubs, 257% of the targeted 7 new hubs, were established, while 13 hubs pursued digitalization through e-commerce and 81 remained solely as physical hubs. In 2022, 10,714 MSMEs were assisted and ₱700 Million in sales were generated. The top contributors to sales were Region 4B, Region 3, and Region 6, while Region 3, CAR, and CARAGA assisted the most MSMEs, respectively. NATIONAL FOOD FAIR Billed as the biggest domestic trade event since the onset of the COVID-19 pandemic, the 2022 Hybrid National Food Fair was held last June 1-5 at the Megatrade Halls of SM Megamall in Mandaluyong City. All of the country’s 16 regions are represented, with 250 exhibitors showcasing their wares in the physical venue. Complementing this is the simultaneous virtual event on the Lazada e-commerce platform. At least 70 MSMEs are onboarded in the Hybrid National Food Fair on Lazada as they sell products through their permanent online stores. IMPAKABSAT DTI Cordillera and its partners from the City of Baguio and the province of Abra opened the IMPAKABSAT 2022 at SM City Baguio on July 16, 2022 after years of being staged in Metro Manila. DTI-CAR RD Juliet Lucas along with other DTI executives and private partners led the ceremonial beating of the gong to officially open the regional trade fair that features the best products from the Cordilleras. IMPAKABSAT stands for the region’s six provinces namely, Ifugao, Mountain Province, Abra, Kalinga, Apayao, Benguet, and the city of Baguio, and completed with the Ilocano word “kabsat” which means brother or sister. It was conceptualized a year after the 1990 “Killer Earthquake” that left Baguio City and other provinces in the region in shambles to serve as a platform and opportunity for Cordillerans to recover and restart again after the calamity. PRODUCT DEVELOPMENT The OTOP Next Gen is considered the "Product Development Factory" of the ecosystem of MSME assistance programs. The program aims to develop market-ready and competitive products for local and international markets. In 2022, 7,956 Prototypes and 1,543 Brands were developed under the program through design interventions and standards compliance assistances. The regions that reported most prototypes developed were Region 5, Region 6, and CAR, while the most brands developed were Region 12, CAR, and Region 5. 3,487 MSMEs were assisted through 417 Product Development & Design Sessions that were conducted in 19.2% Region 2, 13.7% Region 10, and 10.1% Region 5. PACK PINAS VIRTUAL POWERED BY OTOP PH: ACCELERATE PACKAGING THROUGH SUSTAINABLE DIGITAL PRINTING In the pursuit to transform business opportunities and intensify the Micro Small and Medium Scale Enterprises (MSMEs) with technology thru labels and packaging, the One Town, One Product program, in partnership with HP Singapore and HP Barcelona conducted a webinar which helps the OTOP MSMEs improve, develop, and continue to innovate their product’s label and packages. The webinar was conducted to introduce a packaging hub program that will help pivot the growth of MSME’s and their products to become globally competitive. The free virtual conference helps OTOP MSMEs improve, develop, and continue to innovate their product's label and packages. It was attended by 391 participants composed of MSMEs, LGU officials, and, as well as those from the private sector. EXCLUSIVE VIP EVENT: LIVE DEMO ON HP INDIGO DIGITAL PRINTING TECHNOLOGY HP Industrial and Solutions team of experts provided a deep dive information on HP Indigo's end-to-end production process and solutions, real life customer case studies, new product innovations, live demos of HP Indigo 6K and Finishing equipment that focus on printing labels and flexible packaging. The event was beneficial in fulfilling the needs of MSMEs across wide range of printing segments - from flexible packaging to label production. It was attended by 8 Regional Operations Group staff including the Undersecretary and Assistant Secretary of OTOP Progam with selected MSMEs.

