ii CEO's Foreword This year’s LEAD Programme is special to PEMIMPIN GSL as it is the third cohort of the programme. The two previous cohorts graduated a total of 138 middle leaders from all over Malaysia, who achieved overwhelming success as they applied new techniques of management and leadership in their schools. Therefore, I am extremely excited for this third cohort, a special cohort for the Ketua Panita of Bahasa Melayu, Bahasa Inggeris, Bahasa Cina dan Bahasa Tamil from schools all over Kuala Lumpur, as they receive in-service professional development that will enable them to improve student outcomes. Cheryl Ann Fernando Chief Executive Officer - PEMIMPIN GSL The LEAD Programme is unique as it is specially designed to build the capacity of middle leaders with the skills and knowledge necessary to empower teachers and ultimately increase student outcomes. PEMIMPIN GSL will ensure that what is delivered is relevant and sustainable to be implemented during the pandemic recovery phase and beyond. The task of building the national education system does not only depend on one or two people, but it is the responsibility of everyone in this system. As middle leaders, you are a crucial part of the education system and this task is a shared responsibility to ensure that we develop our country’s education system together, in line with global needs. What we do, I am sure, is not for ourselves but for our students and our beloved country. Biggest learning loss Only 2.5% (1,268 pax) of middle leaders received leadership training from 2017-2019 from an estimate of more than 50,000 middle leaders in Malaysia 40% 2.5% Malaysia is estimated to experience one of the biggest learning loss when compared to other developing Asian countries As many as 40% of students couldn't fully participate in online learning throughout more than 40 weeks of school closure
Programme Objective 3 LEAD from PEMIMPIN GSL is a 10- month leadership programme designed to build the capacity of Middle Leaders (ML) in schools in key areas of leadership. LEAD integrates evidence-based leadership skills and best practices to develop emerging leaders with the skills, knowledge, and mindset needed to lead their teams more effectively, taking into account learning loss and literacy challenges. LEAD aims to improve Middle Leaders' instructional leadership in literacy and language to improve student and school outcomes. The programme is in line with Malaysia's Education Blueprint 2013-2025 to ensure every child is proficient in Bahasa Melayu and the English Language, and is also encouraged to learn an additional language. Programme Timeline 11 Cycle 1: Understanding Leadership Timeline May - June 2023 This cycle invites middle leaders to explore the concept of leadership by reflecting on how they lead their team and their students. A good leader sets high expectations of teachers and students, and provide appropriate support to help them be successful. This cycle also discusses approaches to support literacy and language. LEAD Programme Development 15 Rooted in data-informed learning, the LEAD programme development celebrates itself on a concurrent combination of curriculum development and monitoring and evaluation in every step of the programme design. Before the LEAD programme is delivered to middle leaders in schools, the curriculum development and monitoring and evaluation team worked together to develop four major steps: To discover and understand the context, conduct needs analysis, and design a theory of change Define Develop Deliver Discover To define program learning objectives and the indicators of program effectiveness. To develop learning cycle and scope and sequence of content and create data tools & processes. To deliver workshops and assignments, provide support and feedback, implement measurement and evaluation activities, and analyze data to influence ongoing delivery. 19 Founded in 2017, PEMIMPIN GSL is an organisation focused on improving school leadership by implementing professional development programmes for leaders in schools to drive high-quality learning instructions and positive culture that leads to improved student outcomes. We know that there are low levels of achievement in public schools in Malaysia, especially those with high enrolment of students from urban poor communities or rural schools. We are focused on providing training and support to school-based leaders to improve their knowledge, motivation and skills in hopes of increasing levels of achievement amongst students. Right now, PEMIMPIN GSL runs 4 programmes for school leaders, middle leaders and teacher leaders. Effective leaders are the key drivers that will lead to school transformation and without great principals, there will be no great schools. LEAD Programme Blueprint 2023/2024 24 PEMIMPIN GSL has fostered close relationships with the Ministry of Education and the State Education Department ever since our conception in 2017. The LEAD program will continue to strengthen this active partnership with all levels of the Ministry of Education, including state and district education departments. PEMIMPIN GSL is part of the Global School Leaders (GSL) network which is an international non-profit organisation focused on improving student learning outcomes in under-resourced schools across low and middle-income countries through innovative, on-the-job training programs for School Leaders. GSL brings nearly a decade of experience in designing and delivering school leadership training in developing countries. Yayasan Hasanah is an anchor funder for this programme. We will build on their existing expertise in working with selected schools to ensure our work with the middle leaders are sustainable and highly impactful.

LEAD Programme Blueprint 2023/2024 26 THE LEAD PROGRAMME What does a participant go through in LEAD? How does LEAD fit into the Malaysian education policy? How is LEAD aligned with middle leaders' job scope? What benefits can the participants of LEAD get? LEAD is a training and leadership development programme for middle leaders. It consists of workshops and professional learning circles. Please refer to pages 7 to 16 for more information. LEAD aims to upskill and support in-service middle leaders by enhancing middle leaders' knowledge and skills as indicated in the SKPM competencies. This is achieved via workshops and support by PEMIMPIN GSL as well as sharings by fellow middle leaders in the programme. LEAD highlights effective teaching and learning practices to empower middle leaders to be effective instructional leaders. Additionally, via the Impact Initiative Plan (IIP), and personalised professional learning circles, the LEAD programme provides support for middle leaders to set school-relevant goals and action plans, in line with their work in schools. LEAD participants get continuous support, active learning community with middle leaders from other schools in WP Kuala Lumpur, access to various school management and learning tools, and access to a network of middle leaders in Malaysia throughout the programme.

Through this network, we are exposed to partners from Indonesia, India, Philippines, Uganda, Kenya and Nigeria. PEMIMPIN GSL was founded in 2017 with our Fellowship Programme catered specifically for school leaders. Today, PEMIMPIN GSL runs 4 programmes for school leaders, middle leaders and teacher leaders.