For its financial accomplishment, it utilized 84% of its allocated GAA funding. Through the reported sales of ₱3,776,797,119.98 of the program's assisted MSMEs, the return on investment from its GAA allocated funding of ₱91,498,000 was 4128% for FY 2022 as an indicator of the OTOP program's objective to drive local economic growth - 0.07% of the Philippine's 2022 GDP. The generated sales of MSMEs assisted by the OTOP Program of ₱214,300 exceeds the GDP per capita of ₱61,398 by 250%. **Refer to Appendix 2


PARTNERSHIPS ALAGANG AYALALAND Alagang AyalaLand is a community engagement program which focuses on generating livelihood and jobs through social enterprises. A partnership was initiated by DTI Sec. Alfredo Pascual to offer space at 30 Ayala Malls nationwide to promote the products of OTOP assisted MSMEs. As of December 2022, the partnership has enabled the establishment of OTOP Hubs in Alabang Town Center, Metro Manila, which launched on December 13, and Marquee Mall, Pampanga, which launched on December 28, 2022. 49 MSMEs have generated sales of ₱314,200 through the partnership. In 2022, the Department of Trade & Industry, with the guided effort of the DTI Regional Operations Group, initiated new partnerships, as well as implemented and enhanced previous projects with public and private institutions, in an effort to fulfill the mandate of the OTOP Next Gen Program in levelling up assistance to MSMEs in the areas of Product Development, Standards Compliance, Capacity Building, Market Access and Product Promotion. CAAP On March 2019, the initial agreement between DTI and CAAP on the Establishment of Go Lokal! Pop-Up Stores and OTOP Philippines Hubs in airports took effect. For 3 years, this initiative enabled DTI assisted MSMEs to penetrate the mainstream market of the travelling public, generating sales of PHP ₱15,468,200 from 2019 to 2022. With the expiration of the initial agreement in 2022, DTI expressed its intention to renew to continue its intended purpose that was impeded by the pandemic. From this partnership, OTOP Hubs were established in Laoag International Airport, Tuguegarao Airport, Bicol International Airport, Tacloban Airport, Davao International Airport, and General Santos City Airport. SHELL SELECT To provide wider market access to MSMEs, the DTI entered into a partnership with Pilipinas Shell Petroleum Corporation (PSPC) which enables access to more than 410 Shell Select and Deli2Go stations nationwide. The project was piloted on May 2021 at Shell Select - Marilao, Bulacan and on July 2021 at Amare Shell, Cebu. 24.8% FDA DOST DTI Region 5, FDA, and DOST collaborated to help food processors in the region focusing on facilitating the registration and compliance of food processing of MSMEs to the mandated food safety regulatory certifications and standards. The DTI will identify and evaluate target food processor beneficiaries, determine products for testing and specific tests to be conducted. The DOST will assist in capability development of DTI technical personnel through the conduct of training on Basic Food Hygiene and current Good Manufacturing Practices, provision of analysis and testing, and technical assistance on the evaluation of compliance to mandatory packaging and labeling requirements. The FDA will conduct orientation to the beneficiaries regarding product registration and licensing and would prioritize and provide a special lane for applicants endorsed by the DTI. LICTON PACKAGING Product packaging and labeling are essential components of the OTOP program. On September 2022, Licton Plastic Packaging presented their services to the DTI for the printing and packaging needs of OTOP assisted MSMEs. The partnership would provide 50,000 free pouches to 250 MSMES. As of December 2022, 12,400 pouches have been produced for 62 MSMES in NCR, Zamboanga del Sur, Baguio, Bohol, Cebu, Siquijor, and Negros Oriental. 2 0 2 2 IFEX 2022 From September 22-24, 2022, 12 MSMEs from 11 regions were able to showcase their best and finest export-ready food products at the annual IFEX Philippines - the International Food Expo conducted by DTI CITEM. The MSMEs generated ₱4,394,068.15 in sales and were able to meet and transact with both international and local buyers. The participating MSMEs were Sally's Authentic Bicol Express, JBV Homemade Food Products, Elisha Bay Dagupan Bangus and Seafoods, 3 Sher's Food Products, MTC Mendoza Enterprise, Lionheart Farms (Philippines) Corporation, Altertrade Philippines Inc., Rachael N Jhundy's Homemade Food Products, John N' Mico Food Products, Abundance Agri-Tourism and Training Inc., Dai Hai Marine Products, and Ermie’s. PROPAK ASIA 2022 OTOP Booths at IFEX 2022 ProPak Asia is considered Asia's number one international trade event for processing and packaging technology of food, beverages, pharmaceutical, and cosmetics products. It was a part of the ProPak Exhibition series running across the globe. On June 15-18, 2022, Informa Markets, who created platforms for industries and market to trade, innovate, and grow, conducted Propak Asia in Thailand which was attended by 23 DTI representatives, including Usec. Blesila A. Lantayona, and 208 MSMEs from different regions nationwide. ProPak Asia was able to provide renewed hope and aspiration for companies with the innovation and technologies presented in the exhibition.
